I.

SITUATIONAL ANALYSIS
A. Over-all Description of the Barangay
1. History of Barangay Balat-Balud
History unfolds that a couple whose husbands name
was Vincent Escareal was the first constituents of Kaibiran,
the original name of Brgy. Balat-Balud. This place before
was the center of hunting because of its vast forest and
served as sanctuary of animals.
In 1901, the second constituent was Emilio Batiles
who spearheaded the crop cultivation in the said place.
Three years thereafter (1904), peoples financial
coffers unstoppably improved with the administration.
In the year 1915, the current administration
continued its aim to improve the barrio and the folks of the
said place.
Year 1920, during the Spanish colonialism and
Spanish conquistador puppet government was established
with Teniente del Barrio Balat Balite as the first officer in
rank. He urge people to unite for the achievement of his
primary objective.
In 1950, the change of name Kaibaran to Balat-Balud
took place in honor of the late Balat Balite and for his good
governance of the place.
In the year 1960, the successor of late Kapitan del
Barrio was Nazario Batiles, who continued the good deeds
of the former. The place was registered as Barangay in the
term of Pio Merida. The far-off dream of the people to have
school was realized. Miss Julia Paredes was the first
educator followed by Brexio Magno.
In the year 1965, the second barangay captain was
elected in the name of Eladio Tolitol. He continued the good
governance started by the first Teniente del Barrio. It was
in this term that they planned for a barangay road. But
unfortunately, even the barangay school was put up in
Sitio Abaca, a distant part of Balat-Balud.
In 1978, Lim was elected as Barangay Captain. He
initiated the construction of elementary school building.
In 1944, Andres D. Batiles took the port of barangay
captain. Among his accomplishments are 9 generators, to
supply electric power in barangay, barangay hall was
constructed, and since the old school building is not much

conducive to learning, a new and concrete building was put


up. Likewise, for those children who started to acquire
education, a Day Care Center was established. Because of
the good leadership, members of the barangay council
unify themselves towards a better and fruitful governance.

2. GEOGRAPHICAL SETTING
Barangay Balat-Balud is one of the 18 barangay in the
municipality of Bobon, Northern Samar. It is

There is a complete Elementary grade, from
grade 1 to 6 , teachers and school building.

Brgy. Health Center is manned by Midwife, BNS
and BHW and CHT members.
13. POWER
NORSAMELCO is the source of the electricity
in the barangay.
