Project Background:
While Afghanistan has enjoyed certain socio-economic development in recent years, it remains largely a nation
of weak state institution and poor human development indicators, and whose future depends to a great extent on
its Governments ability to ensure security and development.
In addition over three decades of devastating war have badly damaged and destroyed the Infrastructure of
Afghanistan, The displacement and bloodshed resulted in the migration of millions to neighboring countries.
Now, the country is moving toward development and reconstruction, but not all of the warlords and armed
insurgents have laid down their arms and resumed their normal life fully participating in rehabilitation and
reconstruction of the war stricken Afghanistan.
Recently, the Government of Afghanistan (GoA) has embarked on institutional reforms, rule of law and general
infrastructure reconstruction in order to better serve the needs of its local people e and to promote poverty
reduction and social protection, in line with the Afghanistan Millennium Development Goals (MDGs). In
support of this national policy, the GoA developed the Afghanistan National Development Strategy (ANDS),
which lays out the strategic priorities and the policies. The proposed project activities, generously funded by
ADB, aim at assisting the local community and the government of Helmand.
The proposed program seeks to support local community development in Helmand (as a component of a wider
framework Chah-E Anjir to Gereshk road reconstruction initiative connecting the towns of Lashkar Gah-ChahE Anjir-Nadali-Gereshk) with a final aim of contributing to a more stable, developed and secure province with a
population less liable to be pulled to migrate either within Afghanistan or outside its borders. The project will
also seek to focus on the vulnerable groups or communities within Helmand such as the nomad kuchis, returned
migrants, widows, women as head of households etc
Specifically, the program will support community outreach and development through infrastructure, livelihoods
and health development;
The infrastructure component will support basic infrastructure investment in the following areas such as health,
rural access roads, education, power & electricity, water & sanitation, agriculture, community capacity
development ;
The livelihoods and health development component will provide vocational training. Small business start up
grant, water purification, community development stop-gap projects including literacy and hygiene campaigns.

Project Area:
The Chah-E Anjir to Gereshk Road Project haying Total length 31.6 Km is an improvement of the Kandahar to
Lashkar Gah highway and it is a part of international Highway. The Project is located in North-West of the
Hekmand-Lashkar Gah city. It starts from Chah-Anjir and ends in Gereshk district. The project connecting Four
Major Districts of Helmand province such as Lashkar Gah, Nadali, Gereshk and Marja consist of total 14 Main
villages along the road such as Zarghun Kalay, Aziz Kalay,Abdul Alim Kalay, Amanullah Kalay, Arab Kalay,
Jamal Kalay, Mjalgir Kalay, Salojan Kalay, Nikehzi Kalay, Ghundey Kalay, Gonbad Sartakht Kalay, Abdorashid
Kariz Kalay, Abbazha-Ye Helmand Kalay and Gereshk

Project Description:
The Chah-E Anjir-Gereshk road project is financed by the Asian Development Bank (ADB) under the Multi tranche
Financing Facility (MFF) for Transport Network Development Investment Program. As we have broadest business
with our neighbour country Pakistan and construction of this road will be the main part of transportation between
Iran, Pakistan and Afghanistan it is one of the important Road Reconstruction & Rehabilitation project, which has
vital rule to connecting Afghanistan with neighbour countries such as Iran and Pakistan, in the other hand the
importance of this road is not limited to facilitate the transportation between Iran, Pakistan and Afghanistan but it
has positive impact to the transportation system of all central Asian Countries.
The Purposed road is designed according to the two-lane major road standard. The works consist of construction of the
existing track to a two-lane paved (Asphalt ) road of 7.0 m width as carriageway, 1.0 Meter shoulder each side with
overall width of 9 m as per the Interim Road and Highway Standards of MPW. In addition, the works also involve
construction and rehabilitation of bridges, culverts and causeway two-lane standards.

It is mentionable that the improvement of Chah-E Ajnir-Gereshk road is an alternative option to reduce the
traffic and incidents on Kandahar-Helmand main asphalt road, the subjected road project is located in rural area,
where the road is not suitable for transportation and the villager living along the road will benefit from project,
meanwhile they will direct have some small required infrastructures from this project.
The community development fund that has to be mobilized along the road dimension on basis of population and
on the community request as Rural access Roads, Culverts/Small bridges, School, Community Halls, clinics,
small scale irrigation schemes, clean drinking water supply facilities, latrines etc with total allocated budget is
USD Three Millions (2,000,000.00 USD. In Road project that starts from Chah-E Anjir and ends in Gereshk
from the ministry of public work whose total length is 31.6 Km. The community development fund that has to
be mobilized along the road dimension on basis of population and on the community request as rural access
roads, culverts/small bridges, school and clinics, small scale irrigation schemes, clean drinking water supply
facilities, latrines etc is in total two (02) millions USD.

Physical Progress:
The construction/development works have started in April, 2016, but progress is behind from schedule of the
project, due to security and other various reasons.

Community outreach and participation manual, the main purpose is the community involvement during
construction period, mobilization of beneficiary for their meaningful participation to provide facilities for
smooth implementation and sustainability of road project, As this is clear that the villagers need to improve their
own living environment by constructing more cost-effective and technologically suitable, local roads,
community centres, schools, using the environment they live on and their own labour as the primary equipment.
Through their involvement in these labour-intensive processes, technology is transferred to them which
empowers these men and women to form their own small and medium-sized enterprises (SMEs). These SMEs
are the communitys key to sustainable development and ensure the continuing availability of improved
infrastructure and roads. In turn, the improved roads and infrastructure permit all-year accessibility to
education, medical services and regional markets. This is opportunity to earn knowledge about practical
situations of the local communities. As a result, they can contribute in local development and realizing the
benefits of participatory process

Objective of Community Outreach and Participation Manual:


Community Outreach and Participation Manual will provide guidelines for community mobilization and
participation process for smooth and sustainable implementation of the Chah-E Anjir ot Gereshk road
project
Community development program will provide men and women in rural areas with the opportunity to play an
active role in the development of their own villages. It offers them access to the appropriate technology,
skills and training to empower them to build a brighter, sustainable future for themselves and their
community.
The community participation ensures transparency, accountability and acceptance of the beneficiary community
for investment of financial and physical resources for implementation of community demanded
development projects programs.
Based on traditional practices acceptable to the Afghan people, the councils are a significant achievement in
forging a modern system of democratic governance. Once formed and trained, the councils daily
demonstrate their value by resolving local disputes and conflicts, recommending and monitoring district
development projects, and increasing communications and outreach between government and the people.

Challenges for community mobilization in the project area


Community acceptance of project activities that involve the education of young women will be difficult and
currently, there will likely be resistance against such activities by opposition, conservative groups,
To attempt to establish a new relationship in an environment where opposition group are strong, where there is a
high frequency of change in local insurgency leadership and motivations, where consequently there is high
frequency of terrorist attacks and constant intimidation against local community leaders, who are perceived as
collaborating with the enemy when working with western agencies and the Afghan Government, will take extra
ordinary effort and time.
Insurance of project activities acceptance by the large majority of the local communities through establishment
of direct relationships with, local communities, including opposition groups and through governmental agencies

are the first priority for contractor in order to rely on to safe implementation of the programme activates on the
field.
Based on face to face talk with the local elders and community members of the area, there are various
opposition and insurgence groups exist and active in the area, some of them are agree but most of them are not,
as they said they dont want ANSF to access their areas and the dirty road is only an option left to protect
themselves by planting explosives.

Sub-projects Identification:
The community people as whole will identify the scope of community based subprojects within their
knowledge, experience and available local resources as well as capabilities of operations & maintenance.

Selection Criteria:
The community will request for their wished-list projects, contractor community specialist with assistance of
Engineer community development specialist will make the wished-list of the proposed projects and will give
priority to the projects (based on importance of projects for people, max beneficiary, population, and Area cover
by projects, effect of projects to security of the area, etc.).
Technical suitability, social acceptability and priority for serving the community needs,
Recommending of project for implementation based on priority score.
To achieved the maximum score for selecting the projects the contractor CD specialist will facilitate the
community meeting for ensuring active participation of community people in equal voice and rights so
that the participants feel free to share the discussions and contribute in decision making for
recommending of projects for final selection.
After completion of above information will jointly discuss with consultant CD specialist to finalize the
select projects wished-list for implementation.
After selecting of sub projects the specific CD action Plan, Quality Control Plan, Technical
Specification, Design Drawing and other required documents will prepared for Engineer approval.

Land Acquisition and Mitigation Measures:


For any ADB operation requiring involuntary resettlement, planning is an integral part of project design, to be
dealt with from the earliest stages of the project cycle, taking into account the following basic principles:
Involuntary resettlement will be avoided whenever feasible.
Where population displacement is unavoidable, it should be minimized.
If land is required for any subprojects implementation under this Chah-E Anjir to Gereshk Road project
financed by ADB the government will implement a process of negotiated settlement with land holders,
which has the potential to accelerate the progress of overall project and subprojects works.

ADBs Safeguard requirement for involuntary resettlement is not triggered in the case of negotiated
settlement, unless expropriation would result upon the failure of negotiations. Rather, negotiated
settlements help avoid expropriation and eliminate the need to use governmental authority to remove
people forcibly. The borrower/client is encouraged to acquire land and other assets through a negotiated
settlement wherever possible, based on meaningful consultation with affected persons, including those
without legal title to assets. A negotiated settlement will offer an adequate and fair price for land and/or
other assets. The borrower/client will ensure that any negotiations with affected persons openly address
the risks of asymmetry of information and bargaining power of the parties involved in such transactions.
For this purpose, the borrower/client will engage an independent external party to document the
negotiation and settlement processes. The borrower/client will agree with ADB on the consultation
processes, policies, and laws that are applicable to such transactions; third-party validation; mechanisms
for calculating the replacement costs of land and other assets affected; and record-keeping requirements.

Environmental Safeguards:
The protection and preservation of the natural environment is a fundamental priority addressed by each of the
technologies and methods implemented in this manual. Careful planning of the rural infrastructures
development to minimize its impact upon the surrounding environment through the use of environmentally
certified technologies in the construction of low cost housing, The consortium has always recognized the
importance of its environmental responsibility and has created a plan that is not only extremely effective, but
also one that does not pose a threat to the environment.
The Contractor shall not operate mechanized equipment or otherwise place any material within the wetted
perimeter of any watercourses, In the event of an unauthorized discharge the Contractor shall:
Immediately prevent further contamination,
Immediately notify appropriate authorities,
Mitigate damages as required,
The Contractor shall comply with the terms and conditions of any permits that are issued for the performance of
work within the wetted perimeter of watercourse,
The Contractor shall separate work areas, including material sources, by the use of a dike or other suitable
barrier that prevents sediment, petroleum, chemicals, or other liquid or solid material from entering
watercourses, Use care in constructing and removing the barriers to avoid any discharge of material into, or the
siltation of the water
The Contractor shall remove and properly dispose of the sediment or other material collected by the barriers,
The Contractor shall repair leaks on equipment immediately, Equipment that is leaking shall not be used.
The contractor shall keep a supply of acceptable absorbent material at the job site in the event of spills;
Acceptable absorbent materials are those that are manufactured specifically for the containment and cleanup of
hazardous materials,
The construction materials should be stocked in a safe place avoiding disturbance to the households, hospital,
markets, hotels, schools, mosque, water bodies, health center, play ground; market, graveyard, historical site,
water reservoir water canal, irrigation schemes, tube-well and drinking water supply.

Community Mobilization Activities


i.

Activity-1: Project orientation and opinion sharing.


Project orientation and opinion sharing is the initial task to aware the beneficiary communities, local
representatives, civil society, NGOs and concerned government officials working in the project areas.

ii.

Activity-2: Formation of village committee.


Village level committee will work as working group to provide continuous support to consultants and
contractors for selection, implementation and monitoring of community based subprojects.
Activity-3: Data collection for preparation of community profile.

iii.

Community profile will provide households socioeconomic information. It is important for monitoring
project impacts on the community development and income and employment of the beneficiary families
Activity-4: Sub-projects Selection
Subproject selection is one of the challenging tasks to ensure target oriented investment of financial and
physical resources.

iv.

Actvity-5: Sub-project appraisal


Beneficiary community will carefully check whether the selected subproject is technically,
environmentally and socially acceptable.

v.

Activity-6: Monitoring subproject implementation.


Progress monitoring is essential for timely completion of all project works.

vi.

Activity-7: Preparation and submission of subproject completion reports.


Project completion report will require certification of the beneficiary group of people, local
representatives and concerned government officials working in the project area, Table-2-provide detail
activity plan with responsibility and time line for implementation of community based subprojects under
Chah-E Anjir-Gereshk Corridor Road project.

Benefit Monitoring & and Evaluation:


Benefit monitoring & evaluation is the process to assess the results of investment of financial and
physical resources for project implementation.

Objective of Benefit Monitoring & Evaluation


Create a baseline database to be used as benchmark for monitoring project outputs and impacts;
Assess the degree of project outcomes and impacts, periodically, in relation to subproject development and
implementation;

The major objectives of the project are- reduce poverty in the project area and increase the social
Development with additional positive impacts outside the project area eventually

Methodology
Survey and investigation of subproject;
Data collection from the required sources;
Focus Group Discussions/public consultations;
Periodic meeting and direct consultations with beneficiary groups;
Workshop/Seminar to review of community participation and their contribution.
