Two Cheadle dog breeders were charged


with offences under the provincial Animal
Protection Act last week, only a few months
after 41 dogs in distress were voluntary surrendered to the Alberta Society for the Prevention of Cruelty to Animals (SPCA).
Doraine Jensen and Bjarne Jensen face three
charges of failing to provide adequate care for
ill or wounded animals, allowing animals to be
in distress, and failing to provide animals with
adequate shelter, ventilation, and space.
With an April 4 court date looming, the Alberta SPCA was unable to comment further on
the details surrounding the investigation.
I cant give specifics of conditions because
that will be presented as evidence in court, but
we found and veterinarians confirmed, that
the dogs were in distress for various reasons,
said Roland Lines, communications manager
for the AB SPCA.
It is concerning, but unfortunately its not
really anything new. Over the years Alberta
SPCA, not on a frequent basis but unfortunately on a regular basis, have come across breeding operations where people either through
lack of attention or lack of resources allowed
their dogs to fall into conditions of distress
that theyre not dealing with.
The Alberta SPCA received a public complaint with concern for the dogs on the property last November, which led the charity to
actively conduct an investigation. Through
the efforts of the peace officer on site, 41 of
the dogs were voluntarily surrendered, allowing for the immediate transfer of ownership
of the animals to an adoption group. As a result, the society was able to rehabilitate the
canines to the Alberta Animals Rescue Crew
Society (AARCS), who said the dogs arrived
with ear and eye infections, dental issues,
were extremely matted, and covered in urine
and feces.
Its really important that if the public sees
something wrong that they need to report it so
that they can investigate it, and places like this
are hopefully shut down for good, said Deanna Thompson, executive director of AARCS.
Its really sad. My understanding is that they
have been charged, which we are very happy
to hear. These animals were suffering and they
deserve justice and hopefully we will not see
any more animals coming from this breeder.

Council approves one-time Per Diem

The issues of political correctness and
morality were in the vanguard of last
weeks regular council meeting, when
councils views were divided on the allotment of per diems for the upcoming
CAO succession process interview.
Council was asked to consider a onetime $200 per day payment under the
Council Remuneration and Expense
Policy Policy 1806 allowing for all
council members to attend the Feb. 27
interview process without losing wages.
The meeting allows the elected officials to meet with the short-listed candidates vying for the chief administrative
officer position, soon to be left vacant
by current CAO Dwight Stanford, who
served Strathmore for 23 years and will
retire on April 22.
The request to allow per diems,
which provide council members with a
per-day rate for attending workshops,
conferences, and meetings in connection with the town, caused an animated
debate among councillors.
While some councillors felt the per
diem would be applicable, others felt
it would only be appropriate for those
missing a days work, and some were
adamant about an all-or-nothing approach.
Obviously these particular all-day
meetings regarding this decision dont
happen too often for us councillors in
our councillor lives, nevertheless, some
of us have to take off a full day from
work, said Councillor Blokland who
brought the topic to council on Feb. 17.
I just brought this up for principle.
I dont care if I get the $200 or not
however, Feb. 27 is 10 days from now. If
I get a huge call three days before that,
for example, for a funeral that comes
unannounced, and I have to look after a
lunch for 300 people, I will not be here.

Councillor Brad Walls agreed, stating that under the circumstances the
meeting calls for additional involvement beyond councils duties. However,
other councillors argued that since the
meeting takes place on a Saturday and
would not require some council members to miss work, each councillors annual salary should suffice.
The Remuneration and Expense Policy was amended on May. 21, 2014, and
while the per diems reimburse those
councillors that endured a loss of pay
for taking time off their full-time jobs to
attend meetings and workshops in relation to town business, there are limitations.
The per diems cover Alberta Urban
Municipality (AUMA) and Federation of
Canadian Municipalities (FCM) conferences to a maximum of four days a year,
as well as spring and fall workshops for
a maximum of four days annually.
Council voted five to two in favour of
the amendments two years ago, which
included a vote of approval from Councillor Pat Fule who had then argued that
councillors shouldnt face lost wages to
attend such meetings. When Councillor
Pat Fule spoke out in opposition of the
proposal last week with concerns of setting a precedent for adding per diems
as items come up, Councillor Blokland
reminded him of his former approval.
Im glad you brought that up because I was raked over the coals for
accepting the per diems for the spring
and fall workshops and the AUMA, and
in fact, I was told by a resident, that it
was basically a hidden raise he made
a lot of sense that we are adding to our
pay by having per diems paid for, said
Councillor Fule.
If I dont have to miss any work and
Im not in need of that per diem, then I
shouldnt necessarily have to take it. Im
not trying to be a hero, Im not trying

to undermine the rest of council. Im


speaking publicly about it, so I dont
feel Im not being a team player.
According to Policy 1806, the Mayors
annual salary should be $44,000, while
councillors are entitled to a $24,000 salary annually all remunerations which
are one-third non-taxable.
Councillor Denise Peterson also
stated that she would support a motion focused on long-term policy when
a councillor is forced to lose wages.
While Councillor Fule and Councillor
Peterson said they could support a motion that states those affected by loss of
pay that day would be eligible for per
diems, Councillor Grajczyk disagreed.
I have difficulty with this one especially in the sense that if you want to
take it you can take it were all working as a team, or were not, said Councillor Grajczyk.
Were supposed to either stick together as one team and we all take it,
or we dont take it. It looks like you can
go around town saying yeah I voted
for it but Im not taking the money. To
me thats politically incorrect, and its
wrong.
Councillor Denise Peterson and
Councillor Bob Sobol were elected to
fill the positions on the ad hoc committee, the CAO Succession Planning Committee, with Councillor Steve Grajczyk
as an alternate, on July 22, 2015. As a
result, roughly five individuals have
been short-listed for the interviews.
In the end, council unanimously voted to pass the motion stating that the
normal per diem rate of $200 per day
be made available for those councillors wishing to expense it on Feb. 27
to recover lost wages/ income. This is
in respect to Policy 1806 and would be
a one-time exemption for the CAO Succession process interview scheduled for
that date. Councillor Bob Sobol was absent during the council meeting.

The Town of Strathmore will be holding an open house on


March 1, 2016 from 4:00pm 8:00pm at the Strathmore Civic
Centre. The purpose of the open house is to provide citizens with
information regarding the concept of designating the Anglican
Church property as a Municipal Historical Resource. There will
be two separate presentations given at the Open House. One
will be at 4:30pm and second at 6:30pm. The timing has been
purposely set to enable citizens who are working late to attend
the 6:30pm presentation. The 4:30pm and 6:30pm presentations
will be identical. At 4:30pm Town Staff will review the legislation
pertaining to this item. After this short presentation, the Anglican
Church will give a presentation, followed by a presentation from
the Western Historical Society. Questions are encouraged, but we
are asking that the questions be written and presented by the MC.
Refreshments will be provided and we encourage everyone to
come to learn about the proposal.

FEBRUARY 17, 2016
Council gave second, third and final reading to Bylaw
No. 15-40 Land Use Bylaw Amendment Bylaw Emergency
Shelter and Residential Care.
Council gave first, second, third and final reading to
Bylaw No. 16-03 Sports Complex Planning Committee.
Council approved the Professional Engineering Services
for Waddy Lane and 2nd Street Reconstruction to Allnorth
for an amount not to exceed $99,950.00 plus GST and that
the CAO is authorized to sign the Engineering Service
Agreement on behalf of the Town.
Council appointed Councillor Grajczyk and Councillor
Fule to the Sports Complex Planning Committee.
Council approved that the normal per diem rate
of $200.00 as allowed for under Policy 1806 - Council
Remuneration Policy, be available to Councillors wishing to
claim for lost wages due to attending the CAO Interviews
on February 27, 2016.
Council directed Administration to enter into
discussions with the Marigold Library in regards to
new land and old land as indicated in their Request for
Proposals.

Thompson added that half of the
dogs have been adopted, and the remaining canines are in foster homes
either recovering from their injuries or
waiting to be permanently relocated.
One of the dogs was also euthanized
due to cancer.
While 41 animals were removed from
the Cheadle property, Lines said several more were deemed to be family
pets and remained at the location. The
Alberta SPCA confirmed that 40 shih
tzus and one border collie ranging from
puppies to 11 years of age were in distress.
According to the SPCA, veterinary
reports on the condition of the surrendered animals impacted their decision
to lay charges under the act on Feb. 17.
The breeders also falsely advertised being certified by the Alberta charity.
One issue that this case brought up
for us, is that these particular breeders,

on their website, identified themselves


as being SPCA inspected, said Lines.
Although strictly speaking it is true
that our officer attended their property
and inspected them, in no sense did we
certify. We were inspecting them as part
of an investigation, which ultimately led
to charges. So one of the things I want
people to be aware of is that the AB
SPCA doesnt run any sort of approval
or certification program for any animal
operations in the province.
Lines cautions the public to be wary
of any organization that claims to be
Alberta SPCA certified. The Jensens
court date is set
for April 4 at the
Strathmore
Provincial Court.

investigating an assault that occurred
at the Strathmore Dog Park on
February 14th. At approximately
430 pm, an unidentified male struck
a victim in the face following an
argument. The male is described as 6,
medium build, approximately 20 years
of age, having short dark hair and was
wearing glasses. The suspect left the
location in a light coloured pickup

A new frontier in surgery is coming. The iKnife

Council hope for favourable outcome


regarding Anglican church issue

Following an influx of information presented at last
weeks town council meeting, council members encouraged all concerned parties in connection with the
Anglican church issue to
meet in hopes of contriving a win-win situation to
an ongoing issue that has
dominated recent council
meetings and escalated into
a Gordian knot.
The local politicians were
presented with a timeline
produced by the Western and
District Historical Society
(WDHS), and received some
verification from the legal
representation of the Anglican diocese at the meeting
on Feb. 17.
After the hour-long delegation and question-answer
period, several council members expressed their desire
for representatives from the
Anglican congregation, the
WDHS, and land and building purchasers to meet
separately and negotiate a
favourable outcome for all
members involved.
I really want to work with
all parties so its a win-win
situation for everybody and
were finding out new information almost by the minute
so that we have to digest all
this stuff and get some answers for ourselves too, said
Councillor Steve Grajczyk.
Maybe to resolve this issue, we could all get the concerned parties together in a
situanon-confrontational
tion for a meeting outside of
the chambers with administration... so we can resolve
this issue and everybody has
a clean understanding with
whats happening.
Tensions rose shortly after
town council passed resolution under the Historic
Resource Act, imposing a
120-day freeze on actions
surrounding the removal of
the former St. Michael and
All Angels Anglican Church
from its location at 237 1
Ave. on Jan. 13. The decision
to implement the freeze, advertise the notice of intention, and hold an open house
to determine public support
for a future bylaw of historic designation, provides
a possibility to preserve the
historic significance of the
106-year-old church if council were to designate the
site a municipal historic resource.
The WDHS was verbally offered to purchase the building for $1, and remove it off
the land. While the property
was not deemed a historical site by the province, the
WDHS asked for municipal historic designation in
order to still be eligible for

provincial funds that are no


longer available if the building were to be moved off its
original location funds, not
all provincial grants, the society said could total up to
$200,000. Therefore, according to the WDHS, the society
determined the church building in situ was preferred to
the designation at a new location.
According to the timeline
provided by the WDHS, the
society had discussed seeking financial support to purchase the six lots and the
church building with representatives from the Anglican
Church in early September of
last year. The document then
states that four days later the
society was informed that an
offer had been made on the
lots and that the Anglican
diocese of Calgary had accepted the offer. With a few
days left until the congregation voted on the offer on
Sept. 21, 2015, WDHS said
they were able to accumulate $470,000 through a private investor and help from
the Town of Strathmore. Due
to a technicality, if the Town
of Strathmore was named as
purchaser, financing could
not advance - leaving the society $70,000 short and unable to draft or present an
offer.
I stood in council before
saying that we wanted to ensure you that we wanted a
win-win for everybody, said
Bruce Klaiber a member of
the WDHS.
Weve never done anything in this process to antagonize or done anything to
be mean-spirited at all. We
have followed the act. We
had hoped for negotiations
but as I said everything happened within four days. If
we were to follow the act as
its written, my understanding is we wouldve never had
to make an offer at all.
We made the offer because
there were six lots involved.
We knew that the congregation and the diocese wanted
to sell all six lots, and thats
why we scrambled around
trying to get together that
kind of bid.
As the focus of the WDHS
had shifted from purchasing
the building for $1 to purchasing the six-lot property,
the dollar never exchanged
hands, and the congregation
entered into a written agreement to sell the church to a
third party, who was willing
to move the building off the
site, on Dec. 17, 2015.
However, the 120-day
freeze passed in January
now impacts the Anglican
church parish which is desperate for the construction of
a new church building and
in need of the funds from
the sale, the developer who

purchased the land the church is


situated on, and the buyer of the
church building who remains
anonymous.
As was confirmed by the solicitor of the Anglican diocese, R.
Bruce Brander - who stated the
presented timeline didnt always
match up with the timeline he
had assembled - and previously
by Angela Arinze, the rectors
warden for the St. Michaels and
All Angels Anglican Church, an
agreement of purchase for the
sale of the six lots and a separate deal to sell the building and
move it off the site have been
signed.
The problem the church is in,
is we have as what we view as
two valid agreements, said Solicitor R. Bruce Brander.
You can hardly start sitting
down and negotiate with somebody else another agreement,
that would inherently violate our
good faith we wish to perform

with the agreements we already


signed. Thats the trouble.
The regular council meeting
further presented council with
an opportunity to receive clarification on property rights, ensure the Strathmore residents
that council has not yet made a
decision on the matter of historic designation, and publicly reminded the community to attend
the open house on March 1.
Furthermore, in an attempt at
finding a happy medium, Councillor Denise Peterson, Councillor Steve Grajczyk, and Councillor Pat Fule echoed the call for
negotiations between the parties
involved in regards to the church
building. Klaiber also presented
a plan B, which would assure
funds to move the church and
transfer ownership back to the
society, if council chooses not
to designate the area, and the
building owner was unable to
remove the church by April 15

the closing date of the pending deal.


If council decides to designate
the site a municipal historic resource, compensation will be
provided to the current landowner on title.
We seem to be focusing on
doomsday here, said Councillor
Brad Walls. This council, to be
very clear, has not made a decision. So maybe lets not focus
so much on the doomsday and
maybe listen to the facts and on
[March] 23 perhaps we make our
best decision at that time.
For now, the concerning parties remain in ongoing negotiations. The open house will
take place on March 1 from 4
p.m. to 8 p.m. at the Strathmore

Wheat prices lagging behind


To the Editor
In 1973 I received over $6 for a bushel of #1 wheat.
That was when a brand new Massey combine sold
for about $30,000.
Expenses like fertilizer, fuel, chemical, insurance,
overhead and so on, were much less in 1973 of
course, so a likely profit on that bushel would have
been around $4.
NEWS FLASH: 43 years later farmers are still receiving $6 for that bushel of wheat. The profit would be
closer to $2 per bushel.
Somehow, farmers have been led to believe that $6
- $8 is a good price for 60 pounds of #1 Wheat, and
we should be thankful to the open market for its mu-

nificence.
Lets not forget that $6 in 1973, when adjusted for
inflation, is equivalent to over $30 in 2016.
Now maybe the world wheat market would collapse
if Canadian farmers were paid what their product was
actually worth. My expectation is not $30 for my
bushel of wheat, however, it seems to me it should be
somewhat closer to its value.
I wonder what the grain industry actually gets for
my $6 bushel of wheat when they put it on a boat at
the West Coast. They wont tell us. How much more
than $6 do you think it might be?

NDPs injustice to transgendered children


To the Editor
I am writing this letter to appeal to parents on behalf of all transgendered children. In the guidelines
for best practices sent out from the NDP government
there is a line that says; The government has mandated that these guidelines give the transgendered
special privileges in all schools in Alberta. Suddenly
these children are no longer part of us as a class
or a grade now they are different. They have special
privileges now they have become the odd balls.
Remember how everybody hated the teachers pet,
when you were in school. It was not that they were
not nice kids, it was that they had special privileges
and the rest of the class resented that. You can never
legislate attitudes or friendships. Suddenly these children dont belong to the girls and they dont belong
with the boys. Having no place to belong is a traumatic place to be, and this government is deliberately

setting these children up for years of emotional insecurity. You are doing a huge injustice to the very
group you are trying to help.
The part that troubles me most is that the whole
situation is taken out of the hands of parents. It is
those parents on whose shoulders these children will
be crying on in the night. Parents are not even allowed to teach their children or find counselors who
teach according to their understanding. This is a direct violation of the Canadian Charter of rights and
Freedoms (a) freedom of conscience and religion (b)
freedom of thought, belief, opinion and expression.
These freedoms are precious and no government has
the right to rob us of them.

If wishes were horses


To the Editor
Forgoing their Lenten service happening just blocks
away, Anglicans once again crowded into town council chambers February 17 to see if the freeze would
be removed from their property. Instead, they were
treated to a lengthy presentation by the WDHS outlining why they felt the churchs property should be
theirs. The presentation ended with the assertion that
the historical society had wanted to make an offer
on the property, but were unable to secure sufficient
funding. When they were not able to borrow enough
money, they asked town council to make an offer on
the property on their behalf. However, when the town
stepped up as buyer, the financier pulled out. No offer

was submitted, and the congregation voted to accept


a written offer by another buyer.
There are a good many things I wish I had bought
in my life, and more than a few things I wish I had
not, but wishes are not contracts. The WDHS is trying
very hard to acquire this property, and the town is trying very hard to facilitate that, but two facts remain:
the land has been sold and the church building has
been sold, too. Offers have been made and contracts
have been signed. No amount of wishing or good will
can change that. Its time to move on.

St. Michaels future


To the Editor
I would like to talk to you about the future of the
St. Michael and All Angels Anglican Parish. We have
sold our Strathmore downtown property in order to
further the work of the congregation in and around
the community of Strathmore. If you have been following the articles published in the past editions of
the Times, you will no doubt have seen that we are
at a critical time in the life of our small faith community. Regardless of the struggle between the Western
District Historical Society, the Town of Strathmore and
our St. Michaels congregation, we have decided to
move ahead with our vision and mission to continue
to serve the community of Strathmore.
It is our intent to stay near the downtown area.
Our focus will start with some of the family needs
that we have identified in the inner core of our town.
These initiatives include a modest emergency lunchtime feeding program for students without food for
the day and offering a homework club in our temporary location.
Moving to a new site and having a newly built mod-

est 100 seat church will address our longer term needs
such as ample gathering space and a commercial
kitchen. As a congregation, we need to move ahead
with the new church building and site. This would
allow us to engage in a ministry that would focus on
feeding the families of Strathmore. We desire to offer
teaching for families around the cost effective and nutritious preparation of meals. We will contact community members with an interest in food, training, food
preparation and those interested in teaching about
growing and harvesting food in our new location. We
will put in place initially 12 community garden plots.
These would replace and add to the gardens we had
to remove when we prepared our downtown land for
commercial sale. Our new outreach programs will be
designed to end hunger and enrich lives.
This is a new beginning for the St. Michaels Parish. We seek to be an open community where people
meet God and are transformed through the practices
of hospitality, generosity, spirituality and mission.

receive facelift

Numerous citizen concerns and years of unease
about low water pressures and overall quality of
infrastructure on Waddy Lane and 2nd Street are
being laid to rest, with the town doling out thousands of dollars for necessary engineering services addressing the improvement and replacement
of underground infrastructure and surface works.
During the regular council meeting last week,
town council voted unanimously, with the absence of Councillor Bob Sobol, to allocate nearly
$100,000 for Allnorths professional engineering
services.
The town had established the Waddy Lane improvement project as a capital project for 2016 last
year. It will include the much-needed replacement
of water and sanitary underground infrastructure, surface works, and some road and sidewalk
replacement between Lakeside Boulevard and
Wheatland Trail.
Improvements to the surface works of 2nd
Street, from 2nd Street to Wheatland Trail, were
also carried over from 2015, and will primarily focus on drainage issues and roadway resurfacing.
For years, Strathmore residents had raised the
issue of low water pressure along Waddy Lane,
said to be the result of an aging main waterline,
which was originally scheduled to be replaced in
2017.
Letters to the town, received in 2014, stated that
several residents experienced the water pressure

issues, even deeming their fixtures ineffective


when used simultaneously.
Waddy Lane will be an underground infrastructure replacement, 2nd Street has newer infrastructure, but there are some surface concerns, pot
hole issues, and cracking, so we want to address
that at this time, said Bryce Mackan, acting director of Engineering with the Town of Strathmore.
The Alberta Purchasing Connection posted the
proposal request for professional engineering services for both reconstruction projects from Jan. 20
until Feb. 8.
With nine proposals, the engineering department performed a technical review following
criteria that included completeness, depth of
breadth, qualifications, and innovation and value
added to the project. Six of the applicants received
a minimum score or higher, and proceeded to the
cost review. The technical score combined with
the cost score recommended Allnorth, who was
also the lowest bidder, for the project. Allnorth
had also worked with the town on past and current project.
According to Mackan, construction is scheduled
to begin in early April, depending on the design
and engineering processes. With the Strathmore
Stampede and Heritage Days beginning at the end
of July, the engineering department is striving to
complete the project between May and July.
Council approved for the professional engineering services for Waddy Lane and 2nd Street Reconstruction to be awarded to Allnorth for an amount
no greater than $99,950 plus GST on Feb. 17.

of my Ottawa office. Holly was born and raised
on a farm in the rural outskirts of Cobourg, Ont.
Growing up on a farm and being in the country
was something she enjoyed immensely. Holly attended Heritage College in Cambridge, Ont. where
she earned a Diploma in Lay Counselling and Social Work. She began her career in Politics in 2005
working in a Constituency office in Cambridge for
the local Member of Parliament. Moving to Ottawa to work in the Member of Parliaments Hill
office in the fall of 2006, she began her career
on Parliament Hill working in various positions.
Holly is a proud Military wife; her Husband Walter serves as an Aerospace Engineer and has been
an Officer in the Royal Canadian Air force for almost 20 years. Holly and Walter have two young
daughters, and while she doesnt live on a farm
anymore, they have chosen to raise their family
in the small agricultural town of Richmond, Ont.
Holly enjoys gardening and photography.

and District Agricultural
Society was recognized for
their behind-the-scenes efforts and talent, when they
were awarded with two firstplace prizes at the Alberta
Association of Agricultural
Societies (AAAS) 2016 Marketing Competition.
During the annual convention
in
Edmonton,
AAAS president Doug Kryzanowksi presented the local society with the awards
for the posters for events
with attendance over 5000
guests, and for the Delegates Choice categories, as
a result of the Stampede and
Heritage Days 2016 poster.
We place a great deal of
emphasis on our marketing
efforts, said Herb McLane,
general manager of the
Strathmore and District Ag-

ricultural Society in a statement. Not only does the


poster promote the stampede and Heritage Days, it
represents
our brand.
In that way
it forms a
part of the
identity of

society.

Two stay-at-home mothers are logging hours of overtime to bring their
idea of Strathmore and Wheatland
Countys first indoor playground to fruition, yet unforeseen renovation costs
are forcing the duo to turn to local businesses and the community for financial
help.
Christy Marlatt and Marci Hira
dreamed up the initiative of an indoor
play area in 2015 after meeting for coffee and realizing their common interests and visions for the community. As
mothers of toddlers, their idea, which
caters to children up to age 12, quickly took shape. Yet, with a 9,900 sq. ft.
building and location in sight, the project, Hip Hooray Indoor Play, quickly
came to a standstill when financial help
from the bank was denied and renovation costs mounted too high.
Instead of bidding their enterprise
adieu which aims to donate money
back to local charities and remain economically conscious in their products

- the two former business women are


knocking on the doors of local establishments and recently launched their
crowd-funding campaign to gather the
necessary $85,000.
Theres not enough here to keep
kids active unfortunately, said Marlatt,
co-owner of Hip Hooray Indoor Play
and mother of two.
We want to support our community,
support community kids. We want to
put out programs for them that isnt just
free play. We want to do things like kids
yoga and also team up and partner
with local businesses.
With $3,600 already secured, along
with $2,500 from a sponsor who wants
to remain anonymous, Hip Hooray Indoor Play still requires large donations
before the facility opens its doors on
the anticipated opening date of June. 1.
The financial contributions would
bring the fire rating of the building
up to code for an assembly business
which is, according to the business
owners, what their business is classified as. With renovations up to par, the
women can then continue to equip the
nearly 10,000 sq. ft. bi-level facility with
a large custom playground, bouncy castles, baby and toddler area, a nursing
room, a healthy snack and specialty
coffee bar, as well as two party rooms
to cater to 60 people combined.
Marlatt and Hira have already been
in contact with Atomic Playground, an
indoor playground manufacturing company thats been designing, manufacturing, and installing kid-tested soft indoor
play equipment since 1991. As part of
the vision, the company is constructing
a play structure thats handicap friendly
and large enough for parents to partake
in the activities with their children.
The parents can climb through the
tunnels with the kids, so they can stay
involved in the play time with their
kids as opposed to just sitting back and
drinking coffee if they so choose, Marlatt said.
I went to school in Strathmore and
returned for things like the school system, the smaller town feel, its just a really wonderful community to raise your
kids. I have a lot of friends here and
I think they need to be offered something like this. Its a lot of hard work to
pack up the kids, take them to the city,
and keep them active.

and recognizing the economic downturn, both women are adamant about
contributing a fraction of their success
back into local charities in the future.
Furthermore, Hip Hooray Indoor Play
is focused on maintaining a small environmental footprint through utilizing
fully compostable food service packaging, cups, plates, cutlery, and biodegradable cleaning products.
In addition, the business plans to
distribute 50 single memberships a
family with one child and 50 family memberships for unlimited access
throughout the year. Memberships will
also provide discounts on special programs, such as laser tag, and birthday
packages. Day passes will also be made
available. Depending on the success of
Phase 1, Marlatt and Hira are hopeful to
launch Phase 2 in the future dedicated
to teenagers.
While the peak season is expected
in winter, Hip Hooray Indoor Play will
launch early June, in time for when
school is over.
Its going to be a slow transition I
feel, and I think thats a good thing,
because were just two stay-at-home
moms that are just jumping into this
and are the only employees, said Marci
Hira, who also organizes the Superhero
Clean-up and the Strathmore Childrens
Festival.
Its going to be a great time and I
think its going to be awesome for days
when its really hot, or if its thundering and lightning outside, or if its really
gross out. Were going to be that alternative where kids can go.

Little is known of the Lyons Family
name, prior to their moving to Canada
in the 1800s. Garys father Nelson Lyons was born in Mount Forest, Ontario
in 1889, but came west around 1905,
because his sister Lena lived in Calgary. Family records show that he attended the first ever Calgary Stampede
in 1912. He was known as a Jack of
All Trades, and was responsible for the
building of the old butcher shop, which
then became the post office in Carseland, about 100 years ago. He was also
a barber, and ran a livery stable, before
becoming a farmer.
Garys mother Vera Hunt was born in
Quasquiten, Iowa in the early 1900s.
Nelson and Vera were married in
Whitecourt, Alta. in June 1924, and had
four sons and a daughter. Gary was the
youngest, born in Edmonton on Oct. 14,
1939. After being raised in Whitecourt
and attending school there through
Grade 12, he moved to Kelowna with
his family, after his fathers retirement.
On settling in Kelowna, Gary applied
to join the RCMP, and following the
successful completion of Entrance Exams was accepted and joined the RCMP
on April 10, 1958 in Edmonton. He attended the RCMP Depot Division (now
known as the RCMP Training Academy)
in Regina for 10 months, and this started his over 20 years of service with the
Royal Canadian Mounted Police, where
he attained the rank of Sergeant. Gary
really enjoyed all the locations he was
posted to, even remote locations like
Fort Nelson and Vanderhoof, B.C. in the
early 1960s. Remember at this time, the
Alaska Highway was just a gravel road
through dense bush, there were no cell
phones and communication with the
outside world was very difficult and

intermittent. Although there was still


a Hudson Bay Trading Post, there was
no hospital or medical facility, and no
liquor store! But, both the Canadian
Armed Forces and the United States
Air force had bases there. He remembers that he had lived in Fort Nelson
for three months, before he was able
to wear civilian clothing,
because
he
was
always
working! He
retired from
the
RCMP
on Nov. 30,
1980
and
joined Baker
Hughes Mining Company
of Dallas, Texas, serving in
their Grande
Prairie office
for 15 years
in sales and
marketing.
Joycec father Carson
Browne was
born in Ireland in 1912, and emigrated to Ontario
in 1928, where he initially joined his
sisters. On his arrival in Canada, Immigration misspelt his name, dropping the
e on Browne. He came west to Calgary
in the early 1930s to join his brothers
who already lived here. Carson worked
for Jenkins Groceteria in downtown
Calgary, before being transferred to
their Drumheller store. In 1940, he purchased
Elliots Dairy in Drumheller, and renamed it Browns Dairy.
Joyces mother Margaret Hill was
born near Hanna in 1920. Her father
had come from England in 1904 and

homesteaded there. Upon marrying


Carson in Calgary in 1941, Margaret
became known as Peg Brown, a name
she would be known as for the rest
of her life! They had five children, of
which Joyce is the oldest. She was born
in Drumheller in 1942, and attended
school there through Grade 12, before
joining
the
Canadian
Air
Force
for a year,
then joining
the Bank of
Montreal as
a trainee in
1962.
One
of the banks
customers
was
Gary
Lyons, who
checked her
out for almost a year
before asking
her out on a
date, and this
resulted
in
them being
married
in
Drumheller
in 1964. They have three daughters and
one grand-daughter. Joyce worked for
banks throughout her working life - the
Bank of Montreal, the Toronto-Dominion, and Alberta Treasury Branch.
Their community activities were limited because of where they lived - Gary
has been a Mason for over 40 years,
and a Shriner for 30 years. Joyce volunteered with Brownies and Girl Guides,
when her daughters were growing up.
They retired to Strathmore in 2003,
and have seen many changes - mainly
the population growth, all the new big
box stores, and downtown Strathmore
emptying of many businesses.

by the municipality allows the institution to address current limitations,
yet falls short on meeting full monetary expectations.
As the library relies on the provincial government and the Town
of Strathmore as the only sources of

The library is very successful they
continuously increase their membership
annually. Budget times are tight and
funds are tight. We did what we could,
and worked on a bunch of scenarios. The
library its definitely on councils radar
that the library is very important. Were
looking at some other options hopefully
to help them and give them some good
stable funding as well as trying to keep
fiscally responsible.
Walls also credited Councillor Denise Peterson, former board member as
representative of the town, stating that
without her time and effort, the increase
would not have been possible.
Although the funding did reflect Strathmores current population of 13,327, the
2016 rate of $18.17 per capita continues
to remain lower than the $23 rate other
libraries see on average.
We did get an increase from the town,
but it wasnt all that we had hoped to
get, said Rachel Dick Hughes, director
of library services at the Strathmore Municipal Library.
Were excited about it and were glad
that theyre continuing to invest more
in the library, because, especially as the
economy hurts, people need access to
free Internet, free computers, free online courses, free books and movies, and
programs for kids. Were glad that they
see that and are investing and were just
hoping to continue to grow more with
more investment in the future.
The Strathmore Municipal Library
was forced to tighten its purse strings
and cut resources last year, to provide a
much-needed boost to their employees
wages. While the rise to $242,218 from
last years $222,428 wont be sufficient
to extend the library hours from Mondays to Fridays, the library will keep its
doors open from Tuesdays to Thursdays
until 8 p.m. starting on March. 1.
With such modifications, the library
aims to offer greater accessibility to
those families who have members commuting to and from work and are therefore less able to take advantage of the
librarys services.
In addition, more money was also put
into the program budget, allowing for a
wider variety of programming. As a result, the library was able to hire popular
magician Christopher Cool during the
teachers convention week.
We have very talented staff and they
can do so many great things, but we do
have limitations so were excited to be
able to outsource a little bit and bring a
wider variety of programming to Strathmore with that kind of money, said
Dick Hughes. Our council generously
supports the library and supports the
work that we do in the community and
I think thats becoming more evident in
how they fund us.
The Strathmore Municipal Library also
received $68,554 from the provincial
government in 2015. While the staff remains optimistic, information regarding
2016 funding wont be available until
the provincial budget is passed in the
coming months.

Wheatland Kings forward Chris Williams
played hero with 16 seconds to go in regulation to tie Game 4 at fours heading into
overtime, but with a penalty called against
the Kings in overtime, the Cochrane Generals were able to win it 5-4, sweeping the
series 4-0 at the Strathmore Family Centre
on Feb. 22.
Kings Head Coach Emilio Fuoco said that
was the teams best game theyve played all
season and the Williams goal just seemed to
lift everybody on the bench.
Theres this quiet confidence and then
we just took it to the next level, said Fuoco.
When it was 3-2 coming into the third
period we had this confidence about us that
we played and then there was an unfortunate bounce on the fourth goal, kind of set
us back a little bit. we just said you know
what guys weve done this before. Its our
hockey club, we can do it.

We added some nice pieces. I was really
pleased with what we had. The last 21 guys
we had, Id take them in a heartbeat again

Despite the loss of veterans Williams,
Bishop and Lucas Jones and others who will
try their chances at Junior A next season,
Fuoco stated that the club will be good for
years to come with the foundation still there
to make a great team.

The south division-leading Brooks
Bandits hockey club will be in Strathmore on March 1 to take on the Calgary Mustangs and will feature Bison
Alumni Tristan Thompson and Davis
Sheldon.
This will be the second AJHL game
hosted in Strathmore this season, and
with the first game leaving a great impression with the Calgary Canucks,
the Mustangs took advantage of the
great feedback they received to promote their team in other communities.
Strathmore Minor Hockey fundraising coordinator Fern Pagenkopf said
that after the first game they knew
what to expect and, with the help
of both fan bases, anticipates a large
turnout again.
Were hoping to have the turnout
as we had it, said Pagenkopf.
It gives our fans an opportunity to
see one of the premiere teams in the
AJHL. Everybody really enjoyed the
(first) game. It was great to see some
local players and there are some Bison alumni coming for the Bandits/
Mustangs game. Theyre not quite as
local but do have ties to Strathmore.
She added that this is a great opportunity for fundraising ideas for Strathmore Minor Hockey with the AJHL in
the town on a limited basis.
Young players who wear their
Storm jerseys to the game will be entered in a prize raffle while there will
be another raffle for Hitmen tickets.
Puck Drop is at 7:30 p.m. at the
Strathmore Family Centre on March 1.
Tickets are $15 for adults, and seniors and students are $10, while
children 12 and under are free with a
food bank donation.

For four Wheatland Braves hockey
players Tristan Zandee, Trey Gillis,
Adam Kirkpatrick and Matthew Quebec,
the Alberta Winter Games experience in
Medicine Hat last week was an unforgettable experience as members of the
Zone 2 team. The team went undefeated
all the way through to the final, where
they suffered a 10-4 loss to a strong Edmonton Zone 6 team and came away
with the silver medal.
Strathmores Kirkpatrick said to win
silver reminded him that theyre one of
the best teams in Alberta.
It was really good, said Kirkpatrick.
Just meeting kids from other zones
and other sports. Youre always with
your team for the four days. Lots of fun
happening and your sleeping on the
floor in the school with your team every
night.
Zandee said he had a blast playing
with players you dont normally get
to play with, while the team was able
to play well as a collective group with
selfless acts, blocking shots and getting
pucks deep.
It was a great experience I will re-

member for the rest of my life, said


Zandee.
I wouldnt trade it for anything else.
The coach taught me a lot (about) different systems.
Quebec said the tournament was better than he expected because he got to
create a stronger bond with his teammates.
We just outworked them, said Quebec.
We just did simple plays that led to
goals and then we won.
The tournament was Gilliss first with
a different team other than his own but
had the opportunity to have Kirkpatrick
and Zandee as linemates, making the
transition easier.
He added that the pace of play was
a lot faster than what he was used to
but other than that the most important
thing to him was the friendships he was
able to make with 19 other players.
Other local Zone 2 results included
Langdons Kaia Borbandy and the girls
hockey team finishing fifth, while the
ringette team that included locals Taneil Kalbhen, McKenna Blades, Hailey
Kenney, Ashley Lecavalier, Anne Sauve,
Grace Olson and Daylen and Tatum Wathen finished fourth.

A bond built through hockey

The local Wheatland Kings trio of
Blake Bishop, Chris Williams and Lucas
Jones has developed a friendship that
has become stronger having grown up
playing hockey together in Strathmore.
It wasnt until the midget Tier 3 level
that the three of them played together,
where they captured a banner together.
When Williams moved from Calgary
to Strathmore in 2006, he felt it improved his game, and he has had the
chance to play with his teammates and
close friends every year since.
Its pretty special and getting to finish here is pretty special as well, said
Williams.
I found my friendships were closer
and the way of hockey was a little better,
going from town to town versus playing
community to community. I think it was
a little more heart and value there.
Williams played midget-A in his last
year of minor hockey and came into
Kings camp as a hopeful wanting to
continue the game. It turned out for the
better as he would go on to play three
seasons with the Kings and one with
the Three Hills Thrashers.
I was actually quite surprised I made
the team that year but I just gave it my
all, recalled Williams.
I didnt get a whole lot of ice time
my first year but when I went to Three
Hills, it kind of brought up how good of
a hockey player I could be. In the next
year, returning to Strathmore, every year
got better and better.
He mentioned that playing in front of
the Kings faithful has been the best ex-

perience as a player.
As for Bishop, he began by playing
goaltender for four years but switched
to defenseman in his first year of bantam because he had a temper and felt
it was easier to take it out on physical
play than taking it out on the posts.
It was tough. I got put on my butt a
lot, said Bishop.
I did learn how to play. I always
wanted to be a forward but I was too
defensive. I just worked on my defensive end and it worked for the best.
It was awesome, said Bishop.
Its something Ill never forget. You
go to school with them, you go to the
rink, and you hang with them on weekends. Its something you make good life
skills with.
He added they have had their heated
battles on the ice but in the end theyre
just like family.
Upon completion of minor hockey,
Jones fled to the Kootenay International Junior Hockey League (KIJHL) for a
year, but said it was nice to come back
and cap off his career at home with people he grew up with.
Its been really good, said Jones.
I just wanted to be a part of something thats starting up again and hopefully successful for a lot of years to
come. Its awesome to play with those
guys and I couldnt think of anyone else
Id rather step on the ice with at the end
of the day. Ive played with Willy since
bantam and Blake since midget. Its a
different kind of friendship playing with
the guys you play hockey with. Theyre
kind of like your brothers.
He plans to attend SAIT for Power Engineering next fall.

Six years ago, Gleichen born-andraised Andrew Bolinger heard tittle-tattle of a parking lot where, on Sundays,
individuals gathered to flip 600 lbs
tires, lift hundreds of pounds worth of
kegs, and drag weight-laden sleds. Intrigued by the rumour, the then 22 year
old abandoned his homemade equipment and began training with said
strongmen in the Calgary parking lot.
Over time, the group moved from
place to place, outgrowing each space
along the way until Bolinger rented a
bay at the Smash gym. As demand grew
and more than 60 individuals squeezed
into the space, the now 28-year-old
strongman, who took third place in
the light-heavyweight pro level at the
Albertas Strongest Man 2015 competition, began scanning the real estate listings every night for a year.
After feeling unwelcomed and unwanted for years, the strongman community pooled their expertise and lent
a hand over the last two months to help
Bolinger achieve his dream of opening up a gym that caters to his team of
strongmen The Strength Edge.
Strongman started in a parking lot
in a self-storage facility, and it almost
died, so when there were only a few
of us left, at that point I thought OK
and started looking for a place to rent,

power lifting athletes.

Bolinger recalled.
We didnt have anywhere else to
go, and it was getting really annoying.
There are a few people that have been
with me since the beginning, they get
it, and theyre really devoted and they
helped a ton. Theyre really willing to
put the extra effort in, because theyve
seen that the only way that we have
a place to train is if we make it ourselves. No one is going to do it except
for us.
Bolinger, a control systems engineer,
accumulated three Sea-Cans full of
equipment over the past six years. That
distinctive equipment, which includes
800 lbs tires, atlas stones ranging from
70 lbs to over 400 lbs, 220 lbs kegs,
and yoke walk a large metal frame
with a crossbar that can carry up to
1000 lbs - is now housed, along with
regular gym equipment, in the facility
which just had its official opening.
With the help of the gym members,
some who donated their time to paint
the ceiling with 70 gallons of paint,
take care of the electrical, create tasteful graffiti on the walls, or tear down
drywall, strongman and powerlifting
athletes now have an optimal place to
train.
None of us are wanted at normal
gyms and we have nowhere to go,
said Paul Binette, who was among the
original strongman athletes training in
the parking lot. We get kicked out all

the time for breaking stuff and bending


bars. Its not normal so its nice to have
like-minded people to draw off of. Its
been a long process, and everybody
kind of pitched in. These are people
you would never interact with otherwise and then this thing has brought
us all together and we have a common
goal. Were a family, and this means a
lot to all of us.
Bolinger grew up on a farm in Gleichen where he was inspired to lift
weight and train as a strongman after
being presented with everyday farming
challenges like lifting a bag of seed or
barrel of Roundup. Its the day-to-day
implication of the sport that attracted
Binette as well, who is a tradesman by
profession.
While The Strength Edge facility was
necessary for the 50 committed athletes, getting the project off the ground
was no picnic. Bolinger recalled late 2
a.m. nights where he continued with
the demolition and clean up of the former office building. However, according to Bolinger, seeing the art, equipment and excitement from the athletes
and the public validated his efforts.
The facility, which is located in
Northeast Calgary, also has a rehabilitation room and hopes to attract Olympic weightlifting in the future.

like her have apprehension about
the next stage of life and all that is
unknown. It is a really big deal: the
beginning of new things and the
intimidation, which is, having to rise
to the occasion.

Adulting?
As if it is something that can be done
in the first month - even year - or two
of leaving home. Placing things back
into perspective: youve been around
for awhile now - 18 years to be precise. Feels long. Learning to walk and
talk. Play-School, then School. Oh, the
tedious hours of just putting in time til
you can make your own choices!
All that was Childhooding ... the next
50 plus years of your life will go kind of
like that: one day at a time.
Most people, including veteran adults,
struggle to find their purpose in life:
that thing we were created for. God
says to seek Him in this matter and
then to take steps of faith toward it
and on the way, to ward off doubt. God
wants that we be transformed by the
renewing of our minds, that we may

to have to discover Gods will for

Zandee notched the hat trick, while

The local peewee double-A will secure their playoff fate when they have a
showdown with the first-place Medicine
Hat Hounds at 7:30 p.m. in Hussar on
Feb. 26, while the game with the biggest
playoff implications could come down
to the last game of the season in Lethbridge, against the Hurricanes White,
who are one point back of the Braves.
Game time is slated for 2:45 p.m. on
Feb. 28.
Meanwhile, the Wheatland Warriors
are controlling their own destiny of finishing first place going into the final
weekend of regular season, after a 7-2
road win in Red Deer on Feb. 20 and
an 11-0 shutout over Foothills in Strathmore on Feb. 21.
Head Coach Cody Brown said in
games like the one against Foothills,
the team just wanted to get through it;
however, there was no excuse for bad
habits to creep into the teams game and
the onus is on the players to be mature
enough to understand it.

The CFR Bisons will take on the Red
Deer Chiefs in Round 2 of the 2016
AMHL playoffs, in a series where Head
Coach Sandy Henry expects his club
to be ready to come with intensity and
capitalize on their chances in hopes of
more wins.
Red Deer swept the season series with
the Bisons and Henry said the Chiefs
play a basic style of game by getting
pucks in, finishing their checks and are
good at clustering up their zone around
the net.
Weve got to find a way to pull that
apart, said Henry.

Theyre a challenge for sure. Red


Deers always gave us a lot of trouble
as a Bison group. This is the first time I
remember playing here, where we get
home ice. Im hoping we can use that.
I think we skate real well, Im hoping
we can force them to chase us a little
bit where they cant get physical on us
so much as long as were skating and
moving the puck.
The team has some resemblance to
last years team, with a similar work
ethic and having the advantage of rolling all four lines.
I think the mentality is there, said

February 21, 2016
Bernie passed away peacefully in
his home at Sagewood in Strathmore on February 21, 2016 at the age of 85 years. He was born
on the farm at Rockyford on December 8, 1930
which is where he spent the majority of his life.
After finishing school he worked for the railroad
for a short time before marrying Alice Clark from
Rosebud in 1954. They moved back to the family
farm and began their life together. After a career
of farming they moved to Rockyford in 1990 and
semi-retired in 1995. Bernie had a great passion
for farming; particularly raising Purebred Angus
cattle and was still helping on the farm through the
2015 harvest season. After Alices death in 2009
Bernie continued living in Rockyford until 2013 at
which time he moved to Sagewood in Strathmore.
He enjoyed it there very much making many new
friends as well as getting re-acquainted with old
ones. Bernie also loved curling and picked up the
sport again in his later years continuing on with
it right up until his passing. He is survived by his
children Kelly (Nora), Todd (Carrie), Russel (Shaunna); grandchildren Marina (Kent), Dawn, Alana,
Riley (Casey), Kyla (Craig), Braden & Amber; great
grandchild Taydee-May; sisters Mildred, Kathleen,
Doris (David), brother Donny and numerous nieces
and nephews. Bernie was predeceased by his loving wife Alice, parents Tony & Ann, brothers Elmer,
Gerald and Melvin. A Memorial Service will be held
on Friday, February 26, 2016 at Hope Community
Covenant Church (245 Brent Blvd. Strathmore) at

tools, tandem trucks, graders, wheel loaders and/or other equipment
Must possess and maintain a valid Alberta Class 3 Operators License with Q endorsement
Ability to communicate and work effectively as part of a team and independently from time to
time , with minimal supervision
Experience: Working knowledge of all seasonal road maintenance activities. Experience on Grader
will be considered a definite asset.
