development and enhancement of billing systems for the Business Process Outsourcing (BPO) division for

Results: 5 million claims per year for 550 Hospital clients with claim acceptance above 95%. Over the

Mergers and Acquisitions – Performed Information Technology due diligence functions for M&A team
for the growth phase of a major $1B healthcare company prior to IPO. Led planning for post-acquisition
system integration and corporate financial reporting activities, facilitating CIO committee to establish
standards for business reporting. Provided application transition consulting services to a large
Pharmaceutical client due to an acquisition of a complementary company. Led successful

version 5.3 to 5.5.2 and later to 5.5.4.

Director of Corporate Services, Information Services Department – Led a team of ten and a matrixed team
of twenty-five IT resources to deliver customer-driven enterprise-wide Project Management, Business
Analysis, Programming, Systems Integration, Consulting, and Production Support services to BHCS
Corporate departments – Finance, Treasury, Materiel Services, Human Resources, Training and
Organizational Development, Foundation, Baylor Research Institute, Medical Staff Services, Continuing
Education, and Risk Management.
• Improved system standardization, integration and support, service levels and customer
satisfaction (from 3.0 to 4.5 on a 5.0 scale), staff development and retention. Projects delivered
on-time and under budget. Improved operational metrics.
• Increased electronic supply chain transactions from $2M/mo to $6M/mo through
Marketplace@Novation Group Purchasing Organization.
• Implemented new Treasury Workstation, improving cash management and increasing investment
income. Met Treasury system ROI in less than one year. Integrated into Lawson GL.
• Through a development partner and ASP, redesigned and implemented new version of Baylor
Learning Network. Go-live had potential impact for 16,000 users, but this “no-noise” go-live had
no increase in Help Desk call volume due to strong project management, intuitive design of new
user interface, QA, and training. Renegotiated partnership/development contract with Learning
Management System vendor for significant discount over typical client.
• Implemented Lawson Activities for improvements in research Project Accounting (replacing
manual spreadsheet processes) at Baylor Research Institute. Project included implementation of
Crystal Reports for Management reports/Ad Hoc Reporting, and Crystal Enterprise for reports
distribution.
• Selected Portfolio Management system, PlanView, planned, and completed the installation and
initial training. System turned over to new Project Management Office for pilot and roll-out.
• Worked with BHCS Corporate and Baylor University Medical Center business units to identify IT
needs, develop project plans and cost estimates, and assist in presentations to BHCS Capital
Committee for funding approval.

PEROT SYSTEMS (12/96-7/2000) – Dallas, TX


• Senior Technical Manager, Senior Consultant, Solutions Manager - Led four AMISYS Technical
Services teams for consulting and timeshare clients. Worked with global data center team and U.S.
based application teams to deliver programming, consulting, and production support and help desk

services to our payer customers using Perot Systems’ Project Management (PMI) methodology.
Resource Management for over sixty (60) technical and business consultants to meet productivity and
profitability metrics. Responsible for Help Desk, Operations, System Administration, and Production
Support services for TimeShare clients. Also responsible for delivery of Information Technology services
to home care, long term care and rehabilitation clients, for management of resources and projects, for
cost center management, and for sales support.
• Led development of new value-added web-based and batch E-Commerce solutions (E-Sync™, E-
Trans™) and reporting solutions (ReportDB and EIS) for AMISYS Managed Care clients, offering a
range of self-service transactions for members while increasing batch EDI transactions and
reducing EDI hardware and software costs by $25K per month. These new solutions addressed
significant functionality gaps that our timeshare clients were requesting.
• Developed an EDI strategy and implemented EDI claims from the largest home care provider in
the U.S. to their largest payer - 20K claims per month with 95% acceptance. Project was stalled for two
years under three previous project managers. Successful delivery within 3 months of assignment.
• Led a behavioral health claims carve-out project for a large Managed Care client in the northeast
US. Outsourced system handled 80-100K claims per month.
• Won $700K “at risk” merge project competing with AMISYS – project delivered on-time and under
budget by accomplishing a conversion the vendor had not yet attempted, winning team bonus for early
delivery and exceeding customer expectations.
• Provided application transition consulting services to a large Pharmaceutical client due to an
acquisition of a complementary company.
• Received 100% customer satisfaction score for five projects at three clients in 1999.

SIGNATURE HOME CARE GROUP, INC. (acquired by IHS) (5/95 - 12/96) – Irving,
TX
Director of Information Services – Reporting to CFO, led Information Technology department of $65M
provider of Home Care, Infusion, and Durable Medical Equipment (DME)

• Implemented Wide Area Network to place all branches on-line to intake and revenue cycle system
(MestaMed), reducing paper and fax-based business processes to lower operating costs.
• Made numerous operational improvements in I.S. department to improve service levels to internal
customers.
• Improved vendor relationships while holding them accountable for delivery of the service levels
and response times outlined in license agreements and service contracts.

COASTAL HEALTHCARE GROUP, INC. (1/91-5/95) – Durham, NC


VP of Billing and Collections Systems – Divisional CIO responsible for delivery of all IT services to
Medbill/Healthcare Business Resources division, Integrated Provider Network division and Doctor’s Health
Plan. Responsible for new development and maintenance of a hospital-based physician and ER billing
system for a business process outsourcing (BPO) company. With a vendor connection to NEIC, billed five
million claims a year for 550 hospital clients in 30 states.

• Performed Information Technology component of Mergers and Acquisitions team for numerous
acquisitions and led post-acquisition integration planning.
• Started service bureau for corporate IPA Practice Management implementations (Info/Cure).
Directed teams that handled conversions, implementations, and support services for 22 acquired practice
locations in 24 months. All successful, on-time, and within budget.
• Led System Selection project for Electronic Medical Record, Medicalogic, system to be
implemented in clinics (in mid-1990’s)
• Working with an OB/GYN practice, developed interface to hand-held device for transfer of clinical
patient data (included demographics and visit history information (such as diagnosis, clinical notes) –
1994.
• Facilitated CIO committee to establish standards for electronic transfer of data within the
organization to a data repository for corporate reporting.
• Designed and implemented enhancements for Managed Care contract P/L reporting for our
corporate Fee-for-Service practice management system.

clearinghouse with interfaces to numerous payers for high volume electronic claims processing.
Developed direct interface to NEIC under their vendor program (yearly fee vs. per claim).
• Served on planning committee for Quest for Excellence, a customer-driven continuous quality
improvement process, which was rolled-out to several subsidiaries.

COMPUTER SYSTEMS COMPANY (7/89-12/90) – Tupelo, MS


Branch Manager – Reporting to President/CEO, managed contract programming resources and customer
relationships for Northeast Mississippi branch of a Memphis-based contract programming company and
IBM Business Partner.

• For a large manufacturing client, designed, programmed, and implemented an AS/400 MRP
system (Inventory/Order Entry/Scheduling/Bill of Materials). Designed it to be integrated with IBM
Production Monitoring and Control system and corporate mainframe.
• Maintained all consultants at 80% billable or above for eighteen months. Met sales expectations
for my branch.

CONWAY MEDICAL CENTER (1/89-6/89) – Conway, SC


Director of Information Systems – Reporting to CEO, responsible for all Information Technology systems
and projects.
• Implemented several new modules of HPMS on an IBM System/38 for better business
processes and reporting.
• Brought Long Term Care unit on-line to payroll time clock system.
• Made numerous operational improvements in I.S. department to improve service levels to internal
customers. Established and implemented PC hardware and software standards.

NEWLIFE SOFTWARE (4/88-12/88) – Greenville, SC


Principal, Software Designer/Developer – Business partnership/ opportunity to develop and sell
specialized software through Tandy – completed software development projects on time as planned and
sold business to partner
• Developed and sold a memory resident printer utility to Arrowhead Productions for commercial
marketing and production – sold as “PrintChief” in Tandy Software catalog.
• Developed GIFTBASE, a database for non-profit organizations. Reviewed favorably in December,
1989 PC Computing - “Database in a Can”.
• Designed, developed, and released other programs as “Shareware” that were published widely
throughout the USA, Canada, and Europe.

NORTHWEST MS REGIONAL MEDICAL CENTER (6/79-4/88) – Clarksdale, MS


Data Processing Director (1/83-4/88) - Reporting to CFO, responsible for all Information Technology
systems and projects. During 1983, also responsible for Business Office.

• Built Data Center and Data Processing Department from ground up


• Led successful three-month conversion (normally 14 months) from Shared Medical Systems
system to IBM System/38 Dynamic Control (IBAX) HPMS system with full suite of financial and clinical
applications for 20% reduction in MIS costs. Built programming staff and reduced vendor support to
minimum level.
• Received 1983 Executive Director's Achievement Award for leading above conversion.
• Designed and implemented electronic submission of claims system for Medicare, Medicaid, and
Blue Cross. Processed billing for 65% of our business electronically with above 95% acceptance rate.
• System featured in Viewpoint (May/June, 1985) magazine article – “No Place for Guesswork” and in
Southern Hospitals (Sept/Oct, 1985) – “Computer System Enhances Patient Care and Administration”
• Spoke at IBM Health Executive Conference and Electronic Computing Health Oriented (ECHO)
Conference on the transformation of our business with order communications application (e.g. $800K
reduction in lost charges first year).
• Working with an Internal Medicine practice, developed the ability to select inpatient data for
download to a desktop PC for use in a critical care calculation index application - 1985.
• Implemented point-to-point connectivity between Primary Care Physician Offices and Hospital for

Patient Accounts, Insurance, Cashiers, Outpatient Registration for this 194 bed regional hospital.

• Reorganized and reengineered Business Office functions and processes for better results in A/R
management and improvements in patient satisfaction.
• Improved collections and reduced accounts receivable. Reduced staffing expenses and stayed
under budget each year.
• Purchased IBM System/34 and set up in-house collection agency to improve recovery of bad debts.
• Served on HFMA UB-82 committee for State of Mississippi to implement standard claim format for
hospital use.
• Spoke at MS Chapter meeting of HFMA on Accounts Receivable Management.
