A. HISTORICAL BACKGROUND
Etymology
Pagudpud, prior to its creation as a municipality, was a barrio of the town of Bangui. It has self-propelling and
self-governing populace whose elders thought of separating it from its mother town. They then formed organizations to
practice the management of a government and gave birth to the most powerful and most well managed association at
that time called The Pagudpud Crusaders. The educated elders under the leadership of Mr. Angelino Calvan, a public
school teacher, manned this. Through this association, self-independence began.
Later, the elders made petitions to the late President Ramon Magsaysay through the then governor of the
province of Ilocos Norte, Damaso Samonte, so that Pagudpud could be created as a municipality. However, Bangui was
very reluctant for the separation of Pagudpud because the latter has very rich forests and mountains where timbers
abound. Logging was a very lucrative business and the Office of the Treasurer was collecting lots of revenues from this.
The separation would therefore be a great loss for them. This motivated the elders to ask personally the late President

Ramon Magsaysay for the separation. A delegation was formed headed by the late Constantino Benemerito with
Francisco Curammeng, Mateo Robianes, Wenceslao Magarro, Juan Calventas, Rafael Dalumay, Jacinto Castro, Martina
Albano, Maria Laguatan, Ignacio Alnas and Juan Edurice and preceded to Malacaang.
The President heeded their plea, hence by virtue of Executive Order No. 13, dated February 14, 1954, issued by
His Excellency Ramon Magsaysay, Pagudpud was created as a municipality and became the 19 th municipality of the
Province of Ilocos Norte with only around 500 inhabitants. Constantino Benemerito was appointed by the president as
the first Mayor and Francisco Curammeng as the first Vice Mayor. Appointed Councilors were Mateo Robianes,
Wenceslao Magarro, Rafael Dalumay and Juan Calventas.
Julio Tamargo was appointed by the Mayor as the first Municipal Secretary and Jose Malapit as Municipal
Treasurer.
The premiere barangays were: Poblacion 1, Poblacion 2, Burayoc, Caunayan, Pasaleng, Subec, Baduang, Dampig,
and Tarrag.
The first inhabitants were Ilocanos. There were those who migrated from other places like San Nicolas, Ilocos
Norte and the place where they settled was called Casanicolasan. There were families who came from Gaang,
Currimao and the place where they settled here was Cagaangan and the people were called Igaang. Still others came
from other places like those whose surname began with letter R came from San Vicente and Santa Catalina, Ilocos
Sur. Those surnames began with T originated from Santo Domingo, Ilocos Sur. There were few Bicolanos, Tagalogs
and Bisayanos who live hereat because of intermarriages. Some Apayaos resided at the remotest sitios of the town.
The residents were described as peace-loving and no case of theft and destructive activities were reported.
There were no complaints of high prices of commodities; for they were able to produce most of it and they could easily
buy the things that they were not able to produce with their earnings. The bayanihan system and the tayo-tayo system
were very evident. They helped one another in times of need.
Many religions were practiced by the people. The Philippine Independent Church (Aglipayano) had the most
number of devotees, followed by the Roman Catholic Church, Iglesia ni Cristo, Jehovahs Witnesses and Seventh Day
Adventist.

It was not easy for the first set of officials to man the new municipality. They were all neophytes and they did not
also have the needed buildings and other facilities needed in running the municipality government. They held their
offices on a rented house in Poblacion 1 owned by the Gazmen.
Transportation at that time was very scarce and there were only very few buses plying the Laoag-Pagudpud area,
and some the Cagayan-Laoag area. Most of the people were used to walking. Those coming from the barangays used
carts either driven by a cow or a carabao and some also used sleds driven by a carabao. These were the means by
farmers who came to town to sell their products.
After several years, a municipal hall made of wood and nipa was constructed. The officials did not lose hope in
making the municipality progressive. It was just like an infant being cared of and nurtured with love, patience and hard
work.
Many other buildings and facilities were established as years went by including roads and bridges which were
constructed mostly in the different barangays and a concrete municipal hall. Local officials and the people together
with civic organizations worked hand in hand to come up with a municipality in which they could be proud of.
MAJOR SIGNIFICANT EVENTS AND SITUATION LEADING TO THE PRESENT SITUATION OF THE MUNICIPALITY
A.
Legendary History
Before the Second World War, a native of Batangas came to the place to sell blankets and mosquito nets.
Pagudpud was still named TONGOTONG, which was one of the barrios of the Municipality of Bangui, Ilocos Norte. He
sold his wares from one house to another and he did not notice that it was already noon time. He was too tired and
hungry, that he sought shelter in one of the houses nearby and probably to ask the hospitable owner of the house for a
simple lunch. After the peddler had settled down, the owner of the house asked the peddler his purpose. The peddler
did not at all understand the question, but just merely answered, Akoy pagud na pagod at ang sapatos koy pudpod,
in his usual Batanagas accent. This reply became the byword of the residents of Barangay Tongotong even if they
didnt know the meaning of what the peddler had said.
Months later, a native of the Bicol Region came to seek employment in one of the logging companies which was
operating in the locality. The place at that time had lot of virgin forest and mountains, and logging business was still
legal. The stranger did not know where the office of the company was located, so he just alighted in Tongotong. He

asked one of the bystanders the name of the place and he immediately replied, Akoy pagud na pagod at ang sapatos
koy pudpod, The bystander knew that he was Tagalog and that was the only Tagalog words that he knew. The
amazed Bicolano just interpreted that the place might be Pagud-pudpod.
There and then Tongotong was changed to Pagud-pudpod and later shortened to PAGUDPUD.
PAGUDPUD - - - that according to the elders is a deep Ilocano word which means soft sandy soil kuppuoy a
kadaratan.
A.
Ethnic Origin
The residents are pure Ilocanos. There are still few of the cultural minorities of the Apayao origin residing in
remote sitios. However, they are already converted Christians. Their places are made accessible by feeder roads.
Bicolanos, Visayanos, Igorots and others, who migrated here, indulged in logging and fishing activities.
B. GEOGRAPHICAL LOCATION
The Municipality of Pagudpud is located in the Northern tip of the Province of Ilocos Norte and is approximately
72 kms northeast of Laoag City. It is estimated to be 180 kms West of Aparri, Cagayan, and 563 kms North of Manila,
connected by cemented pavements and first class roads.
It is bounded on the North by China Sea, in the East by the Cordillera Mountain Ranges, on the South by the
towns of Adams, Bangui and Dumalneg, separated/bounded by the Bolo River, and on the West by the China Sea. It
lies between latitudes 18 29 to 18 39 and longitude 120 45 to 120 58.

Over half of the total land area of Pagudpud consists of mountains lands. At the base mountains are strips of flat
to rolling coastal lands squeezed between the South China Sea and the Cordillera Mountain Ranges. There are two (2)
mountain peaks within the area: Pico de Loro at 1,294 meters AMSL and Mount Nagbulean at 849 meters AMSL. These
areas are characterized by steep slopes with the general gradient ranging from 18% to over 30% at the highest
elevation.
b. Slope
The lowest slopes are located at Barangays Poblacion 1 and Poblacion 2 while the highest slopes are located at
Barangays Pancian, Balaoi, Pasaleng, Dampig and Caunayan.
At the foot of the mountain are coastal plains where beaches and thick vegetation and settlements are
numerous.
Coastal plains are located at Barangays Poblacion 1 and Poblacion 2 while thick forested areas are located at
Barangays Pancian, Pasaleng, Balaoi, Caunayan, Subec, Saguigui and Dampig. The remaining Barangay Ligaya, Tarrag,
Baduang, Saud and Caparispisan are partially flat to rolling slopes.
CLIMATE
There are two (2) pronounced climates of Pagudpud, the dry and the wet seasons. The prevailing weather and
climate condition of Cagayan Valley, which is characterized by long rainy season and short dry season, affect the local
weather condition the whole year round. The rainy months starts from later part of May to early part of February. The
months of November to February are cold months with occasional rain showers and gusty winds due to southwest
monsoon.
SOIL
The prevailing soil types in Pagudpud are composed of Mt. Soils found in most part of Pasaleng, Pancian some
part of Balaoi which the rest of the area is characterized by Luciana clay loam and Umingan clay loam. These areas are
planted with upland rice, corn, vegetable, legumes and annual cash crops.

San Miguel clay loam is found in Barangay Poblacion 1, some part of Burayoc, Subec and in Caunayan. This soil
type is common in the coastal plains. Barangay Dampig and some part of Poblacion 1 are characterized by Umingan
loam and this type of soil is suitable for raising corn, rice, vegetables and other crops.
San Manuel loam is found in Barangays Baduang, Aggsi, Poblacion 2, Ligaya, Tarrag and little part of Barangays
Saud and Caunayan.
Annam clay loam is found in most part of Barangay Caparispisan, Caunayan and some part of Balaoi.
LAND RESOURCES
Land Classification
Pagudpud has a total aggregate land area of 21,400 hectares as per cadastral survey. 6,699.13 hectares are
agricultural lands; 124.02 hectares are built-up and 15.81 hectares are special lands.
The biggest barangays in land area are Pancian, Balaoi, Pasaleng and Caunayan, which contributed to 36.37%,
11.79%, 9.68% and 8.43% respectively of the total land area of the municipality. The smallest Barangay in terms of
land area is Poblacion 1, with a relative contribution of 0.69% of the total land area. 6,596.41 hectares or 30.82%
were classified timberland by the BDF-DENR. The rest classified as alienable and disposable lands 914,803.59
hectares (69.18%) of the land area.

(b)Livestock Raising/Pasturelands these areas shall primarily be for grazing purposes. It is proposed that
grasslands/pasture lands shall occupy an aggregate area of 3,609.98 hectares. But these shall be converted into
agro-forest or agriculture purposes and residential and for tourism expansion.
(c) Residential Zones these shall be characterized as residential areas with a total area of 159.88 hectares. It
consists of existing built-up areas of the different barangay and the proposed expansion of the urban core, and
other sub-growth centers.
(d)Commercial Zones commercial activities shall be concentrated at the heart of the urban core including some
areas in the rural areas that consists of 32.66 hectares.
(e) Institutional Zone institutional areas shall occupy a total area of 34.31 hectares or 15.99% of the total area.
There is an increase in land area due to many institutional buildings, which shall be constructed within the open
space or idle lots.
(f) Tourist Area the expanded 1,000.00 hectares for 600-tourists area is proposed to be further developed for
tourism-oriented activities. This shall consists beach areas along the coastal barangays of Burayoc, Saud,
Caparispisan, Caunayan, Balaoi, Pancian and Pasaleng, and the area occupied by the dilapidated Bagong Lipunan
Lodge, Banua Rest House, Kabigan Falls, excluding these portions designated as conservation zone. Construction of
golf course at Barangays Caparispisan and Balaoi and cottages.
(g)Fishing/Fishponds the total area of 16.00 hectares is allocated for inland fishing and this shall be maintained
and encouraged to be fully developed.
(h)Forest all existing timberlands that are within the jurisdiction of the community of Environment and Natural
Resources Office formerly Bureau of Forest and Development shall be maintained and protected. These areas are
proposed to be reforested continually.
(i) Roads - existing roads and bridges within the urban core and rural area shall be maintained and increased. The
proposed roads will have a total of 174.12 hectares and most of the proposed roads will be farm-to-market roads.

(j) River/Creeks and other Bodies of Water existing rivers shall be maintained and protected from possible
erosion and pollution since they provide water for irrigation. These natural resources are also sources of food and
potable water for human consumption.
(k) Special Uses areas occupied by existing cemeteries at Barangays Poblacion 1, Burayoc, Caunayan, Balaoi and
Pasaleng. Also the market and slaughterhouse within Barangays Poblacion 1, Tarrag and Baduang. These facilities
shall be maintained properly.
(l) Utilities (Fishing Port) likewise, the existing area occupied by the fish landing and fishing port in Barangay
Burayoc shall be improved, maintained and be operational in support to the sectors of fishing, agriculture and
tourism.
Urban Land Use Pattern
Urban Core the present urban core of the municipality consisting of those developed and buildable contiguous
portions of Poblacion 1 and Poblacion 2 shall be maintained. Specifically, proposed urban land uses in the core are
the following:
(a) Residential to meet the projected housing land requirements of the urban population, these is a need to allocate
a total of 36.90 hectares of residential lands. Residential area in the urban core shall be expanded towards the
areas less prone to flood. Since the urban core is generally low, flood control measures like construction of dikes,
dredging of canals, and tree planting shall be undertaken in the area.
(b)Commercial commercial activities shall be concentrated at the heart of the urban core, particularly in Poblacion 1
and Poblacion 2. Considering the towns proposed role as intermediate commercial center for neighboring
municipalities, a total of 3.50 hectares has to be allocated for this purpose.
(c) Institutional institutional areas shall occupy a total area of 8.00 hectares or 2.68% of the local area of the urban
core. There is no increase in land area, existing institutional building shall be constructed within vacant spaces in
the institutional zones.

(d)Parks/Open Space parks and open space shall occupy a total area of 3.00 hectares, or increase of .50 hectares
from the existing area. The increase in the area is necessary to accommodate proposed parking space along the
Poblacion proper and along the Manila North Road. Easement along both sides of the rivers shall be maintained.
(e) Special Uses areas occupied by existing cemeteries within the urban core shall be maintained and
slaughterhouse at Barangay Tarrag shall also be maintained.
(f) Roads existing area of roads within the urban core shall be increase resulting from the proposed construction of
roads as access to expanded residential areas.
(g)Rivers existing rivers shall be maintained and protected from possible pollution and erosion since they provide
water for irrigation and also served as drainage.
(h)Agricultural the remaining 146.46 or 47.81% of the area shall be used for agriculture, considering the suitability
of the soil and within the functional role of the municipality.
(i) Open Space/Idle Lots this area will be used for expansion purposes.
HYDROLOGICAL RESOURCES/WATER BODIES
The natural land variations and springs basically control the water flow pattern. These springs provide the source
of municipal water supply.
There are eight (8) main river systems in Pagudpud. These are Bolo River located at Barangays Dampig, Tarrag
and Poblacion 1; Baag River and Quioet River located at Barangay Pasaleng; Pancian River and Dakkel-a-Danum
located at Barangay Pancian; Balaoi River at Barangay Balaoi; Tabbog River located at Barangay Caunayan; Cabacanan
River located at Barangays Saguigui, Baduang and Burayoc. These rivers all bisect the municipality and drain into the
South China Sea.

The table below shows the identified erosion areas of the municipality. It illustrates that a total of 6.30 hectares
are adversely affected during heavy rains. These barangays are most likely located at the eastern part of the town
wherein it has a steep slope and cause by illegal logging and kaingin system.

FLOODING
Pagudpud is gifted with vast natural resources but is also prone to natural disasters. Those who are living near
the shorelines are exposed tidal waves and those who live near the riverbanks are prone to flashfloods especially
during rainy seasons. Even those who are living in the mountainous areas would be victims of landslides. At present
the municipality has no problem on pollution there are no huge factories in the locality. For erosion, theres a great
threat due to kaingeros and illegal loggers.
The table represents the flood prone areas in the municipality. A total of 441.50 hectares experience flooding
wherein Pasaleng is the most upset barangay with 69.00 hectares affected area. These flooded area is composed of

residential and cropland area. Almost certainly the cause of this is the improper drainage canal from the rice fields and
the invasion of water from the river of Cabacanan, Bolo, Pasaleng and Pancian.

remaining percentage. However, Tagalog and English are the medium of instructions in different educational
institutions.
The typical family of Pagudpud has an average of 4 members. The dependency ratio is 68%. The ratio means
that there are 68 persons unproductive age for every 100 persons of productive age.
About 45% of the total population in the town belongs to the Roam Catholic Church, 31% are from Aglipayan Church
and the remaining 24% are from Iglesia ni Cristo, Protestants and others.
As reported by CBMS survey, 97% of the population 10 years and over are literate.
POPULATION SIZE AND GROWTH RATE
The table presents the population size and annual growth rate (AGR) of Pagudpud and Province of Ilocos Norte.
It could be seen that from 1960 to 2007 there is a notable increase of population every ten years for the
province of Ilocos Norte. The municipality of Pagudpud registered similar increase.

POPULATION DENSITY
The table is a presentation of the net population density of Pagudpud.
Data revealed that Barangays Poblacion 1, Balaoi and Poblacion 2 got the biggest concentration of population with 193
persons per hectare for Pobalcion 1, while 197 persons/hectares for Balaoi and 209 persons per hectare for Poblacion 2.
Barangays Dampig and Aggasi got the lowest bulk of population with 31 persons per hectare while 33 persons/hectare for
Barangay Aggasi.

HOUSEHOLD DISTRIBUTION
A look into the data revealed that Pobacion 1, Poblacion 2, Pancian, Balaoi and Pasaleng are the most populate
barangays. The number of households is directly proportionate to the population. It is to be worth mentioning that the
average
household size for the entire town is four (4) with barangay Dampig a relatively small barangay with the highest
household average at 4.72 higher than in the urban barangays.

URBAN-RURAL DISTRIBUTION
The table reflects the Rural-Urban population for the FY 2008 and 2010. Out of the sixteen (16) barangays of Pagudpud
only
two (2) Poblacion 1 and Poblacion 2 are considred urban. Fourteen (14) are classified as rural barangays, Pancian is the
most populated rural barangay.

AGE-SEX DISTRIBUTION
In Pagudpud, males outnumbered females. In 2008, ages 10-14 comprises the highest with 2,301 or 11.61% of the
total population. Age group 5-9 and 15-19 followed correspondingly. The table below illustrates the population by age group
distribution from year 2008 to 2010. In 2010, the age group of 5-9 covers the biggest population of 2,338 to the total
population followed by age group 10-14 (2,255) and ages 15-19 (2,189) respectively.
In 2008, 34% comprising the child and youth group of the total population of 19,863. This ranges from ages under 1 to
14
years. The productive or working group is 59.62% covers the population whose ages ranges from 15 to 64. This group
constitutes the potential labor force of the municipality. Old age group composed of ages 65 and over with a total population of
6.38%. In 2010, 6,970 or 31.04% comprises the ages of 0-14, 14,148 or 63.01% covers the working group while 1,336 or 5.95%
are from the old age group.

SOCIAL SERVICES
HEALTH
Pagudpud has one (1) Rural Health Unit manned by one (1) doctor, one (1) registered nurse, seven (6) midwives, one
dentist, one (1) sanitary inspector, one (1) dental aide and one (1) ambulance driver. The Municipal Health center is located
the heart of the Poblacion and the 10 satellite health stations are situated in the barangays of Dampig, Baduang, Caunayan,
Pasaleng, Saud, Burayoc, Subec, Saguigui, Aggasi and Caparispisan. The services rendered includes immunization,
supplemental
feeding, dental consultation, personal and community health sanitation and hygiene and maternal and child
health care.

From the top ten (10) leading causes of morbidity from all ages, AURI composed the biggest number of the people who
suffered from illness for the year 2008 and 2009 respectively. Wounds ranked second from the past two years. For
morbidity rate of 2009, for every 100,000 people there are 15,790 persons who suffered from sickness.
In terms of diseases leading to mortality, Pneumonia and Heart Disease are on the top. For every 1,000 persons, there
are five (5) persons who suffered illness based from the data gathered from RHU.
In 2009, the number of children weighed increases from 3,009 to 3,044 from the past two years. In the year 2009, out
of 3,044
Total number of children weighed, there are 2,555 who are in normal condition, 73 were overweight, 360 are below normal

56 were under very low condition of nutritional status.

EDUCATION
The Municipality of Pagudpud has 11 complete elementary schools and seven (7) primary schools. There
tertiary school, the MMSU College of Forestry and also a vocational school, Pagudpud Maritime Institute.

The elementary level has a total of 64 buildings, with 115 classrooms. These buildings are of different types namely:
Marcos PreFab., Bagong Lipunan, RPUS Bayanihan, PTA Building, ESF, PMS, Army type and others. School facilities include
stage, comfort rooms, playgrounds, libraries, audio room, clinic, water systems and home economic facilities.
In the Secondary level, St. Jude High School, a diocesan high school managed by RVM Sisters, is the main high school
in the municipality. It is located within the compound of St. Jude Parish. It has 4 buildings and 8 classrooms. One of the
buildings is of permanent structure while the other 3 are semipermanent.
The Pagudpud National High School formerly Bangui School of Fisheries, Pagudpud Annex is a public high school
located in Pobalcion 2. It offers secondary education and students can avail themselves with the different concentrations
being offered, like fish culture, fish preservation and fish capture. It is occupying an area of approximately 11,500
square
meters with 4 buildings and 11 classrooms.
Luzong High School is another high school located in Barangay Baduang. It has 2 new buildings with 3 rooms. It is
erected in a newly acquired lot with an area of 12,514 square meters. The PreFab Buildings being used are owned by
Luzong Elementary School.
The other high school is Pasaleng High School, located at Barangay Pasaleng, the northern most Barangay of the
municipality. It has 3 new buildings and 5 classrooms. It is occupying a 392 square meter lot.
FAMILY PLANNING SERVICES

method with 114 new acceptors. However, Pills is still the most widely used with 417 and 470 continuing users in 2008

SOCIAL WELFARE
The MSWDO is geared towards the provision of interventions and opportunities that uplift the living condition of the
disadvantaged and distressed individuals, families, groups and communities and enable them to become self
reliant and
actively participate in national development, Despite the financial limitations of the Local Government
Unit, its available
resources were efficiently and effectively utilized. The problems and needs of the people
coming to seek for help and
assistance were given proper attention and intervention.
For the year 2009, the Social Welfare Officer III (SWO III) was formally appointed as Municipal Department Head 1
particularly as a Municipal Social Welfare and Development Officer. The position of SWO III was abolished. Two day care
workers terminated their services and only 10 contractual and the 3 permanent continued their services.
HIGHLIGHTS OF ACCOMPLISHMENTS

The office continuously coordinated with the Provincial Social Welfare and Development Office and the DSWD
Regional Office in order for the eligible and interested constituent avail of financial assistance to start a small business
and likewise to improve their existing small enterprise. The aim of this program is to help the families of the recipients
uplift their living condition by having a permanent source of livelihood.

The people of Pagudpud particularly the women are very much aware of the existing laws created by the
government to protect their rights. This includes the new law which is Republic Act 9262 or the Violence Against
Women and Children Act which gives protection to women and heir children. This lawis not only for legally married
women but for other women having illicit affairs and girlfriends as well as long as the relationship could be established.
3. COMMUNITY BASED SERVICES FOR CHILDREN AND YOUTH

PHYSICALLY MALTREATED
In 2009, six (6) cases on maltreated children were given attention. However, this were not filed in court
instead case conferences were conducted at the office and this minor were taken out from the custody of the
abusers.
SEXUALLY ABUSED
The 2 old cases of sexual abuse are still at the custody of the DSWD Regional Office and the perpetrators are still
at large. A case on minor who was allegedly abused by the third sex was also assisted, given proper attention and was
endorsed at the PNP, hospital and DSWD Regional Office for further support and management of his case. The case
became very controversial that media and political figure became interested with it.

The DCWs are strong workforce of the LGU, they are not only intended to teach and mold young minds
children but more so, help in the implementation of the different programs and services of the municipality.

There are few existing confidential cases of children in conflict with the law. Cases are on-going in court, 2 were
ordered to be arrested due to Acts of Lasciviousness, 1 is due to physical injury, and one is due to an alleged murder
case.

The 216 victims of typhoon Nina who were recommended for housing assistance from the Regional Office of the
DSWD received their assistance from the newly installed DSWD Regional Director Leonardo Reynoso.

DISASTER RELIEF
Year 2009, the Local Government Unit allotted a huge amount for relief operation for more than P 800,000.00.
The goods were utilized properly considering that the occurrence of many disasters left many families without food to
eat. The PSWDO also augmented by providing goods amounting to P150,000.00 and the Regional Office also gave
Food For Work amounting to P100,000.00. Almost all families were given relief during the year not only once but thrice.

The older persons are active partners in development. They represent one of the strongest force in the
community. Their commitment and dedication in everything they engaged in is unquestionable and beyond doubt,
their words of wisdom and sincerity are incomparable. These values are manifested and displayed by the Senior
Citizens of Pagudpud. For the year 2009, additional 201 Senior Citizens were given their Identification Cards in order to
enjoy also the privileges as older persons in the community.

OTHER SERVICES
The office also ensures staff development and encouraged improvement of the values, skills and attitude of its
manpower by allowing them to attend seminars and trainings.
The MSWDO also supervised the regulation and assessment on the application of solicitation permits of the
schools and other community organizations before a fund raising campaign are undertaken.

E. ECONOMY
The local economy of Pagudpud is divided into three: the primary, secondary and tertiary sectors. The primary
sector
composed of agriculture, fishery, livestock and tourism. The secondary sector is made up of mining and
quarrying, manufacturing, construction and electric, gas and water supply while the tertiary sector consists of all services
under trade
and commerce, finance, personal and community services, transportation and communication. The three
sectors do not
have equally divided share to the total output.

The local economy of Pagudpud as a town is dominated by those identified in the two major industries of the
localityagriculture and fishery. While those identified under the secondary sector play a vital role in the fast growing
economy of the municipality. A relatively small percentage are engaged in the tourism industry, this sector has
emerged as
a catalyst for popularity of the municipality in terms of tourism growth of the province of Ilocos Norte as
Pagudpud is always
included in the areas of interests a must to visit for all tourist coming into the province. This speaks
for both local and foreign
tourists. A good number of resorts and homestay facilities have given local employment a big
push. In fact, tourism figured as the major source for local income for the Local Government Unit.
F. INFRASTRUCTURE
TRANSPORT AND UTILITIES

eight (58) mini buses are servicing Pagudpud to Laoag daily. A mini bus leaves the town for Laoag City at an interval of 30

The Municipality of Pagudpud is politically subdivided into sixteen (16) Barangays, most of the Barangay are adjacent
