Introduction
Each network element is defined as an object in the Flexent GSM OMC. For example, each BTS-2000, or
Flexent Macrocell in the network is defined in the Flexent GSM OMC database as a BTS object. Some objects
are automatically generated by the Flexent GSM OMC, others are defined by the operator and are allocated
parameter values and attributes according to the network requirements.
Flexent GSM OMC functions (commands) are performed on Flexent GSM OMC objects. For example,
specifying the Shutdown command for a BTS object will take the associated physical BTS-2000, or Flexent
Macrocell out of service.
Figure 1 illustrates the Flexent GSM OMCs role in a GSM network:

User Interface
A user-friendly, object-oriented Graphical User Interface (GUI) provides a set of menu-driven data screens or
views. A number of different view types are provided which allow network data to be displayed and
manipulated at various levels of detail:
Topological views show the network as a whole and the geographical location of the equipment
Detailed object views show status information, alarms and parameter values for a particular object
The Flexent GSM OMC also has an ASCII User Interface (AUI). This allows operators to enter Flexent GSM
OMC commands directly at a command prompt and to create and execute reusable scripts for complex tasks such
as network frequency tuning. To ensure operators get maximum benefit for the Flexent GSM OMC as soon as it
is installed, a number of standard scripts are pre-installed ready for use.
OMC-CCC
The Lucent Technologies Operations and Maintenance Centre - Consistency and Comparison Checker (OMCCCC) provides a means of verifying the configuration of both existing and planned Base Station Sub-System

(BSS) networks. By analysing network data against a defined set of checks, inconsistencies can be detected early,
thus avoiding network degradation.
The OMC-CCC functionality is accessed via a user-friendly GUI. The GUI provides an intuitive method of
selecting and applying consistency checks and the clear reporting of any errors detected. The tool is supplied
with a default set of consistency checks. However, to provide network operators with additional flexibility, new
checks can also be created and existing checks can be modified or removed.
The OMC-CCC can also compare a set of existing OMC network data with a set of planned network data,
producing a report highlighting the differences between the two. The OMC can be updated from the comparison
report to reflect the plan, and then the updated OMC compared again to the plan to validate the changes and
ensure no errors have occurred in the process.

Configuration Management
The Flexent GSM OMC provides centralised control over the network configuration. This includes immediate or
deferred network configuration change control, centralised storage of BSS network configuration data and the
capability to issue warnings about configuration changes that may affect service.
The Flexent GSM OMC stores information about each BSS object connected to it in the Management
Information Base (MIB) database. The Flexent GSM OMC MIB contains the same data as the BSS MIB;
synchronisation routines ensure that the information on the two databases is identical.
Fault Management
The Flexent GSM OMC provides centralised network surveillance and status monitoring functions. Graphical
displays indicate any faults in the network and on-line fault resolution procedures help the operator respond to
network faults quickly and efficiently.
Performance Management
The Flexent GSM OMC provides the facilities to analyse the traffic and resource utilisation of the entire GSM
900, 1800 or 1900 network. The system is able to collect key performance statistics for the MSC and BSS. These
can be stored for up to 2 years depending on network configuration. The operator has the option of viewing a set
of fundamental reports on the Flexent GSM OMC. These show the critical BSS network performance data, so
that the operator can quickly identify network problems. Alternatively the statistics can be transferred to an
external PC, or third party performance management tool, in order that a variety or graphs and reports can be
generated. These reports can be generated on a daily or historical basis, or for forecasting purposes. The
forecasting reports will enable the operator to see network performance trends and plan for future investment
strategies.

Security Management
The Flexent GSM OMC includes comprehensive security access features to prevent unauthorised access to the
system. These include different levels of access permissions, password and workstation identification, and
automatic password ageing.
User access to the Flexent GSM OMC can be restricted to particular functional areas or network elements, or to
read-only access.
Note: Flexent GSM OMC security management relates to access to the Flexent GSM OMC itself. Network
security features are handled by the MSC.
System Administration
The Flexent GSM OMC provides objects and functions that perform Flexent GSM OMC administration and
maintenance tasks. For example: workstation administration, downloading software, database backups and
maintaining the system clock. Like security management, system administration is not a telecommunications
network function as such, and is built-in across all the other functional areas.

Introduction
The Flexent GSM OMC comprises three primary functional modules:
Configuration management
Fault management
Performance management
The Configuration and Fault management modules reside on the Flexent GSM OMC server.
The Performance Management solution consists of three strands. Customers will be able to choose from these as
they find most appropriate.
The three strands are:
An interface for the export of performance management interface to a PC for off-line post processing
The flexibility provided by this approach enables customers to choose a performance management solution that
matches their requirements in terms of functionality and cost. The options are shown in more detail in Figure 2.

The OSP includes OSF/Motif and SQL interfaces. OSP applications support the X/Open Management Protocol
(XMP), which is an important component of OSF/DME technologies. XMP will be used to access CMIP, the
OSIs Common Management Information Protocol. This CMIP API is fully consistent with the BaseWorX
platform support for Q3-CMIP interfaces. Management systems with CMIP interfaces are becoming increasingly
widely deployed by telecommunications companies. This is consistent with Lucents strategy for the Flexent
GSM OMC to support GSM and ITU-T standards for open interfaces.

Each Flexent GSM OMC client workstation requires the following software:

Initial systems will be shipped with a minimum of one workstation running the HP-UX operating system. This
will ensure that at least one graphical workstation exists to gives a well-defined environment. Such a workstation
is also required in a remote operations centre configuration.
The B2000 workstation can be used as a single GUI system or as a GUI server. The GUI workstation is
configured so that the same hardware solution can be used to host a local GUI session using internal video
drivers and remote GUI sessions using X-protocol. The hardware solution is both a workstation and a GUI
server.
Software Architecture
Run-time Platform Layer
The Flexent GSM OMC run-time platform is built on BaseWorX and incorporates Open Software Foundation
(OSF)/Motif and Structured Query Language (SQL) interfaces. The software modules provide an open systems
software platform on which UNIX-based distributed applications can be developed and deployed in a multivendor environment.
Four key functional areas are included:

Core Layer
The core layer is a set of reusable Lucent Technologies objects and functions that can be used as required by
applications. If an application requires object operations that differ from those supplied, the supplied objects can
be used as a basis for customised versions.

Product Functionality
Configuration Management: objects and functions that control, identify and collect/provide data
to/from the Network Elements (NEs) within the GSM network
Fault Management: objects and functions that enable the detection, isolation and correction of
abnormal conditions. Within the Lucent GSM system, the managed elements are capable of
scanning specific nodes for alarms and automatically transmitting the results to the Flexent GSM
OMC. The Flexent GSM OMC operator can initiate immediate responses to these alarms for
rapid, automatic service restoration
Performance Management: collection and transfer of performance measurement data for the
purpose of producing performance reports and trend displays
Security Management: objects and functions that protect the system from unauthorised access
Note: Flexent GSM OMC security management relates to access to the Flexent GSM OMC itself.
Security features as defined in the GSM 12.03 Security Management standard are handled by the
MSC.
System Administration: objects and functions that perform Flexent GSM OMC administration
and maintenance tasks. For example: workstation administration, downloading software, database
backups and maintaining the system clock. Like security management, system administration is
not a telecommunications network function as such, and is built-in across all the other functional
areas.

Each GSN is the equivalent of 3 BSSs in management terms. This means that if the OMC has been deployed to
manage both SGSNs, GGSNs and BSS network elements; example deployments for an OMC-GR may be as

Alarm and State Change records are stored for 14 days and Configuration Change records are stored for 7 days.
Measurement data is collected in intervals that can be configured in 15 minute periods by the user from 15
minutes up to a maximum of 60 minutes and seven days worth of measurement data stored on the server.

Standard Flexent GSM OMC
The Standard Flexent GSM OMC server comes configured with a 4 port channelised E1 or T1 card on the router.
This configuration can support up to 124 E1 timeslots or 96 T1 timeslots shared between the BSSs and MSCs.

Reliability
The Flexent GSM OMC server supports disk mirroring using Logical Volume Management (LVM). In the event of
a disk crash, this provides seamless transition to a mirrored disk to ensure uninterrupted operation.
In addition, the servers have an estimated mean time between failure (MTBF) of 14,830 hours (99.984%
availability), with the Flexent GSM OMC system availability designed to exceed 99.95%.

Operating Considerations
Peripheral equipment such as PCs are not included in this estimate. Power connection, protection and grounding
must conform to powering and grounding requirements outlined in the hardware vendors documentation and in
local regulations.
Electromagnetic and radio frequency interference (EMI/RFI) emissions are within the limits defined in FCC Class
A digital device and Manufacturers Declaration to EN 55022 Level A, VCCI Registered, Class 1.

The Flexent GSM OMC hardware provides centralised operation and maintenance functions for Lucent GSM
networks. The hardware is the successor of the Lucent OMC-2000 platform. The new platform is the first time
that a scalable solution with respect to the network size is to be supported. For smaller networks the Small
Flexent GSM OMC provides a low cost entry point. The Standard Flexent GSM OMC platform is designed to
support mid-ranged networks. Both platforms are made available within the last quarter of 2000. In the near
future the family will be extended to include the Large Flexent GSM OMC which will meet the needs of larger
networks.
Note: The Flexent GSM OMC architecture is built to support future evolution of key directives arising from the
GSM 12.20 Phase 2 standards.
