Elections (Comelec) provincial office here bared preparations for the coming May 9, 2016 national and local
elections during the Talakayan sa PIA of the Camarines Norte Information Center held recently.

Atty. Noriel P. Badiola said that they are on the right track
in the preparations wherein they have already undergone the
trainers training for the election supervisors and officers recently; and slated the training for all the Board of Election
Inspectors (BEIs) in the province from March 1-15.
He said that BEIs will be trained by the Comelec on theoretical aspect particularly on general instructions and practical
aspect on the actual operation of the Vote Counting Machine

The Sins
of our Fathers

In this weeks news, Bayan Muna Senatorial


Candidate Neri Colmenares blamed lack of
education which account for the revisionism, i.e.
on the abuses of the Marcos Martial Law regime,
in our countrys contemporary history.
If only the foundation had been instilled
for 30 years, then it would be very difficult for
social media to change it in two or three years.
But revisionism succeeded because there was a
vacuum, Colmenares pointed out.
The vacuum, he said could have been filled
up by education. Had we been able to establish
truth, then it would be very difficult to perpetuate
lies. But the reverse happened; its now the truth
thats catching up with the lies, he added.
He said that he broached the idea of integrating
the dark chapter in history subjects to DepEd
Sec. Bro. Armin Luistro, but the latter, only
promised to look into the matter. And that was it.
The books that came out glossed over the
Marcos dictatorial regime and deodorized it.
So we have the young Marcos, redolent and
amnesiac about the sins of his father.

Philippine Constabulary (PC) soldiers, all
because he was still out late in the evening after
working hours on a local paper, the Naga Times.

PREVENTION: The month of March
is Fire Prevention month. Compared to
damage prevention and control in cases
of weather or other natural calamities,
occurrence of fire can be minimized and
damages kept low. The most common
finding is that of electrical lines malfunction
(due to poor quality of electric lines and
natural wear and tear). Economizing on
electrical installations (use of jumpers,
too) can cause us huge damages and
the ire of of our neighbors.
If you can afford it, have your electrical
lines and installations checked by
professionals. We should never scrimp
on such necessity. Installations of fire
walls can save us from fires originating
in the neighborhood. Do not clog the
passageways so that in case fire breaks
out, fire trucks can enter our vicinity. Be
aware of the communication lines of our
fire department. Guarding our premises
against burglaries should also include fire
duty calls. Barangays must have regular
fire drills,
INCOME TAX:
Individual and
corporate taxpayers (on calendar year
financial reporting) have up to April
15, 2016 to file and pay their annual
income tax RETURN for 2015. The
ITR must be accompanied by audited
financial statements and Statement of
Management Responsibility.
External
Auditors do not attest that financial
statements are correct and reported
figures accurate. They simply state that
the AFS are fairly presented based on

prescribed financial reporting framework.
The income tax balance (net of
creditable withholding or advance
income tax) and after deducting the
amounts paid as the Quarterly ITR were
filed, are payable as the Annual ITR is
filed. For individuals, if the net income tax
payable is big, it can be paid in two equal
installments. The second part is due
not later than July 15, 2016. Corporate
income taxes are fully due as the ITR is
filed. Income taxes can be paid through
authorized agent banks (AABs) or with
BIR collection agents.
HOMEOWNERS: Since two years
ago, the BIR has clarified (RMC 9-2013)
that Homeowners Associations (dont
confuse with condominium corporations)
collecting membership fees, other
assessments/charges
are
exempt
from income (and VAT) taxation. Also,
incomes derived from rentals of their
facilities are tax-free. It is a requirement
that the homeowners association must
be duly constituted as an Association
pursuant to Republic Act No. 9904.
To avail of tax-exemptions, the
association must be certified by the

Local Government Unit identifying


the basic services being rendered by
the association to its members. The
association must present proof (i.e.,
financial statements) that the income
and dues are used for the cleanliness,
safety, security and other basic services
needed by the members, including the
maintenance of the facilities of their
respective village or subdivision.

to correctly implement the law!)
GRADUATION: Before and after
Easter Sunday, more and more
commencement exercises will be
held by the schools, colleges and
universities. Politicians are advised
to avoid epal acts by graduation
speakers! Campaign tarpaulins are
also prohibited in the premises.
Costly, classy venues and excessive
contributions by parents and graduates
are shunned upon. Austerity has been
campaigned for but year-in and yearout the costly traditions still prevail.
We only graduate once, they say!
As professional and office employer,
graduation to me means wider choices
for new employees. However, many
of our colleagues in accountancy
say we are losing new CPAs to the
BPO industry. Instead of applying
for auditing jobs, they go to the call
centers where they are paid higher
with good incentives even at entrance
levels. Audit clients are forewarned
that in due time, auditing fees may
escalate to cover higher salaries for
CPA professionals staying with our
profession.
TRUISM: If you look good outside
but feel horrible inside, its time to kneel
before Jesus, praying for serenity!

International Arbitral Court. This shows
he has an open mind to other options in
dealing with China.
I recall sometime last year or the other
year boxing champ Manny Pacquiao was
invited to open a boxing academy in China
through exchange of athletes. Sometime
in the past, we also used a pingpong
diplomacy.

After the presidential debate last month,
Mayor Duterte had reportedly an attack of
migraine and the Philippine Daily Inquirer

dated Feb. 13. 2016 reported that he was


confined at the Cardinal Santos Medical
Center in San Juan City. Presidential
candidate Mayor Rodrigo Duterte said
he was diagnosed to have a respiratory
tract disease. I did not know I have
acute bronchitis and not a stroke neither
did he have cancer. He said he has a
slipped disc ten years ago. He also has
Barretts esophagus and Bungerers
disease, contriction of blood vessels
caused by accumulation of nicotine.
So, two of the five presidential
candidates have sickness. Santiago
has stage 4 cancer, Duterte, the abovementioned, but all of them are very alive.
The presidential campaign is heating
up with VP candidate Mar Roxas saying
VP Binay, you said you replicate what
you did in Makati City to the whole
country. Please dont, we would be in
worst state if you would steal from the
national government just like what you
have done in Makati, Roxas was quoted
in the Daily Tribune dated March 5, 2016.
I saw him on TV say this. I wonder if this
is a sign of desperation or just a strategy.
When VP Binay was interviewed, he
reportedly said, you know Mr. Roxas,
you just wont stop at accusing me even
if you have no basis. What if I accuse you
as you have also numerous questionable
issues at DOTC? At the DOTC, you
signed a lot of documents but I would not
accuse you of anything as it is not right
to accuse someone just to slander him.
I remember about two or three
weeks ago, the national newspapers
reported that Mr. Vitangcol, former
general manager of the MRT under
the Department of Transportation and
Communication was charged with the
crime of plunder by the Ombudsman
and he asked why only me? Sec.
Mar Roxas was the one who signed
the contracts. Roxas and Sec. Abaya
should be together with me. I am only a
scapegoat?, he reportedly said.
But why is Vitangcol talking only now?

playing host to the successful 2016 Palarong Bicol with the Department
of Education last month,
the local government unit
here is preparing to host
the Philippine series of the
Little League 2016 Tournament with the Little
League Philippines (LLP).
The memorandum of
agreement between the LLP
and the city government
which was inked as early as
February 18, paves the way
for the arrival here of not
less than 1,400 participating
athletes, including support
staff in the Little League
2016 Tournament Philippine Series that will see action from March 28 to April
3, this year.
The players who belong to around 100 teams
from different schools in
the country are expected to
draw attention from spec-

movements, walk-off hits or
towering grand slams which
will unravel in 4 venues:

water source for teams and
delegation officials, First
Aid stations at the playing
venues, and PNP and PSO
personnel to ensure the
safety and security of the
guests.

Rights
What are rights? What are the foundations of rights?
Before we can positively and logically assert certain acts and
states of being or conditions as fundamental rights, we must
first have a working definition of what is a right and establish the
foundational validity of rights.
By definition, a right is defined as a moral or legal entitlement
to have or obtain something or to act in a certain way. For the
sake of simplicity, we should take the simple definition of right
as entitlement. This can be considered as axiomatic in some
sense. In other words, a right is something that is inherent to
an individual or entity. It is generally understood as something
that can be demanded without the need for special grant from
any authority. To some extent, fundamental rights are universally
recognized.
Even in ancient and primitive cultures, some rights were
recognized and already well-established. These included the
right to life, the right to liberty and the right to private property.
However, it should be noted that the right to private property
was once more important than the right to liberty particularly in
the case of slavery. It was not too long ago that some groups of
humans were legally considered as property. Although slavery
still exists in a few parts of the world today, slavery is now
internationally banned.
Just like the right of freedom from slavery, many of the rights
that we now take for granted and consider as fundamental rights
went through a series of social upheavals and bloody struggles
before they were universally recognized.
Hence, rights have socio-political and legal components that
change over time. These rights do not exist in a vacuum they
are not mere abstract entities that exist separately from human
interactions. Even animal rights are defined by the way humans
interact with various species of animals.
Rights are foundationally justified based on ethical-moral
arguments. These are also called natural rights. The moral
arguments for the fundamental rights may be viewed as
objective and transcendental such as in the case of religious
(theistic) views. Rights are seen to be God-given such as the
right to life or even the now obsolete divine rights of monarchs
to rule with absolute political control, making them accountable
only to God.
Moral rights may also be considered as logically obligatory
such as in the case of deontological moral argument based
Immanuel Kants categorical imperative. Rights as founded
on moral arguments may also be viewed as situational and
consequentially-justified such as in the case of John Stuart Mills
utilitarianism.
To some great extent, the moral rights (natural rights) are
the foundation of legal rights. Many types of legal rights can be
considered as extensions and corollaries of moral rights. For
instance, land titles (deeds) are legal recognition of the right to
property. Similarly, the legal right against self-incrimination is a
derivative of the moral right to life and liberty.
In analyzing legal rights, some basic elements can be
distinctly recognized. One or more of these elements must be
present in order for something to be properly considered as a
right. These elements of legal rights are known as the Hofeldian
incidents named after Wesley Hohfeld (1879-1918). He was an
American legal theorist who discovered that rights have four
fundamental components, namely, the privilege (also identified
as liberty or freedom), the claim, the power, and the immunity.
These simple atomic elements have clear logical forms that
can be combined in certain ways to create complex molecular
rights.
The four Hofeldian incidents can be arranged in tables of jural
opposites and jural correlatives. The tables will display the
logical structures of the system. For example, the legal right to
vote has the limited Hofeldian incidents of privilege and immunity
because those who exercise it do not have the obligation and
the liability (Hohfeldian jural opposites) to exercise it. Simply put,
voters are not obligated to vote and they will not be prosecuted
if they dont vote.
The Hofeldian analytical system is very useful in distinguishing
legal rights.

launched its 2nd Bulilit
Health Workers Training
Projects for top children from
the Gawad Kalinga (GK) villages of Balatas, Triangulo,
Del Rosario and Sabang, this
city last February 20 at the
Balatas GK site here.
The project is undertaken by
Tomasinos nationwide under
the Child (Bulilit) Health Workers Foundation established by
Tomasino Dr. Artemio Atienza.
Inspired by the reading in the
Book of the Prophets, Train

go and when he is old, he will
not depart from it, the projects
give the children empowerment by making them aware of
the common health problems
including the protection of the
environment and proper waste

DAR-CARD partnership
ensure credit to farmers
Fifty two Agrarian Reform Beneficiary (ARB) cooperatives already benefitted from the microfinance
(MF) capacity development
program partnership of the
Department of Agrarian Reform (DAR) and the Center
for Agriculture and Rural
Development, Inc. (CARD,
Inc.) since the partnership
started in 2008.
ARB refers to farmers
who were granted lands under
Presidential Decree No. 27,
the Comprehensive Agrarian
Reform Law and Republic
Act No. 9700 or the "Comprehensive Agrarian Reform
Extension with Reforms".
The implementation of
the joint project for partner
organizations is to provide
sustained credit to ARBs. The
project is largely designed as
a capacity-building of ARB
cooperatives in selected
Agrarian Reform Communities (ARCs) to become MF
service providers.
According
to
DAR
BARBD Director Susana
Evangelista-Leones, the project provides interventions
that would further enhance
the existing cooperatives
credit and MF services as
well as to develop new MF
products, which is preferably
micro-agriculture. Through
this, financial services will be
made more available to members and be able to assist these
ARBs expand their existing

enterprises, Director Leones

The partnership
CARD started to establish training-focused communities, which also extends
livelihood assistance program
for landless coconut workers in 1986. This is where we
started and this is the reason
why we forged this partnership with DAR, said CARD,
Inc. Chairman Dr. Jaime Aristotle B. Alip adding that the
partnership is very relevant to
its mission of poverty eradication.

aware of what DAR is doing.

ARBs and contribute to poverty eradication matched with

The intervention is customized through mentoring and
technical guidance (MATG),

80 farmers in Polangui,
Albay are now enjoying
the benefit of a newly
completed pump irrigation system constructed
by the National Irrigation
Administration
(NIA)
worth P 13.6 million,
which now irrigates 105
hectares of formerly rainfed rice farms.

of works undertaken in the
project consisted of: installation of a 180-Horse
Power diesel engine and
vertical mix flow pump;
construction of 184 meters
of elevated flume or canal
and 1,285.10 meters or
roughly 1.28 kilometers of
concrete-lined canals.
The project, known as
Lourdes Communal Irrigation Project was started on
August 13, 2013 and was
finished on April 25, 2015.

759 hectares.

Vicmudo
said
that
works on these 31 projects
include: concrete lining
works on 6.80 kilometers
of canals; repair works on
11 irrigation structures; and
provision of coconets on
8,300 square kilometers of
canals slopes for erosion
control and protection.
In totality, some 2,121
farmers will benefit from
these 2016 projects, not to
mention the 671 jobs that
will be generated as a result
of the implementation of
the 31 projects.

RESOLUTION ENACTING AN ORDINANCE REGULATING
THE OPERATION OF PADYAK IN CARAMOAN, PROVINCE OF
CAMARINES SUR
WHEREAS, there is an urgent need to put order in the
operation of padyak plying the roads within the poblacion and the
neighboring barangays of this municipality;

SECTION 3 SCOPE AND COVERAGE. This Ordinance


covers all the padyak for hire that operates and ferry passengers
within the territorial jurisdiction of the Municipality of Caramoan,
Camarines Sur.
SECTION 4
PURPOSE. The primary purpose of this
Ordinance is to regulate the operation and provide guidelines for the
registration of padyak and to abate traffic jam and congestion in the
municipal streets of the municipality.
SECTION 5 Requirements for the registration of padyak by
the owner/operator.
1. Registration Fee of P50.00
2. Mayors Permit Fee of P150.00
3. Police Clearance fee of P75.00
4. Medical Certificate Fee of P50.00
5. Sticker P50
6. Plate number of padyak which shall have a measurement
of 5 inches x 10 inches to be provided by the CARPODA

WHEREAS, in order to ensure the safety of the riding public who


are utilizing the services of padyak operators and drivers association,
it is incumbent upon this body to enact a padyak ordinance.

7. Affidavit of ownership supported by necessary documents.


If purchased by the owner, receipt of payment is needed.

WHEREFORE, the foregoing premises considered, on motion


by Honorable Getulio A. Fernando, Jr., duly seconded by Honorable
Lydia C. Obias, be it

8. In case the owner owns more than one (1) unit, the owner
shall pay P100.00 for each additional unit. Each owner is
limited only for five (5) units.

RESOLVED, as it is hereby resolved, by the Sangguniang


Bayan of Caramoan, Camarines Sur, in session assembled, to enact

SECTION 2 DEFINITION OF TERMS. As used in this
Ordinance, the following words and phrases shall be construed and
mean as follows:

a. Identification Card (I.D.)


b. He must be 18 years old and above.
c. He must secure medical certificate from MHO.
d. He must observe proper hygiene.
e. He must observe proper dress code.
f.

Certificate of attendance for half-day (1/2) seminar with the


Philippine National Police (PNP) Headquarter, Caramoan,
Camarines Sur.

SECTION 7 FEES. All fees for every particular requirement


shall be made at the Municipal Treasurers Office and the
corresponding receipt must be issued thereon.

SECTION 14 LIABILITY. In case of accident, the operator


shall be civilly liable and the driver shall be criminally liable for
injuries or damages done to the passengers and other properties.

SECTION 8 If the owner/operator is the driver himself of his


padyak, requirements stipulated in Sections 5 & 6 must be complied
with.

SECTION 15 FARE. A fare of P5.00 shall be charged each


passenger for the first kilometer, an additional of P1.00 shall be
charged for every kilometers in excess of the first kilometer.

SECTION 9 Owner/operator of the padyak shall register


their unit(s) with the Office of the Municipal Treasurer and the said
office shall determine the physical built and condition of the bicycle
and sidecar or the side wheel thereof. Certificate of good condition
shall be issued to the owner/operator by the said office. Failure of
the owner/operator to renew the registration of his padyak for one
(1) year, his slot will be awarded/given to any interested applicant.

SECTION 16 PENAL CLAUSE. Any violations of this


Ordinance shall be penalized with the following:

SECTION 10 PHYSICAL REQUIREMENTS OF PADYAK.


The owner/operator is required to comply the following physical
requirements of his padyak.
a. The wheels and other parts of the padyak must be in
good condition and free from rust and dilapidation.
b. It must be installed with flashlight.
c. The registration plate number must be attached to the
front of the sidecar of the padyak.
d. It must have reflectorized stickers to be placed in front
and rear portions of the padyak.

SECTION 11 The driver of the padyak must secure an
identification card (ID) from the Office of the Sangguniang Bayan
and must always wear it when driving his padyak and transporting
his passenger(s). It must be placed with a cord to hang it on his neck
and visible to the passenger and public.

- Impoundment of the padyak and will
only be released upon payment
of P150.00 fine.
SECTION 17 REPEALING CLAUSE. All ordinance or parts
thereof which are inconsistent with any provisions of this ordinance
are hereby repealed or modified accordingly.
SECTION 18 SEPARABILITY CLAUSE. If, for any reasons,
any provisions, or parts hereof shall be held to be unconstitutional
or invalid, other parts or provisions hereof which are not affected
thereby shall continue to be in full force and effect.
SECTION 19 EFFECTIVITY. This ordinance shall take
effect upon its approval and publication in a newspaper of local
circulation.

Sangguniang Bayan may decide, in the interest of better and more
effective public service, by an Ordinance to allow a higher number

'UNITY WALK' KICKS OFF FIRE MONTH . . .

Fire Marshall Chief Inspector
Juan B. Paz commended the
various sectors of the community for their contribution in
reducing fire incidents in the
province.
Why March is selected
as the month to celebrate Fire
Protection Month, is because,
as in the previous years, this
is the start of the hot season in
the country. Based on records,
March is the month with the
biggest number of fires over the
years. Now, with the help of all
the sectors of the community,
fire occurrences diminished,
that means each of us has participation in order to prevent the
cause of fire.
Paz was also joined by Naga
City Mayor John Bongat and
Naga City Central Fire Marshal F/CINSP Alberto D. De
Baguio.
In his message, Bongat
thanked all the fire volunteers
who never faltered in rendering
their support every time their

presence is needed.
The city government of
Naga is always in support of
the activities of the BFP in connection with the Fire Protection
Month. We are happy that the
volunteers are always present
Naga White and Chi Po Tong,
and also our allies helping together. What is important is not
putting off the fire, but the prevention of it, Bongat added.
The Chief Executive also
reiterated that fire consciousness should be every ones advocacy as fire is not forecasted
and comes just like a thief in the
night hence, preparedness and
prevention are of paramount

De Baguio announced that
they have close coordination
with the Metro Naga Water
District (MNWD) in case they
need their tankers to suppress
or subdue fire. Currently, BFP
Naga has 113 fire hydrants

implementation this month include poster-essay-writing contest and exhibit of fire trucks
and fire equipment at the BFP

of the BFP Central Station set

A Bright Future for Grades 11
and 12 Students

The implementation of Grade 11 when school year opens June
this year has evoked a lot of reactions from various sectors in the
country but mostly from parents and students. Many do not look at
its implementation positively, sad to say. But we are not concerned
with the varied reactions. What matters now is the fact that Philippines does not lag behind in terms of providing basic education
for very good reasons.
The Philippines is the only country in Asia and only out of 3
countries in the world with ten years of pre-university education.
This has made our students think that they are below par compared to students from other countries who are fully prepared for
college and for employment. It is of common knowledge that when
a Filipino applies for a job outside the country he is required to be
at least a second year college student to compensate for the lack
of two years in his secondary schooling. The meaning of this is that
our high school graduates do not qualify for work abroad. These
days, even in the Philippines, high school graduates face difficulties in getting themselves employed in even the lowest job in an
office. There are janitors and messengers who have earned units
in college and unless they pursue higher education the possibility
that they have that same job for a lifetime is obvious unless they
go back to school and pursue higher education. Pursing college is
not actually very easy with its rising cost. .
So come now Grades 11 and 12. Some parents believe that
the additional two years mean additional expense. How true. Students, on the other hand, believe the additional two years in school
is really an additional burden, whatever they mean by that.
This is something we hear very often when someone is asked
what his educational qualification is and the ready answerhigh
school lang.
The two-year Senior High School is specialized upper secondary education where students may chose a specialization based
on attitude, interest and school capacity. The choice of a career
track will define the content of the subject. Each student in Senior
High School can chose from three tracks: academic, technicalvocational-livelihood. sports and arts. This will make the student
think better to make a wise decision,
The K-12 curriculum faces a lot of various comments and although there are more negative than positive ones, the most important is that the young student can rest in the thought that after
Grades 11 and 12, he will have the chance to get employed easily
after. It might not mean he will readily get a good white collar job
when he can very well work on his own. This will likewise give him
the opportunity to be enterprising and use his potentials to stand
on his own and be able to say he is fulfilledthanks to SHS. He
will not even think of going abroad for employment while he can
just stay home and be with his family while working abroad may
give him the dollars but the thought of separating from his family
can be terribly nostalgic.

Significant
accomplishments
In their effort to respond
to a wider market for goods
and services involving many
ARBs, DAR and CARD then
expanded the existing program
coverage to 30 additional ARB
cooperatives in 2012. The implementation of the program is
simultaneous across all batches
but customized to the needs of
the cooperatives.
The areas of Ilocos Region,
Cagayan Valley, MIMAROPA,
Western and Central Visayas,
Northern Mindanao and Davao
Region were first reached when
the initial three-year MOA between DAR and CARD was
forged.
According to them, the development is slow, which is
normal, but if these things will
work out well then this will be
sustainable. We are empowering the farmers to do it by themselves to let them ultimately
handle the operations, shared

there must be next generation
of beneficiaries like their children, who will then manage the
cooperative.
Moreover, out of the learnings generated by DARs field
offices and implementers, a
significant number mastered
the MATG. I told them to tag
along with CARD staff, learn
from them and imbibe the process, said Director Leones
adding that an experiential
learning is always the best way
to learn.
They then replicated it to
other cooperatives not covered by CARD. This was
not planned. It just came out,
shared Director Leones realizing that farmer learning from
co-farmer is very effective.
The partnership is no longer
delimited to ARBs and ARB

they also cater the non-ARBs


and rural women. As of November 2015, the project served
59 partner-cooperatives with
35,012 active borrowers and
depositors. More than 7,813 of
them were insured to CARD
Mutual Benefit Association
(CARD MBA), the microinsurance arm of CARD. It also
extended P749 million loan,
mobilized P42 million savings and generated P59 million
share-capital.
A scholarship grant is also
given to the children of qualified beneficiaries. There were
already nine scholars from Cagayan Valley and Agusan Del
Sur. Further, they were able
to identify 26 profitable cropbased enterprises, which will be
linked to the market. They are
proud that the project is now
becoming a viable MF capacity
building methodology.
We are thankful with
CARD for bearing with us.
DAR-BARBD will continue to
look at each one of our ARBs
to identify what more we can
work out further in the future,
said Director Leones.
According to Dr. Alip, the
project will continue to provide
and develop agri-based enterprise in the rural community
through provision of business
development services, continuous access to different services
not just credit but also savings,
scholarships and insurance
(life, non-life and crop insurance) to strengthen and increase
the outreach. We will also continue to tap these cooperatives
to have microinsurance partnership. Also, we will transition
cooperatives to medium and
large categories this year, Dr.
Alip added.

many residents in Tomalaytay
opted to leave the barangay
to find sources of income in
Metro Manila while some became dependent on loans or
credits from informal lenders
to survive.
Leoncito is different. He
saw a glimmer of hope and opportunity when he learned that
the Department of Agriculture
Philippine Rural Development
Project (PRDP) considers the
Samahang Mangingisda ng
Tomalaytay (SMT) as one of
the possible recipients of its
small livelihood project (SLP)
for Nona-affected areas in Sorsogon.
Livelihood assistance
According to Investments
in Rural Enterprises and Agriculture and Fisheries Productivity (I-REAP) Component
Head Adelina A. Losa, SLP
is a livelihood assistance to
calamity-stricken farmers and
fisherfolk in Bicol. By providing sustainable income generating activities to farmers
and fisherfolk affected by the
typhoon, PRDP-funded SLPs
aim to provide interventions
that would respond quickly to
their basic needs and restore
their livelihood. The SLPs also
intend to provide production
and marketing support in order to increase the income of
farmers and fishers in affected
areas.
Among the projects that are
eligible for SLP funding are
agri-based and agribusiness,
farmers and fishers enterprises that were damaged by
the typhoon, and small projects that will allow immediate
livelihood to the agri-fishery
sector.
Since 2013, PRDP has
been providing SLPs to places
affected by calamities like typhoon Yolanda, the 7.3-magnitude earthquake that struck
Cebu and Bohol and typhoon
Lando, including Catanduanes
in Bicol. SLPs for farmers
and fisherfolk devastated by
typhoon Nona cover the provinces of Albay, Sorsogon,

may submit SLP proposals
amounting to P1.2 million.
Unlike regular I-REAP subprojects, SLP requirements
were relaxed to meet the capacities of typhoon-affected
farmers and fisherfolk, Losa

Proponent groups can venture in any of the eligible subprojects even without a value
chain analysis and Provincial
Commodity Investment Plan
(PCIP), which are required
in the regular PRDP business
plans. Newly registered proponent groups can submit SLP
proposals provided that the
municipal or provincial government is willing to provide
the 20% equity and the proponent group can afford to share
not less than 20% equity in
cash or in kind.
Losa announced that they
have so far received 24 SLP
proposals. Ten of which were
from Sorsogon and 14 were
from Catanduanes. The said
proposals were already assessed by the technical team.
Jerlinda A. Cruz, chief of
the Aquaculture section of Bureau of Fisheries and Aquatic
Resources (BFAR) Bicol, a
member of the technical team,
commended the DA PRDP
for initiating the SLP for it
will help level up the volume
of seaweeds production in the
country.

the slaughtering fee, Abadeza
said.

Glimmer of hope
Salgado said that if approved, the Seaweeds Farming SLP will bring hope to the
coastal communities to bounce
back from typhoon losses and
encourage them to plant seaweeds again. The proposed
SLP will engage in raw dried
seaweeds marketing and pro-

duction. With a three-hectare


start-up area, it is projected
to benefit 71 SMT members.
The association is requesting
for non-motorized and motorized fiberglass boats that they
can use to engage in deep-sea
seaweed farming. Salgado believes that by having additional modern equipment, SMT
can expand its activities and
services to other coastal barangays. It will also reduce their
cost of operation as they wont
have to rent them anymore to
harvest and deliver seaweeds
to their buyers.

LEGAZPI CITY - The


Legazpi local government
unit (LGU) is raising PHP10
million for the rehabilitation and improvement of
its existing slaughterhouse
to make it Class AA in
standard as required by the
National Meat Inspection
Services (NMIS).
Legazpi City Councilor
Melissa Abadeza said on Friday the city will enter into a
counterpart agreement with
the Department of Agricul-

ture (DA) to raise the amount.


Abadeza said her two resolutions submitted to the Sangguniang Panlunsod relative to
the project have been adopted
during its regular session on
Jan. 26 and signed by Mayor
Noel Rosal on Feb. 3.
Resolution No. 0027-2016
requests Rosal to create a special bids and awards committee (SBAC) for the conduct of
bidding process on the Meat
Inspection Improvement Program of Legazpi.
Resolution No. 0028-2016
requests the city mayor to

create a special implementing unit (SIU) attached to the


Office of the Mayor for the
implementation of the Meat
Establishment Improvement
Program (MEIP).
Abadeza said the SP is
now ready to adopt another
resolution she submitted,
Resolution No. 0026-2016,
authorizing the city mayor to
enter and sign the MOA with
the DA for the rehabilitation and improvement of the
slaughterhouse.

signing of the proposed MOA

by both parties to make the

Based on the proposed
MOA, both parties shall allocate PHP5 million each, or a
50-50 percent sharing agreement, for a total amount of
PHP10 million to be used for
