DELPHOS — The whole
point behind going on a mis-
sion trip is to help others in
the name of God. However,
as 11 St. John’s High School
students and six adult chap-
erones recently found out,
by helping others you help
yourself.
As part of St. Paul Catholic
Mission, the group took a
four-day trip down to McKee,
Ky., where they visited many
with special needs and helped
several families with home
repairs.

Americans still oppose legal-
izing marijuana but larger
majorities believe pot has
medical benefits and the gov-
ernment should allow its use
for that purpose, according to
an Associated Press-CNBC
poll released today.
Respondents were skepti-
cal that crime would spike if
marijuana is decriminalized
or that it would lead more
people to harder drugs like
heroin or cocaine. There also
was a nearly even split on
whether government spends
too much or the right amount
enforcing marijuana laws.
Almost no one thinks too lit-
tle is spent.
Marijuana use — medi-
cally and recreationally — is
getting more attention in the
political arena. California vot-
ers will decide in November
whether to legalize the drug,
and South Dakota will vote
this fall on whether to allow
medical uses. California and

Those like Jeff Boggs, 25,
of Visalia, Calif., who sup-
port legalization said the dan-
gers associated with the drug
have been overstated.
“People are scared about
things they don’t know
about,” said Boggs, who is
married and works for an auto
damage appraisal company.
Americans are more
accepting of medical marijua-
na. Sixty percent support the
idea and 74 percent believe
the drug has a real medical
benefit for some people. Two-
thirds of Democrats favor
medical marijuana as do a
slim majority of Republicans,
53 percent.

celebrates annual banquet
4-H: The Wind Beneath
our Wings was this year’s
theme of the annual Van
Wert County 4-H Banquet.
Emceed by 4-H Council
President Jay Gamble and
4-H Program Assistant
Heather Gottke, the 4-H
seniors were honored for
active involvement with
4-H throughout their high
school years and 4-H volun-
teers were also recognized
for their years of service.
Contributors to the Van Wert
County 4-H Enrichment
Fund were noted also.
A total of six scholarships
were given through the 4-H
Enrichment Fund. Receiving
4-H Scholarships were;
Ayla Eley, Lauren Taylor,
Ashley Rode, Danielle
Matthews, Megan Bittner,
and Samantha Overmyer.
Eley is the daughter of
Tina Eley and Ron Eley. She
is a senior at Lincolnview
HS and is a nine-year mem-
ber of the Leaders of the
Future 4-H Club. Ayla has
been a Camp Counselor, 4-H
Ambassador, a Jr. Fairboard
member, CarTeens, and par-
ticipated in the 4-H Talent
Show. Ayla plans to attend
Columbus Community
College and major in Dental
Hygiene.
Taylor is the daughter

Advisory Group launches
annual BRE Survey
The Van Wert Economic
Development Advisory Group
is launching the annual Business
Retention & Expansion (BRE)
program to better understand
the local business climate and
to assist local businesses with
their growth efforts through a
survey and site visits. BRE is
an important economic devel-
opment program that serves
existing businesses in a com-
munity.
“Existing businesses create
an average of nearly 80 percent
of all new jobs in Ohio, about
90 percent in rural areas, so
it’s important to focus on the
needs of companies already
committed to the communi-
ty,” Van Wert OSU Extension
Educator and Economic
Development Director Nancy
Bowen said. “We understand
that Van Wert County’s eco-
nomic growth and stability
depend upon the well-being of
our existing businesses.”
Surveying businesses in
the community is the first
step in implementing a BR&E
Program.
“The Economic
Development Advisory
Group works with Ohio State
University Extension to plan
and conduct the survey,”
said Bowen. “After the sur-
vey data has been tabulated, a
task force, comprised of local
leaders, examines the results
to look for ways to assist busi-
nesses in the county.”

WASHINGTON — In a
rare public dispute between a
Democratic-led Congress and
the White House, a Senate
committee on Monday sub-
poenaed the Obama adminis-
tration for secret documents
and access to witnesses in
last year’s mass shooting at
the Fort Hood Army base in
Texas.
Congress has been large-
ly supportive of President
Barack Obama’s policies and
the White House prides itself
on increased government
transparency. Nonetheless,
the chairman and ranking
Republican of the Senate
Homeland Security and
Governmental Affairs
Committee have alleged that
the administration is cover-
ing up critical details on the
case, including whether the
government had access to
information that could have
prevented the shooting.
“Unfortunately, it is
impossible for us to avoid

Transportation Secretary
Ray LaHood said Toyota “put
consumers at risk” by failing
to promptly notify authorities
about potentially defective
accelerator pedals on 2.3 mil-
lion vehicles. LaHood said
Toyota knew about the prob-
lem in late September but
didn’t issue the recall until
late January, violating a fed-
eral law that requires an auto-
maker to notify the govern-
ment of a safety defect within
five business days.

Lehman put together com-
plex transactions that allowed
the firm to sell “toxic” securi-
ties — mainly those made up
of mortgages — at the end of
a quarter. That wiped them
off its balance sheet, avoiding
the scrutiny of regulators and
shareholders. Then the bank
quickly repurchased them —
hence the term “repo.”
Treasury Secretary
Timothy Geithner will testify
at the hearing that Lehman’s
collapse highlights why the
Obama administration’s pro-
posal to reform the financial
system is needed.
“Lehman’s disorderly
bankruptcy was profound-
ly disruptive,” Geithner
said, according to prepared
remarks. “It magnified the
dimensions of the financial
crisis, requiring a greater
commitment of government
resources than might oth-
erwise have been required.
Without better tools to wind
down firms in an orderly
manner, we are left with no
reaching the conclusion that
the departments simply do not
want to cooperate with our
investigation,” wrote Sens.
Joseph Lieberman, I-Conn.,
and Susan Collins, R-Maine,
in a letter accompanying the
subpoena.
The Defense and Justice
departments say that release
of the disputed data would
compromise the prosecution
of Maj. Nidal Hasan, the dis-
gruntled Army doctor charged
with killing 13 people.
“We’ll obviously be
reviewing it and determin-
ing the department’s next
steps,” Pentagon spokesman
Bryan Whitman said of the
subpoena.
Some of the dispute
boils down to technicalities.
For example, the Defense
Department has already given
temporary access of some
personnel files to the Senate
Armed Services Committee
because it oversees person-
nel issues within the Defense
Department.

something wrong,” LaHood

that’s what we accused them
of — and they’ve agreed to
that.”
Toyota said it agreed to
the fine to avoid a lengthy
legal battle but denied the
government’s allegation that
it broke the law. In a state-
ment, Toyota acknowledged
“that we could have done a
better job of sharing relevant
information within our global
operations and outside the
company, but we did not try
to hide a defect to avoid deal-
ing with a safety problem.”
The fine does not free
Toyota from potential civil
and criminal penalties. The
automaker still faces doz-
ens of personal injury and
wrongful death lawsuits in
federal courts while federal
prosecutors and the Securities
and Exchange Commission
are conducting investigations
related to the recalls.

Toyota owners said the agree-
ment was an attempt to limit
the company’s liability prior
to numerous legal hearings.

institutions in a manner that
prevents harm to the system
as a whole,” Paulson wrote.
“We sorely felt the need for
this authority at the time of
Lehman’s failure, and, had
we had it, I think the situa-
tion would have ended quite
differently.”
The chairman of the
Securities and Exchange
Commission, Mary Schapiro,
also is scheduled to testify
today. She will say that after
Lehman’s rival Bear Stearns
nearly collapsed two years
ago in a government-man-
aged sale, the SEC had little
ability to prevent Lehman
from going under.
She did, however, con-
cede that the SEC “did not
do enough” to oversee the
five largest investment banks,
even though it had authority
over them since 2004. That
oversight program, she said,
was “insufficiently resourced,
staffed, and managed from its
inception.”
Security committee lacks
jurisdiction over personnel
issues, the department has not
granted its request for access
to Hasan’s personnel files.
The officials spoke on condi-
tion of anonymity because
they were not authorized to
discuss the issue publicly.
The case of Hasan has
been of particular interest
to lawmakers because of his
suspected ties to foreign ter-
rorists and his promotion
through the military’s ranks
despite repeated concerns
over his performance and
behavior.
An internal Defense
Department review con-
cluded that several unidenti-
fied medical officers failed
to use “appropriate judgment
and standards of officership”
when reviewing Hasan’s per-
formance as a student, inter-
nist and psychiatric resident.
Last week, Gates said
the Pentagon would provide
Congress with any informa-
tion it could so long as the
information wouldn’t hurt the
prosecution’s case.

Some European flights take off; London still shut

PARIS (AP) — Applause, cheers and
whoops of joy rang out at airports around the
world today as airplanes gradually took to
the skies after five days of being grounded
by a volcanic ash cloud that has devastated
European travel.
But weary passengers might have to tam-
per their enthusiasm. Only limited flights
were allowed to resume at some European
airports and U.K. authorities said London
airports — a major hub for thousands of daily
flights worldwide — would remained closed
for at least another day due to new danger
from the invisible ash cloud.
And with over 95,000 flights canceled
in the last week alone, airlines face the
enormous task of working through the
backlog to get passengers where they want
to go — a challenge that certainly will
take days.
Still, in airport hubs that have been caul-
drons of anxiety, anger and sleep deprivation,
today marked a day of collective relief.

which had been streaked with red “canceled”
signs for five days — filled up with white “on
time” signs today and the first commercial
flight out since Thursday left for New York’s
John F. Kennedy Airport.
“We were in the hotel having breakfast,
and we heard an aircraft take off. Everybody
got up and applauded,” said Bob Basso of San
Diego, who has been staying in a hotel near
Charles de Gaulle since his flight Friday was
canceled.
“There’s hope,” he said. Basso, 81, and his
son have tickets for a flight to Los Angeles
later today.
At New York’s JFK, the first flight from
Amsterdam in days arrived Monday night.
The Eurocontrol air traffic agency in
Brussels said it expects 55 to 60 percent
of flights over Europe to go ahead today, a
marked improvement over the last few days.
By midmorning, 10,000 of Europe’s 27,500
daily flights were scheduled to go.
The agency predicted close to normal take-
offs by Friday.
Still, an international pilots group warned
that ash remains a danger and meteorolo-
gists say Iceland’s still-erupting volcano isn’t
ready to rest yet, promising more choked
airspace and flight delays to come.
Ash that had drifted over the North Sea
from the volcano in southern Iceland was
being pushed back over Britain today by
shifty north winds, Icelandic scientists said.
“It’s a matter of wind directions. The vol-
cano’s plume is quite low actually, still below
3 kilometers (1.8 miles) near the volcano,”
said Gudrun Nina Petersen, meteorologist at
the Icelandic Met Office.

today listed the airspace between Iceland and
Britain and Ireland as a no-fly zone, along
with much of the Baltic Sea and surrounding
area. The ash cloud also spread westward
from Iceland, toward Greenland and Canada’s
eastern coastline.
The volcano in southern Iceland is still
spewing smoke and lava, but the ash plume
is lower than it previously was, posing less
threat to high-flying aircraft.
In Denmark, civil aviation authorities post-
poned a test flight today with a propeller-
driven ATR 72 to gauge ash concentration,
for safety reasons. There is no consensus
among on how much ash is too dangerous
and even quantities of ash too small to be
seen by satellite can be dangerous for aircraft,
scientists fear.
Jonathan Astill, head of airspace manage-
ment at Britain’s National Air Traffic Service,
told the BBC that London airports would
likely remain closed through Wednesday.
Flights resumed in Scotland, but only for a
handful of domestic flights.
Switzerland reopened its airspace and
Germany — which hosts Europe’s No. 3
airport at Frankfurt — was to reopen starting
this afternoon.
Some flights resumed early today from
Asia to southern Europe, and flights began
flowing to Europe from Cairo, where at least
17,000 people were stranded.
Airports in central Europe and Scandinavia
have reopened, and most of southern Europe
remained clear, with Spain volunteering to be
an emergency hub for overseas travelers try-
ing to get home. Spain piled on extra buses,
trains and ferries to handle an expected rush
of passengers.
Britain sent navy ships to Spain and
France to fetch 800 troops coming home from
Afghanistan and passengers who had been
stranded by the chaos. The trip on the HMS
Albion, a 570-foot (173-meter-long) amphibi-
ous assault ship, will take 40 hours from
Santander in northern Spain to Portsmouth,
England.
One of the 290 civilians, Patricia Quirke of
Manchester, said she and nine other families
drove all night to catch the Royal Navy ride.
Still, an enormous backlog of stranded
passengers remained. Hopeful hitchhikers
took to European roads and the technology-
savvy headed to Twitter, Facebook and other
social media sites to find rides home across
the continent.

Sensing GOP tide, has-beens look to be comebacks

WASHINGTON — Republicans once
saddled with the burden of President George
W. Bush’s unpopularity are now experienc-
ing a boon from another struggling president:
Barack Obama.
The GOP senses rising fortunes from coast
to coast, as one-time lawmakers such as
Richard Pombo in California and Charlie Bass
in New Hampshire look to capitalize on voter
frustration that booted some of them from
office in 2006. Others, long retired, see the
Democrats’ luster fading and with it a chance
for them to return to Washington.
The time seems ripe for Republicans,
who largely remain unified against Obama’s
domestic agenda, including health care over-
haul. Both the president and his signature leg-
islative achievement remain unpopular at this
point in a midterm election year, according to
a recent AP-GfK poll. Voters’ opinions also

Democrats dismiss such GOP veterans as
retreads who would revive the Bush agenda,
hardly the change the electorate might crave.
In Ohio, former Sen. Mike DeWine is run-
ning for attorney general. Former Rep. John
Kasich is eyeing the governor’s office. Steve
Chabot is looking for a rematch against the
Democrat who ousted him from his House seat
in 2008. And former Bush administration offi-
cial and congressman Rob Portman is vying for
the Senate seat incumbent Republican George
Voinovich is vacating with his retirement.
In California, Pombo is looking to reclaim
a seat he lost in 2006, as the wars’ popularity
waned and Republicans faced ethics accusa-
tions. Democrats painted Pombo as an associ-
ate of the toxic lobbyist Jack Abramoff, and
he lost with 47 percent of the vote in 2006.
Former Rep. J.D. Hayworth, another 2006
loser who was linked to Abramoff, now wants
to return to Congress. He is challenging
Obama’s 2008 presidential rival, Sen. John
McCain, in a bitter Republican primary in
