1 Introduction
1.1
Purpose
The scope of work delivered by Huawei RNO Team on the Network Performance
Improvement and Roll-out Project is a successful achievement. The activities that are implemented
during the course of this program are listed below
The clusters new sites Roll-out and optimization started from (xx) till (xx), all activities are
properly implemented during the period.
The Target of the Key Performance Indicator (KPI) is to achieve the threshold listed in chapter
4.
Huawei is intended to provide to Ethio Telecom a comprehensive view of the subject cluster
performance and status within the network to which it has been integrated. This document forms the
formal Final Cluster Acceptance deliverable with-respect-to the subject Cluster.

Radio network optimization aims to improve network performance and maximize the benefit of
the existing network resources through parameter collection, data analysis, parameter adjustment,
and necessary technical means after site integrated and expansion.
Cluster RF optimization
To control interference & pilot pollution, and optimize coverage & 3G neighbor lists. The
cluster optimization started from July 2014 and finished by the end of August.
the project some key issues which effect 3G network quality were solved. For example, multiple
carrier cell high call drop issue, PS 3G to 2G handover time too much issue, PS download speed not
stable issue and so on.

Test Protocol
It is known that the most significant KPI References measured by Drive Test are Accessibility,
Retainability, Service Integrity and Mobility KPIs.

Accessibility: CS AMR Call Setup Success Rate (CSSR), Video Call CSSR, R99 PS
CSSR, R99 PS PDP Context Activation Success Rate, HSDPA CSSR, HSDPA PDP
Context Activation Success Rate, HSUPA CSSR, and HSUPA PDP Context Activation
Success Rate, Round trip time and so on

Retainability: CS AMR Call Drop Rate (CDR), Video Call CDR, R99 PS CDR, HSDPA
CDR and HSUPA CDR.

The KPIs selected have taken into account the above mentioned factors in order to capture the
