NAMFREL Bantay ng Bayan ELECTION DAY Datasheet

1. The data for this report shall come from the direct observation of the Provincial Coordinators, Municipal (M)
and City (C) Bantay ng Bayan Observers, and Namfrel Council members/staff/volunteers on election day.

2. Everyone shall accomplish this Datasheet to facilitate encoding and to ensure that everyone is looking at
the same aspects of the election process.

3. The M or C BnB Observers shall be roving monitors. They shall cover election day proceedings in 3 poll
precincts which are located in 3 voting centers (1 precinct in each voting center). This shall ensure a wider
monitoring coverage.

4. The BnB Observers and volunteers shall be provided a NAMFREL ID. They are encouraged to wear the ID
when they make the rounds of the precincts. They have the discretion to put aside the NAMFREL ID when it
appears that sporting the ID compromises the Observers’ safety.

5. The BnB Observers, like any other voter, will be allowed inside the precinct only when they vote so they
are encouraged to vote during the opening of the polls at 7:00 AM or at the closing of the polls at 6:00 PM as these
are the more critical stages of the election process. They can go around the other precincts the rest of the voting
hours 7:00 AM – 6:00 PM.

6. Counting and transmission of results which shall start at 6:00 PM or as soon as the polls close, are open to
the public.

7. All Observers are highly encouraged to document the observation through photographs and videos.
NAMFREL is holding a photo contest in this election – see details in www.namfrel.com

8. Mode of Communication

a. If any significant incident happens (e.g. election violence, intimidation, gross mismanagement of voting
process, failure of PCOS to accept ballots or transmit results, etc.), the BnB Observer shall report this
immediately to the Provincial Coordinator. The Provincial Coordinator shall then text/call the Namfrel National
headquarters at 09994395558 or 09162646658. We will call back the Provincial Coordinator asap.

b. The accomplished ELECTION DAY Datasheet shall still be faxed/mailed to National NAMFREL on May 9,
2010.
