Subject: 2016 NCLGA Convention/AGM
From Wednesday, May 4th to Friday, May 6th, 2016 CRD Chair Al Richmond
along with CRD Directors Ted Armstrong, Jerry Bruce, John Massier, Joan Sorley,
Margo Wagner, Roger William, and I attended the 2016 Northern Central Local
Government Association AGM/Convention, held in Dawson Creek. Directors
Byron Kemp, (Area E), Dylan Cash (Area I), Betty Anderson (Area K) and Brian
Coakley (Area L) were unable to attend
Williams Lake City Councillors Craig Smith, Jason Ryll, and Laurie Walters
attended on behalf of the City of Williams Lake
Councillors Laurey-Anne Roodenburg and Ron Paull attended on behalf of the
City of Quesnel
Mayor Mitch Campsall and Councillor Spence Henderson attended on behalf of
the District of 100 Mile House
While Mayor Robin Sharpe and Councillor Virginia Wilkins attended on behalf of
the District of Wells

On Wednesday May 4th - CRD Directors Joan Sorley, Margo Wagner and I took
in the Circle Tour which included stops in Tumbler Ridge and Chetwynd. The
stops included visits to the Visitor Info Centre and Dinosaur Discovery Centre in
Tumbler Ridge and Visitor Info Centre, Pellet Plant and Municipal Hall in
Chetwynd. Other Elected Officials and their partners took in the Energy Tour
which included stops in Pouce Coupe/Site C and finally the Welcoming Reception
took place at the EnCana Centre in Dawson Creek where I was able to renew
friendships and welcome new ones!

On Thursday, May 5th - At 7am a presentation from GeoScience


BC/Association for Mining Exploration BC on work from their respective
organizations
Then, the Opening Ceremonies of the 61st NCLGA AGM/Convention took place
including an emotional Brian Frenkel (Vanderhoof Councillor) who was leaving
his post as NCLGA President. NCLGA Delegates also received updates from
UBCM President (and CRD Board Chair) Al Richmond and from Muncipal
Finance Authority/Muncipal Insurance Association representatives.
Later in the meeting Outgoing CEO of the Northern Development Initiative
Trust, Janine North, gave a review of the Trusts activities. In return, NCLGA
gave Ms. North a life membership to the NCLGA (well deserved!) and a standing
ovation by NCLGA Delegates present!
Then we started the Resolutions Debate Many of the Resolutions passed. I spoke
against a Resolution from the City of Terrace in relation to Rural Policing being
provided by Municipalities. My concern was about the underlining tone of the
Resolution being one of Rural taxpayers do not pay their fair share. A stance I
profoundly disagree with. At the end of the day the phrase Rural Electoral Area
Directors found unfortunate was removed and the rest of the Resolution passed
which will study resource requirements for Municipal RCMP Detachments
Williams Lake suffered the most defeat seeing 2 of its 3 NCLGA Resolutions
defeated (GPS Tracking of Prolific Offenders/Accessible Taxis) rejected. Before
Lunch it was announced that NCLGAs new Executive for 2016/17 would be
Quesnel Councillor Laurey-Anne Roodenburg as President, Dawson Creek City
Councillor Shaely Wilbur as 1st Vice-President and Williams Lake City Councillor
Laurie Walters as 2nd Vice President. Congrats to these wonderful ladies J
At lunch we heard from Dr. Charles Helm in regards to the Tumbler Ridge
GeoPark.
In the afternoon There were panel sessions on Boom and Bust Cycles and First
Nations/Local Government Relationships with a Banquet Dinner with my CRD
Colleagues in the evening. The 3 Directors-at-Large on the NCLGA Executive
were announced and they were: RDFFG Area C Director Lara Beckett, Fort St
John Councillor Gord Klassen and Dawson Creek Councillor Cheryl Shuman

On Friday, May 6th We started the day early with a presentation from Trans
Canada on their Distribution Systems and future programs that they are pursuing.
Then we had Panel Sessions on Forestry, Agriculture and Water
At lunch we heard from MLA Linda Reimer (Parliamentary Secretary to
Community, Sport and Cultural Development Minister Peter Fassbender),
Aboriginal Relations/Reconciliation Minister John Rustad and Education
Minister/Peace River South MLA Mike Bernier on updates regarding Local
Government, Aboriginal Affairs and Education
On a personal note it is always great to hear from Ministers Rustad/Bernier.
Great to hear them speak!
Then a prize draw for a 50 TV was taken and the successful winner was CRD
Electoral Area F Director Joan Sorley. The 61st NCLGA AGM/Convention was
adjourned at 1pm
The 62nd NCLGA AGM/Convention in 2017 will take place in Terrace, BC
Costs to attend:
Travel Time (Williams Lake to Dawson Creek and return) - $240.00
Mileage (Williams Lake to Dawson Creek and return) - $663.56
Daily Attendance Fees: $360.00
Grand Total - $1,263.56
