on this one..."The Orange County Board
of Supervisors Tuesday tentatively agreed
Tuesday to allow dog owners to unleash their
pets in an area bordered by Huntington Beach
and Newport Beach that is known as Dog
Beach.
The ordinance brought by Supervisor

Michelle Steel was unanimously approved on

first reading. The board will take a final vote
on May 10.
About two dozen speakers, most of them
supporters of the proposed ordinance, implored the supervisors to let the dogs run free.
Supervisor Todd Spitzer said he checked
data over the past year to see if bacteria counts
went up near the Santa Ana river mouth or at
the dog beach in Huntington Beach near Bolsa
Chica. He said the only times he saw any sort
of a spike was after rainfall, which is typical
everywhere because of runoff.
The frequent visitors to Dog Beach say they
police the waste pickups there.
Huntington Beach resident Tamera Godfrey
wrote a letter to the supervisors urging support
for the ordinance. She
said she wanted to be at
the board meeting, but
was recently diagnosed
with cancer.
In her April 20 letter,
Godfrey wrote, I realize
having cancer throughout my body and not
knowing it until two
weeks ago that more than
ever, I must rely on the
help of my friends. I
wish I could tell you how
many of my closest
friends were made at
Dog Beach. Last Sunday,
they met in honor of
me.

noyed tone. "He's really, really sick, and I want to buy a miracle."
"I beg your pardon?" said the pharmacist.
"His name is Andrew and he has something bad growing inside his
head and my Daddy says only a miracle can save him now. So, how
much does a miracle cost?"
"We don't sell miracles here, little girl. I'm sorry but I can't help you,"
the pharmacist said, softening a little.
"Listen, I have the money to pay for it. If it isn't enough, I will get
the rest. Just tell me how much it costs."
The pharmacist's brother stooped down
and asked the little girl, "What kind of a
miracle does you brother need?"
"I don't know," Tess replied with her
eyes welling up. "I just know he's really
sick and Mommy says he needs an operation, but my Daddy can't pay for it, so I
want to use my money.
"How much do you have?" asked the
pharmacist's brother.
"One dollar and eleven cents," Tess answered barely audible. "And it's all the
money I have, but I can get some more if
I need to."
"Well, what a coincidence," smiled the
man. "A dollar and eleven cents . . . the
exact price of a miracle for little brothers." Then he said "Take me to
where you live. I want to see your brother and meet your parents. Let's
see if I have the kind of miracle you need."
The pharmacist's brother was Dr. Carlton Armstrong, a surgeon from
Chicago who specialized in neuro-surgery. The operation was completed without charge and it wasn't long until Andrew was home again
and doing well. Later, mom and dad were talking about the chain of
events that had led them to this.
Her mom said, "That surgery was a real miracle. I wonder how much
it would have cost?"
Tess smiled. She knew exactly how much
a miracle cost . . . one dollar and eleven
cents.

ess was eight years old when she heard her Mom and Dad talking
about her little brother, Andrew. All she knew was that he was
very sick and they were completely out of money. They were
moving to an apartment complex next month because Daddy didn't have
the money for both the doctor bills and for the house payment.
Only a very costly surgery could save her brother now and it was looking like there was no one to loan them the money. She heard her Dad
say to her Mom, "Only a miracle can save him now."
Tess went to her bedroom and pulled a glass jelly jar from its hiding
place in the closet. She
poured all the change
out on the floor and
counted it carefully.
She counted it three
times. The total had to
be exactly perfect. No
chance here for mistakes.
Carefully placing the
coins back in the jar
and twisting on the
cap, she slipped out
the back door and
made her way 6 blocks
to Rexall's Drug Store
with the big red Indian Chief sign above the door.
Tess waited patiently for the pharmacist to give her some attention
but he was too intently talking to another man to be bothered by an eight
year old at this moment. She twisted her feet to make a scuffing noise.
Nothing.
She cleared her throat with the most disgusting sound she could
muster. No good.
Finally she took a quarter from her jar and banged it on the glass
counter. That did it!
"And what do you want?" the pharmacist asked in an annoyed tone
of voice. "I'm talking to my brother from
Chicago whom I haven't seen in ages," he said
without waiting for a reply to his question.
"Well, I want to talk to you about my
brother," Tess answered back in the same an-

"We are an all volunteer organization and donations do not go to

Here is a description of his funeral, definitely worth

reading:

Chris Kyle:
This is apparently from a wife of one of the Navy Seals
in attendance... it makes interesting, disturbing, but hardly
surprising reading.
Chris Kyle became the US armed services number #1
sniper of all time. Not something he was happy about,
other than the fact that in so doing, he saved a lot of lives.
Three years ago, his wife Taya asked him to leave the
SEAL teams because he had a huge bounty on his head
by Al Qaeda. He did and wrote the book "The American
Sniper" and 100% of the proceeds from the book went to
two of the SEAL families who had lost their sons in Iraq.
That was the kind of guy Chris was. He formed a company in Dallas to train military, police and I think firemen,
how to protect themselves in difficult situations. He also
formed a foundation to work with military people suffering from PTSD. Chris was a giver not a taker. He, along
with a friend and neighbor, Chad Littlefield, were murdered trying to help a young man that had served six
months in Iraq and claimed to have PTSD.
Now I need to tell you about all of the blessings.
Southwest Airlines flew in any SEAL and their family
from any airport to the funeral... free of charge. The employees donated buddy passes and
one lady worked for four days
without much of a break to see that
it happened. Volunteers were at
both airports in Dallas to drive
them to the hotel.
The Marriott Hotel reduced
their rates to $45 a night and
cleared the hotel for only SEAL's
and family.
The Midlothian, TX Police Department paid the $45 a night for
each room. I would guess there
were about 200 people staying at
the hotel, 100 of them were
SEALs.
Two large buses were chartered
(an unknown donor paid the bill)
to transport people to the different
events and they also had a few rental cars (donated).
The police and secret service were on duty 24 hours
during the stay at our hotel.
At the Kyle house, the Texas DPS parked a large motor
home in front to block the view from reporters. It remained there the entire five days for the SEALs to meet
in and so they could use the restroom there instead of the
bathroom in the house.
Taya, their two small children and both sets of parents
were staying in the home. Only a hand full of SEALS
went into the home as they had different duties and meetings were held sometimes on an hourly basis.
It was a huge coordination of many different events and
security. Derek was assigned to be a Pall Bearer, to escort
Chris' body when it was transferred from the Midlothian
Funeral Home to the Arlington Funeral Home, and to be
with Taya. A tough job. Taya seldom came out of her bedroom. The house was full with people from the church and
other family members that would come each day to help.
I spent one morning in a bedroom with Chris' mom and
the next morning with Chad Littlefield's parents (the other
man murdered with Chris). A tough job.
George W. Bush and his wife Laura , met and talked
to everyone on the Seal Team one on one. They went
behind closed doors with Taya for quite a while. They

had prayer with us all. You can tell when people were
sincere and caring.
Nolan Ryan sent his cooking team, a huge grill and lots
of steaks, chicken and hamburgers. They set up in the
front yard and fed people all day long including the 200
SEALs and their families.
The next day a local BBQ restaurant set up a buffet in
front of the house and fed all once again. Food was plentiful and all were taken care of. The family's church kept
those inside the house well fed.
Jerry Jones, the man everyone loves to hate, was a rock
star. He and his wife were just making sure everyone was
taken care of....Class... He donated the use of Cowboy Stadium for the services because so many wanted to attend.
The charter buses transported us to the stadium on Monday at 10:30 am. Every car, bus, motorcycle was searched
with bomb dogs and police. I am not sure if kooks were
making threats trying to make a name for themselves or
if so many SEALs in one place was a security risk, I don't
know. We willingly obliged. No purses went into the stadium!
We were taken to The Legends room high up and a large
buffet was available. That was for about 300 people . We
were growing. A Medal of Honor recipient was there, lots
of secret service and police and Sarah Palin and her husband. She looked nice. This was a very formal military
service. The service started at 1:00 pm and when we were
escorted onto the field I was shocked. We heard that about
10,000 people had come to attend also. They were seated
in the stadium seats behind us.
It was a beautiful and emotional service. The Bagpipe
and drum corps were wonderful and the Texas A&M
men's choir stood through the entire service and sang right
at the end. We were all in tears.
The next day was the 200-mile procession from Midlothian, TX to Austin for burial. It was a cold, drizzly,
windy day, but the people were out. We had dozens of police motorcycle riders, freedom riders, five chartered
buses and lots of cars . You had to have a pass to be in the
procession and still it was huge.
Two helicopters circled the procession with snipers sitting out the side door for protection.
It was the longest funeral procession ever in the state of
Texas. People were everywhere. The entire route was shut
down ahead of us, the people were lined up on the side of
the road the entire way.
Firemen were down on one knee, police officers were
holding their hats over their hearts, children waving flags,
veterans saluting as we went by. Every bridge had fire
trucks with large flags displayed from their tall ladders,
people all along the entire 200 miles were standing in the
cold weather. It was
so heart warming.
Taya rode in the
hearse with Chris'
body so Derek rode
the route with us. I
was so grateful to
have that time with
him.
The service was
at Texas National
Cemetery. Very few
are buried there and
you have to apply to
get in. It is like people from the Civil
War, Medal of
Honor winners, a
few from the Alamo
and all the historical people of Texas. It was a nice service
and the Freedom Riders surrounded the outside of the entire cemetery to keep the crazy church people from Kansas
that protest at military funerals away from us.
Each SEAL put his Trident (metal SEAL badge) on the
top of Chris' casket, one at a time. A lot hit it in with one
blow. Derek was the only one to take four taps to put his
in and it was almost like he was caressing it as he did it.
Another tearful moment.
After the service Governor Rick Perry and his wife,
Anita , invited us to the governor's mansion. She stood at
the door, greeted each of us individually, and gave each
of the SEALs a coin of Texas . She was a sincere, compassionate, and gracious hostess. We were able to tour the
ground floor and then went into the garden for beverages
and BBQ. So many of the Seal team guys said that after
they get out they are moving to Texas.
They remarked that they had never felt so much love
and hospitality. The charter buses then took the guys to
the airport to catch their returning flights. Derek just now
called and after a 20 hour flight he is back in his spot, in
a dangerous land on the other side of the world, protecting
America.
We just wanted to share with you, the events of a quite
emotional, but blessed week."

EFREN WINS

illary Jackson of myLAnws.com...cleans up with this story about..."A Huntington Beach elementary school custodian who worked with police to help
catch suspects in a series of arson fires on campus and speaks to students about
how he became a U.S. citizen was named Tuesday one of six Classified School
Employees of the Year around the state.
Efren Barrera, who has been head custodian at College View Elementary
School for 16 years, was credited by the state Department of Education not just
for his work, but for his quiet demeanor, positive attitude and infectious smile.
According to the state, Barrera annually speaks to fourth-graders at the school
about his journey becoming an American citizen, expressing his pride in being
able to raise and lower the U.S. flag on campus each day.
State officials also said Barrera set up a surveillance system on campus in response to a series of overnight fires and worked with law enforcement to review
the recordings and identify suspects.
Our schools would cease to function without the classified employees who
keep them clean and safe, who make sure our students get to school and receive
the proper nutrition once they are there, and who contribute to an overall positive
school culture and caring environment, said state Superintendent of Public Instruction Tom Torlakson.
Our 2016 Classified School Employees of the Year represent the very best
of the best, Torlakson said. I applaud them and thank them for their important
service to Californias children and families.
The other winners are a cook in Redding, an instructional assistant in San Diego
County, a secretary in Los Olivos in Santa Barbara County, a campus security
officer in Napa and a trainer of bus drivers in Oakdale in Stanislaus County."

HB in Top 10 - Cool Cali!

A

sia Morris, Long Beach Post..."For the

past six months, Long Beach, along
with 21 other cities, had set its sights
on the top spot in the CoolCalifornia Challenge, a statewide initiative designed to incentivize residents to reduce their carbon footprint.
In January, Long Beach sat in second place
with 257,659 points, while Claremont sat in
first place with 591,126 points.
The official results, announced Thursday,
show that Long Beach stayed ahead of its closest competitor, Burlingame, while Claremont
remained on top with over 500 engaged households earning the city more than
2 million sustainability points.
So while Claremont takes the
title for Coolest California
City, Long Beach, sitting just
behind, has officially been
named a Cool California City
for this 2016 challenge.
Im so proud of our City and
our community partners who are
promoting sustainability every
day and helped us achieve this
recognition, said Mayor Robert
Garcia. I want to congratulate
Claremont and all the other winning cities, and Im looking forward to using this prize money to
make Long Beach even greener.
This is Long Beachs second
time participating, after competing in 2014 and
winning $10,000, which the Office of Sustainability gave to local school and nonprofits, in
partnership with the Long Beach Community
Foundation. This year, cities who participated
in the six-month competition, will receive a
portion of the $150,000 prize based on the percentage of their points, according to the release.
We are so appreciative of the effort invested
by all 22 California cities in this years Challenge, stated Pamela Wellner, Manager, Climate Change Programs for Energy Upgrade
California. The simple ways that participants

learned to save energy will have a lasting impact in leading all Californians to implement
daily energy-saving habits to lower our carbon
footprint.
This years challenge saw nearly 3,200
households engaged in a valiant effort reduce
their energy use, saving 5,638 metric tons of
carbon dioxide over the energy saving actions
lifetime, the equivalent of removing more than
2,500 California homes or over 1,100 cars
from the road for a year, according to the results. Nearby cities that made the top 10 were
South Pasadena, Huntington Beach and Lyn-

wood,
This years Challenge was impressive,
bringing together thousands of individuals in
22 cities from all walks of life in healthy competition to be more sustainable, California Air
Resources Board Chair Mary D. Nichols said.
Its encouraging to see the number of cities
grow each year, and the CoolCalifornia Challenge highlights the crucial role that cities and
households play in Californias efforts to fight
climate change.
Claremont, Long Beach and Burlingame will
be honored on April 21 at the Green California
Summit in Sacramento".

May - American Stroke Month

During American Stroke Month in May, Fountain Valley

Regional Hospital and Medical Center, Lakewood Regional Medical Center, Los Alamitos Medical Center and
Placentia-Linda Hospital will launch a comprehensive
awareness campaign that includes a free online assessment
designed to help you determine YOUR risk of stroke.
Heres why its important for every American adult to
know whether he or she is at risk of stroke:

Every 40 seconds, someone in the United States has a

stroke.

One out of six people will suffer a stroke in his or her

lifetime.
Stroke is the No. 1 cause of disability in the US.

Stroke is the No. 5 cause of death in this country, killing

almost 130,000 people every year.

Eighty percent of strokes are preventable.

The four hospitals offer a comprehensive network of potentially life-saving stroke and cardiac services at conven-

ient, easily accessible locations in

their communities. They have also increased their sponsorship with the
American Heart Association to provide greater support, patient education and community outreach
regarding stroke and cardiovascular
disease.
Fast, accurate diagnosis and treatment of stroke can be critical to survival, said B. Joseph Badalian, CEO
of Fountain Valley Regional Hospital
and Medical Center. The free online
risk assessment tool we are offering
allows anyone in our community to
find out for themselves whether they
are at risk. Our four hospitals offer
high-quality stroke and cardiac services right here in our local communities and every day our employees and physicians see the
importance of early interventions in saving lives.

Kobri
t
z
Avg. Increase at Ball Parks on
2016 (3.7%); Inflation About (0.09) Sports
L

ike the federal debt, the cost of attending a Major League Baseball
By Jordan Kobritz
(MLB) game is rising. This season
the average increase over last year is 3.7%.
That may not seem like a huge increase but in the
twelve months preceding the opening of the
2016 season, the inflation rate was a mere 0.9%.
Ticket prices alone increased 7.1% last year, almost eight times greater than last years inflation rate.
According to Team Marketing Reports
(TMR) annual survey of MLB teams, the Arizona Diamondbacks provide the lowest overall
fan cost of any of the 30 teams. Thats not
news. This is the tenth consecutive year that
Arizona has claimed the title.
TMR, a research firm based in Chicago, assumes that the average family purchases four
modestly priced tickets, two small beers, four
soft drinks, four hot dogs, two adult-sized caps and pays to park one
vehicle on a trip to the ballpark. Whether thats true or not, at least the survey is consistent by comparing the cost of the same items in each city. And,
no surprise, the survey found a wide range of prices between the lowest
and the highest price for most ballpark fare.
Start with the beverages. A small beer can set you back $7.75 in Boston,
Philadelphia and Atlanta, but only costs $3 at Coors Field in Denver. A
small soft drink costs $1 in Cincinnati but the same item is priced at $6 for
a Dodgers game in Los Angeles. The New York Mets and Miami Marlins
price their small hot dogs at $6.25 but you can get a dog for only a buck at
Great American Ballpark in Cincinnati.
Parking fees are also all over the map, ranging from free at Tropicana

Field in St. Pete when you attend a Tampa Bay Rays game to $35 in Boston,
although private lots near Fenway Park can charge as much as $100 for
prime games.
Ballpark prices vary for any number of reasons, including the seating capacity of the stadium, the recent and long term success of the team, the
population base and personal income. The Red Sox
have the second smallest park in
the majors, the second highest personal income in the league and a
recent history of success which includes three World Series titles in
the past 11 years. That recipe results in highest ballpark prices in the
league at $361 for a family of four.
Joining the Red Sox in the over $300
group are the New York Yankees at
$337 and the Chicago Cubs at $312.
Many baseball pundits have predicted that this is the year the Cubs
long suffering fandom will be rewarded with a World Series title. If
that happens, count on an increase in ballpark prices that could place the
team even higher on TMRs list next year.

team owner. He is a Professor in the Sport Management Department at

1. Surround yourself with people who love

who you are now.
I cant begin to tell you how much impact
this will have on you. You do not need people
in your life who are either going to lie to you
or bring you down with their words or actions.
None of us are the same. Even Victorias Secrets models look different. Even they arent
perfect, yet we expect all of us mere mortals
to be skinny and toned with glossy hair and
perfect skin 24 hours a day, 7 days a week.
Well Im calling bulls**t. What you actually
need is people who love the way you look
now, not how you looked at 18 or 28 or 38.
People who will make you realize that your
girls look fantastic in a low v-neck but would
never let you walk out the door in a pair of
skin-tight pleather leggings without a top long
enough to cover your lady garden. We all have
things we hate about our bodies (uneven
breasts and stretch marks anyone?!), but if you
have people in your life who love the you in
front of them, itll make it a whole lot easier
to start loving yourself.

2. Do something active.
And by this, I dont mean start training for a
marathon (unless you want to, then go for it!). I
mean walk to go and get coffee instead of letting
your work colleague get yours again, go to the
beach or park and mess around with your
kids/loved ones, park further away from the entrance to the mall than you would normally (because yes, shopping totally counts as cardio).
Do something active but dont do something
thats going to make you unhappy. If the mere
idea of going for a run breaks you out in hives,
do something else instead. On the other hand, if
going for a run appeals but youre that girl (like
me) that always came last at school, then do a
little bit at a time - jog to the end of your road
and then walk back. No one can run 10k or even
5k without working up to it, so dont beat yourself up that you feel like an elephant next to
those girls who run with just shorts and a sports
bra on and NOTHING moves. Do something is
better than nothing.

3. Give yourself a break.

There are going to be days when you hate the
world, hate how you look and feel, and just want
to hide under the duvet. Thats totally cool.
Dont try to immediately snap out of it. Your
body and mind needs to feel emotions to know
how to deal with them. Always being the happy
upbeat one wont do you any good in the wrong.
Take it from someone whos been there. If you
really cant face the world, go for a walk, buy
ice-cream/doughnuts/chocolate, curl up on the
sofa with a chick-flick (think Notting Hill, Two
Weeks Notice - basically anything with Sandra
Bullock/Hugh Grant) and go with it. For a couple of hours. Then have a hot shower, put on that
dress/those shoes that make you grin like you
just saw Chris Hemsworth naked, put on whatever amount of make-up makes you feel comfortable and beautiful and then go rock the rest
of your day. Because you are awesome.
And thats it. I could put something in here
about how you should meditate for 20 minutes
or get up early and read your Bible. But quite
frankly, Im not here to make you do something
youre not comfortable with. If you like meditation, do it. If your faith is important to you and
helps, do that.
But no matter who you are, where you come
from, what colour your skin/hair/eyes are, I
guarantee those three things will work. Because
really, learning to love yourself isnt an
overnight thing. Its not even a 12 week plan.
Its a constant learning battle where you give
yourself credit for the stuff you did that was
awesome (managed to keep your kids alive, feed
them and get them into bed before 2 a.m. - go
you!) and give yourself a break when stuff doesnt go as you planned or you screw up - and that
includes having a glass of wine after a crappy
day or eating your weight in chocolate!"

TWO-MONTH LOOK AHEAD

The Local News, May 01, 2016 hbnews1@aol.com 714.914.9797

nnka Simpkins Freelance journalist,

creative and blogger got her arms
around...."When you woke up this
morning, what was the first thing you did? Kiss
your love hello? Wake your sleeping beauties?
Hit the snooze button? Or did you check your
social media accounts? If youd asked me this
question just five months ago, Id have had a
different answer to the one I can give you today.
You see, five months ago, I was that person
who, before her eyes have even adjusted to the
early morning light and her brain had even really started up, was already flicking through Instagram, checking how many likes/follows shes
received overnight and comparing her real life
to everyone elses highlight reel. It didnt make
for a pretty picture or a happy life. For, despite
what my Instagram feed will tell you, I was
drowning. Drowning in a horrible, overwhelming, no-idea-which-way-is-up depression, in a
lack of self belief, and, more importantly, a lack
of self love.
I know it sounds so hippie, its almost a clich.
Love yourself. Though when you actually think
about it, it has some merit. How are you supposed to be content, or even happy with your
life and the people in it, if you dont love who
you are?! Having said that, its actually really
hard. Its not like you can suddenly flick a
switch that undoes all those years of being compared to your peers, or the latest Hollywood actress. You cant rewrite those scenes in your
head where youre being told that your breasts
are too small, that your calves are too big, that
youre not tall enough. Its impossible. But it is
possible to love who you are now. And this is
how.

STRONG WOMEN -

The Brownie

Who says mothers aren't powerful?

Esther Carlstone (mom.me) tells us about: ABBY HUTCHINSON (1829-1892) was born
into a musical family in Milford, New Hampshire. She joined her three brothers in the
Hutchinson Family Singers, who went on to become among the best known American entertainers during the 1840s. Abby was a major attraction because of her youth and voice.
The singing group turned away from their staple minstrel tunes to offer original songs,
embracing causes such as abolition, temperance and womans suffrage. The Hutchinsons
would perform into the 1880s, but Abby stopped performing regularly after 1849 when
she married Ludlow Patton and moved to New York City. Although Hutchinson died in
New York, she is buried in Milford.

he Orange County Water

District (OCWD; the District) is a strategist when it
comes to water management,
with a lot of practice over the
past 83 years. It has successfully diversified its water portfolio with the goal of reliability.
OCWD makes decisions that are intended not only to see
the region through a current drought, but to ensure
the availability and security of water supply for the
next 40-75 years. Local cities in north and central
Orange County typically require about 435,000
acre-feet of water annually to meet their needs.
About one-third of that demand is currently met
through much more costly imported water. The
groundwater basin supplies about two-thirds. Of
the groundwater supplies, the Groundwater Replenishment System (GWRS), the world largest advanced water purification project for potable reuse,
supplies one-third of the basin water. Filling the
basin with highly purified water has put us in an enviable position of allowing the 21 cities in our service area, including the cities of Huntington Beach
and Fountain Valley, to pump even more groundwater.
During the current drought, we have realized that
the water from Northern California and the Colorado
River, from which we receive most of our imported
water, might not always be reliable. The Metropolitan Water District of Southern California, which supplies imported water to Southern California, cut back its
deliveries. Even with a near normal snowpack for this past
season, water supplies have declined so much that the governor is considering the continuation of conservation for
Southern California.
We are all conserving water and OCWD is capturing more
stormwater when it does rain. Its not enough. The District,
understandably, needs to look at other water sources.
OCWD considered and pursued ocean desalination ex-

ploration efforts back in the 1970s, but walked away when

it didnt make sense for the region. Since then, technology
has improved, the regions population and economy have
grown and California has experienced cyclical
droughts. OCWD has an obligation to evaluate the merits
of an ocean desalination project proposal in Huntington
Beach that was brought to it by Poseidon Water (a private
company), and its

potential role in contributing to Orange Countys water security. Should further analysis
demonstrate that it is in the regions best interest to construct
the project, it will move forward.
Why now? The current and extended drought highlights
the instability in the regions water supply. Even if heavy

rains or normal snowpack occur one year, OCWD could

continue to see instability in water supplies for potentially
decades. It is the Districts responsibility to analyze all alternative water projects. Ocean desalination is a critical investment in water reliability and deserves careful
consideration.
Following meetings with a Citizen Advisory Committee,
the District agreed to a Term Sheet with Poseidon
Water in May 2015 that would have Poseidon permit,
finance, construct, and operate a new ocean desalination treatment plant in Huntington Beach. The
Term Sheet calls for OCWD to permit, finance, construct, and operate the necessary distribution facilities to transmit the ocean desalinated water to
different locations in the region. During the fall of
2015, OCWD staff developed eight different distribution options for consideration. These options
were reviewed and discussed with the OCWD
Board of Directors during two workshops in February and March of 2016. Five of the distribution
options have been eliminated. OCWD staff is focusing its analysis on the remaining three options.
To learn more about these, view the Revised Poseidon Desal Workshop Presentation given on March
2, which you can find at www.OCWD.com. The
District will host a third workshop in the near future. The community will be notified when that
workshop is scheduled.
Community stakeholders are encouraged to attend and gain knowledge about this important issue that
could affect 2.4 million people in north and central Orange
County. Keep up to date by visiting www.ocwd.com/learning-center/ocean-desalination. Know that the Orange
County Water District is actively working to secure our
water future.

study found that, in pharmacologic doses, perchlorate

inhibits iodine uptake, an element needed for the production of thyroid hormones. The findings were
alarming as adequate iodine intake is essential for
normal neurodevelopment in infancy and childhood.
While further research is needed to determine the impacts of perchlorate in the environment, the American
Thyroid Association recommends that women who
are planning a pregnancy or who are pregnant ingest
150 mg of iodine daily to ensure adequate iodine nutrition and to overcome the potential adverse effects
of perchlorate exposure.
While it may be frightening to think about all the
potential exposures to endocrine disruptors around us

home; eating organic, fresh, unpackaged foods and
drinking filtered water from a glass container are simple ways to help keep your hormones and endocrine
system in balance.

Cest Possible
French is currently ranked sixth
among world languages, after Mandarin Chinese, English, Spanish,
Hindi and Arabic. But it is gaining
speakers quickly and, the study reports, will be spoken by 750 million
in 2050, up from 220 million today.
A boom in these African states
could bump the percentage of global
French speakers from 3 percent to 8
percent by 2050.
Cest possible? English enjoys an
indisputable global popularity, and
Mandarin has long been touted as the
language of the future, given the size
of Chinas population and its growing economic power, but French has
a demographic ace up its sleeve:
French-speaking populations are
growing faster than English- and
Mandarin-speaking ones.
Besides France and its bestknown former colonies, Morocco, Tunisia and Algeria, the
language of Molire and Manet
is spoken in 28 other states
which happen to be some of
worlds fastest-growing nations.
In Africa, French is the official
schooling language of countries with increasingly high
fertility rates like Mali in the
north, and Guinea, Chad and
Democratic Republic of
Congo in the sub-Saharan region.*
A demographic boom in
these African states could
bump the worlds percentage of French speakers
from 3 percent today to 8
percent by 2050.

Meanwhile, China and many English-speaking countries are likely to

experience a demographic slowdown,
which could lead to an expected decline in the number of English speakers from 8 percent to 3 percent of
the worlds population. For Mandarin, a drop from 10 percent to 8
percent is anticipated.
While this sounds like cause for
celebration for Francophiles who
might cringe at the notion of studying
Mandarin, its not time to pop open
the Dom Perignon quite yet. Some
skeptics think the predictions are
overstated.
The study labels all the citizens of
the states where French is the official
language as French speakers,
which is not strictly true. Countries
like Belgium, for example, have more
than one official language and, in
some African nations, the tongue of
the former colonial power is losing
ground. Even in Algeria, only a third
of the population can write in French.
The number of people who speak
French continues to increase, and the
projections are indeed impressive, but
they do not take into account the coexistence of languages, which is the
reality in many countries, says
Alexandre Wolff from the Observatory of the French Language.
So while French is on the rise, it
may be a while before it can challenge the hegemony of English or the
growing appeal of Mandarin Chinese. Which makes it a good time to
dust off your old French phrasebook but dont bid adieu to those
Mandarin lessons just yet."

his week offers us the opportunity to recognize the essential role City Clerks play in local government. Municipal
(City) Clerk is one of local governments most deep-rooted
titles and, although it is one of the oldest positions in local government, few people realize the vital services City Clerks perform
for their community. Primarily, they act as the cornerstone of their
City Council. They also maintain the official Council minutes,
Ordinance books, records and documents.
The City Clerks Office in Huntington Beach stores images of
our history and vital records pertaining to the City in a vault for
safekeeping, as well as online for easy public access. They are
also responsible for administering elections and are the filing office for Campaign Disclosure Statements.
The City Clerk is an impartial, informative liaison between City
government and the citizens who reside in
Huntington Beach (or any
city).

David White
Maybe its debatable why
terroir exists, but the fact that
wines when grown in the same areas consistently taste
unique is accepted by most. Anyway, if we dismissed
everything we couldnt quite explain but felt to be true, the
world would be a duller place.
Why bother? Why not just make the wine? This was a
harder one to answer. Many dont make wines of place and
some of the great wines of the world are blends of regions,
of course, and those can still be great wines. But those that
do will mention truthfulness of place, respecting the landscape, expressing that which is. Many winemakers know
their land their terroir intimately and wish to share and
honour that through their wine.
Just as significant is the sheer pleasure of it. The ability
of wine to capture and express landscape and transport the
drinker to it is a thing of wonder. Imagine: you could be in
a wine bar in Melbourne tasting the climates of Rioja, or in
London tasting the dried herbs and earth of the Australian
bush, or anywhere revelling in the chalk, flint and seashell
notes of Chablis. Its enough to make your world smaller,
larger and more pleasant all at the same time.
Hmmm, maybe, sighed Tom, who was now settled
back with his legs stretched out in front of him and his eyes
staring at the mountains on the horizon line. Im still not
sold.
Although, apparently he was. He returned to the winery
the next day as I was at another tasting and bought a case
of wine. For a friend, of course.
Of course.

Wal-Mart said inventory on a comparable store basis fell by 1.9 percent, a sharp
contrast with Macy's and other retailers that
warned of a build-up of stock in recent weeks.
In a note to clients, Cowen & Co analyst Oliver
Chen wrote that Wal-Mart's "clean inventory position" should somewhat limit promotional pressure among discounters during the holiday
season. He also said Wal-Mart's sales growth,
driven by sales and apparel, should generally
bode well for Target Corp, which reports quarterly results on Wednesday.
Wal-Mart said operating income fell 8.8 percent to $5.7 billion. Foran said the company had
added more labor hours than initially planned
during the quarter while also making investments
in customer-facing parts of the store.
Wal-Mart said consolidated revenue fell 1.3

slightly stronger-than-expected quarterly earnings on Tuesday as it booked its fifth straight gain
in U.S. same-store sales, sending its shares up
more than 4 percent.
However, the company also said it expected
sales at stores open at least a year to grow more
slowly during the current quarter, which includes
the crucial holiday shopping season, and that
business would remain competitive.
Wal-Mart's earnings have been under pressure
from costs to boost entry-level wages and spruce
up stores. Last month it warned that those costs
would lead earnings to decline by as much as 12
percent next year, prompting many investors to
dump the stock.
The company has also said that those investments, while hitting profits, are also starting to
translate into better customer service and helping
to lift sales.
"We are starting to get some good momentum,"
Greg Foran, chief executive of U.S. operations,
said on a call with reporters.
Net profit attributable to the world's largest retailer fell to $3.304 billion, or $1.03 per share, in
the third quarter ended on Oct. 31 from $3.711

heres a lot of chatter about how difficult it is to qualify for and obtain a mortgage loan these days. The media has been
fueling this belief for a while now. But is getting
a mortgage loan really as hard as they say?
Not at all. While there are many lenders out
there who overcomplicate the process, it really
shouldnt be that much
of a challenge. At its
simplest, qualifying for
a home loan is a component of three basic
criteria: income, credit,
and equity. Thats it.
The rest is just paperwork. A good lender
will keep it simple.
Credit is the most
basic part. The higher
your credit scores are,
the more programs will
be available to you. A
higher credit score will
also translate to lower rates on each of those
programs. This is perhaps the largest sliding
scale in the mortgage application process. While
there are traditional lending programs available
for those with a credit score as low as 520, an
applicant should ideally have a credit score of
680 or higher to qualify for the most competitive
programs at the lowest rates. The very best pricing options are reserved for those with a credit
score over 740.
Income is less of a sliding scale. Actually, its

How Hard
Is It To Get
a Loan?
not a sliding scale at all. Income is a black and
white, yes or no calculation. Either you can document enough income to sustain the monthly
payment or you cant. Ever since the government took over the mortgage industry in 2009,
new legislation has made this the most important qualifying
factor. If
the applicant is
able to
provide
specific
documentation that
supports
their income,
t h e
lender is
permitted to offer them a loan. If the required
documentation does not support enough income
to qualify for the loan, lenders are not permitted
to make the loan under any circumstances lest
they be flagged as a predatory lender.
Self-employed individuals tend to be the most
impacted by this. A self-employed business
owner is afforded more tax deductions than is
available to a regular W2 earner. If they take advantage of all those write-offs, theyre going to
show less income on their tax returns. This can

Arnaud Dufour

make it difficult
for them to qualify for the most competitive programs.
The last component is equity. In the case of a
purchase loan, this refers to down payment. The
more equity / down payment you have the more
loan programs will be available. On many programs, more equity also translates to a lower
rate. In this sense, equity is a bit of a sliding
scale, but to a much lesser degree than is credit.
The only primary program that doesnt require
any equity at all is available only to veterans.
There are other streamline refinance programs
that dont require equity, but only a very small
percentage of homeowners will find themselves
to be eligible. These programs, including HARP,
are primarily considered exception programs
because so few homeowners will meet the governments strict criteria. Most individuals will
find that they need a minimum of 3-5% equity /
down payment to qualify for a home loan.
Again, this is the minimum. More equity will
open up more options.
Thats it. The rest is just paperwork. New legislation is very strict on what types of documentation lenders can or cant accept so this can be
a large source of frustration for many applicants.
The tip is to understand that lenders have very
little flexibility anymore on the paperwork
theyre required to obtain in order to meet government compliance. Its only those who dispute
the documentation who will find the process difficult. Everyone else will find that its actually
quite simple.

38 Cats Found Inside Minivan

woman and reported..."A
welfare check on a minivan
parked outside a Sandy Springs
grocery store led to the discovery
of more than two dozen cats and
the arrest of a mother and
her daughter.
Sandy Springs police on
Tuesday arrested Dunwoody residents Sharyn
Ann Wingate, 70, and
Alexandria Wingate, 41, in
connection to the discovery. The pair had active
warrants for their arrest on
cruelty to animal charges,
an incident report from the
agency notes.
An officer with the agency responded to Kroger on Sandy
Springs Circle around 2:30 a.m.
April 26 in reference to a welfare
check on a possible homeless family in a blue minivan.

The officer arrived and noticed

the vehicle "was filled with a large
number of cats" and one woman,
later identified as the younger
Wingate.
"As I approached vehicle, I detected a strong odor of cat urine and

feces," the officer wrote.

The woman told the officer that
she and her mother stopped by
Kroger to purchase some water.
Her mother, Alexandra Wingate
said, went inside the store to make

the purchase while she waited in

the minivan with the cats, according to the report.
The officer asked about the
"health and safety" of the cats, and
the woman stated she and her
mother "worked with the local veterinary clinic as a part of
their placement department," the report states.
The officer asked for the
woman's date of birth and
name and ran that information through state and
national databases. That
information returned as
the younger Wingate having the active arrest warrant out of DeKalb
County.
Once Sharyn Wingate emerged
from the store, her information was
also entered into the database,
which also noted she also had an
active warrant issued by DeKalb
County for her arrest. "

This car sold in June, for the Total of $60,000.

1950 Chevrolet, with only 437 miles.
When was the last time you saw a 6 volt battery?
You'll LOVE this one. What got me was the seat covers... Remember ??? Well you youngsters won't, but
us oldsters will , betcha !!!
The oil filter is the blue can with yellow top, you
could stick a roll of toilet paper in there. The air filter
is the oil bath type, the bottom portion is filled with
oil and when you cleaned
it you replaced the oil and clean the sump and
mesh wire filter. .
This is awesome!
1950 Chevrolet Club Coupe, 437 original
miles, only 3 owners. Check out the dealer installed "oil filter", the rusty carb, and you can
even see the spark plugs if they need to be
changed.
Purchased new by Mr. And Mrs. Jessie Trueblood of Modesto , CA . Shortly after purchasing
this car, Mr. Trueblood took a day off to go fishing. While waiting for the "big one" to bite he
witnessed a woman fall out of her boat. Mr. Trueblood jumped in to help, only to fall victim of a
fatal heart attack. Mrs. Trueblood returned the car
home and placed it in the garage for the next 12
years. The odometer reading at that time (1962) was
413 miles.
Mrs. Trueblood lived next door to a used car lot
owned by Mr. William E. Wilson (now 81 years old).
Mr. Wilson spoke with her frequently and often told
her he would like to buy the car for himself to keep.
In 1962 the time had come. Mrs. Trueblood told Mr.
Wilson she needed a car for her bookkeeper who didn't really care for the old Chevy and would prefer a
Rambler. No problem - Mr. Wilson went down to the
local Rambler dealer and bought a brand new
one for $1,650.00 ($100.00 over cost) and made
the swap.
He then took the Chevy home and parked it
with 433 actual miles. And there it sat for the
next 45 years, occasionally being started and
moved in and out of the garage. In 2007
Mr. Wilson decided to sell the car and started
spreading the word around Modesto that the old
Chevy, with 433 miles on it, was for sale. Many
had heard about the car, but hardly anyone had
ever laid eyes on it. In fact, according to Mr. Wilson, he only showed the car to about 5 people in
45 years. Word spread quickly about the car and
soon a buyer arrived ready and willing to pay the
$60,000 asking price. When Mr. Wilson told the
story of this car he complained heavily of the "capital gains" tax he was required to pay and wished he
had never sold it. As of this writing, Mr. Wilson is
still alive and well in Modesto and can verify the
miles and originality of this car. Simply put, this is
a true 100% factory original survivor (that includes
the air in the tires). This old Chevy now has 437
original miles and is most likely the world's lowest
mileage 1950 Chevy.
