Urban Development department is headed by an officer of the rank of Principal
Secretary/Secretary to the Government of NCT of Delhi.
Through this charter, the department rededicates itself to provide efficient, prompt,
courteous, time bound, transparent and fair services to all those who visit the office.

OBJECTIVES
The Urban Development department of GNCT of Delhi is concerned with matters relating
to Water supply, Sewage disposal & sanitation, Urban poverty alleviation and various
Municipal Services. The major initiatives of U.D. department are given below: -

Jawahar Lal Nehru National Urban Renewal Mission (JNNURM)


The Government of India has launched JNNURM to build infrastructure in the cities by
improving quality of services and spatial development of cities to bring qualitative
improvement of urban areas and also provision for low cost houses and upgradation of
slums by providing basic services to the urban poor. The City Development Plan Delhi has
been prepared with a total investment of Rs.24140 crores spread over six years. The
Ministry of Housing and Poverty Alleviation, Govt. of India has approved 17 projects of
Govt. of NCT of Delhi with a total project cost of Rs.3068.11 crores for construction of
72996 flats.

Commonwealth Games
Govt. of NCT of Delhi is one of the major stakeholders along with the Ministry of Youth
Affairs & Sports, GoI for the 19th Commonwealth Games 2010 which were held in Delhi in
Oct 2010. The Govt. of Delhi has nominated Urban Development Department, Govt. of
Delhi as nodal department for creating/co-ordinating the CWG-2010 related
infrastructure.
The Govt. of NCT of Delhi has prepared an action plan for infrastructure improvement and
has asked Ministry of Youth Affairs & Sports, GoI for an additional budget of Rs. 1314.4
Crore. The Planning Commission has approved an outlay of Rs.770 Crore. The rest of the
outlay will be spent from the normal budget of NCT of Delhi. It is proposed to improve the
road connectivity, improve traffic management and parking, un-interrupted power supply
besides creating new stadiums and upgrading the existing ones.

DELHI JAL BOARD


The Delhi Jal Board got commissioned Sonia Vihar Water Treatment Plant in the year 2006
which has brought relief to almost 40 lakhs people of Delhi. From a level of around 675
MGD in the summer of 2006 Delhi now can expect to receive about 815 MGD of water
once Sonia Vihar Water Treatment Plant gets into full production. Efforts are on to add
another 40 MGD to existing water availability between April and December 2007 by
putting up recycling plant at all existing WTPs so that 8% of water which is currently lost
in treatment and filtration could be saved. A parallel lined channel from Munak to
Hyderpur (102 KM) is completed in 2010.

Out of the 567 unauthorized regularized colonies, 516 have already been provided
sewerage facilities. 105 Urban villages have been covered out of the existing 135. For the
first time the Govt. has carried out the survey to explore the possibility of providing
appropriate sewerage mechanism to all the 189 rural villages of Delhi.
In order to facilitate payment of bills, DJB has authorized 92 post offices all over the city
besides 467 branches of various banks to collect payment of water bills.
Delhi Jal Board has been identified as the nodal agency to impart technical assistance
needed for water harvesting structures in consultation with Central Ground Water
Board(CGWB). Delhi Govt. initiated a financial assistance scheme in December 2002 for
implementing Rainwater Harvesting in south and South West Delhi. Grant in-aid was to
given by DJB to registered RWA/CGHS of those Districts. Later on in August 2004, this
scheme was extended to entire Delhi except for few places in North West, West and North
East Distt. Also this scheme of financial assistance has been made applicable to
recognized private/Govt. Schools, Hospitals, Charitable Institutions and NGO Buildings etc
for adopting Rainwater Harvesting. However, this scheme is not extended to Individuals.
The limit of Financial Assistance to promote Rainwater Harvesting has been raised from
Rs. 50,000/- to Rs. 1,00,000/- w.e.f. 1st February 2007.

TRANS YAMUNA AREA DEVELOPMENT BOARD (TYADB)


During the year 2006-07, an outlay of Rs. 78.10 Crores has been approved for this Board.
The proposal to construct Socio-Cultural Center at CBD Shahdara is under consideration
of DTTDC on BOT basis. An expenditure of Rs 38.81crores has been incurred during the
year 2006-07(till Jan 2007).

UNAUTHORISED COLONY CELL


Govt. of NCT of Delhi took a decision in 1998-99 to construct roads and drains in 1071
unauthorized colonies through MCD and DSIIDC. Since then an amount of Rs. 310 crores
approximately has been released to MCD and DSIIDC. The roads/drains have been
constructed/are being constructed in 485 such colonies on private lands. Govt. of NCT of
Delhi further took a decision to invite applications from the unauthorized colonies existing
as on 31.03.2002 and a public notice was issued in October 2004. 1432 applications were
received which have been sent to various agencies for verification and land status report.
Another 107 applications of unauthorized colonies were also received in response to
advertisement issued in June 2006 which are being scrutinized, Union Cabinet in its
meeting held on 08.02.2007 approved a proposal for regularization of unauthorized
colonies in Delhi. Regularization of these unauthorized colonies is under process.

MLA FUNDS
Delhi MLA local development scheme was started in the year 1994-95 for small works of
capital nature Rs. 2.00 crores are allocated each year for the development works of
seventy assembly constituencies. This is unlapsable fund. The unspent balance on
1/4/2010 was Rs. 50.76 crores and Rs. 140.00 crores have been allocated for the year
2010-2011. Thus total amount allocated sums up to Rs.190.76 crores out of which Rs.
145.76 crores have been released to various executing agencies (Rs.76.26 crores as
discretionary fund and Rs. 69.50 crores as mandatory funds) upto 28/3/2011.

URBAN POVERTY ALLEVIATION CELL


This Scheme is designed for Socio-Economic uplift of the Urban poor. It provides funds
and training under Urban Self Employment Programme(USEP) and development of
Women and Children in Urban Areas(DWCUA). One of the Schemes under the UPA is
National Urban Livelihood Mission (NULM). It is a centrally sponsored scheme, funded by
Government of India and Delhi Government and aims at Socio-economic upliftment of the
urban poor through training and provision of funds for self employment.

MCD
The Municipal Bodies branch of Urban Development looks after issues pertaining to local
bodies. Besides this, MB branch is dealing with important Court cases, Policy decisions.
Important issues like Solid Waste Management, Maintenance of Roads and Road Cutting
Policies, Parking policy, Building Byelaws, Relocation of dairies, Amendment in DMC Act,
Property Tax and Election matters pertaining to MCD.
The Department has prepared a Parking Policy for Delhi.

NDMC
MB Branch in Urban Development Deptt. is responsible for the following matters relating
to NDMC:
1. To coordinate with NDMC in respect of all administrative matters on the part of Delhi
Government. 2. To notify Recruitment Rules for various posts in NDMC. 3. To notify
Gazette Notifications relating to NDMC.

STATE NAMING AUTHORITY:


This branch of the Urban Development Department deals with the requests regarding
naming/renaming of Roads/Streets/Parks etc. For this applications can be made to the
Spl. Secretary (UD) giving details of the road/street/parks proposed to be
named/renamed. Usually all such applications are disposed off within three months from
the date of application.

RIGHT TO INFORMATION ACT, 2005


Every citizen has a right to obtain information from the Public Information Officer under
the Right to Information Act 2005. For this purpose, any person can make a request in
writing to the State Public Information Officers/State Assistant Public Information
Officer(PIO/APIO) along with the application fees to be deposited with the authorities
person. An acknowledgement of this application will be given by the PIO/APIO concerned.
Upon receipt of the application, the PIO disposes of the application within 30 days in
writing, and in case any application is submitted through APIO the information is to be
supplied within 35 days from the date of receipt of application. In case of rejection of the
application the PIO informs the applicant about reasons for such rejection.
Any person who does not receive a decision within the time specified under sub-Section
(1) or Clause (a) of Sub Section (3) of Section 7, or is aggrieved by a decision of the
Central Public Information Officer or State Public Information Officer, as the case may be,
may within thirty days from the expiry of such period or from the receipt of such decision
prefer an appeal to such Officer who is senior in rank to the Central Public Information
Officer or State Public Information Officer as the case may be in each public authority.
A second appeal against the decision under sub section (1) shall lie within ninety days
from the date of which the decision should have been made or was actually received with
the Central Information Commissioner or the /State Information Commission
