Problem:
Peningkatan ekspor bijih nikel pada tahun 2011
(33 juta ton) atau 800% dibandingkan tahun
2009. Hal ini tidak mendorong berkembangnya
industri nikel/stainless steel di dalam negeri.
Economic Impact:
Encourage local nickel processing industry with
demand of nickel ore 18 million tonnes/year.

Problem:
There are big numbers of iron ore and iron sand
export in 2011 (13 million tonnes), that increases
for 800% compared to year of 2009 when Law No
4 Year 2009 released. This condition makes iron
ore/iron sand reserves will run out in next 9
years. This condition doesnt encourage local
steel industry.
Economic Impact:
Encourage local iron ore/iron sand processing
industry (sponge/pig iron) that has capacity for
9,5 million tonnes/year, with estimation of
investment is about USD 1 billion.

Capacity of local processing and refining
industry (copper cathode) only absorbs about
30% of total concentrate production.
0,01% concentrate that has precious metals
has been processed outside the country.
Economic Impact:
Encourage local processing and refining
industry that process copper concentrate into
copper cathode with capacity 425 thousand
tonnes/year with estimated investment about
USD 1,4 billion.
Increase competitiveness of copper
downstream industry that produce
wires, PCB, and another electronic
components.

Problem :
There are big numbers of bauxite ore export in
2011 (40 million tonnes) that increases for
500% compared to year of 2009 when Law No
4 Year 2009 released. This condition makes
bauxite reserves will run out in only 4 years and
this will not encourage local alumina industry.
Economic impact:
Encourage local processing and refining industry that
process bauxite ore into Alumina with capacity 7
million tonnes/year, with estimated investment about
USD 8,4 billion
Demand of Alumina from PT. INALUM in about 500
thousand tonnes/year can be supplied locally.

Dasar hukum
Pasal 93 PP23/2010: pemegang IUP dan IUPK Operasi
Produksi mineral wajib melakukan pengolahan dan
pemurnian untuk meningkatkan nilai tambah mineral
yang diproduksi, baik secara langsung maupun melalui
kerjasama dengan perusahaan pemegang IUP dan IUPK
Operasi Produksi Khusus Pengolahan dan Permunian
lain
Pasal 112 ayat 4: KP, SIPD dan SIPR yang telah diberikan
tetap diberlakukan sampai jangka waktu berakhir serta
wajib: c) melakukan pengolahan dan pemurnian di
dalam negeri dalam jangka waktu paling lambat 5
(lima) tahun sejak berlakunya UU 4/2009

ke luar negeri dalam jangka waktu paling lama 3
(tiga) bulan sejak berlakunya permen ini
IUP dan KK tahap ekplorasi 3 tahun
IUP dan KK Op-Prod tahap konstruksi 4 tahun
IUP dan KK tahap produksi - 5 tahun
Case: Copper
Indonesia is among the biggest copper concentrate producing
countries produced by two multi-national mining
companies (PT Freeport Indonesia and PT Newmont Nusa
Tenggara) with 20-30% Cu
The only copper smelter in Indonesia is
PT Smelting in Gresik, East Java with
capacity of 300,000 ton/year (only 30%
of total concentrate production from the
two mines
The rest of concentrates are being exported

Case: nickel
Nickel deposit in Indonesia is found as lateritic deposit
Two big nickel mining companies are PT Aneka Tambang and PT
Vale Indonesia. Their mines in Sulawesi were equipped with
ferronickel smelter (in Pomalaa) and nickel matte smelter
respectively (in Sorowako)
During autonomy era lots of mining permits have been issued by
the Regency government particularly in Southeast and Central
Sulawesi and Halmahera in North Maluku most of those mines
were exporting their run of mine ores to overseas buyer, mostly to
China
The planned (or under construction) processing and refining plants
are new FeNi in Halmahera, hydrometallurgical plant at Weda Bay
and new refinery at Bahudopi
Case: bauxite
Lots of bauxite mines have been developed in Riau
Archipelago and West Kalimantan, mainly having the permits
from regency government whereas the oldest bauxite mines
in Kijang (Bintan island) owned by PT Aneka Tambang is in the
closure phase
All of ROM ores, after being washed, are being exported,
mostly to Japan and China, because alumina smelter (to
produce smelter grade or chemical grade alumina) are not
exist yet there are CGA refinery plant in Tayan (under
construction) and SGA refinery plant in Mempawah (planned)
