CONSTITUTION & RULES OF THE ENGLISH LANGUAGE SOCIETY 2015


1. Name and address
ENGLISH LANGUAGE SOCIETY /
PERSATUAN BAHASA INGGERIS
SEKOLAH MENENGAH KEBANGSAAN BATU 5, JALAN JENIANG,
08300 GURUN, KEDAH DARUL AMAN.
2. Registration
This club is not registered as a Welfare Society or a Union. Its registration
is governed by the school administration as an academic society in
school.
3.

Main Objective
To introduce English, encourage and develop the use of English Language
as a second language among the English Language Society members.
Objectives :
a. To encourage & develop the use of the English language as the
second language among members in school & outside school.
b. To arouse its members interest to take part in any activities or
programs which require the use of the English language.
c. To instill & develop good moral values among members such as
cooperation, helpfulness, independence, diligence, creativity, etc.
d. To educate all members to be balanced in all aspects mentally,
physically & spiritually.

4. Patrons
This society is patronized by the Principal of Sekolah Menengah
Kebangsaan Batu 5 together with the Co-curriculum Senior Assistant and
guided by the teacher advisors.
5. Membership
Its membership is open to all students of SMK Batu 5 without any
coercion.
6. Finance
a. The society receives financial provisions provided & determined by the
school.
b. The society can receive any donation from any individual / public /
body under the societys name and find financial aids (fees etc.) to be
added to the Financial Fund with the schools permission.
c. All money received by the society in forms of donation or others must
be kept in the bank / post office / school fund.

d. The Treasurer will be responsible to present the account of the society


in the annual general and committee meetings.
7. Administration
The society is jointly administered by the teacher advisors and one or
more committee members who are responsible & elected in its Annual
General Meeting.
They are :

7.1Responsibilities of the Committee Members :
7.1.1 Chairman / President
a. He/She will chair every meeting.
b. He/She is responsible in the running of the society.
c. He/She will monitor the running of every
committee.
7.1.2 Vice Chairman / Vice President
He/She will carry out the Chairmans responsibility & duty
and replace him/her during his/her absence to carry out
specific tasks assigned by the Chairman.
7.1.3 Secretary
a. He/She will organize the societys work & carry out
the meeting decisions.
b. He/She will be in charge of letters, files, the
minutes of meetings and prepare reports of
activities after every activity.
7.1.4 Treasurer
a. He/She will be responsible to all societys financial
provisions and prepare financial accounts properly.
b. He/She will manage the collection of the fees/fund.
c. He/She will hand over money to the school
administration to be saved in any bank after
counted & certified by the Chairman and the
teacher advisors.
8. General Meetings
The organization of the society depends on the approval of the school
administrators whereas the committee members are elected in the
annual general meetings.

The General Meetings must be carried out early of the year & end of the
school.
9. Administration Committee Meetings
Meetings should be carried out by the school administrators and attended
by the teacher advisors or observers besides the administration
committee of the society not less than 2/3 attendance of the elected
members.

10.Changes In Law / Rules


The small societys law / rules should and can be changed subject to the
request and approval of the Principal of SMK Batu 5.
11.Members Responsibility
All members must give full cooperation to carry out planned activities.
12.Power
The society committee can be dispersed by the school patron /
administrators if they find them not relevant. If dispersed, all financial
provisions must be given to the school administration.
13.Forfeiture of Office
a. School transfer or being expelled from school.
b. Students or members who have disciplinary actions.
c. Patron / Principal / Administrators / Teacher advisors can cancel any
membership when necessary.
