Note: The Town of Leesburg Planning Commission meets on
April 7 at 7:00 with Crescent Parke on their agenda. You will
have the opportunity to speak at the podium in front of the planning commission regarding this development. If you are not
comfortable doing so, your presence at the meeting will speak
volumes.

Topic: Crescent Parke Development


Crescent Parke is a very large development
planned on the 53 acres behind Food Lion and
adjacent to Izaak Walton Park.

We plan to have the developer, his land use manager and engineer present for this meeting.
Dulles Greenway Extension: The Town of Leesburg
has on its Master Plan a mandate by VDOT for the
Greenway to exit to Leesburg on an elevated roadway over Gateway Drive continuing to Harrison
Street. This roadway is one lane in and one lane
out and is oriented with a ZERO clearance between
YOUR fence line and the roadway. 12 ft. Concrete
sound walls have been discussed. There is talk that
the roadway will not be built, HOWEVER, VDOT refuses to allow Leesburg to remove the item from
the Master Plan. So YOU DECIDE!

What you should know:

We share the property line

There is a 90 foot reserve area from YOUR


rear fence line to the beginning of their
buildings

The entire area will be clear cut

There will be a road from Food Lion on S.King


Street through this development that exits
on to Gateway Drive

The developer plans:


207 Single Attached Dwelling Units (South Side)

More Areas of Concern:

Sharp increase in traffic on Harrison Street and Gateway


Drive. Developers traffic study projects an additional
3,000 vehicles daily throughout the area.

Proposed 45 story buildings on top of 11 ft. higher


site grading.

Run-off and storm water impact on Virginia Knolls.

Stream restoration throughout the development

Storm water retention to mitigate to the 100 year flood.

Concept designs at 60% , so they are able to be discussed with
greater accuracy
Condition for most of the work on Town side of creek has been
met
Condition that flood waters be contained through the use of a
decorative flood wall has been met
Condition that stream restoration be performed has been met
Condition that trees be saved through tedious surgical removal
rather than clear cutting has been met.
Condition that landscape be restored using native species has
been met
Condition that the stream channel be addressed from the Bowling Alley to the North, the VKCA property line to the East and
far beyond the VKCA property line to the West to include the
constriction downstream behind the Silver Oaks HOA.

No time to discuss this extremely important project during the Annual Meeting
No time to post photographs of these plans on the web site so they
can be viewed by homeowners.
No time to review the plans to determine if the design is consistent with what the community desires.
No time to thoroughly answer questions
No time to familiarize homeowners with the proposed plan so
they can ask questions of the department heads at Capital Improvement , Public Works and the Department of Plan Review.

This community deserves the opportunity to view full sized engineering drawings and engage the process fully, without being rushed.

2012 Town of Leesburg Plan presented as


a done deal that would excavate an inexpensive hole and turn our common area
into a reservoir . Totally scrapped.

Most of the Work to be Confined to the Town Side of the Creek
Concept Plans Protect Residences Two Ways:
- Decorative Flood Wall
- 48 Buried Drainage Pipe to Move Water Away from Common Area &
Deposit Water Far Downstream
Concept Plans Include Recent Tree Study by Davey Tree service with
recommendations for the Surgical Removal of Trees that are either dead or dying
Concept Plans include opening the second channel at the Harrison Street Bridge
Concept Plans include modification of the stream channel by engineering wider
curves and installing various methods to move water more efficiently.
Concept Plans include widening of the channel downstream to relieve the
constriction that backs the water up into our development.
