DESIGN OF CONVENTION CENTER, PARKING and STREET
IMPROVEMENTS
CPSU DEVELOPMENT, INC.
SAN LUIS OBISPO, CALIFORNIA
NOTICE IS HEREBY GIVEN THAT Paul Valadao, on behalf of the CPSU Development, Inc., will receive
Design Reports and Drawings for the Design of Convention Center, Parking and Street Improvements,
located on the current site of Caltrans offices and maintenance facilities, located at 50 Higuera Street and 66
Madonna Road, San Luis Obispo, CA 93401. Interested parties must deliver their Design Reports and
Drawings to Mr. Valadao in Campus Room 13-220 by 12:00 noon on Monday, May 16, 2016. LATE
SUBMITTALS WILL NEITHER BE ACCEPTED NOR CONSIDERED.

Consultation
All information regarding this project may be obtained by contacting Paul Valadao (by email to
pvaladao@calpoly.edu). No one outside of the Civil and Environmental Engineering Department is to be
contacted regarding this project, unless such communication has been established through Mr. Valadao. All
inquiries should originate from a calpoly.edu email address. Please identify your team affiliation up front and
be as clear and direct as possible with your questions.

Project Description and Objectives


Description. The San Luis Obispo Convention Center Project (SLOCCP) site is located at the existing
Caltrans offices and maintenance facilities (Caltrans Site), southwest of Downtown, flanked by Higuera
Street to the east and San Luis Obispo Creek to the west, and divided by Madonna Road. Caltrans offices
are accessed via Madonna Road and Higuera Street and Caltrans maintenance facilities are accessed via
Madonna Road (see Figures 1 and 2).
The Caltrans Site is within the City of San Luis Obispo General Plan Land Use Element designated MidHiguera Special Focus Area. Special Focus Areas are those that present opportunities to develop
customized land use approaches or special design implementation to enhance their appearance and achieve
their respective development potential. While the Caltrans Site is within the Mid-Higuera Special Focus Area,
the unique qualities and opportunities provided by the site warranted special consideration in the Citys
General Plan. This area is planned for redevelopment from a Caltrans office and maintenance facility to a
convention center and other tourist-oriented use on this site such as a venue for large meetings of
professional associations, educational and non-profit organizations, industry and trade groups, etc. These
kinds of meetings are not frequently held in San Luis Obispo because of the limited facilities able to
accommodate such activities. The Caltrans Site is ideally situated for this kind of use because of its size,
close vicinity to Downtown, access to the freeway, proximity to the creek and proposed parks, bikeways and
walking paths, visibility, and historic and environmental qualities. With the construction of the SLOCCP,
tourism in San Luis Obispo would increase, and revenues to the City from sales and bed taxes would rise as
well. A successful convention center would have a fiscal benefit for both the City and local economy.
The SLOCCP site is a maximum total of 12.7 acres, with 8.3 acres attributed to Caltrans offices and 4.4
acres attributed to Caltrans maintenance facilities. The existing project site primarily consists of office
buildings, maintenance facilities, some mature trees/vegetation, and asphalt concrete parking lots with
minimal landscaping slightly sloping downward towards San Luis Obispo Creek. Elevations on-site range

from 152 to 159 feet above mean sea level, and descending slopes are generally from the east to the west at
0.3% to 0.6%. Drainage from the SLOCCP site is collected into existing parking lot storm drains and outfall
locations are in or near San Luis Obispo Creek. Figures 1 and 2 depict the project site within the vicinitys
context as well as its general area.
Objectives. The proposed project is to develop a convention center on the SLOCCP site. It is envisioned
that the convention center will consist of a total building area of 120,000 sq. ft. (60,000 sq. ft. of which is
assembly area) with accompanying required on-site parking. The footprint, layout, number of stories, and
quantity of buildings will be determined with the assistance of the selected engineering firm. The objectives
of the project are as follows:

Commercial uses as a result of the SLOCCP will be as described under the Citys General Plan Land
Use Element Tourist Commercial designation. Conference center-type uses are required along with
other appropriate tourist-serving uses as appropriate for the site.

Parking structure shall accommodate the demand from the SLOCCP. City of San Luis Obispo 2015
Zoning Regulations (17.16.060 Parking Space Requirements, Table 6 Parking Requirements by
Use) indicates the Number of Off-Street Parking Spaces Required for a convention center (Public
Assembly Facility) use as one parking space per 40 sq. ft. of assembly area without fixed seats.
This results in 1,500 required parking spaces. This figure could be decreased with the incorporation
of viable and measureable alternative modes of transportation and parking reduction methods.

The SLOCCP shall also include a park site no less than 3 acres in size.

Design Constraints and Notes


Listed below are important design constraints and notes to keep in mind as you move forward with your
analyses and develop your design.

CPSU Development, Inc. is a company with limited funding sources available for this project and
costs for the proposed facility will need to be carefully considered. The capital construction budget
for the SLOCCP has been set at $400/sq. ft. for the convention center and $65/sq. ft. for the parking
structure(s). The remaining design features should be budgeted as economically as feasible.

The plan is to construct the SLOCCP while maintaining public access to the adjacent streets and
facilities. Therefore, construction phasing/staging issues will be an important consideration during
design.

Vehicle, bicycle, and pedestrian traffic entering/exiting the SLOCCP site and accessing Madonna
Road, Higuera Street, Highway 101 and the rest of the City will be important design considerations.
Note that vehicular traffic will include automobiles, small delivery trucks, buses, and emergency
vehicles. All improvements must be consistent with relevant ordinances, codes, standards, and
guidelines.

A portion of the SLOCCP site is planned to be the northerly terminus of the Bob Jones City-to-Sea
Trail, a pedestrian and bicycle path between San Luis Obispo and Avila Beach. The SLOCCP design
shall incorporate and connect to this planned pedestrian and bicycle path.

Redevelopment plans shall consider the suitability of realignment of the Madonna Road/Higuera
Street intersection.

Madonna Road, Higuera Street, Highway 101 and the surrounding area produces significant traffic
during peak hour. Careful consideration should be taken when analyzing the trip generation for the
SLOCCP.

The site should be developed to serve as a gateway into the San Luis Obispo community, with
consideration of additional open space uses, retention and rehabilitation of the Master List historic
structure (at 20 Higuera Street), and retention of Heritage Trees on the site.

The new design will need to consider existing utilities in the vicinity of the project site and minimize
any impacts thus reducing/eliminating utility relocation costs.

CPSU Development, Inc. has requested that SLOCCP and any associated design features remain
within the general boundaries of the Caltrans Site.

The SLOCCP site is located within a very sensitive watershed where effectively the entire project site
encroaches upon the FEMA 100-Year Flood Zone. Thus, it will be especially important to control site
drainage and to minimize the impact that any new facilities have on existing collection systems and
the flood zone.

Building height adjustments in this area can also be considered as to accommodate the SLOCCP
design.

All structural design will need to consider existing soil conditions at the project site and select an
appropriate foundation design based on existing engineering properties of the soil.

Based on the difficulty and cost to either import and/or dispose of existing soil, a balanced or near
balanced earthwork site design will likely be the most economical.

As the SLOCCP site is located in a region of active earthquake faulting and medium to high
seismicity, seismic demands on the soil, earthworks, foundation elements, and structures may be
critical to the project layout. Seismic integrity of the project should guarantee at least life safety, and
post-seismic serviceability should be an important aspect of the design.

Environmental impacts are to be minimized to avoid delays and expensive mitigation. San Luis
Obispo Creek is closely adjacent to the project site and any impacts from site grading and/or
excavation should be avoided, or at least minimized.

Lengthy delays often result from designs that require the approval of certain regulatory bodies, and
significant fines are often imposed for construction activities that begin without the required permits.
Therefore, it is extremely important for each consultant team to identify the important stakeholders
for this project and to understand the applicable standards and regulations.

Scope of Work
This project involves a number of distinct yet integrated design activities. Several digital attachments have
been prepared in support of this Request for Design (RFD). Each of these documents may be downloaded
from the Polylearn website. All design teams are very strongly encouraged to review all digital attachments
before beginning any design work.
Geotechnical / Structural:
Design of the parking structure(s) including column, beam and slab sizes with corresponding dead
load take offs and lateral load (seismic only) demands. The focus is more on the structural layout
and preliminary sizing (for the purpose of cost estimation) and less on the design details.
Design of foundation system(s) including structural details of the foundations of the parking
structure(s).
Design of all necessary retaining walls and/or lateral earth support systems.
Design of all necessary bridge(s).
Assess any geotechnical/geologic hazards that may affect the facility and proposed structures.
Water Resources / Utilities:
Provide recommendations and drainage design details for the entire SLOCCP site, proposed and
reconfigured roadways, and reconfigured surface parking lot(s).
Analyze and compare stormwater volumes and peaks for the existing and proposed site conditions,
with the intent of minimizing additional runoff. Strive to design drainage facilities so that pre- and
post-development runoff volumes and peaks are the same.
Identify the utilities (if any) that require relocation as a result of the proposed design.
Design facilities while considering potential flood conditions from the adjacent creek.

Transportation / Traffic:
Layout the geometric design of horizontal and vertical alignments for proposed bridge(s), convention
center access, proposed and reconfigured roadways, and reconfigured surface parking lot(s). The
geometric design should be detailed enough to determine lane and shoulder widths as well as
earthwork catch points (i.e. intersection of constructed slope and original slope).
Design the layout, striping, and signage for convention center access, proposed and reconfigured
roadways, reconfigured surface parking lot(s), and parking structure(s).
Design of the pavement structural section for the convention center access, proposed and
reconfigured roadways, and reconfigured surface parking lot(s).
Propose improvements and/or additional measures to the Citys existing Transportation Demand
Management (TDM) strategies as a result the increased traffic from the SLOCCP.
Construction / Other:
Develop a construction staging strategy identifying the required construction sequencing, time line,
and phasing to keep the adjacent streets fully operational until construction completion.
Prepare a detailed Engineer's Cost Estimate (capital construction costs only) for the entire project
including construction and materials costs.
Plan sheets should be drafted to appropriately represent your teams design in response to this RFD.
At the final deliverable, the plans should be biddable/buildable representing an 80% complete
design. An expected list of plan sheets shall be provided at a later date.

Project Data and Design Constraints


Topography, CAD and Utilities: AutoCAD (Civil 3D compatible) files have been prepared for the project
showing the existing site topography, property boundaries, some utilities, and other features. The files are
available through the course Polylearn website.
Geotechnical Data and Subsurface Stratigraphy: An array of subsurface investigations performed for
various projects in the general vicinity of the Caltrans Site over the last two decades was assembled in 2015.
This collection of geotechnical information is available through the course Polylearn website.
Geologic Hazards and Resources: A summary of the regional and local geologic setting is presented in the
Safety Element of the San Luis Obispo County General Plan is available online

General Terms and Conditions


Requirement to Meet All Provisions. Each team submitting design documents shall meet all of the terms
and conditions of this specifications package. By virtue of its submittal, the project team acknowledges
agreement with and acceptance of all provisions of this RFD.
Design Report/Drawings Submittal. All design documents shall be enclosed in a single box, envelope, or
package, which shall be sealed and addressed to:

In order to assure proper handling, the box, envelope, or package shall be clearly labeled with the project
title, team name, and date of submittal.

Special Terms and Conditions


Design Schedule 1A. Each team shall submit a critical path method (CPM) design schedule for completing
select deliverables indicated in this RFD. Design Schedule 1A shall illustrate a list of all tasks required to
complete the deliverables of: Site Plan/ROM Cost Estimate, Project Compliance Memorandum, and
Hydrology Analysis (in sequential order). Each task shall include (at a minimum): the start and finish dates
(duration) of each task, the total man-hours expected for each task, the dependencies between the tasks,
and identification of the most critical tasks (the critical path). Design Schedule 1A shall be delivered to Mr.
Valadao in University Room 13-220 no later than 4:00 PM on Friday, January 29, 2016.
Design Schedule 1B. Each team shall update and resubmit critical path method (CPM) Design Schedule 1A
for completed select deliverables indicated in this RFD. Design Schedule 1B shall illustrate a list of all
completed tasks that were required to carry out the deliverables of: Site Plan/ROM Cost Estimate, Project
Compliance Memorandum, and Hydrology Analysis (in sequential order). Each task shall include (at a
minimum): the actual start and finish dates (duration) of each task, the actual total man-hours for each task,
the actual dependencies between the tasks, and defining the actual critical tasks (the critical path). Design
Schedule 1B shall be delivered to Mr. Valadao in University Room 13-220 no later than 4:00 PM on
Friday, March 11, 2016.

Site Plan with ROM Cost Estimate. Each team shall submit a one-sheet Site Plan (22x34 at a
conventional engineering scale) highlighting the preliminary design of the SLOCCP. The information
contained in the site plan shall include (at a minimum): limits and length of proposed bridge(s), location(s) of
the parking structure(s) (with preliminary building pad elevation(s)), convention center access, proposed and
reconfigured roadways, reconfigured surface parking lot(s), demolition of existing features, lane widths and
pavement edges of the proposed access and reconfigured roadways/parking lot(s), proposed retaining
wall(s) location(s) and limits (as applicable), proposed signage and striping, existing contour elevations,
proposed utility relocations, and any pertinent callouts that help to clarify the preliminary design. The site
plan shall resemble 30% complete design, including preliminary earthwork (with a cut/fill estimate). Each
team shall also submit a one to two-page Rough Order of Magnitude (ROM) Cost Estimate to accompany
the sight plan. ROM Cost Estimates are one of the first steps in project preparation and are used for funding
requests and budget planning. Note: ROM Cost Estimate is in addition to and separate from the more
detailed Engineer's Cost Estimate due as part of the Design Report/Drawings submittal (refer to Scope of
Work section). The site plan with ROM cost estimate shall be delivered to Mr. Valadao in University
Room 13-220 no later than 4:00 PM on Friday, March 11, 2016.
Project Compliance. In an accompanying effort with the Site Plan, each team shall submit a sufficiently
detailed discussion of the steps taken to ensure that the design layout (Site Plan) avoided, or mitigated for,
environmental impacts consistent with the findings from the CEQA Environmental Checklist Form and are
acceptable to CPSU Development, Inc., regulatory agencies (State, Federal, and/or local), the local
community, and other key stakeholders. This includes any anticipated environmental document type(s),
compliance, and permitting. The discussion shall be in the form of a three-page (maximum) memorandum
summarizing the project compliance for the design layout (Site Plan). Explanation of the project compliance
must be supported with a completed CEQA Guidelines, Appendix G: Environmental Checklist Form
(included as an appendix to the three-page summary). The project compliance memo shall be delivered
to Mr. Valadao in University Room 13-220 no later than 4:00 PM on Friday, March 11, 2016.
Hydrology Analysis Memo. Regardless of the size or cost of the drainage features, the most important step
prior to hydraulic design is estimating the discharge (rate of runoff) or volume of runoff that the project site
will be required to convey or control. Hydrology analysis is necessary in establishing the quantity of surface
water that must be considered in the design of all tributary drainage facilities. Each team shall submit a
hydrology analysis memo for review. The submission shall be in the form of a three-page (maximum)
technical memorandum summarizing the hydrology analysis for the entire SLOCCP site, proposed and
reconfigured circulation roadways, and reconfigured surface parking lot(s). Explanation of the hydrology
analysis must be supported with data and calculations (included as an appendix to the three-page summary).
The memo shall be delivered to Mr. Valadao in University Room 13-220 no later than 4:00 PM on
Friday, March 11, 2016.
Design Schedule 2. Each team shall submit a critical path method (CPM) design schedule for completing
select deliverables indicated in this RFD. Design Schedule 2 shall illustrate a list of all tasks required to
complete the deliverables of: Advance Planning Study, Final Design Report/Drawings, and Presentation
Poster (in sequential order). Each task shall include (at a minimum): the start and finish dates (duration) of
each task, the total man-hours expected for each task, the dependencies between the tasks, and
identification of the most critical tasks (the critical path). The Design Schedule 2 shall be delivered to Mr.
Valadao in University Room 13-220 no later than 4:00 PM on Friday, April 8, 2016.
Advance Planning Study. Consistent with construction sequencing and the timeline proposed for the
project, each team shall submit an advance planning study: structure-type selection, foundation
recommendation, and associated cost estimation for review. The advance planning study shall be done
specifically for the parking structure. The submission shall be in the form of a short three-page (maximum)
technical memorandum summarizing the major assumptions used for the preliminary parking structure
design and the assumptions used for the conceptual level cost estimation. Attached to the memo shall be the
details of the conceptual level engineers estimate (including high level itemized cost breakdown) and 22 x
34 (scaled to 11 x 17) preliminary drawing(s) showing: 1) the exact location of the parking structure on an
overall site plan; 2) schematic level drawings of the street level parking structure plan, elevation, and
sections including any notes or assumptions; and 3) schematic level drawings of the parking garage
foundation(s) showing plan, elevation, and sections including any notes or assumptions. The Advance
Planning Study and attachments shall be delivered to Mr. Valadao in University Room 13-220 no later
than 4:00 PM on Friday, April 22, 2016.

Presentation Poster. Each team shall submit a presentation poster (securely mounted on foam board and
no larger than 36" by 48") that will be displayed at the Senior Design Showcase. The presentation poster
shall summarize the proposed site improvement plans as well as important design elements for the project.
The Senior Design Showcase is an event where students, faculty, and industry members from the
surrounding community and beyond come together to view and discuss the various Civil and Environmental
Engineering Senior Projects. The electronic copy of the poster in PDF format shall be uploaded to the
course Polylearn website by 12:00 noon on Monday, May 16, 2016. The hard copy of the poster shall
be delivered to the Senior Design Showcase no later than 6:00 PM on Tuesday, May 17, 2016.
Design Report/Drawings (delivered to Mr. Valadao in Campus Room 13-220 by 12:00 noon on
Monday, May 16, 2016). Each report shall include the following sections and information:
1. Scope of Work. Your understanding of the project and the specific design tasks enumerated in this
request.
2. Data. A summary of the project data and design constraints.
3. Approach and Design Recommendations. A complete yet concise description of your approach to
completing the required design work and your design recommendations.
4. References. Include a complete bibliographic listing (consistent with either ASCE or MLA style
guidelines) for each code, standard, and/or reference document that was used. Reference to specific
codes and standards must also be made, as necessary, in both the written summary and the various
appendices.
5. Appendices. A series of appendices that contain well-organized and well-documented design
calculations. Include one appendix for each required design element. Calculations must be neatly
laid out by hand (rather than word-processed) and must correspond to your final iteration (or
proposed design). Spreadsheets and/or software may be used to reach an optimal design solution.
However, the suitability of any pre-engineered design and/or software-generated final design must
be verified through appropriate hand calculations. Each calculation sheet must include a number (for
example, Sheet 2 of 5), the date prepared, the initials of the team member(s) who completed the
calculations, and the initials of the team member(s) who checked the calculations.
6. Design Drawings. High quality engineering drawings representing an 80% complete design. The
sheet size must be 22 x 34 half scaled to 11" x 17" physical sheets and separately bound from the
Design Report.
Report Length and Copies to be Submitted. Report length shall be kept to the minimum necessary to
address this request. Three complete copies of the Design Report/Drawings shall be submitted.
Digital Copy of Design Report/Drawings. Each team shall submit an electronic copy of their Design
Report/Drawings in PDF format. The report, including design drawings and calculations, must be contained
within a single file. Care should be taken to keep the file to a manageable size (less than 25 MB). The file
shall be uploaded to the course Polylearn website by 12:00 noon on Monday, May 16, 2016. The file
must be viewable (and printable) from Adobe Reader or Adobe Acrobat.
Report/Drawings Evaluation and Schedule. Each Design Report/Drawings will be evaluated using a 100point scale in accordance with the following schedule:
1. Report Body: project understanding, scope of work, data and design constraints, approach,
design recommendations, and discussions (10 points).
2. Report Format: organization, accessibility, and overall aesthetic impact; compliance with all
general and special terms and conditions (5 points).
3. Report Appendices: accuracy, clarity, completeness, and practicality of the design calculations
(25 points).
4. Design drawings (30 points).
5. Interview (30 Points).
Each team will be required to present its design recommendations to a three-person interview panel. Each
interview will consist of a 20-minute presentation, followed by a 15-minute question-and-answer session and
a 5-minute debriefing. Additional details regarding the interview portion of this project will be provided in a
separate document.
