POWER ADVISORY

REVISED ROTATIONAL BROWN-OUT RELEASED

(SIX HOURS, TWICE DAILY)

There is still no letting with rotational brown-out as revised schedule is released, set
at six-hour basis starting May 17, 2010.

General Santos City Chamber of Commerce, Inc. (GSCCI) raised their concern with
the current set-up of three-hour rotational brown-out, citing difficulty in maintaining
their equipment and manpower. On May 8, 2010, during a dialogue with SOCOTECO
II officials, they presented the proposal to set rotational brown-out at six hours,
twice per day.

To compensate this longer brown-out in one setting for residential customers,

GSCCI stated that they will get power from SOCOTECO II for twelve (12) hours, daily,
only. Any residual supply for the day will automatically be prioritized to residential
customers. All customer types have equal hours of “on” and “off” in the schedule.
(Actual implementation varies depending upon NGCP’s load drop
advisories.)

Currently, the National Power Corporation and National Grid Corporation of the
Philippines, power generation and transmission companies, has yet to give the
actual power situation in Mindanao considering that heavy rains were already
experienced towards the end of April to present. SOCOTECO II franchise area is still
experiencing nine to twelve hours power curtailment from NPC and NGCP.
