Because this proposed project is one that falls under the primary jurisdiction of state and local offrcials, I would

defer to the local communities involved as it relates to how to proceed, as the local communities involved would likely
have
to reach a mutually favorable consensus ¡egarding how best to fund the local share of such a project.
