Training session on Human Trafficking and Child Prostitution for the


staff of the Ombudsperson for Childrens Office, Brigade des Mineurs
and other relevant Institutions

Project Title
Capacity Building Workshop on Human Trafficking and Child
Prostitution for the staff of the Ombudsperson for Childrens
Office, Brigade pour la protection des Mineurs, other relevant
institutions and NGOs directly involved in this issue.

To raise awareness, sensitise, and improve capacity of to the

Outputs
The project will develop a 2 day workshop facilitated by one
expert in human trafficking - assisted by one staff from the IOM
Mauritius Office - and attended by approximately 15 persons: 6
members of the Ombudsperson for Childrens Office, 2 members
from the Ombudspersons Office and 5-7 Government Officials
from relevant ministries such as the Ministry of Labour and the
Ministry of Womens Rights, Child Development, and Family
Welfare and NGOs. Related materials on human trafficking
issues will be distributed to all participants as part of the
workshop kit.
Main
Coordinate venue, equipment, and logistics with the

Identify participants in cooperation with the
Ombudsperson for Childrens Office, the Prime Ministers
Office, and related ministries.
Coordinate with SACTAP (Southern African Counter
Trafficking Assistance Programme) experts for travel and
logistics.
Coordination and production of material to be used at
the workshop as well as materials to be distributed to
participants
Conduct 2 day workshop with approximately 15
participants
Receive feedback from participants in order to develop
follow up activities to assist in counter trafficking issues in
Mauritius
Develop final report on workshop conclusions with
suggested future activities in capacity building and
sensitisation of human trafficking and child prostitution
issues

issues related to human trafficking and child prostitution


among persons whose work relates directly to the issue,
such as the Ombudsperson for Childrens Office, the
Brigade pour la Protection des Mineurs, the Ministry of
Labour, the Ministry of Womens Rights, Child
Development and Family Welfare ((and the Drop In
Center for child victims of sexual abuse), Rehabilitation
Youth Centers (RYC), Probation Officers and some NGOs
such as the Mauritius Family Planning Association, and
Chryzalide.
Human Trafficking and child prostitution is an issue that is
not well documented or known in Mauritius. Though
Mauritius remains at the Tier Two level on the US State
Departments 2008 report on Trafficking in Persons,
greater awareness and capacity regarding human
trafficking and child prostitution is thus needed in order to
tackle these issues in Mauritius, especially with regard to
the concept of internal trafficking.
Officials in the Mauritian government, namely the Police
Force and some other officials 1 have had the opportunity
to attend a workshop in November 2008. However, only
the Police Force and some other institutions were
targeted. This workshop would extend participation in the
workshop to other persons involved directly in the field
and in their daily work with such issues such as the
Ombudsperson for Childrens Office, the Ombudsperson,
other Government officials and NGOs.
This second training session will serve as a follow-up and
expansion
of
cooperation
between
IOM,
the
Government of Mauritius and the civil society in this field
in order to improve awareness and capacity in counter
trafficking.
This workshop will assist in the training and sensitisation of
other government officials and persons involved directly in the
field to issues regarding human trafficking and child prostitution.
Information, techniques and advice gathered and exchanged
in the workshop will serve not only to improve capacity of
Mauritian officials, but to draw attention to the issue of human
trafficking for further capacity building and sensitisation within
the government.
SACTAP is a programme based in IOM South Africa that
serves to raise awareness and build capacity in counter
trafficking within the Southern African region. While SACTAP has
not yet implemented a workshop in Mauritius, Mauritian officials
have attended SACTAP conferences and workshops in Southern
Africa.

1 Needs to be confirmed who exactly was present. We will invite other officials
who did not follow the training within Brigade des mineurs and other ministries.
