More than ever, agencies may find that they are spending a
substantial portion of their budgets on meeting eDiscovery and FOIA
Open Records requests. Much of this expenditure is allocated to
outside vendors, consultants and lawyers to locate, process and
review data. Fortunately, today's Information Management tools can
help you to manage, retain, locate and process data in a cost-
efficient manner while substantially minimizing your risk. In this
session, we will cover the obligations found in today's challenging
environment, and how to meet those challenges with best practices
and technology solutions.
The successful implementation of a records management system
depends on three things: governance, business process analysis, and
technology. Governance means having the policy and procedural
infrastructure and executive sponsorship in place for good record-
keeping. GAO deployed a “big bucket” approach to creating its
records retention schedule, using three high-level record categories
that mirror the way people work. This facilitated adoption of the
retention schedule. Filing appropriate business-related
documentation into these big buckets in the system was easy. All
records management cleanup activities and the closing of files are
completed on the back end of the system—the details of which are
known to records administrators only. Lastly, the chosen technology
was truly integrated--the document and records management
modules are closely interrelated. Ms. Teti will walk you through the
implementation process at GAO and will demonstrate how a
simplified approach to records management can be sold to senior
management and ultimately adopted by the end-user.
