CONSTITUTION AND BYLAWS OF COMPUTER CLUB


(Academic Club) A.Y. 2015-2016
ARTICLE I: PREAMBLE
We will use our special knowledge and skills for the benefit of the public. We will
serve benefactors and clients with integrity, subject to an overriding responsibility to the
public interest, and we will strive to enhance the competence and prestige of the
organization. By these, we mean:

We will promote public knowledge, understanding, and appreciation of computer


technology;
We will consider the general welfare and public good in the performance of our
goal;
We will advertise goods or institutional services in a clear and truthful manner;
We will comply and strictly abide by the intellectual property laws, patent laws and
other related laws in respect of computer technology;
We will make truthful statements on our areas of competence as well as the
capabilities and qualities of our services;
We will not disclose or use any confidential information obtained in the track of
institutional duties without the consent of the parties concerned, except when
required by law;
We will try to attain the highest quality in services we offer;
We will not knowingly participate in the development of computer technology
systems that will promote the commission of fraud and other unlawful acts; and
We will uphold and improve the computer technology institutional standards
through continuing institutional development in order to enhance the computer
club and/or organization.

ARTICLE II: NAME and PURPOSE

Section A: Name The name of this club shall be Computer Club.


Section B: Membership The requirements shall be set by the patron together with
the president and his vice. The patron shall have powers to punish any member of the
club who behaves in a manner that degrades the club. Any member who behaves in a
manner that is unbecoming shall be subjected to punishment under the existing school
rules. Membership is open to any currently enrolled SICAT College Computer
Department student. Only currently enrolled students are allowed to run for club offices.
Current members may bring up new business during the open floor session of regularly
scheduled meetings.

Section C: Purpose The purpose of this club shall be:


1. Increase computer skills among the members;
2. Enable the members acquire teamwork skills;
3. Promote creativity among the club members;

4. Enable members acquire skills in research and presentation of ideas;


5. It could also be a leisure time activity;
6. Increase awareness in the latest developments in the area of technology including
career options in a diverse economy;
7. Provide a positive forum in which learners can be creative, innovative, and
marketable in their prospective area of interests;
8. Provide a "user friendly" place for students, faculty members, staff, and visitors to
learn and use the latest computer technology;
9. Seek creativity in technology and to improve and expand upon the efforts towards
this goal already being accomplished by members of the Computer Club
community; and
10.
Comply with and participate in the enforcement of school regulations.

ARTICLE III: MEMBERSHIP and DUES

Section A: Eligibility - Membership in the Computer Club shall be opened to all


currently enrolled students at South Ilocandia College of Arts and Technology as well as
any interested faculty member, staff or administrator without regard of race, color,
gender preference or sexual orientation, physical or mental disability, veteran status,
national origin, or religion. Members may not be on academic suspension or nonacademic probation.
Section B: Dues Membership dues shall be 20.00 per academic year. Dues shall
not be prorated or even refundable.
a. The Club Treasurer will collect annual membership dues.
b. Dues may be changed by a majority of the club.
c. Dues paid are non-refundable.
d. The dues will go toward expenses not covered by the funds raised by the club
(e.g., food and beverages at meetings).
e. Dues will be deposited into the club's treasurer or the faculty advisor.
ARTICLE IV: OFFICERS
Section A: Officers The officers shall be a President, Vice-President, Secretary,
Treasurer, Auditor, Business Manager, Public Relation Officer and Representative(s).
Section B: Eligibility Officers shall be in good standing and highly disciplined.
Officers and Members shall be currently enrolled in South Ilocandia College of Arts and
Technology Computer Department with no derogatory record at Guidance Office.

Section C: Election The officers shall be elected by ballot or by nomination at the


last meeting of June by a majority of the vote cast for that office. Nominations will be
taken during the first meeting of the First Quarter of the Academic Year. The second
meeting of the academic year shall be for the purpose of holding elections. Nominees
will be given a maximum of five (5) minutes to present a speech to the general
membership explaining their reasons behind running for office, qualifications, goals,
and all other applicable information. After all speeches are completed, a written ballot
will be taken to vote. The nominees receiving the greatest number of votes will win
the office. In the case of a tie, another vote will be taken, taking only those candidates
involved in the tie into consideration. The offices will be voted on and decided in the

following order: the President, the Vice-President, Secretary, Treasurer, Auditor,


Business Manager, Public Relation Officer and Representative(s).

Section D: Term The officers shall serve for one year and their term of office shall
begin July 06, 2015. The new officers shall assume their roles immediately after
being elected.
Section E: Vacancy If a vacancy occurs in the office of President, the Vice-President
shall assume the office for the remainder of the term and vacancies in any other office
shall be filled by a special election.

ARTICLE V: DUTIES OF OFFICERS

Section A: President it shall be the duty of the President to:


Preside over all meetings;

Vote only in case of a tie;


Serve as an ex-officio member of all committees except the nominating
committee;
Perform such other duties as ordinarily pertain to this office;
Be elected into office by a majority vote of a quorum of members present at the
annual election meeting;
Serve as facilitator for the planning of activities and events, in accordance with
the Purpose of the Computer Club, as enumerated in Article I;
Act as the official representative of the Computer Club; and
Be replaced by the Vice-President if two-thirds of all voting members of the
Computer Club call for the President's impeachment, or if the President becomes
unable to perform the duties associated with that office.

Section B: Vice-President It shall be the duty of the Vice-President to:


In absence of the President, serve as acting President;
Serve as chairperson of the Program Committee;

Undertake any duties the President is not able to fulfill in the President's role as
facilitator or representative;

Maintain all official records of the Computer Club;

Keep the members informed about all events and meetings sponsored by the
Computer Club;

Advertise publicly those events sponsored by the Computer Club, which are open
to the community;

Confirm the Treasurer's accounts at least once per year;

Be elected into office by a majority vote of a quorum of members present at the


annual election meeting; and

Be replaced by a Presidential appointee if two-thirds of all voting members of the


Computer Club call for the Vice President's impeachment or if the Vice President
becomes unable to perform the duties associated with that office.

Section C: Secretary It shall be the duty of the Secretary to:


Record the minutes of all meetings;
Keep a file of the clubs records;
Maintain a current roster of membership;
Issue notices of meetings and conduct the general correspondence of the club;
Keep a regular register of attendance;
Write all reports and maintain all records of the club; and

Be replaced by a Presidential appointee if two-thirds of all voting members of the


Computer Club call for the Secretary impeachment or if the Secretary becomes
unable to perform the duties associated with the office.

Section D: Treasurer It shall be the duty of the Treasurer to:


Be responsible for the stewardship of all moneys and debts associated with the
Computer Club, and inform the members about the financial status of the
Computer Club when called to do so;

Maintain complete and accurate records of all monetary flows, realizing that any
officer or member may examine these records on demand;

Receive all funds and process Request for Payment, Deposit Slip, and Officer
Signature Forms;
Keep an itemized account of all receipts and expenditures and make reports as
directed;
Shall maintain complete records and accountancy for all items of income and
expenditure of the club; and
Anyone in charge of releasing money will only do so if the treasurer avails the
Chairmans signature or his vice and that of the Patron in form of a document.

Section E: Public Relation Officer It shall be the duty of the Public Relation officer
to:
Mass emailing to members; and
Submitting articles to publications.
Section F: Representative(s) It shall be the duty of the Representative(s) to:
Shall assist where necessary in the smooth running of the club affairs;
Present all views of the members in their various classes in the meetings; and
Do all duties assigned to them.

ARTICLE VI: MEETINGS

Section A: Meetings Regular meetings shall be held monthly during the regular
school year.

Section B: Special Meeting Special meetings may be called by the President with the
approval of the Executive Committee.

Section C: Quorum A quorum shall consist of two-thirds of the active members of


the Computer Club.
Two third (2/3) of the members of the student chapter constitutes a quorum or
meeting. No elections, votes, or official business may take place without quorum.

Section D: Parliamentary Authority Rules contained in Roberts Rules of Order


Revised shall govern the Student Chapter in all cases to which they are applicable and
in which they are not inconsistent with the By-Laws of the Student Chapter.

ARTICLE VII: EXECUTIVE COMMITTEE

Section A: Responsibility Management of this club shall be vested in an Executive


Committee responsible to the entire membership to uphold these bylaws.

Section B: Membership This committee shall consist of the officers as listed in


Article III and the faculty advisor. An active member in good standing of the Computer
Club shall be a SICAT College Computer Department student, maintain academic
performance as defined in the By-Laws and pay dues as defined in the By-Laws.

Section C: Meetings This committee shall meet at least once between regular
meetings of the club to organize and plan future activities. The active members shall
decide the time and format of meetings.
Non members may attend Club meetings and workshops upon invitation by a
member, or the Club advisor.

ARTICLE VIII: ADVISOR

Section A: Selection There shall be a faculty/staff advisor who shall be assigned by


the Program Head and School Head.

Section B: Duties The responsibilities of the faculty advisor shall be to:


Maintain an awareness of the activities and programs sponsored by the
Computer Club;
Meet on a regular basis with the leader of the Computer Club to discuss
upcoming meetings, long range plans, goals, and problems of the club;
Attend regular meetings, executive board meetings as often as schedule allows;
Assist in the orientation of new officers;
Explain and clarify school policy and procedures that apply to the club
Maintain contact with the Student Body Organization Office;
Provide direction in the area of parliamentary procedure, meeting facilitation,
group-building, goal setting, and program planning;
Assist the club treasurer in monitoring expenditures, fundraising activities, and
corporate sponsorship to maintain an accurate and up-to-date account ledger;
and
Inform club members of those factors that constitute unacceptable behavior on
the part of the club members, and the possible consequence of said behaviors.

ARTICLE IX: COMMITTEES

Section A: Program Committee A program committee composed of the VicePresident as chairperson and five other members shall be appointed by the President
whose duty shall be to plan the overall program of the club.
a. The executive committee will be composed of all club officers and faculty sponsors.
b. The executive committee will meet as required to make club decisions that do not
need a majority vote of all club members.
c. Meetings will be called as necessary.
d. This committee may recommend the creation of other committees. The additional
committees will be created by vote of the club.

Section B: Special Committees The President shall have the authority to appoint
any special committees, with the approval of the Executive Committee, from time to
time as need demands.
a. There may be a group of faculty sponsors.
b. At least one sponsor shall be a full-time instructor at SICAT College Computer
Department. Part-time instructors are permitted to be club sponsors.
c. Faculty sponsors are required to pay annual membership dues.
d. Sponsors may vote in meetings and participate in all club activities.
e. A sponsor must be present at all club meetings.

f. A sponsor will be responsible for supervising elections and maintaining order within
the club.
g. A sponsor will work closely with the club officers in business matters of the club,
including maintenance of the club website or newsletter.

ARTICLE X: AMENDMENTS
Section A: Selection These bylaws may be amended by a two-thirds (2/3) majority
vote of the year membership. Amendments will become official when approved by the
Student Senate.
Section B: Notice All members shall receive advance notice of the proposed
amendment at least five days before the meeting.

ARTICLE XI: CODE OF ETHICS


Section A: Code of Conduct All members will be responsible for their actions and
respect the genius of others work and property. Software piracy is not allowed.
Members shall abide by the student code of conduct published by South Ilocandia
College of Arts and Technology. The club shall operate under current school policy.

ARTICLE XII: Changes to By-Laws


Section A: By-Laws Articles in this set of by-laws may be deleted or modified as
deemed necessary by a majority of the club. Changes to the by-laws will be done as
amendments. A majority vote is required to make any changes to the club's by-laws.
