ABSTRACT
The LTE standard targets higher peak data rates, higher spectral efficiency, lower latency, flexible
channel bandwidths, and system cost compared to its predecessor. LTE is considered to be the

fourth generation (4G) in mobile communications. It is referred to as mobile multimedia,

anywhere anytime, with global mobility support, integrated wireless solution, and customized
personal service. LTE will be internet protocol (IP) based, providing higher throughput, broader
bandwidth, and better handoff while ensuring seamless services across covered areas with
multimedia support. Dimensioning, which is a process of finding possible configurations and the
amount of network equipment needed for an operators coverage, capacity, quality of service, area
type, and radio propagation requirements. Specifically dimensioning activities involve radio link
budget and coverage analysis, capacity calculation, and an estimation on the amount of sites, base
station hardware, radio network controllers, equipments at different interfaces, and core network
elements, including circuit switched domain and packet switched (IPbased) domain core network.
This work will propose best dimensioning algorithms applied, not only optimizes the radio
network but also helps improve the QoS of the LTE network and minimize the mobile operators
investment in their networks.

1. INTRODUCTION
1.1.

BACKGROUND

The aim of the cell planning engineer is to establish the proper radio network in terms of service
coverage, QoS, capacity, cost, frequency use, equipment deployment, and performance. In order

to plan a cellular radio network, the designer has to identify specifications, study the area under
consideration and create a database, analyze the population in the service area, create models (i.e.,
cell types, IDs, locations, etc.), and perform simulations and analysis using proper propagation
scenarios and tools. Afterward, simulation and coverage results are analyzed, followed by cell
deployment and drive testing. The results of field measurements are compared against the
simulation model results, and the model is tuned for performance optimization.

1.2.

LTE NETWORK ARCHITECTURE

The LTE network architecture is illustrated in Figure 1. The data are exchanged between the UE
and the base station (eNB) through the air interface. The eNB is part of the E-UTRAN where all
the functions and network services are conducted. Whether it is voice packets or data packets, the
eNB will process the data and route it accordingly. The main components of such a network are

User Equipment (UE): This is the user device that is connected to the LTE network via
the RF channel through the BS that is part of the eNB subsystem.

b.

Evolved NodeB (eNB): The eNB functionalities include radio resource management
(RRM) for both uplink (UL) and downlink (DL), IP header compression and encryption of
user data, routing of user data, selection of MME, paging, measurements, scheduling, and
broadcasting.

c.

Mobility Management Entity (MME): This portion of the network is responsible for
non access stratum (NAS) signaling and security, tracking UE, handover selection with
other MMEs, authentication, bearer management, core network (CN) node signaling, and
packet data network (PDN) service and selection. The MME is connected to the S-GW via
an S11 interface.

d.

Serving Gateway (S-GW): This gateway handles eNB handovers, packet data routing,
quality of service (QoS), user UL/DL billing, lawful interception, and transport level
packet marking. The S-GW is connected to the PDN gateway via an S5 interface.

e.

PDN Gateway (P-GW): This gateway is connected to the outside global network
(Internet). This stage is responsible for IP address allocation, per-user packet filtering, and
service level charging, gating, and rate enforcement.

f.

Evolved Packet Core (EPC): It includes the MME, the S-GW as well as the P-GW.

OBJECTIVES

The general objective is analysis of dimensioning of LTE access network, its models.

Specific objective
The main objectives are listed below:

Definition of the basic models for Access Network Dimensioning

Coverage Estimation
Network Element Count Estimation
Capacity Evaluation

1.4.

STATEMENT OF PROBLEM

How to correctly plan and dimension the LTE Networks with all-IP structure to avoid configuring
unnecessary network resources and maintaining high Quality of Service (QoS) to subscribers is
the problem that should be solved to optimize the LTE network Performance. Meanwhile, the
dimensioning algorithms for LTE network should be significantly differentiated from the
traditional Circuit Switched (CS) and Time Division Multiplexing (TDM) networks such as 2G
GSM and CDMA networks.
1.5.

SIGNIFICANCE

The significance of Dimensioning is to optimize the radio network and also helps improve the
QoS of the LTE network and minimize the mobile operators investment in their networks.
1.6.

SCOPE

The scope of the study will be analysis of the dimensioning the cellular LTE network in
ethiotelecom

2. LITERATURE REVIEWS
There are works that are published on Dimensioning of LTE networks like Dimensioning of LTE
Network (Description of Models and Tool, Coverage and Capacity Estimation of 3GPP Long
Term Evolution radio interface) by Abdul Basit, Syed (2009) only on access network
dimensioning of LTE network
Neruda, M. and Bestak, R. (2008) summarizes the evolution path from GSM, UMTS to IMS from
the aspect of network entities so that service providers will be able to progressively migrate from
GSM to UMTS and IMS. Shalak, R. et al (2004) make a qualitative study of the performance of
UMTS core network, in which equipment of multiple vendors of UMTS CN is compared.
Harmatos, J. (2002) proposes a model to plan UMTS core network based on the requirements for
the radio access network.

3. METHODOLOGY
3.1. Theoretical Studies
A literature survey will be conducted on the area of the thesis along with the thesis work.
Available books, journals, case studies, previous research will be evaluated in order to have a
clear understanding of the subject matter.

3.2.

Data collection

All the datas needed for this thesis will be collected from a different sources like Ethiotelecom.
Fundamental data will be collected directly by measuring it from the field. By using this data a
test will be performed both on software simulation and on different equipment of the system by
direct manipulation.

3.3.

Method of Analysis

Basically softwares are used to analyze the data collected from different sources. And a
procedure adopted by a carrier is used to do the analysis. A field measurement will be compared
with the data used for the previous installation of the system.
