STANDARD OPERATING PROCEDURES

SOPs FOR CHIEF MINISTER COMMISSION (CMC) AND ITS

ADVISORY BOARD FOR THE MINISTRIES OF EDUCATION,
YOUTH, SPORTS, TOURISM & ARCHAEOLOGY

1. BACKGROUND
Chief Minister Punjab Mian Shehbaz Sharif took a constrictive step of
Youth development in 2010. There are different youth groups performed
their duties with dedication at Punjab Assembly for Nation Building.
Minister Education Rana Mashhood Ahmad Khan led all youth groups
with responsibility. Now there is a greater need of platform for these
committed youth members who are willing to serve Pakistan in the
leadership of Mian Shehbaz Sharif for National Cause. United Nations and
Developed Countries have such platforms, Parliaments and Advisory
Board of Youth. CMC will be headed by Chief Minister Punjab and
chaired by Minister Education Rana Mashhood Ahmad Khan. It is a
platform for 67% Energetic & Motivated Young Generation of
PAKISTAN to work for the ministries of education, youth, sports, tourism
& archaeology.
The mission of Chief Minister Commission (CMC) is to prompt youth for
noble causes with good modifications in a disciplined approach and to
follow the Quaid-e-Azam Muhammad Ali Jinnah and Allama Muhammad
Iqbal. The vision of Chief Minister Commission (CMC) is to change
(PAKISTAN) into dreamland with thinking potential of Youth and finally
help in achieving Millennium Development Goals (MDGs) to increase
Human Development Index HDI.

2. DEFINITIONS
CMC Chief Minister Commission is a platform for the ministries of
education, youth, sports, tourism & archaeology.
Calli-Tecture It is the combine study of Calligraphy & Architecture.
Internees A temporary Working Members for the period of 2-3 months
under internship program.
RA Research Assistants/Associates help in research assignments.

3. MANAGEMENT SYSTEM
All advisors will work in respective areas of concerned ministries. All work
should be done on Weekly and monthly assignments. Performance reports
will be prepared and submitted to the higher Authorities. New opportunities
and incoming events will be discussed and managed accordingly with in
deadlines. Advisory board will also monitor and assist concerned
departments through a computerized system to enhance overall
performance.
4. PERFORMANCE EVALUATION

All Advisors and members ensure Weekly and Monthly performance

5. COMPENSATION
Full Time Advisors will be compensated with the remuneration of at least
100,000 Pak Rupees per month all inclusive and Part Time Advisors will
be compensated with the remuneration of at least 50,000 Pak Rupees all
inclusive per month. Qualification, Working Hours and Experience will be
considered in this regard.
6. FUNDING & RESOURCES
Endowment Funds of Government of Punjab, Funding s from Local and
International Organizations

7. SECRETARY
Secretary CMC will assist and advise the whole team in legal and general
matters of working.
He will be responsible to maintain his performance and ensure to report
about his performance on Weekly & Monthly basis to the Minister.
8. RESEARCH ADVISOR
All work pertinent to research project and proposals will be executed and
control through research advisor. He/she will be responsible to maintain
his performance and ensure to report about his/her performance on Weekly
& Monthly basis to the Minister.
9. YOUTH & EDUCATION ADVISOR
All work pertinent to Youth and Academic Development will be executed
and control through Youth & Education advisor. He will be responsible to

maintain his performance and ensure to report about his performance on

Weekly & Monthly basis to the Minister.
10. ADMINISTRATION ADVISOR
All work pertinent to Administration and management will be executed
and control through Administration advisor. He will be responsible to
maintain his performance and ensure to report about his performance on
Weekly & Monthly basis to the Minister.
11. ARCHITECTURE & QUALITY MANAGEMENT ADVISOR
All work pertinent to Archaeology, will be executed and control through
architecture & quality management advisor. He will be responsible to
maintain his performance and ensure to report about his performance on
Weekly & Monthly basis to the Minister.
12. LEGAL & HR ADVISOR
All legal matters will be overlooked, managed and control through legal
advisor. He will be responsible to maintain his performance and ensure to
report about his performance on Weekly & Monthly basis to the Minister.
13. CAPACITY DEVELOPMENT ADVISOR
All work pertinent to trainings and capacity building will be executed and
control through capacity building advisor. He will design and implement
Career Development and Women Empowerment workshops and
seminars.
He will be responsible to maintain his performance and ensure to report
about his performance on Weekly & Monthly basis to the Minister.

14. REGULATIONS

No outsider or Government official is allowed to use the platform CMC

without the permission of Advisory Board

Bypass by any Individual/organization will not be allowed. It will be
consider unlawful

CMC Advisory Board will work on the behalf of Minister Education. All
Government departments are supposed to assist in noble and social causes
of CMC

Letters Email and Monitoring SMS of CMC will be the mode of

communication. It should not be ignored by and Government Department.

Specific ID Card will be issued to the advisory board of CMC for Official
use only
