LOCAL SERVICE PROVIDER FOR THE DRAFTING OF THE REVISED

COMPREHENSIVE LAND USE PLAN OF INFANTA, QUEZON; I.E., SECTORAL

STUDIES, EXECUTIVE SUMMARY, AND ZONING ORDINANCE.

TERMS OF REFERENCE
The following are the details of engagement of the Local Service Provider (LSP) with
the Local Government Unit (LGU) of Infanta, Quezon, through the Office of the Municipal
Planning and Development Coordinator and Zoning Administrator:
1. SCOPE OF WORK
a. Assists the LGU in the validation, writing, approval, and legitimization of the revision of
the Infanta, Quezons Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO);
b. Undertakes related activities that include the attendance to the forthcoming CLUP and
ZO revision and provides technical assistance in writeshops-workshops/mappings;
c. Consolidates all the outputs from planning modules (Modules 1 to 4) where the outputs
are integrated, reconciled, and adjusted to come out with the desired municipal land use
plan; and
d. Completes the draft of the Revised CLUP; i.e., Sectoral Studies, Executive Summary,
and ZO; and subjects the plans to the mandatory conduct of public hearing, review,
adoption, and approval processes.
2. EXPECTED OUTPUTS
a. Process Documentation of the writeshopsworkshops/mappings series;
b. Photos and Documents; and
c. Final Draft of the Revised CLUP in both softcopy and hardcopy.
3. LSP COMPOSITION AND QUALIFICATIONS
a. One (1) Environmental Planner, with at least three (3) years minimum experience in
CLUP/ZO formulation and/or revision; and
b. One (1) Technical Writer, with at least three (3) years minimum experience in CLUP/ZO
formulation and/or revision.
4. BUDGET AND RELEASES
The total approved budget of the contract for the delivery of the identified outputs is Two
Hundred Thousand Pesos (PhP200,000.00) which is subject to the withholding taxes of the
LGU, and to be released in tranches, to wit:

5. DURATION / EFFECTIVITY
a. This term of reference shall be effective upon signing of the contract and up to the
completion of this project; and
b. This contract does not imply an employeeemployer relationship between the LGU and
the LSP.
6. CANCELLATION OF TOR
During the effectivity of this contract, the LGU reserves the right to conduct periodic
evaluation of the LSPs performance and cancel this contract due to breach of trust, loss of
confidence, default, and unsatisfactory performance.
