I. Summary of Student Demographic Data

After nearly two decades of decreasing numbers of high school graduates in


Pennsylvania, this trend reversed in 1995 and the total number of graduates is expected to
increase nearly every year through 2008. Since 1982, the percentage of Pennsylvania
high school graduates attending college has risen from 47% to 72.1%. A projection of
high school graduates by county through 2004 shows that the number of high school
graduates is forecasted to increase in 41 of the state’s 67 counties.

For the entering class of Fall 2001, nearly 66,000 students applied to State System
of Higher Education universities, 45,571 were accepted, and 18,255 first-time new
students enrolled. Sixty-nine percent of students who apply are admitted. West Chester
is the most selective university, admitting only 48% of applicants. Edinboro has the
highest yield, with 50% of those admitted enrolling. In addition to new freshmen, 5,813
new transfers enrolled in the 14 universities. Of those transfers, one in three came from a
Pennsylvania community college.

State System enrollments had decreased in the early 1990s, but began to increase
in fall 1997. Since that time, overall enrollments have increased significantly. Fall 2001
was no exception, as enrollment increased by 2.4% to 98,611, and all but one university
increased enrollments. Minority student enrollments also increased to 8,478 in 2001.
More importantly, minority enrollments increased as a percent of total enrollments and
are now at their highest point in the last decade at 8.6% of total enrollments. Fall 2001
witnessed the largest number of Latino enrollments in State System history (1,320) an
increase of more than 100 students over the record of 1201, set in fall 2000. Other salient
enrollment characteristics are as follows: full-time students – 83%; female – 59.4%;
undergraduate – 87.9%; residents – 90.4%; non-traditional undergraduates – 11.6% (of
the undergraduate population); and international students – 1.8%. During 2000-01, a
total of 122,286 unique students attended System Universities.

The number of out-of-state students had declined steadily in the 1990s and
reached a low of 7,682 students in fall 1997. By fall 2001, non-resident enrollments
totaled 9,474 students, a 23% increase. One factor responsible for this increase is the non-
resident tuition policy, which allows institutions to set non-resident undergraduate tuition
between 150% and 250% of resident tuition, as explained in Table I.3.10. Although the
system average for residential students is 90.4%, percentages vary among the institutions
from 76.6% at Mansfield to 96.4% at Millersville.

More than three in four students (77.7%) receive financial aid to defray the costs
of attending State System universities. During 2001-2002, more than $473 million was
awarded. Of this total, 29.7% was in the form of grants, 59.1% loans, 6.6% student
employment, and 4.6% scholarships. These data are reported according to standards
described in the Joint Commission on Accountability Reporting (JCAR). One in three
students received a Pennsylvania Higher Education Assistance Agency grant with an
average award of $1,793.

Resident tuition has increased 42% since 1992 and is currently $4,016 per year.
Non-resident graduate tuition is $7,554 and undergraduate non-resident tuition $10,040.
Student fees average $966 for undergraduates and $899 for graduate students. The range
in fees is from $655 to $1188 for under-graduates and $350 to $1246 for graduate
students. Room and board fees are up 44.7% since 1992 to $4,554, which is still lower
than any other sector in Pennsylvania. Clarion has the most affordable combined room
and board fees of $4048 per year. The average total annual cost of attending a State
System university for an in-state, on-campus student is $10,036 (including tuition, fees,
room, board, books, and supplies).

State System universities awarded 17,625 degrees in 2000-01. This total includes
199 associate degree recipients, 14,238 baccalaureate, 3,052 masters, and 136 doctorates.
Graduation rates for first-time, full-time, degree-seeking students compare favorably with
those of peers. The 1995 cohort graduation rates for four, five, and six years are as
follows: four years – 23.8%; five years – 48.3%; and six years – 52.4%. The
corresponding rates for peer institutions were 18.3% for four years and 36.9% for five
years.

A total of 360,274 alumni are known to live in Pennsylvania. This represents


63% of the grand total of 573,220 alumni. The actual number of alumni who are
Pennsylvania residents is likely to be somewhat higher, as almost 70,000 alumni do not
have a current address on file in alumni offices.

Campuses are generally safe places to live and learn. Crime rates have declined
for serious crimes, classified as Part I Offenses, over the past 5 years. However, the rates
for misdemeanors, Part II Offenses, have increased since 1996 with the most common
crimes committed and reported being vandalism, disorderly conduct, and liquor law
violations.

Student-faculty ratios increased from 17.60 in 1999-2000 to 17.68 in 2000-01.


This ratio is still lower than in 1991-92 (18.29) and earlier years. Shippensburg is the
most productive university with a System-leading student/faculty ratio of 19.06. Average
class size from 1996-97 to 2000-2001 increased by one from 22 students to 23 students in
undergraduate sections, and increased from 11 to 13 in master’s sections. Class size in
undergraduate sections are smaller than the University of Pittsburgh and Penn State
University and the master’s sections are smaller than Lincoln University, University of
Pittsburgh, Penn State University, and Temple University. This is partly because the
system has few large classrooms, and also because upper-division section sizes are very
small. A faculty member with rank, rather than a graduate assistant student teaches
nearly every State System student.

II. Summary of Instructional Resources

State System libraries contain 6,354,442 volumes and added another 108,104
during 2000-01. Nearly 570 full-time equivalent employees staff the libraries and more
than $30 million was spent on materials and salaries System-wide. More than one
million people (including repeat users) used library materials during 2000-01.

Libraries are increasingly relying on electronic resources, from automated


catalogs to on-line databases. The State System established the Keystone Library
Network to interconnect all 14 universities with a shared library automation system and
access to electronic resources. The State System is also developing a data warehouse and
a shared administrative system.

The use of instructional and information technology has increased dramatically in


recent years. At 11 institutions, 100% of faculty members have a desktop computer, have
access to the Internet and e-mail from their office computer. The System Universities
have a total of 8,976 student computers (IBM compatible and Apple), which means that
there is one computer for every 11 students. Nearly all students have e-mail accounts and
98% of student’s computers have Internet access.

III. Summary of Budget and Finances

Total Educational and General (E&G) revenues for the State System are projected
at $1.006 billion for 2001-2002. Since 1986, the general appropriation has increased
62% to $452,763,000 for 2001-2002, and System appropriation per FTE student has risen
from $3,449 to $4,945. During that same period, E&G revenues per FTE student
increased from $5,606 to $10,839, but costs per FTE student have risen to $12,614. West
Chester has the lowest cost per full-time equivalent student ($11,800) while Cheyney has
the highest cost ($21,015). When cost is determined by credit hour, West Chester is
lowest ($141) and Cheyney is highest ($188), compared to a System average of $155.

State System universities have increased endowments and voluntary support


dramatically in recent years. System Universities received a total of $40.5 million in
voluntary support during 2000-01. Indiana and Shippensburg have the two largest
endowments, representing 18.1% and 12.4% of the $152 million total respectively, but
this is significantly less than the percent of the endowment that they represented last year
(27% and 13%). Other universities have made comparatively large gains in endowments
in the last year.

IV. Summary of Facilities

The facilities infrastructure of the State System includes 827 buildings and 24.6
million square feet of space. The 14 campuses, the Dixon University Center, and the
McKeever Environmental Center are located on 4,696 acres. Residence halls have a
capacity of 33,306 students, and 32,267 students lived in them during fall 2001. The
replacement value of the physical plant is $3.5 billion. West Chester has the most
buildings (90), Edinboro the most acreage (626), and Indiana the most square feet
(3,020,624), the greatest residence hall capacity (3,856), and the highest replacement
value ($432 million).

The 2002-03 request for capital funding is $678 million for new authorization.
The Academic Facilities Renovation Program will provide $66 million in funding.
Deferred maintenance backlogs for component repairs are $57 million, with a $27 million
annual deferred maintenance requirement for a total backlog of $84 million. At full
funding, the State System would expend approximately $27 million from the operating
budget to cover the annual deferred maintenance costs. In addition, Key 93 funding will
provide an estimated $8 million in additional moneys to further reduce this backlog.

V. Summary of Human Resources

During 2001-2002, the State System employed 11,954 individuals (as of October
31, 2001, excluding wage employees). Of these, 11,042 of salaried employees were full-
time. This number is just slightly higher than the full-time salaried employees count
from fall 2000. The System has employed increasing numbers of part-time employees in
recent years, with a 4.9% increase from 869 part-time employees in fall 1998 to the fall
2001 level of 912 (during this same time period, the number of full-time employees
increased by less than one percent). Of all salaried employees, the Association of
Professional State College and University Faculty union includes the largest number,
representing 47% of the total, compared to 33% for the Association of Federal, State,
County, and Municipal Employees and 11% for managers. Women comprise 48% of the
full-time workforce.

Within the full-time, 9 month faculty complement of 4,834 (excluding unit II),
women constitute 41% of all faculty (1,986). The percentage of female faculty by rank is
as follows: professor – 28.2%, associate – 39.5%, assistant – 50.2%. Currently 56.1% of
instructors are women. The rank distribution of the entire faculty (excluding unit II) is as
follows: professor – 31%, associate – 28%, assistant – 31%, and instructor – 10%.

Faculty salaries have increased 78.5% since 1987. Faculty salaries are higher
than any other sector in Pennsylvania when ranks are combined, and are at the 90th
percentile or higher for all professors by their respective ranks, compared to faculty from
210 public institutions with the same Carnegie classification, including each of the 14
System universities (Source: American Association of University Professors). Salaries
for full professors, associate professors, and assistant professors are lower than those of
state-related professors. Average salaries by rank are as follows: professor – $83,996,
associate – $67,286, assistant – $54,435, instructor – $40,384. Average salaries for
senior administrators are as follows: presidents - $134,665; provosts - $129,326; vice
presidents - $120,142; and deans - $108,310.

VI. Summary of Social Equity

The State System has made steady progress in recruiting and enrolling students of
color in recent years. Applications, acceptances, and enrollments of African-American
and Latino students continue to increase, and the fall 2001 total enrollment of Latinos
was the highest ever (1,320). As of fall 2001, African-Americans comprised 6% of the
student body (5,988). Collectively, racial/ethnic minorities comprised 8.6% of all
students (8,478). The Board of Governor scholars program has been expanded, and 1449
students, the majority of whom are from a minority ethnic group, had some or all of their
tuition waived during the 2001 fall semester. These waivers are generally given for the
entire year and are renewable.

Perhaps the most successful of the social equity efforts for students are the
partnership programs. The original program began in 1988 in Philadelphia. Participants
enrolled in summer programs at State System universities and earned credit for courses
taken. These students were then encouraged to apply for admission at State System or
other colleges and universities. The program was replicated in Pittsburgh in 1995 and
has been expanded to Erie, Harrisburg, and most recently Reading. The graduation rate
of students in these programs is comparable to that of all students at System universities.

Social equity efforts have had mixed results with regard to personnel. Overall,
12% of full-time employees are minority, with the greatest percentage among
service/maintenance (18%) and the greatest number among faculty (563). Less than 10%
of clerical, technical, and skilled crafts full-time employees are minorities System-wide.
With the exception of Cheyney, the largest percentage of minorities by Equal
Employment Opportunity classification is as follows:

• Faculty – 13.6%, Millersville
• Professional non-faculty – 15%, West Chester
• Clerical – 15%, West Chester
• Technical – 19.4%, Millersville
