Project Area:
The Chah-E Anjir to Gereshk Road Project haying Total length 31.6 Km is an improvement of the Kandahar to
Lashkar Gah highway and it is a part of international Highway. The Project is located in North-West of the
Hekmand-Lashkar Gah city. It starts from Chah-Anjir and ends in Gereshk district. The project connecting Four
Major Districts of Helmand province such as Lashkar Gah, Nadali, Gereshk and Marja consist of total 14 Main
villages along the road such as Zarghun Kalay, Aziz Kalay,Abdul Alim Kalay, Amanullah Kalay, Arab Kalay,
Jamal Kalay, Mjalgir Kalay, Salojan Kalay, Nikehzi Kalay, Ghundey Kalay, Gonbad Sartakht Kalay, Abdorashid
Kariz Kalay, Abbazha-Ye Helmand Kalay and Gereshk
Project Description:
The Chah-E Anjir-Gereshk road project is financed by the Asian Development Bank (ADB) under the Multi tranche
Financing Facility (MFF) for Transport Network Development Investment Program. As we have broadest business
with our neighbour country Pakistan and construction of this road will be the main part of transportation between
Iran, Pakistan and Afghanistan it is one of the important Road Reconstruction & Rehabilitation project, which has
vital rule to connecting Afghanistan with neighbour countries such as Iran and Pakistan, in the other hand the
importance of this road is not limited to facilitate the transportation between Iran, Pakistan and Afghanistan but it
has positive impact to the transportation system of all central Asian Countries.
The Purposed road is designed according to the two-lane major road standard. The works consist of construction of the
existing track to a two-lane paved (Asphalt ) road of 7.0 m width as carriageway, 1.0 Meter shoulder each side with
overall width of 9 m as per the Interim Road and Highway Standards of MPW. In addition, the works also involve
construction and rehabilitation of bridges, culverts and causeway two-lane standards.
It is mentionable that the improvement of Chah-E Ajnir-Gereshk road is an alternative option to reduce the
traffic and incidents on Kandahar-Helmand main asphalt road, the subjected road project is located in rural area,
where the road is not suitable for transportation and the villager living along the road will benefit from project,
meanwhile they will direct have some small required infrastructures from this project.
The community development fund that has to be mobilized along the road dimension on basis of population and
on the community request as Rural access Roads, Culverts/Small bridges, School, Community Halls, clinics,
small scale irrigation schemes, clean drinking water supply facilities, latrines etc with total allocated budget is
USD Three Millions (2,000,000.00 USD. In Road project that starts from Chah-E Anjir and ends in Gereshk
from the ministry of public work whose total length is 31.6 Km. The community development fund that has to
be mobilized along the road dimension on basis of population and on the community request as rural access
roads, culverts/small bridges, school and clinics, small scale irrigation schemes, clean drinking water supply
facilities, latrines etc is in total two (02) millions USD.
Physical Progress:
The construction/development works have started in April, 2016, but progress is behind from schedule of the
project, due to security and other various reasons.

Sub-projects Identification:
The community people as whole will identify the scope of community based subprojects within their
knowledge, experience and available local resources as well as capabilities of operations & maintenance.
Selection Criteria:
The community will request for their wished-list projects, contractor community specialist with assistance of
Engineer community development specialist will make the wished-list of the proposed projects and will give
priority to the projects (based on importance of projects for people, max beneficiary, population, and Area cover
by projects, effect of projects to security of the area, etc.).
Technical suitability, social acceptability and priority for serving the community needs,
Recommending of project for implementation based on priority score.
To achieved the maximum score for selecting the projects the contractor CD specialist will facilitate the
community meeting for ensuring active participation of community people in equal voice and rights so
that the participants feel free to share the discussions and contribute in decision making for
recommending of projects for final selection.
After completion of above information will jointly discuss with consultant CD specialist to finalize the
select projects wished-list for implementation.
After selecting of sub projects the specific CD action Plan, Quality Control Plan, Technical
Specification, Design Drawing and other required documents will prepared for Engineer approval.

Environmental Safeguards:
The protection and preservation of the natural environment is a fundamental priority addressed by each of the
technologies and methods implemented in this manual. Careful planning of the rural infrastructures
development to minimize its impact upon the surrounding environment through the use of environmentally
certified technologies in the construction of low cost housing, The consortium has always recognized the
importance of its environmental responsibility and has created a plan that is not only extremely effective, but
also one that does not pose a threat to the environment.
The Contractor shall not operate mechanized equipment or otherwise place any material within the wetted
perimeter of any watercourses, In the event of an unauthorized discharge the Contractor shall:
Immediately prevent further contamination,
Immediately notify appropriate authorities,
Mitigate damages as required,
The Contractor shall comply with the terms and conditions of any permits that are issued for the performance of
work within the wetted perimeter of watercourse,
The Contractor shall separate work areas, including material sources, by the use of a dike or other suitable
barrier that prevents sediment, petroleum, chemicals, or other liquid or solid material from entering
watercourses, Use care in constructing and removing the barriers to avoid any discharge of material into, or the
siltation of the water
The Contractor shall remove and properly dispose of the sediment or other material collected by the barriers,
The Contractor shall repair leaks on equipment immediately, Equipment that is leaking shall not be used.
The contractor shall keep a supply of acceptable absorbent material at the job site in the event of spills;
Acceptable absorbent materials are those that are manufactured specifically for the containment and cleanup of
hazardous materials,
The construction materials should be stocked in a safe place avoiding disturbance to the households, hospital,
markets, hotels, schools, mosque, water bodies, health center, play ground; market, graveyard, historical site,
water reservoir water canal, irrigation schemes, tube-well and drinking water supply.
