QUALITY ASSISTANCE / QUALITY CONTROL DURING ON-SITE

CONSTRUCTION PHASE

1. PURPOSE OF SERVICE

3. APPLICABLE STANDARDS AND REGULATIONS

The QA/QC service consists of performing checks and tests

throughout the construction process in order to assist the Project
Owner (i.e. the Client) in making sure that the project is being built
according to the quality plan the Project Owner has approved.

None, unless defined by the client

4. PERFORMANCE OF SERVICE
The QA/QC service provided by Bureau Veritas during the
construction stage includes the following:

2. SCOPE OF APPLICATION
The QA/QC service provided by Bureau Veritas relates to the following
items, when applicable:

Review the consistency of the quality plan and execution

drawings as submitted by the contractor(s) and approved by
the Project Owner

Propose any needed amendment in order to meet the

specified quality requirements.

Structural works:
-

Foundations

Perform planned inspections

Framework intended to support permanent, climatic, live loads

and seismic loads and convey them to the foundations

Check compliance of site works with execution drawings,

project specifications and approved materials

Main walls, roofs, windows and doors providing at least partial

protection against external natural elements

Fixed partitions and connections

Through examination of testing and/or inspection reports,

verify the quality of building materials, prefabricated
components and their origin according to
the given
specifications

Identify non-conformance or non-completed items and notify

the contractors/suppliers concerned for corrective and
preventive actions

Check that the abovementioned actions are effectively

implemented

Participate to the work acceptance at the different

construction phases and assist the Project Owner in the final
acceptance

Mechanical Electrical & Plumbing (MEP) Installation:

Electrical installations

Fire safety system installations

Heating, ventilating and air-conditioning installations

Plumbing systems

Mechanical installations

Building management systems (BMS) installations

5. CONDITIONS OF PERFORMANCE

Floor coverings

Insulation and waterproofing

The Project Owner will:

Fixed and suspended ceilings

Provide an approved quality plan and execution drawings

Carpentry works

Aluminium and stainless steel works

Wall finishes

Ensure that the role of Bureau Veritas is communicated to all

the parties involved in the construction project, including
without limitation the contractor(s), subcontractor(s) and
supplier(s)

Protective coatings and preservatives

Faade and exterior claddings

Provide full and free access to the relevant site(s) for Bureau
Veritas representative(s) and/or those of its authorised
agents.

Handrails and balustrades

Ensure the safety of Bureau Veritas representative(s) and/or

those of its authorised agents

Ensure that Bureau Veritas is able to consult specifications

and quality records of the contractor(s) as well as those of
the works consultant(s) and the project manager

provide a rider to this offer if services are requested outside

normal working hours or on Saturdays, Sundays or public
holidays

Roads and Utilities Infrastructure:

-

Roads and utilities infrastructure giving access to buildings,

including without limitation drainage gutters and waste water
pipes

Landscaping (including playgrounds, gardening areas, etc.)

Parking areas

Bureau Veritas will act as an independent third party

6. BUREAU VERITAS DELIVERABLES

The deliverables that may be expected from Bureau Veritas are the
following:
-

Scheduled supervision reports

Site inspection memos

Project minutes of meeting

Non-conformity reports (alert sheets), when relevant

Corrective / Preventive action list and follow-ups

Final report, with or without reservation

These deliverables will be addressed to the parties identified /

determined by the Project Owner

7. LIMIT OF THE PRESENT SERVICE

Bureau Veritas will not:
-

issue any specific general quality plan

examine the implementation of regulation

requirements for the site construction work

certify the construction product conformity or fitness for purpose

intervene after:

&

statutory

the excavation works have already started for a new

construction project

any works related to the existing framework, in a

renovation project

supervise, coordinate, monitor, or give any instruction or order

directly to, the contractor(s), the sub-contractor(s)
or the
supplier(s)

8. OTHER SERVICES
Subject to an express agreement by the parties, the QA/QC service
may be supplemented, when appropriate, with other services such
as:
-

Design verification

Schedule, Quantity and Cost Monitoring

Construction Site Safety

Permit Application Assistance
