Introduction

This standard specifies requirements for data exchange of Disturbance records (in this
document referred to as recordings) from protection relays and transient fault recorders for
high-voltage substations concerning the nominal 132400 kV voltage range.
This standard specifies requirements for data exchange of Substation Automation
Messages (in this document referred to as a TFM list a temporal event list) from
substation control units for high-voltage substations concerning the nominal 132400 kV
voltage range.
It must be possible to integrate recordings and TFM lists into Energinet.dks central analysis
system SIMEAS SAFIR from Siemens.
The requirements stated in the technical specification for the relevant unit take precedence
over the requirements stated in this standard.

Functional requirements

The equipment offered must be able to provide transient recordings and/or TFM lists for the
system. The supplier must be able to verify this.

4.1

System topology

The data processing and transmission system SIMEAS SAFIR is implemented in


Energinet.dks server environment.
SIMEAS SAFIR solely transmits data via a data concentrator to which protective equipment,
fault recorders and control equipment must supply data.

The structure of the system and an example of possible interfaces are shown in appendix 1.
At present, data can be supplied to SIMEAS SAFIR in three ways. These are shown in
Figure 1 - Figure 3.

4.2

Transient recordings

It must be possible to exchange data files in the COMTRADE format (ASCII 1999) via a
data concentrator in accordance with IEEE C37.111-1999.
Depending on the project, Energinet.dk currently uses the following types of data
concentrators:

If another type of data concentrator is offered, it must be able to communicate with


SIMEAS SAFIR. This must be verified by the supplier.

4.3

TFM lists

TFM lists must be exchangeable in a comma-separated ASCII format (CSV) via a data
concentrator.
Depending on the project, Energinet.dk currently uses the following types of data
concentrators:

If another type of data concentrator is offered, it must be able to communicate with


SIMEAS SAFIR. This must be verified by the supplier.

5.

Technical requirements

5.1

Communication

Communication between the equipment delivered and one of Energinet.dks existing data
concentrators must comply with the standards used by Energinet.dk for the data
concentrator in question.
If a new data concentrator is delivered, there are no specific requirements for
communication between the equipment delivered and the data concentrator.
Communication between the data concentrator and SIMEAS SAFIR is based on TCP/IP, and
data are collected via an SMB1 protocol or via FTP2.
The supplier must verify that the equipment delivered can communicate with SIMEAS
SAFIR.

5.2

Data concentrator

If a new software-based data concentrator is offered, and Energinet.dk is to supply the


required hardware, it must be able to integrate into Energinet.dks server environment. The
data concentrator must support a server with an operating system of the type:

The requirements stated in the safety specification and the technical specification for
Energinet.dks server environment take precedence over the requirements stated in this
standard.
The supplier may provide his own data concentrator (hardware and software). The
requirements stated in the safety specification and the technical specification for
Energinet.dks network take precedence over the requirements stated in this standard.

5.3

COMTRADE files

The recording in question must have a unique ID, date and time stamp in the file name.
The data and time stamp stated in the COMTRADE configuration file is used by SIMEAS
SAFIR to group events and must therefore be synchronised.

5.3.1

Data structure of data concentrator

SIMEAS SAFIR supports the following structure for storing recordings (COMTRADE files) on
a data concentrator:

Folder structure that defines the substation/voltage level/bay/unit. Subfolders


indicating, for example, the date of the recording are permitted. The time-stamped
recordings can be stored in these folders. An example is shown in Figure 4.
Recordings are stored in the same folder. The folder must clearly define the unit. The
substation name and recorder ID are decoded from the COMTRADE configuration file
(see Figure 5).

Regardless of the data structure chosen, there can under no circumstances be identical
COMTRADE configuration files with the same file name, substation name and ID.

5.3.2

Analogue and digital channels

Units must deliver a recording with defined analogue and digital channels in accordance
with Energinet.dks specifications. The specification depends on the function of the
equipment, but the recording must, as a minimum, contain the following channels:

This is on the assumption that these analogue and digital inputs are used in the equipment.
Unit under testing is a mandatory signal.
A complete specification of the channels included in the recordings concerned must be
provided.

5.4

TFM lists

TFM lists must be structured as shown in Table 1. The table specifies the requirements for
field lengths and the desired order.

5.4.1

Data structure of data concentrator

SIMEAS SAFIR supports the following structure for storing TFM lists on a data concentrator:

Folder structure defining the substation name (see Figure 6)


The data file must have a time stamp in the file name in the format YYMMDD.txt.

5.5

Minimum length of a recording

Recording of an event can be divided into three time periods:

Time before the trigger time: Tpre

Time during the event: Tfault

Time after the event: Tpost


The minimum requirements for the length of these time periods contained in a recording
are shown in Table 2. The table also contains suggestions for setting the length of the time
periods.

The trigger time is the reference time.

5.6

Data transmission

Data concentrators must retrieve recordings from connected equipment at each new
recording or such that a new recording is available on the data concentrator in the correct
data format within five minutes.
Data concentrators must store changes to TFM lists every 10 minutes at the latest.
Data concentrators must be aware that SIMEAS SAFIR access data at 1-minute intervals for
recordings and 30-minute intervals for TFM lists.

5.7

Data storage

The storage capacity for data on data concentrators must be at least 8 GB, and the data
files must be stored in accordance with section 5.3.1 of this standard.

If the data storage is full, subsequent records are stored according to the FIFO principle
(First In First Out).

5.8

Time synchronisation

All events, including time stamps in COMTRADE configuration files, must be time stamped
with a resolution of 1 ms. This must be verified by the supplier. Please see ETS-52-02-06:
