RECORDING EQUIPMENT

DEFINITION:
Equipment intended for installation in road vehicles to
show and record automatically or semi-automatically
details of the movement of those vehicles and of
certain working periods of their drivers.

COMPONENTS:
Vehicle unit (VU)

Cables

Motion sensor

The cable connects the Vehicle Unit with the motion


sensor. It is the only element that does not need to be
type approved.
The motion sensor provides the signal to measure the
speed of the vehicle and the distance covered.

This function shall report any changes of activity to the
recording functions within one minute.
Given any minute, if driving is detected within that minute, the
whole minute shall be considered as driving time.

Given any minute not regarded as driving time in accordance to the
above, the whole minute shall be considered within the activity
that had been continuously and for the longest time carried out
within that minute.

RECORDING AND STORAGE OF DATA IN THE MEMORY

Data regarding the activities of the driver


shall be stored in the memory of the
recording equipment for at least the last
365 days.
For the purposes of this paragraph, 365
days mean 365 civil days of average
activity of a driver in the vehicle.
Stored data will not be affected by power
interruptions less than 12 months.

The recording equipment shall be supplied deactivated to the installer or vehicle manufacturer,
with all the calibration parameters configured as default values. If there is no suitable default
value, the literal parameters will be displayed as ? and the numerical as 0.
Before activating the recording equipment this shall give access to the calibration function, even if
it is not in the calibration mode.
During installation, the manufacturer shall pre-configure all known parameters. The vehicle
manufacturer or installer shall activate the recording equipment before leaving the installation
premises. It is automatically activated when inserting a test centre card for the first time.
The specific coupling operations between the motion sensor and the VU, if any, shall be carried
out automatically before or during activation.
Once the recording equipment has been activated, all the functions and right of access to the data
will be ready to be used. The recording and storage functions should also be fully operational.
The installation is followed by a calibration. The first calibration shall include the registration
number and, it shall be carried out within a maximum period of 2 weeks after the installation or
assignment of the registration number, should this be the latter.

FIRST TIME THE CARD OF THE TESTING

FIRST CALIBRATION
The first calibration shall include the
introduction of the registration number
(VRN).
it shall be carried out within a
maximum period of 2 weeks after the
installation or assignment of the
registration number, should this be the
latter.

FIRST CALIBRATION
After installing and verifying the recording equipment, a
clearly visible and accessible plate shall be placed on the
equipment or next to it.
After every new intervention by the installer or authorized
test centre, the plate shall be replaced by a new one.

INSTALLATION PLATE:

The plate shall include at least the following
data:
Full name and address or commercial name
of the installer or the authorized test centre
Password
Characteristic coefficient of the vehicle, as
W = imp/km.
Constant of the recording equipment, as
K = imp/km.
Effective circumference of wheel tyres
(external wheels), as L = .mm.
Size of the tires.
Date when the characteristic coefficient of
the vehicle was determined and the effective
circumference of the wheel tyres was
measured
Vehicle Identification Number (VIN)

COMPULSORY CHECKS

Failure of the recording equipment.

The characteristic coefficient of the vehicle or


of the effective circumference of the wheel
tyres are carried. Modifications of W or L
parameters.

The UTC (universal coordinated time) of the


equipment is delayed or forward over 20
minutes.

The registration number is changed

At least within 2 years from the last control


check.

All those checks will imply a new calibration.

COMPULSORY CHECKS

Failure of the recording equipment:

In case of failure or malfunctioning of the


equipment, the owner shall have it repaired by an
installer or authorized dealer as soon as feasible.
If return to head office is only possible after a period
longer than a week from the date of breakdown or
detection of faulty operation, the repair shall be
carried out on the way.
During the breakdown or malfunctioning period of
the recording equipment, the drivers should indicate
the data related to the time blocks, if the recording
equipment cannot correctly record or print, on a
record sheet or ad hoc paper attached to either the
tachograph or to the drivers card, including all the
identification data (name, surname, drivers license
number and name and number of the drivers card)
and his/her signature.

The following elements shall be sealed:
Any connections that, if disconnected, will
cause modifications or irretrievable loss of
data
The installation plate, unless it is attached
in such a way that cannot be removed
without deleting the markings.

The above mentioned seals may be
removed in the following cases:
In case of emergency
To install, adjust or repair a speed limit device or any
other road safety device, provided the recording
equipment is still in perfect working conditions and it is
resealed by an installer or authorized dealer immediately
after installing the speed limitation device or within 7
days in other cases.

DRIVER CARD:
A tachograph card assigned by the
authorities of an State to individual drivers
This smart card identifies the driver,
communicates with the tachograph and
allows the storage of data related to
his/her activity for the last 28 days.

TACHOGRAPH CARD
COMPANY CARD:
A tachograph card assigned by the authorities of an
state to the owner of vehicles fitted with recording
equipment.
This card identifies the company and allows the display,
transfer and print out of the information stored in all the
recording equipment installed by this company.
An smart card communicates with the recording
equipment and allows to activate or deactivate the
blocking of the Vehicle Unit.

TACHOGRAPH CARD
Control Card
A tachograph card assigned by the authorities of
an State to the competent recording authorities
of each country.
This card identifies the control body and the
official responsible for the recording at roadside
checks.
It allows access to the information stored in the
memory of the VU and to the drivers card for
reading, printing or transfer purposes.

THE FUNCTION FOR DATA TRANFERENCE IS NOT AVAILABLE
IN THIS OPERATION MODE.

CONTROL OR RECORDER MODE

THE INSERTION OF THE CONTROL CARD IS NECESSARY TO


ALLOW THE VU TO CHANGE INTO CONTROL MODE.
THIS MODE ALLOWS THE ACCESS TO INFORMATION THAT
CAN NOT BE ACCESS IN OTHER MODES. ALL INTERACTIONS
ON THE VU ARE RECORDED IN ITS OWN MEMORY AND IN THE
CARD MEMORY TOO.
THE FUNCTION OF SUPERVISION OF THE CONTROL
ACTIVITIES ONLY WORKS IN THIS MODE.

CALIBRATION MODE

IT IS COMPULSORY TO INSERT A TESTING CENTRE


CARD TO ALLOW THE VU CHANGE INTO CALIBRATION

CALIBRATION CAN BE MADE UNDER THIS MODE HAVING
ACCESS TO POSSIBLE CHANGES IN PARAMETRES.

SPECIFIC ACCESS TO CHANGES IN THE UTC TIME WITH
NO LIMITATION.

IT IS NECESSARY TO INSERT A COMPANY CARD TO MAKE

Drivers shall use driver cards every time they have to drive, from
the moment they are in charge of the vehicle. The drivers card
shall not be removed before the end of the daily work period,
unless the removal was duly authorized.

COUNTRIES

The driver shall introduce in the recording equipment


the symbol of the country where he/she starts his/her
roster and of the country where he/she finishes his/her
daily roster in compliance with Annex IB.

OBLIGATIONS OF THE DRIVERS

The driver must activate the switching devices


that allow the separate and differentiated
recording of the time periods of each activity.

TAKING NOTE OF THE ACTIVITIES IN CASE OF


BEING AWAY FROM THE VEHICLE

When, as a result of being away


from the vehicle, the driver cannot
use the equipment fitted in the
vehicle:
a) If the vehicle is fitted with
recording equipment in
compliance with Annex I, the time
periods shall be recorded in
writing, clearly readable and with
no marks, automatically or by
other means
b) If the vehicle is fitted with
recording equipment in
compliance with Annex I, the time
periods shall be recorded in the
drivers card using the manual
entering device fitted in the
recording equipment.

In case of wear or malfunctioning of the drivers card or in


the event the driver did not have the card, the driver shall:

The driver shall submit to the agents in a roadside check all the
necessary documentation to justify the activities carried out on that
very date and in the last 28 days.

Transfer:
Copy of part or all of the data stored in the memory of the vehicle
unit or in the tachograph card, together with the digital signature.
The transfer should not modify or delete any of the data stored.
The maximum term to transfer the relevant data shall not be later
than:
a) 90 days for the data in the unit installed in the vehicle
b) 28 days for the data in the drivers card
The relevant data shall be transferred in such way as to avoid loss.
