Philippine Navy Doctrine Development Process

The set of slides is about the Philippine Navys Doctrine Development


Process. The presentation is divided into five parts Introduction (which includes
definition and differentiation between doctrine, strategy, and policy), PN Doctrines
(which includes the Navys definition of doctrione, its levels and role and
importance), and the PN Doctrine Development (including war and doctrine
development, its philosophy, strategy, and framework), the Doctrine Development
process, and a list of promulgated doctrines.
General Curtis LeMay was quoted with these words: At the very heart of
warfare lies doctrine. Most naval organizations in the world live by this saying.
Doctrine is defined in the dictionary as "a principle or body of principles presented
by a specific field, system or organization for acceptance or belief."
When the word doctrine is mentioned, it automatically comes to mind that it
is something related to religion. This holds true, as we are all aware of the Doctrina
Christiana, or Christian Doctrine, during the Spanish period. Likewise, when
Doctrine is mentioned, specifically na-doktrinahan na, it means one has been
taught or oriented to a religious groups beliefs or teachings. Simply put, doctrine,
from the Latin, Doctrina, pertains to a shared set of beliefs and rules or a certain
group.
Like other professions, the military always had doctrines which define how
they do their job. However, unlike some professions, military doctrine does not have
one standard approach nor common thread which can be found in all nations and in
all military Services. In some cases, doctrine in the armed forces has been written
and centralized. In other cases, doctrine has been unwritten and decentralized. In
other words, doctrine in the military profession is an extremely complex concept,
one that is currently undergoing a renaissance in our country. Put simply, it serves
only as a guide.
In differentiating doctrine, strategy, and policy, doctrine seems to be the
most loose among the three. Loose in the sense that one can abide, modify, or
improvise, especially when faced in various situations. Notice that this does not say
deviate or unfollow. Of course, there are still written rules as to how things can be
done. The manner of execution and implementation may have considerable
variations along the way.
The process of doctrine development is presented. Five stages are involved in
doctrine development: planning and initiation, research and development, testing
evaluation and validation, approval and promulgation, and maintenance.

This cycle of process seems to be like rocket science. But just like any science
experiment, a formulation of any doctrine has to pass this thorough process. Even
the existing doctrines must continuously be developed.
