OPLAN BASURAHAN PARA SA MASA

INTRODUCTION
This paper constitutes the results of the research carried out in the Barangay
Sawang Calero, aimed at analyzing a core problem to address in the community for its
betterment and the planning on the implementation of the recycled bin project. This also
translates that the students of NSTP Section A are truly nurtured to create, inspired to
innovate and destined to serve.

METHODOLOGY
The Respondents
The survey method was used to determine the problems existing in Barangay
Sawang Calero. The respondents of the survey for the data gathering were the residents of
the barangay. One hundred household were selected to be interviewed. The questionnaires
contained inquiry about the households main source of livelihood, its average income,
tenure status and educational attainment of the respondent.
There are 17 males and 73 female respondents. Most of the respondents are 41 to
50 years old while there are no respondents aging 20 years and below. Most of the
respondents are owners of businesses and small to medium enterprises and these are their
main sources of livelihood. The average household income of most of the respondents
ranges from 5001 pesos to 10000 pesos. In addition, most of them are high school
graduates and own their house and lot. 81 of the respondents have electricity in their homes,
83 respondents have water supply, and 84 respondents have toilet facilities.

Data Gathering Instruments

A questionnaire was generated by the class of NSTP 1 A of University of the

Philippines, Cebu to determine the basic economic information of the family of the chosen
respondents and the current standing base on the performance of Brgy Sawang Calero
the strengths and weaknesses of the services of the barangay that were given to the
community. The questionnaire asks the basic economic status of the family and also the
rating to the barangay by the respondents. The survey questionnaire also included an openended question at the end.
The questionnaire had two parts. The first part consists of personal economic
information of the family while the second part contains the performance rating of the
barangay, the problems of the barangay that needs to be solved, and the programs that
should be implemented. The following questions in the survey questionnaire were formulated
by the researchers: (1) What is your main sources of livelihood? (2) What is your average
household income? (3) What is your educational attainment? (4) What is your tenure status?
(5) Do you have source of electricity, water supply, and toilet facilities in your home? (6)
How do you assess the performance of the barangay given 1 as poor and 5 as outstanding?
(7) What are the three problems in your barangay that need to be solved? (8) What are the
programs you want to be implemented in your barangay?; and an open-ended question (9)
What are your remarks or comments to your barangay?
Data Gathering Procedures
The class was divided into groups for health, education, Barangay Hall, and survey.
For the health group, the students assigned to this gathered health information from the
barangay health center. The data that were gathered include the number of nurses, number
of doctors, the common illnesses of the residents, and the number of medical cases that
were recorded.
For the education group, they gather data which consists of the number of teachers,
children, workers, and centers of the Daycare Center; the number of schools, the student
population for public schools for each grade level according to gender, drop-out rates,
elementary graduates for the last academic year, high school graduates for the last
academic year, and the number of teachers for elementary and high school; their ALS
Program: number of enrollees with their age and gender and the number of teachers;
barangay vocational courses/programs.
For the group assigned to the barangay hall, the data gathered consists of the map of
the barangay, the land area of the barangay, the borders of the barangay, the population and
demographics of the community, and the Local Government Unit profile.
For the survey, the 100 respondents were the residents of Brgy Sawang Calero and
were randomly chosen. The students were asked to look for a pair and each pair is assigned
to survey and ask questions based from the questionnaire. Each pair is instructed to survey

at least three families. Since the survey was not done within one Wednesday, the following
Wednesday was given to finish the survey. After finishing the survey, the questionnaires
were gathered and the answers were tallied.

unsorted comments were okay ra.

CONCLUSION

Based on the research survey conducted, it can be observed that the major problems
of the residents of Brgy. Sawang Calero are directed towards sanitation and waste disposal.
Majority of the 100 respondents said that improper waste disposal is their biggest
predicament. On the other hand, majority of them are also satisfied with the barangays
performance. In line with this, Section A would integrate all the data gathered in the project
proposal along with proper promulgation of information.

SUMMARY
The survey was conducted by Section A to bring up a project proposal in order to
benefit the barangay. The barangay assigned to Section A is Brgy. Sawang Calero. After the
survey has been conducted, the project proposal will be based from the responses of the
interviewers.
The survey focused on measuring the satisfaction rating of a given number of
residents (n=100) of Brgy. Sawang Calero on eight main aspects of their barangay. The
results of the rating of the residents on these aspects are as follows:

OPLAN BASURAHAN PARA SA MASA

INTRODUCTION
The barangay profile compiled by Section A and the results of the survey conducted
by the class has revealed that the dominant problem in Barangay Sawang Calero is their
unsanitary living conditions, caused by (1) improper garbage disposal - subsequently caused
by lack of garbage bins, inefficient and irregular collection of garbage, and narrow reach of
barangay programs on sanitation - and (2) a poor drainage system - subsequently caused
by their lack of maintenance and the lack of designated garbage bins.
The goal of the project is to address the problems mentioned above in a manner that
is sustainable and economic.
This proposal will introduce the Recycled Bins project along with seminars and
information dissemination mechanisms on the importance of a clean environment and
sustainable practices to maintain cleanliness.

With sanitation and waste disposal having the highest frequency in the survey
regarding problems and programs that needed to be looked into the barangay- accumulation
of garbage has been narrowed down to be the most pressing issue. Due to the lack of

garbage bins and citizen participation in sustainable sanitation programs, garbage

accumulation on streets and clogging on canals have become an evident problem.
Accumulation of garbage is considered a major and pressing problem because this issue
has been linked to multiple parasitic and infectious diseases such as dengue and diarrhea.
Flooding is also an effect of this issue which will eventually lead to more diseases.

DESIRED IMPACT OF THE PROJECT

Oplan Basurahan Para sa Masa Project would help to lessen the unsanitary issues of
Brgy. Sawang Calero. Through providing recycled trash bins in the barangay, it would be
accessible for the community to properly dispose their garbage. As a result of this, little by
little Brgy. Sawang Calero will improve its sanitation and waste disposal issues. Other
problems will also be solved through this project such as flooding that resulted from canal
clogging.
To sustain the project, the assigned class should monitor the barangay of at least
twice or once a month to see if there are changes and things to improve. If there are
necessary changes to improve the project then the class will take action for it.

RISK MANAGEMENT PLAN

There are still other factors to be considered in this project especially those that
would hinder the successful implementation of it. One of these is the environmental factor.
Environmental factors include flooding and typhoon that would damage the recycled garbage
bins. Another would be the garbage disposal habits of the people in the community. If these
people were not aware on how to properly dispose their garbage, then the project is useless.
To lessen these factors, it is in need to make sure that the recycled bins are durable
enough to sustain the possible environmental conditions that will happen and to make sure
that the people in the barangay were given proper information regarding the proper disposal
of garbage.
