Message from ED
Vigilance awareness week is observed all over the Nation
under the guidance of Central Vigilance Commission every
year. The observance of the week creates awareness
among Government Departments, Institutions and the
Public to check corruption at every level. It inspires the
system to implement preventive measures effectively, so
that transparency and accountability can be maintained in
the governance.
ONGC has been at the forefront of the battle against
corruption through its transparency initiatives like etendering, uploading of NIT and tender documents on
website, Invoice Monitoring Systems, e-payments and
more recently Tender Monitoring System. Over the years
the emphasis has been more on Preventive Vigilance and
on Leveraging of Technology to enhance transparency.
This years Vigilance Awareness Week is being observed
from 28th October to 2nd November, 2013 with the theme
Promoting Good Governance Positive Contribution
of Vigilance. The Asset is organising various awareness
programs and competitions to mark the occasion.

I would like to call upon every employee to act with


fairness integrity and honest, without fear or favour, and
contribute with ones own efforts to strengthen the arms of
the Organisation in the fight against corruption.

Moral Values and Ethics


Morals describes the goodness or badness or right or
wrong of actions. Values describes individual or
personal standards of what is valuable or important.
They are our fundamental beliefs. Typical values
include honesty, integrity, compassion, courage,
honor, responsibility, patriotism, respect and fairness.
Our Moral Values are strongly influenced by our
sense of morality - right as defined by a higher
authority. Utilitarian or business values, such as
excellence, quality, safety, service, define some
elements of right and good in a business context.
Ethics describes a generally accepted set of moral
principles. Ethics is about our actions and
decisions. When one acts in ways which are
consistent with our beliefs we will characterize that as
acting ethically. Defining what is ethical is not an
individual exercise. The ethics of our decisions and
actions is defined societally, not individually.
Professional Ethics are rules or standards governing
the conduct of a person or the members of a
profession. Professional ethics encompass the
personal, organizational and corporate standards of
behaviour expected of professionals

Theme of Vigilance Awareness Week- 2013

The theme for this year is Promoting Good


Governance Positive Contribution of Vigilance.
Governance Means exercise of economic, political
and
administrative
authority
and
consistof
Mechanisms, Processes and Institutions for citizens
to articulate their interests, exercise legal rights, meet
obligations and mediate differences.
Good Governance improves quality of life and
eliminates corruption. Transparency in Public
Procurement is a recent initiative for Good
Governance. Enforcing accountability, minimising
bureaucratic delays and having an effective public
grievance redressal mechanism paves the way for
achieving transparency.
Increased transparency, competition and leveraging of
technology lead to decline in corruption. Best
practices need to be identified, documented and
institutionalised.
This is the reason for promoting Good governance as
focus of Vigilance Awareness Campaign 2013.
Vigilance has contributed to Good Governance by
way of initiatives like System Improvements, eprocurement, Invoice Monitoring System and the
more recent Tender Monitoring System.

Invoice Monitoring System


In order to make due payments to vendors within a
stipulated time period, Invoice Monitoring System has
been implemented in ONGC. IMS ensures efficient
handling and completion of payments to vendors
within the stipulated time schedule. For all
tenders/contracts for procurement of goods, service
as well as LSTK contract, period for making payment
of bills is stipulated as 21 calendar days uniformly.
As part of IMS, a centralized Invoice monitoring desk
is established in all the work centres which functions
as the first point of receipt of invoice from the
vendors. All the vendors are to submit their invoices in
a sealed envelope at designated Invoice receipt
desks during working hours on any working day.
The IMS Desk is to generate tracking number in
system before forwarding the invoice to concerned
section/person.
The tracking number shall act as the reference
number to recover the status/details of the Invoice
until payment has been made against the invoice. The
status of the Invoice can also be monitored by any
internal agency/vendor by quoting the tracking
number.

Some Dos and Donts


Do
Maintain absolute integrity, devotion to duty and
conduct yourself at all times in a manner, which will
enhance the reputation of your organization.
Be conversant with the Rules for Conduct,
Discipline & Appeal and ensure their compliance.
Observe normal courtesies in dealings with your
superiors, colleagues, subordinates and the public.
Intimate / obtain permission before purchase / sale
of high priced movable / immovable assets or
making high value transactions. Submit the Return
of Movable and Immovable Property, before due
date.
Dont
Do not mix up your personal and official business
as far as possible.
Do not live beyond your means; it may be tempting,
but dangerous.
Do not take any obligation in any form from
anyone, it may boomerang.
Do not neglect your duty, or take it lightly.
Be fully conversant with the powers delegated to
you under Delegation of Powers.
Don't be arbitrary, illogical or whimsical in your
decisions. The decisions should be justifiable on all
counts.

Submission of Property Returns


No employee shall acquire or dispose any immovable
property in his or any of his family members name,
without prior permission of Competent Authority.
No employee shall do any transaction of
movable/immovable property with a person/firmhaving
official dealing with company, except previous
sanction of Competent Authority.
Every employee shall report to Competent Authority of
any transaction of movable / immoveable property of
value exceeding the prescribed value within one
month of the transaction.
Every employee shall submit a statement of Assets
and Liabilities on first appointment. Thereafter the
employee is required to submit Immoveable /
MoveableProperty Return (IPR/MPR) as on 1 st
January of every year by 30th April.
Failing in filing of property returns tantamount to
violation of the CDA rules and therefore may be
treated as misconduct.
