MEMORANDUM

I. REFERENCES:
a. VI of Provincial Director dated 24 January 2016; and
b. Foreign Liaisoning
II. SITUATION
At about 7:00 pm of January 24, 2016, an unidentified male cadaver
wearing a yellow Jag shirt, black pants and black leather boots with black leather
wallet beside him was found dead along Brgy. Libertad, Palo, Leyte, by a student
MAR ALALA y BAY, 20 years old, single, 4rth year student at EVSU and a resident of
#11 Gumamela St., Camella Homes, Brgy. Libertad, Palo, Leyte.
Immediately Mr. Alala reported the matter to Brgy. Chairman ALLAN
DAN y SOSA together with Barangay Security forces proceeded to the area and
reported to Palo Police Station.
Few minutes later, personnel of Palo PS led by PSI DAISY M APETIN
proceeded to the crime scene. Afterwhich, personnel of Provincial Investigation and
Detective Management Branch lead by PINSP SAN T MATI conducted investigation
and requested services of SOCO team at Regional Crime Laboratory, PRO8.
After processing the crime scene SOCO operative turned over the
crime scene to investigation-on-case of the following pieces of evidence;
One (1) male cadaver between 40 to 45 years old above 55 in height
with the above description and with wound on his left cheek believed to
be caused by gunshot.
One (1) Armani wallet containing;
- assorted IDs with victims photo but written in foreign letters
- one (1) Korean Airline Stub with name DO RAE MON with
Philippine address at Unit 2, Robinsons Tower, Marcos St., Palo, Leyte
who arrived in Cebu on December 28, 2015.
Thirty (30) thousand pesos in different denominations.

Ten (10) thousand Singaporean Dollar


One (1) empty shell of 9mm calibre firearm
III. MISSION
To identify the possible perpetrators and to determine the motive of
alleged killing.
IV. EXECUTION
a. A thorough investigation should be started from the time the victim arrived in the
Philippines, his parents, siblings and other person he had been acquainted with.
b. Coordinate with Singaporean Embassy in Manila and determine his business
associates for possible rivalry.
c. Coordinate with other law enforcement agencies for possible suspects of KFR and
other criminal groups.
V. CONTINGENCIES
a. What might be the possible motive behind the killing?
b. Contamination of the crime scene in the conduct of investigation.
c. Hesitance of the witnesses to cooperate in giving statement during
the investigation due to reprisal of the suspect.
VI. ADMINISTRATION AND LOGISTICS
a.

Considering the ten (10) days operations to be conducted by CIDG, PIDMB, PIB,
RIU8 and Local Police Operatives an amount of Two Hundred Thousand
(200,000.00) Pesos is allocated.
