NOTES

On 19th July 2015 there was a Landslide at Km 41.280 near Adoshi Tunnel at 12.00 PM
on Mumbai Corridor which led to the traffic block on both Mumbai and Pune Corridor
forcing to close the Mumbai corridor completely and Pune Corridor for 1.00 Hr and
further utilize Pune Corridor for diverting the traffic towards Mumbai.
Now please find herewith the chronology of the events as below:
1. Landslide occurred at KM 41.280 near Adoshi Tunnel at 12.00PM on Mumbai
Corridor. The Rockfall debris was spread on Mumbai and partly on Pune
Corridor.
2. A Car Indigo MH 04 EQ 8241 was badly damaged due to Rock fall and led to 3
Fatal and 1 Major injury. The Rock fall also damaged the front glass of the trailer
RJ 09 GB 9197. The victims were shifted to the Lokamanya Hospital.
3. One Loader and Poclain with 2 Dumpers was immediately deployed at the
location for removing the Rockfall debris.
4. Rockfall from Pune corridor was cleared and by 1.20 PM the Pune corridor was
cleared.
5. 2 lanes were utilized for the traffic towards Pune and 1 lane was dedicated for
the traffic towards Mumbai.
6. The traffic towards Mumbai was resumed at 2.30PM and was diverted from
Mumbai corridor vides the median opening present at KM 41.540.
7. Due to the big size boulders present a Poclain with breaker arrangement was
also deployed at the site in-order to break the boulders. Three (3) nos used for
shifting of muck from the site. The muck was unloaded near the khopoli exit
down ramp of NH4.
8. List of Machineries / Equipments present at the location:
JCB 1no.
Loader 1no.
Poclain 1no.
Breaker 1 no.
Tippers/dumpers 3nos.
Patrolling Vehicle 3 nos.
9. Approximately 400-500 Cum of muck was cleared from 12.00 pm to 8.45 PM i.e.
approximately 9 hours. Mumbai corridor was not functioning during this time.
10. The muck was cleared by 8.45 PM and the traffic in Mumbai corridor was
resumed in 2 lanes keeping the slow lane closed as a part of safety measure.
Drums, blinkers, cautionary sign boards and reflective stickers on drums were
arranged.
11. Visits :
Honorable Minister and team were present at the location till the
completion of the work.
Honorable Minister Shiv Tare also visited the site.

Jt. Managing Director, Chief Engineer, Executive Engineer [YCEW &


MPNH-4], MSRDC were present at the location till the completion of the
work.
Engineers from Upham International Corporation [Independent Engineer]
were present at the location till the clearance.
Complete MIPL team was present in the location till the clearance of the
carriageway.
MSRDC had asked for communicating possible reasons of landslide. In this regards it is
submitted that during the site visit along with CE, MSRDC and SE, MSRDC on dated
20.07.2015 following spots were identified by VISUAL INSPECTION where landslide
may occur:

We assisted MSRDC Engineers to prepare block estimates for rock fall mitigation
works.
We understand that CRRI has done some investigation and suggested remedial
measures of slope protection works in year 2007 to 2010. MSRDC, by separate
agreements, has executed these works through Garvare wall ropes & Maccaferri.
We dont have geological expert assigned for this project.
As per TOR for I.E. the manpower to be deployed is as below :

Highway Maintenance Engineer
Traffic Transport and Road Safety Expert
Assistant Highway Maintenance Engineer
Horticulture Specialist
However a detailed survey and geotechnical investigation for complete ghat length shall
be carried out from geological experts to assess on scientific ground the landslide prone
areas using latest equipment and modern technique.
The landslide at Khandala & Adhoshi are apparently happened due to seepage of water
in fractured rocks. However we as an Independent Engineer, UIC are not able to offer
detailed comment over this because we are not geological expert.

We want to further clarify our scope of work is as an Independent Engineer for


Operation and Maintenance works done by MIPL vide their tender with MSRDC dated
04.08.2004 to monitor Operation and Maintenance activities mentioned in schedule of
the said tender & reporting accordingly to MSRDC. The Terms of Reference (TOR) of
our agreement refers only to the Operation and maintenance done by MIPL.
MSRDC has appointed M/s Upham International Corp. (UIC) for the above work as an
Independent Engineer vide work order No. MSRDC/ EE/ MPEW/ F. No. 193/ 3350 dtd.
02.09.2014. This appointment has been done as per the procedure laid down in the
Concession Agreement executed between MSRDC and the Concessionaire M/s MIPL
vide Clause -9 for Mumbai Pune Expressway and as per Schedule-R of the concession
agreement between MSRDC and MoRT&H.
As per TOR of the consultancy contract between MSRDC and UIC, the objective of
appointment of I.E. is to act independently on behalf of both MSRDC and the Contractor
to supervise, review and monitor all activities associated with construction, operation
and maintenance of the project i.e. Operation and Maintenance of Mumbai Pune
Expressway and Mumbai Pune section of NH-4 (km131/200 to km 20/400) to ensure
compliance with provisions of the Concession Agreement. Please refer Clause No.1 of
T.O.R. (Section-IV of RFP).
MSRDC has invited bids for the work of Supervision and post- tender activities for
execution of Additional works on Mumbai-Pune section of NH-4 and Value additional
works on YCEW on DBFOT basis and received bids in Dec. 2014. The scope of this
work under Value Addition Works on YCEW includes
Slope restoration work near Adoshi Tunnel on Pune Corridor
Steel net provision for rock falling at Adoshi Tunnel (Maccaferi)
The detailed Tender Notice and list of Value addition works on YCEW was mentioned.
This clearly shows that MSRDC has planned the works in land slide prone areas to be
included in the scope of the consultant to be appointed for Supervision and posttender activities for execution of Additional works on Mumbai-Pune section of NH-4 and
Value additional works on YCEW on DBFOT basis.
J Kumar representative were invited for the meeting Scheduled on 20 th July 2015.
In the meeting, J Kumar representative mentioned the following points:
a) Extending the tunnel using CSP ( Corruguted steel plate) technology which has
03mm/08mm thickness fully galvanized.
b) The size of plates used will be 150mm x 400mm which is designed for taking
loads as AASHTO specifications which is designed as pr70R loading or Class A
loading. The top will take a load of about 15tion rock. Also on the top of the plate
the soil will be filled for cushioning effect.
c) There will be two stem wall with footings on the edge over which the CSP will be
fixed.
d) The materials will be imported from Korea being their product and J Kumar will
be working in joint venture with the Korean company.

e) Various photographs matching the site conditions of Khandala and Adoshi were
shown by J Kumar.
f) The approximate cost for 100mt length extension and 5.7m height for both
carriageway mentioned was Rs 30 cr.
