LEGAZPI CITY -- The Department of Health
(DOH) has reiterated the need for vigilance and
precautionary measures to eliminate carriermosquitoes and their breeding places to prevent
infection and spread of Zika virus and viral disease among individuals and communities.

In an advisory emailed to
Philippine Information Agency (PIA) Bicol News Desk
from DOH, Health Sec. Janette P. Loreto-Garin stressed
that it is very important to
search and destroy the potential breeding sites in order to
prevent the spread of Aedes
mosquitoes that serve as vector of the virus.
We reiterate that cleanliness is still the key against
mosquito-borne diseases. We
should step up our strategies

with the 4S campaign, that

BUTANDING FESTIVAL
In the solemn town of Donsol, Sorsogon,
a province in the Philippines situated in
the Bicol Region, there is a celebrated
phenomenon that the municipality boasts
whenever the dry season comes. When the
months of March, April and May enter, a
group of the largest marine mammal shows
up in their waters.
This occurrence has been known by
the locals for over a hundred years, but
they initially believed that this huge beast
was dangerous. It was only when a group
of scuba divers came to Sorsogon in
1998 when they discovered that the whale
sharks were actually harmless and even
gentle. From then on, the town welcomes
these whale sharks annually and offer

forthcoming deadline for
income tax-filing.
Single proprietorships as
well as corporations (observing calendar year financial
reporting) have up to April
15, 2016 to submit their annual income tax returns relating to year 2015. The ITR
must be accompanied by the
audited financial statements.
For purposes of the tax filing,
the AFS must be supported
by the Statement of Management Responsibility (SMR)
signed and acknowledged by
the owner and the treasurer of
the business proprietorship.
AFS and income tax returns of single proprietorships are no longer submitted
to SEC because these are not
under the latters jurisdiction.
AFS and ITRs of corporations must be supported by

their thanksgiving for the blessings they


received with their celebration of the
Butanding Festival.
One of the highlights of this festival is
the long fluvial procession in the waters
of Donsol. During this time of the year,
the whale sharks are often seen near the
surface of the water. It is no wonder that
there are many locals and even tourists who
join this procession, not just to become a
part of one of the events in the festival, but
also to get a glimpse of what the largest
marine mammal looks like. So, if you
decide to visit Donsol during the festival,
might as well join the fluvial procession
to have fun spotting these beasts with the
other tourists as well.

Gender Inequality and
Rural Women Empowerment
In the latest issue of the China Daily, it noted
that the Philippines is the only country in Asia
which is among the top 10 most gender equal
countries in the world.
This is both a cause for celebration and
concern.
In the political sphere for one, we have
Leni Robredo slugging it out with four male
candidates in the vice presidential race; while
another Bicolana, Laila de Lima is among the
more hopeful newbie in the Senatorial slate
of the administration line-up. This is reason
enough for Filipinas to, well, party.
Although, not too soon.
As the United Nations Development
Programme in its The Human Development
Report, said,
discrimination remains a
significant barrier.
The most observable discrimination is
along gender lines in positions, pay and
treatment...yet much remains to be done, and
action needs to happen quickly to address
deep gender inequalities, the report said.
Long-standing patterns of inequalities
reinforce each other, trapping women and
girls across generations in realms of limited
choices and opportunities, it added.
The World Economic Forum also cited
areas where inequality is still the rule, like
healthcare and survival, education, political
empowerment and economic participation.
In the Philippines, particularly in the
rural areas, women participation is still
largely unpaid and does not translate into
economic terms. While credit facilities are
now accessible to them, like those offered by
microfinance institutions; this has also mired
some of them in a kind of debt-trap and the
so-called feminization of credit.
Indeed, while much have been done for
women in the country in terms of legislations
and government programs, much still has
also to be done for women , particularly in the
rural areas where gender inequality remains.
This is clearly still a result of the governments
development paradigm which is skewed in
favour of the urban areas. Under this model,
development is equated with cities; while
the rural areas are pictures of poverty and
underdevelopment.
This certainly has to change, and with that,
the status of our women too.

FOREX RESERVES: The Phls gross
international reserves (GIR) rose sharply
in February 2016 - hitting their highest
level in more than two years amid strong
inflows, the BSP reported. The GIR
reached $81.3B - up by $609M from
$80.69B last month. The increase was
traced to the revaluation adjustments on
the BSPs foreign currency-denominated
reserves and gold holdings resulting
from the rise in the price of gold in the
international market.
BSP Gov. Tetangco also cited the net
foreign currency deposits by the national
government as well as the central banks
income from investments abroad. GIR
is the sum of all foreign exchange
flowing into Phl. These reserves serve
as buffer to ensure the Philippines would
not run out of foreign exchange that it
could use to pay for imported goods
and services, or maturing obligations in
case of external shocks. When the GIR
is sufficient, the exchange value of the
Phl peso is strengthened. God job!
TAX BASE: Only 30% of Filipinos are
registered taxpayers with the BIR. This
means less than one-third of Filipinos
pay income taxes. Of the estimated
103 million Filipinos, only 30 million
are paying taxes. Overseas Filipino
workers are not paying income taxes
on their income from abroad. So also,
individuals classified as minimum wage
earners are exempt from income tax.
Other unregistered persons are those
earning income from the underground
economy.

The BIR is embarking on a yearlong tax campaign to boost revenues
and expand the tax net.
Taxmen
emphasized that what is important
is for income earners to register,
file and pay. On the service side,
BIR now boasts of more than 86,000
classrooms built, more than 30,000
kilometers of road networks and bridges
upgraded and more than 22,000
clinics and hospitals built with the use
of BIR taxes collected.. The tax agency
aims to collect P2.3 trillion taxes this
year.
LOOKING AHEAD: Philippine local
traders expect the countrys business
environment to remain the same
that is, favorable over the next couple
of years regardless of who leads the
next government. Amid an upcoming
change in the countrys administration
by the mid-year, business leaders
said local companies are not holding
back on their investments nor are
their expansion plans await who would
replace President Aquino after June 30.
They say the eco-fundamentals are
already well-placed.
Business executive say: Even if we
choose the wrong president, it will take

a while for perceptions to change

economy will not change drastically.
They claim it is fair to say that in the
next year or so business investments
will still be okay. The Makati Business

Grace Poe turned her back on her Motherland!


As someone who studied the Philippine
Constitution in college, I find the decision
of the Supreme Court allowing Sen.
Grace Poe to run for President by a
vote of 9 against 6 surprising. The 1973
and 1987 Constitution is very clear and
specific in the requirements for those
running for President, Vice President,
Senators and Congressmen. He or she
should be a natural-born citizen, and a
resident of the Philippines for at least ten
years before the election.
Grace Poe said she is a foundling.
She was not able to prove any Filipino
bloodline. Nowhere in the Constitution
says that a foundling is a natural-born
citizen.
P o e s c a m p s a y s t h e r e i s a n
international treaty or convention that
says foundlings are citizen of the state
where they are found. International
treaties may be part of the law of the land
but it is not superior to the Constitution.
A foundling can be classified of a
Filipino, Chinese, American, Spaniard,
Indian. Japanese, Malaysian, Korean
or any foreigner. The Supreme Court
decision may be dangerous if enemies of
our state will use this against our country,
In the future Well Im just thinking aloud
and wondering why the nine SC Justices
disregarded the specific provisions of the
Constitution.
I also beginning to believe what was
written by Charlie Manalo in the Daily
Tribune date Feb. 4, 2016. Heres the
following excerpt from his column entitled
SC going for Grace>?
But this early, rumors are circulating
the high court would be going the way of
Poe. In fact, even before the SC started
hearing Poes case, someone close to
the circles of the magistrates told me he
already has no less than nine justices

In a small party last New Years Day,
I ran across this friend, who happens
to be my trusted source in the judiciary.
He is so reliable a source I always run
to him whenever I need information for
my stories. And when I say reliable,
you can bet everything you have that
whatever he would say would be almost
100 percent accurate.
When he told me it would be then
Justice Maria Lourdes Sereno who
would be appointed to replace former
Chief Justice Renato Corona, he hit
it right on the mark. When he told me
former peace negotiator Mavic Leonen
would be appointed to the high court, he
was again that accurate. He is that deep
in the judicial circle it seems he would
never miss anything.
Anyway, our conversation that day
touched on the issue of Grace who had
been issued a temporary restraining
order a few days earlier by Sereno. And
to my surprise, my friend told me the SC
would be voting in favor of Grace. And
while he didnt mention the names of the
justices who would be voting for Poe,
he said already has nine justices going

Fernando Poe Jr.
Of course, I had to argue that the
same set of justices who would be
ruling on Graces case had established
jurisprudence on the same matter
when they decided four months ago
to disqualify Kauswagan, Lanao del
Norte mayor Rommel Arnado in the
2013 mayoral elections for continuing
to use a foreign passport even after he
renounced his US citizenship.
And just early this month, the same
set of SC justices again affirmed the
Comelecs ouster of the winner of
the 2013 mayoral race in Basista,
Pangasinan province, Manolito de
Leon over the same offense, using his
passport even after he had renounced
his United States citizenship.
In both cases, the people have
voted and decided to elect Arnaldo
and de Leon but still, the SC decided
to oust them from their elective post
after having found them to have
violated qualification requirements,
and in the process, established a
jurisprudence which could guide them
in Poes disqualification case, as
Grace shares the same experience
with both Arnaldo and de Leon.
So, whats the difference between
their cases? Nothing except that
Poe is a rich candidate vying for the
highest post in the land and who could
be the biggest savior of the outgoing
Malacaang resident.
The moral issue against Grace Poe
is her renunciation of her Philippine
citizenship to become an American
citizen. Her loyalty to our country is
questionable. She could have just
applied for a greencard but she turned
her back on her Motherland!

Tripartite climate change pact signed

--- A tripartite agreement
of understanding sealed the
commitment of three government agencies to bring
climate change advocacy
campaign to a higher level.
In a simple memorandum of agreement (MOA)
signing ceremony Monday,
March 7 held at the municipality of Buhi, Philippine
Information Agency (PIA)

Natural Resources (DENR)

affixed their signatures in the
said document to strengthen
their partnership in combating the ill effects of climate
change through education
and other forms of information dissemination.
The LakasLikasan billboard, which highlights the
primary purpose of the MOA,
was strategically placed at
Sta. Elena , Poblacion in
Buhi where the populace and
other tourists visiting the area
can conspicuously see it. The
said structure bears a message
of protecting the lake and the
forests that surround it and
to protect the environment in

general.
Naz in her message, challenged everyone to be a steward of the environment, take
the campaign seriously and
involve the younger generation in protecting our land.
Lacoste expressed his appreciation that his town was
chosen as LakasLikasan billboard caretaker stating that
the partnership only proves
that more and more organizations are into the preservation of the environment. He
said that if there is a time to
change, it should be now.
The advocacy is also centered on the primordial concern to adopt mitigation measures to lessen, if not totally
eliminate, the hostile effects
of climate change and global
warming to every living thing
that will be affected by it.

Buhi commits itself to maintain the safety of the Climate
Change Adaptation (CCA)
campaign billboard which

and PIA.
The joint DENR-PIA CCA
Advocacy Campaign is being implemented nationwide

the aforementioned agencies.

Albay almost ready to host Palarong Pambansa

LEGAZPI CITY -- The
provincial government of
Albay is 90 percent prepared to host the Palarong
Pambansa 2016, a month
before the national games
on April 10-16, Gov. Joey
Sarte Salceda said Thursday.
Salceda made his assessment based on the comprehensive report his office
received from various committees working on the Palarong Pambansa 2016 jointly
composed of officials and
employees of the province
and the Department of Education (DepEd) based on Ex-

ecutive Order 2015-029 that


he signed on Dec. 9, 2015.
He said there are 29 playing venues, with the center
of competition being inside
the Bicol University Main

Campus in this city.


There are 32 billeting
centers, 30 of which are public elementary and secondary schools and two state
universities and colleges

(SUC) campuses -- the Bicol University Main and


Bicol University College of
Agriculture and Fisheries in
Guinobatan, Albay.
The billeting centers will
house the delegates from the
18 regions of the country
who are participating in the
national school games competition.
Six billeting quarters are
ready for sports officials.
In this connection, a threeday Joint Technical Committee Conference for the
Palarong Pambansa headed
by the DepEd and Albay is
now ongoing to tackle developments and last-minute
hitches.

Ads and Corporate Ads which

Canaman folks reminisce heroic milestones of TVGU

CANAMAN, Camarines
Sur --- The heroic deeds of
the Tangcong Vaca Guerilla
Unit (TVGU) during the
Japanese occupation in 1942
continue to bring pride to
the people of Canaman to
this date. Soldiers, mostly
from this little town including other guerilla units and
members of the indigenous
community dubbed Agta,
significantly contributed to
the recovery of the capitol
from the hands of the enemies in May 1945.
Through a holy mass and
ceremonial flower offering to
the TVGU shrine held Tuesday, March 8, the whole community solemnly celebrated the
74th anniversary of the birth of
this revolutionary group.
Canaman Mayor Emmanuel Requejos father, the late
Damaso R. Requejo is also a
guerilla who joined the rest of
the TVGU in defending our
sovereignty during World War
II. He was also the mayor of

WHEREAS, there is an urgent need to put order in the
operation of padyak plying the roads within the poblacion and the
neighboring barangays of this municipality;
WHEREAS, in order to ensure the safety of the riding public who
are utilizing the services of padyak operators and drivers association,
it is incumbent upon this body to enact a padyak ordinance.
WHEREFORE, the foregoing premises considered, on motion
by Honorable Getulio A. Fernando, Jr., duly seconded by Honorable
Lydia C. Obias, be it
RESOLVED, as it is hereby resolved, by the Sangguniang
Bayan of Caramoan, Camarines Sur, in session assembled, to enact
the following ordinance:

as An ORDInAncE REGULAtInG tHE OPERAtIOn AnD
REGIStRAtIOn OF PADyAK In cARAMOAn, cAMARInES
SUR.

SEctIOn 3 ScOPE AnD cOVERAGE. This Ordinance


covers all the padyak for hire that operates and ferry passengers
within the territorial jurisdiction of the Municipality of Caramoan,
Camarines Sur.
SEctIOn 4
PURPOSE. The primary purpose of this
Ordinance is to regulate the operation and provide guidelines for the
registration of padyak and to abate traffic jam and congestion in the
municipal streets of the municipality.
SEctIOn 5 Requirements for the registration of padyak by
the owner/operator.
1. Registration Fee of P50.00
2. Mayors Permit Fee of P150.00
3. Police Clearance fee of P75.00
4. Medical Certificate Fee of P50.00
5. Sticker P50
6. Plate number of padyak which shall have a measurement
of 5 inches x 10 inches to be provided by the CARPODA
7. Affidavit of ownership supported by necessary documents.
If purchased by the owner, receipt of payment is needed.
8. In case the owner owns more than one (1) unit, the owner
shall pay P100.00 for each additional unit. Each owner is
limited only for five (5) units.
SEctIOn 6 The driver of the padyak must comply the
following requirements.
a. Identification Card (I.D.)
b. He must be 18 years old and above.
c. He must secure medical certificate from MHO.
d. He must observe proper hygiene.
e. He must observe proper dress code.
f.

Philippine National Police (PNP) Headquarter, Caramoan,
Camarines Sur.

SECTION 7 FEES. All fees for every particular requirement


shall be made at the Municipal Treasurers Office and the
corresponding receipt must be issued thereon.

The provision of this Section notwithstanding, the Sangguniang


Bayan may decide, in the interest of better and more effective public
service, by an Ordinance to allow a higher number of allowed units.
SECTION 14 LIABILITY. In case of accident, the operator
shall be civilly liable and the driver shall be criminally liable for injuries
or damages done to the passengers and other properties.

SECTION 8 If the owner/operator is the driver himself of his


padyak, requirements stipulated in Sections 5 & 6 must be complied
with.

SECTION 15 FARE. A fare of P5.00 shall be charged each


passenger for the first kilometer, an additional of P1.00 shall be
charged for every kilometers in excess of the first kilometer.

SECTION 9 Owner/operator of the padyak shall register


their unit(s) with the Office of the Municipal Treasurer and the said
office shall determine the physical built and condition of the bicycle
and sidecar or the side wheel thereof. Certificate of good condition
shall be issued to the owner/operator by the said office. Failure of
the owner/operator to renew the registration of his padyak for one
(1) year, his slot will be awarded/given to any interested applicant.

SECTION 16 PENAL CLAUSE. Any violations of this


Ordinance shall be penalized with the following:

The owner/operator is required to comply the following physical
requirements of his padyak.
a. The wheels and other parts of the padyak must be in
good condition and free from rust and dilapidation.
b. It must be installed with flashlight.
c. The registration plate number must be attached to the
front of the sidecar of the padyak.
d. It must have reflectorized stickers to be placed in front
and rear portions of the padyak.

SECTION 11 The driver of the padyak must secure an
identification card (ID) from the Office of the Sangguniang Bayan
and must always wear it when driving his padyak and transporting
his passenger(s). It must be placed with a cord to hang it on his neck
and visible to the passenger and public.

SECTION 17 REPEALING CLAUSE. All ordinance or parts

or invalid, other parts or provisions hereof which are not affected
thereby shall continue to be in full force and effect.

effect upon its approval and publication in a newspaper of local
circulation.

DOH warns Bicolanos anew vs Zika virus . . .

Zika virus. She developed an
illness with symptoms of fever,
rash, joint pain, conjunctivitis,
and muscle pain during her last
week of stay in the Philippines
before returning to the United
States of America (USA).
Currently, we are coordinating with US-CDC for the
profile of the patient, including information on places she
visited in the Philippines. We
were informed that shortly after returning home to the US,
an evidence of Zika virus infection was detected from the
patient. Garin explained.
Zika viral disease, caused by
Zika virus, is characterized by
fever, rash, and conjunctivitis.
Other symptoms are joint pain,
muscle pain, headache, and
vomiting. The illness is usually
mild with symptoms lasting for
2-7 days. Although most individuals infected are asymptomatic or does not manifest any
symptoms, they still have the
capability of transmitting the
infection. Zika virus is usually
transmitted through the bite of
infected female Aedes mosquitoes, the same mosquitoes that
transmit dengue and chikungunya. There have been reports
that the virus can be transmitted through sexual contact and
blood transfusion.
According to the World
Health Organization (WHO)
there are 55 countries and territories that have reported local
Zika transmission from January 2007 to 3 March 2016. Local Zika virus transmission has
also been detected in neighbor-

ployment for teachers and provision of quality education.


With the implementation of
DepEd Universal Kindergarten
Programs there are 13,339 pupils
enrolled. All elementary schools
are offering Kindergarten classes
making it more accessible.
She said that there were 335
classrooms constructed, all with
water and sanitation facilities for
calendar year 2015 and equipped
with 109,138 school furniture.
On the other hand, a total of
5,087 students are recipients of
Government Assistance to Students and Teachers in Private
Education (GASTPE) Education
Service Contracting (ESC) for
the Division of Camarines Norte.
These students are enrolled in 13
private schools and receiving
government subsidy, thus lessening educational expenses of the
families, she said.

Order No. 62., s. 2011 entitled
National Indigenous People (IP)

348 in secondary schools.

malformation like microcephaly. DOH calls on pregnant
women to avoid mosquito bites
especially during day time. For
those with fever, rash, and conjunctivitis, submit yourself for

Corp. is much stronger now
than in the previous years,
PhilHealth Board Member
Eddie Dorotan said.
Dorotan clarified that it is
not true that the health insurance company might become
non-operational soon due to
lack of funds.

In fact, he said, PhilHealth


is very much financially
sound.
The PhilHealth official
said the funding reserves of
the company, which stands
at Php128-Php130 billion at
present, could last up to two
years, based on the provision
of the law.
Although for the sake of
transparency, Dorotan said,
the benefit-providing com-

pany spent Php97 billion in

to the poor members of the
