1 Introduction
1.1

Purpose
The scope of work delivered by Huawei RNO Team on the Network Performance

Improvement and Roll-out Project is a successful achievement. The activities that are implemented
during the course of this program are listed below

New RNC Planning

New LAC and RAC planning
Scramble code Planning for the New Sites
Neighbor Optimization Activity
Antenna adjustment
RNC Parameter Settings based on HLD
Correction of Inconsistency Data in the network
Worse Cell Optimization
Congestion Issues process
Alarm monitoring and troubleshooting
New build Drive Test
Swapped feeder Rectification

The clusters new sites Roll-out and optimization started from (xx) till (xx), all activities are
properly implemented during the period.
The Target of the Key Performance Indicator (KPI) is to achieve the threshold listed in chapter
4.
Huawei is intended to provide to Ethio Telecom a comprehensive view of the subject cluster
performance and status within the network to which it has been integrated. This document forms the
formal Final Cluster Acceptance deliverable with-respect-to the subject Cluster.

Radio network optimization aims to improve network performance and maximize the benefit of
the existing network resources through parameter collection, data analysis, parameter adjustment,
and necessary technical means after site integrated and expansion.

Single site verification

To verify the functionality of sites, for example site installation, basic functions of the cell.

SSV were done from the first cluster site on air

Cluster RF optimization
To control interference & pilot pollution, and optimize coverage & 3G neighbor lists. The

cluster optimization started from July 2014 and finished by the end of August.

Services test & Para. Optimization, Trouble shooting

The parameter optimization and troubleshooting were done along all the project phase. During

the project some key issues which effect 3G network quality were solved. For example, multiple
carrier cell high call drop issue, PS 3G to 2G handover time too much issue, PS download speed not
stable issue and so on.
The detail test method, optimization action and result is show in the following report content

CDR and HSUPA CDR.

iii.

Service Integrity: R99 PS FTP Downlink Throughput, HSDPA FTP Downlink

Throughput, and HSUPA FTP Uplink Throughput.

iv.

Mobility : SHO Success rate, inter-Rat HO Success rate

The test tool:
Software: Nemo, Actix.
CS handy: U8860/U2800
HSDPA/HSUPA handy: E372
R99 handy: U2800
Coverage: Scanner

The KPIs selected have taken into account the above mentioned factors in order to capture the

current network performance for the drive test we are going to perform.

i.

The test tool should use: Scanner, Probe, GPS, Nemo handy, Nemo outdoor, Actix.

ii.

Total distance travel is XX kilometers (depend on each cluster).

v.

Average speed should not more than 40 km/h for town, 60km/h for high way.

UE TX Power
UE TX power can indicate uplink interference. If UE TX power is higher, UL interference is

heavier. If the percentage of UE TX power < 10dBm greater than 90%, then there is no UL
interference.
