the tender documents the conceptual
drawing are only indicative of the
general layout or requirement . TBC has
engineered a system that meet all the
requirements in the contract and
provides for a (5) days continuous
operation period ...please advice if you
have any comments on our
calculations ...please identify what
problems there are with our approach

TBC feels that they have met


the requirements of the
contract, especially we have
considered the following and
have provided a system that
meets the HFO (5) day
operation requirement.

The Plant is a Tri-Fuel Plant with


HFO, LDO and Natural GAS and
as result will be highly reliable .

We have considered the


requirement in Article-6.1.2.3.1
(page 12) of Chapter-6 of
Contact document, where it is
specified as follows:

Fuel oil storage tanks with


heating system: storage tanks
total capacity of 5 days total
plant consumption two Raw
Heavy Oil, three treated Heavy
Oil tanks and two certified
tank located in a bunded area.

HFO consumption at -5C ambient


temperature as given in Section VI, Ch. 6,
Annex-01 of Contract document:
Mass flow for each gas turbine (GE 9E) :
32000 kg/h
Average density of HFO : 0,95 kg/l
Volume flow for each gas turbine (GE 9E) :
32000 / 950 = 33,7 m3/h
Volume flow for each power block (2*GTG) :
33,7 m3/h * 2 = 67,37 m3/h

134,7 * 24 * 5 = 16164 m3

However, certification tanks are not included


in this calculation since these may contain
fuel that is out of specification.

Therefore, total net volume two Raw


HFO Tanks and three Treated HFO tanks
should be 16164 m3, at least.
Treated HFO Tanks (3 Ea):
To be able to ensure the 24 hours settlement
of the fuel oil before use (according to the
specification
GEK 28163), three (3) tanks of treated HFO
are necessary: One tank in filling, one tank
in settlement
and one tank is supplying to the GT.
Therefore, net volume of each tank should
be enough for 24 hours
of plant consumption:
Net volume of each Treated HFO tank :
134,7 * 24 = 3233 m3

Total net volume of three Treated HFO


tanks : 3233 * 3 = 9699 m3
Raw HFO Tanks (2 Ea):
The filling flow of the tank from unloading
station shall be designed for a continuous
operation of the FOTP

including the 24 hours settling time before


use.
Net volume of each Raw HFO tank :
134,7 * 24 = 3233 m3
Total net volume of three Raw HFO tanks :
3233 * 2 = 6466 m3

Total net volume of Raw and Treated


HFO Tanks is : 6466 + 9699 = 16165 m3

which is equal to 5 days of plant


consumption.

documents regarding the tanks size.

First of all HV building is in


switchyard scope, not in power
plant scope. However, MV/LV
Electrical Building and Central
Control Building are shown as
separate buildings in GEs
concept layout, we combined
Electrical building and Control
building into a single building.
This is a two-storey building
plus a basement. Basement will
be formed by constructing a
steel mezzanine floor.

The store building is not


included in our bid according to the fact
mentioned in Section VI_Chapter
10_Civil Works , page 108- summry of
main civil works which states that
Prefabricated steel Store Building for
sites had already being purchased and
ordered by MoE and consequently shall
not be supplied by the Contractor.

allowed on these locations. Proposed
backfilling is for security reasons only
and it is not going to be a structural
backfill. Therefore, use of excavated
material should be acceptable for such
backfilling. In any case, there will be
some degree of compaction during
backfilling to provide a stable ground
surface.

12.8m H tanks for the RAW HDO and
1-Raw HFO tanks size should be the LDO storage tanks which is
enough for the plant for 5 days as approximately a storage volume of
mentioned in chapter 6 annex01 7,564m^3 each whereas, based on 4
clause 4 (i.e. 2tanks*8100m3)2- GT's consuming a fuel flow of
32,000kg/hr each, the storage volume
Certified HFO tank are O.K 3of the tanks would be 7,680m^3 each.
Treated Certified HFO tank are O.K Therefore with the EPC planning on
supplying tanks with a volume of
9,035m^3 each, it appears that the
technical requirements of the contact
for a 5-day operating flow storage
volume are being met.

for batteries only, as it generates
corrosive gas. DC-UPS and Distribution
system panels of BOP system shall be
in control room floor, in adjascent room
to relay room. All these rooms shall
have at least two doors and facility for
equipment removal at a later date.
