Twenty six personnel of the


Department of Science and
Technology (DOST) Bicol regional office recently
undertook the Trainers
Training for Board of Election Inspection (BEI) Certifiers in preparation for

the 2016 national and local


elections on May 9 this year.
DOST Bicol regional
director Tomas Brias explained that in the certification process, written examination was administered to
trainees that need to get a
passing grade of 60 percent

by getting 24 of the 40 items


correct. The test was followed
by the practical or hands-on
test which they need to get a
perfect (14/14) to pass.
Brias added that as a
requirement, the teacherparticipants should pass both
written and practical exami-

nations. A retake is only allowed once for those who


failed in the written examination but passed the practical examination. Retake for
those who failed the practical
examination is not allowed.
The training commenced
last February 29 and will run

until April 15, 2016 based on


the preparation timeline of
the Commission on Election
or Comelec.

Philippine National Police
(PNP) Regional Office here
in Bicol has maintained its
solid alliance with the Kabalikat Civicom Association,
Inc. to ensure the safety of
the community through
enhanced communication
linkage.
On Monday, March 14,
PNP Acting Regional Director Police Chief Supt. Augusto Morales Marquez Jr.,
and KABALIKAT Regional
Governor Archimedes Medic Palmiano Salvino signed
anew a Memorandum of
Agreement (MOA) at Camp
General Simeon Ola in Legazpi City declaring their

commitment for a renewed


partnership this year and onwards.
Under the MOAs stipulated agreement, both parties will work incessantly to
enhance public safety and
security and will serve the
community particularly in
times of disaster, in the field
of anti-criminality and election period.
Salvino, who was also invited to grace the PNP PROs
Distinguished Visitors Program as the distinguished
guest of honor and speaker
expressed his gratitude and
elation for the trust and confidence given to KABALIKAT
through the years.

Daragang Magayon Festival opens


LEGAZPI CITY This years Daragang
Magayon Festival (DMF) opened at the Albay Astrodome, with a Eucharistic celebration followed by formal opening ceremonies
featuring the Albay Planet Festival or the
showcase of other various festivals celebrated in the three cities and 15 municipalities
in the province. A fusion of music, colors,
dances, balloons and confetti highlighted
the said ceremony.
In his message, the guest of honor and former senator Juan Miguel Zubiri congratulated
the Albayanos and lauded the efforts of Albay
Governor Joey Salceda in putting Albay in the
map, as well as for the remarkable developments that the province has undergone during
his last three terms.
Governor Joey is the best thing that happened to Albay. He is a champion of the environment being the center for climate change

adaptation, the champion of education with


over a hundred thousand scholars, a champion of tourism elevating Albay from a
sleepy province, to know a true and veritable Cinderella story in tourism with the concept that tourism creates jobs, Zubiri said.
The senator also commended the political unity in Albay, noting the partnership
between the governor and the Sangguniang
Panlalawigan ng Albay, helmed by ViceGovernor Harold Imperial, calling it the
epitome of performance politics.
Salceda, now on his last term as Albay
governor, chose this years theme as a celebration of his past nine years in leading the
province.

Kidapawan Carnage
As we have written in some past editorial,
what ails the Aquino administration is
its propensity of passing the blame or
looking for excuses for its faux pas, as
in the Kidapawan shooting. Agriculture
Secretary Alcalas excuse is the farmers
rally was politically motivated.
Who is saying it wasnt. Hunger that
results from poverty is always political. If
it is not, how will the government explain
the practice of dangling the 4Ps as a
political gambit? Remember Joel Abong
in the 80s during the massive famine in
Negros? Abong was made a symbol,
not only of the poverty in the island of
Negros but also of the neglect of the
Marcos government of the poor they get
malnourished, they go hungry. Abong
and his hunger became a political issue.
And politics is basically power play.
The government should have anticipated
that the farmers rally could turn nasty,
as it did. It should have learned from the
lessons of history, the most proximate
of course is the 1987 Mendiola massacre
during the Cory administration. The
government should have anticipated that
the farmers rally was an opportunity for
history to repeat itself, as it did. So, it will
be a red mark in PNoys administration
that history repeated itself during his
term. It is a history of bloodbath. It is
a history of farmers shedding their blood
in the hands of government executioners.
During the Marcos years, the military
and the police had some kind of a
term of engagement with rallyists. In
the Kidapawan shooting, it looks like
such term was absent. It appears that
once more, the police failed in a crisis
management, as it did during the Luneta
hostage-taking. Thus once again, history
repeated itself in Kidapawan, in PNoys
watch.
Hunger and poverty are political
because they frustrate the people from
turning their weapons into ploughshares.
So to quote Peter, Paul and Mary song:
When will we ever learn?

2ND DEBATE: The fiery entangle (in
UP Cebu) among the presidential bets
resulted in dirty name-calling to the
delight of the debate audience. Analysts
put descriptive tags in the vernacular,
viz: Magnanakaw, Mamamatay-Tao,
Taksil sa Bayan and Hindi Handa. This
is like a matching type examination. In
your opinion to whom do the labels more
appropriately apply. If you listened to the
hot exchanges you can easily match the
tags!
Mar Roxas was placed at the center
of the issues largely because every
attack on the administration was
addressed to him (asapologist for the
Daang Matuwid). As a result, he had
longer exposure which, in my opinion,
highlighted his position. VP Binay was
disadvantaged as he was placed on the
defensive end with regular referrals to
the graft, corruption and plunder charges
against him and his family (thanks to Sen.
Trillanes who is using his tirades vs. Binay
as centerpiece of his campaign for the VP
post).
WOMEN VOTE: CamSurs Rep. Leni
Gerona Robredo consistently climbed the
survey ratings thanks to her assiduous
campaign to inform the public as to who
she really is. Many admired her courage
when she visited the Solid North where
Sen. Bongbong draws his strength.
Anywhere Leni goes her theme is Never
Again with reference against the sorry
events of the Martial Law regime. Leni is
the only politician brave enough, willing
to face the counter campaign of Marcos

TOURISM: Tourist arrivals in the
Philippines for this year is seen exceeding
the government target of 6M - putting
the tourism sector in the right position
to contribute as much as 12% to the
countrys overall Gross Domestic Product
(GDP) over the next three years. The
Dept. of Tourism said more than 500,000
foreign tourists arrived in the country
in January alone. Tourism has been
contributing an annual average growth of
8% to the Philippine economy, the third
largest FX earning industry.
The government recorded tourist

arrivals of 5.3M last year - translating to a


10% growth in revenues of US$6B.llion.
The tourism sector will be backed by
three major drivers including increased
air connectivity and improvement in
airport infrastructure. Expansion in the
countrys accommodation capacity will
be supported by the increasing number
of hotel rooms and international brands
that are being brought into the country,
as well as government efforts to market
Philippine tourism globally.
FORESTRY:
The Philippines
got P200M fresh grant for forest
conservation from German Devt
Agency.
The fund is specially dedicated to
improve sustainable forest management
and biodiversity conservation in the
country. The Phil-German agreement
will be implemented through a project
grant to the Forest and Climate
Protection Panay II. To be completed in
45 months. It will be jointly implemented
by DENR and GIZ with DENRs BMB
and Forest Management Bureau,
The German government launched
the International Climate Initiative in
2008 to support partner countries in
achieving their own climate protection
goals. Grants come from the German
Federal Parliaments (Bundestag)
regular budget allocation to contribute
to emission reductions and climate
change adaptation in developing and
transitioning countries like Phl. The
project will help stabilize local climate,
water supply for local households, and
protection of rice-producing lowlands
by reducing siltation in coastal areas.

month but only the survey of the Social
Weather Station was reported on TV. The
SWS survey after the second presidential
debate of one thousand two hundred
respondents (1,200) found 35% choosing
Grace Poe, Mayor Duterte 26%, VP Binay
18%, former DILG Sec. Mar Roxas17%,
Sen. Miriam Santiago 2%.
The Daily Tribune dated March 29, 2016
reported the Phillcoman platform-based
survey with 1,200 respondents showed
Vp Jejomar Binay topping the list at 27
percent, Grace Poe, 21 percent, Sen.
Miriam Santiago 18 percent, Mar Roxas
with 16 percent and Rodrigo Duterte with

15 percent.
Dr. Ernie Gonzales, a fellow of the
London School of Economics and
Political Science and PCMRII director
for Research, said their field researchers
had asked 1,200 respondents at random
whom they would vote for president
if elections were held on schedule on
four important issues: social, political,
economics and national security.
The PCMRII survey differs from the
usual popularity survey conducted by
other research organizations. Ours is
a nationalist, policy-oriented research
study where respondents are asked
who of the candidates they think have
concrete plans for the country based on
the four interrelated important issues,
Gonzales said.
Simply stated, Vice President Binay
was the choice of 27 percent of 1,200
respondents; Poe, 21; Santiago, 18;
Roxas, 16; and Duterte, 15; with 3
percent out of the respondents still
remained undecided. The sampling
errors for national percentages is three
percent, plus or minus; six for regionals;
and the same for Metropolitan Manila.
With such margins of error, Santiago,
Roxas and Duterte are practically
tied for the third place, each with no
socio-economics and national security
platforms so far.
Each percentage point is equivalent
to 440,000 votes, assuming 44 million
of the 54 millions registered voters cast
their ballot on May 9 as ordained by the
Constitution.
Of the presidential candidates, Binay
is the only one with clearly-defined
platforms on the issues of political,
social, economics and, in particular,

Albay sets P4.5M for summer jobs

LEGAZPI CITY - The
Provincial Government of
Albay (PGA) has allocated
a total of PHP4.5 million
for the salary of 1,080 high
school and college students
to be assigned in different
barangays in the province
starting April 11.
The PGA annually appropriates fund for month-long
jobs for indigent high school
and college students.
Ely Salting of the Albay
Provincial Employment Services Office (PESO) said the
budget this year is higher than
2015's allotment of around
PHP3.5 million for the same

purpose.
Each summer job employee will receive PHP231 per
day wherein 40 percent of this
amount is the counterpart of
the Department of Labor and
Employment (DOLE).
This is a cost sharing between the PGA and DOLE,
Salting said.
According to him, 60 percent of the PHP231 is charged
to the general fund of the province of Albay.
Most of the summer job
employees will be assigned in
barangays to conduct profiling
and baseline data gathering.
They will be mobilized for
skills registry system which
will determine the available

skills in every village, Salting also said.


This initiative is part of
DOLEs Special Program for
the Employment of Students
(SPES).
Students (tertiary/technical/vocational) and out-ofschool youth who are 15 to
25 years old can find work in
their local government or in
any of the participating private
companies.
All interested applicants
are advised to visit the DOLE
regional office or the nearest
PESO to apply.

DOLE shoulders 40 percent

If the city has to continue to move with its evident progress,
the wise voter must bring her back Madelaine Alfelor-Gazmen,
to the position as City Mayor. Nobody has done a great job than
she does making the city a place where one wants to live in and
so will the next generation.
Madelaine Alfelor-Gazmen has given Iriga City AB image
that spells progress,. One can just take a look around. Now we
have what we did not we have in the past. Iriga before Mayor
Gasmen time was a dead citydark and even dirty,
I once took along with me friends from Manila. is this a city?
one asked. Looks like a lowly town. He was right,. After six in
the evening, we did not know where to go. Where to dine?
Two years ago, I asked the same friends to come to Iriga
and watch the Tinagba Festival and they were awed, Such
transformation, and who made this city beautiful and progressive now? I pointed to a young woman who was a part of the
general public watching the Tinagba Festival. Beautifully. She
was in her usual jeans and t-shirt and rubber shoes. Our Mayor. My Mayor, I proudly proclaimed. They were amazed even
more amd looks like she was just one among the countless
spectators. No air, no pretense, just herself. Exclaimed oneif
all government leaders are of her kind, the Philippines would be
a much better place. I could not comment. .
In Mayor Madels time, Iriga has shown progress left and
right. Today, we have several banks which is a manifestation
that people are coming in to invest. When before Iriguenos
have to bank in Naga or in Legazpi, they dont have to anymore.
There are now big supermarkets and department stores, malls,
fast food chains, a new and beautiful government center, a public library, parks, places of interests, more vocational schools
and pre-learning centers, and more importantly people who
trust in government. the Mayor also drove away cheap amusement centers that peddle women and many wives were just too
grateful for that move.
Very respectful and caring. She has also developed culture
and the arts, encouraged people to take care of their own environment, transformed Mount Iriga from a brown mountain to
a green mountain. Now, Mount Iriga lords over the city in its
majestic green.
I took along my family to Iriga, the place where I grew up
and enjoyed my elementary and high school years. After having been away from Iriga for over thirty years, I decided to come
home for the very simple reason that I want my two male grand
children ages 18 and 19 enjoy the tranquility of the city, I do
not fear that they may be subjected to lawless elements when
they come home a little bit late in the evening. And as a doting grandma I even sleep soundly even when they are not yet
home. I know they can even just walk home without fear of being robbed, Fact is, they do not stay in Manila longer than four
or five days to visit their grandparents there. They love Iriga,

The Youth Vote


If
properly
informed
and
motivated, the youth sector will play
a decisive role in the upcoming 2016
general elections (local, party list
and national). This years elections
will be another significant turning
point in the history of our country
but unlike other past elections the
youth vote could be consolidated
with the use of social media.
Unfortunately, many of the viral
information trending in the social
media are misinformation like the
historical revisionism of the Marcos
loyalists.
Many of the young voters will
vote for the first time. They will have
the power to choose a new set of
leaders and representatives. They
will also be largely responsible for
determining the general welfare of
the nation, affecting not only their
sector.
The future is at stake not only in
terms of the political redistribution of
power but also in terms of economic
wellbeing and the quality of life of
Filipinos.
The collective decision of the
voters will have a long-term impact
on all sectors of society as the
authority to determine public policies
and laws will be entrusted to a few
elected public officials.
According to the National Youth
Commission, around 40% of the
more than 52 million registered
Filipino voters (18 years old and

above) in 2016 belong to the youth


sector. This means that the youth
will have very relevant role in
determining the fate of our country.
As defined by R.A. 8044,
otherwise known as The Youth in
Nation-Building Act, youth is within
the age bracket of 15 years old and
30 years old. This sector is generally
perceived to be well-informed but
also vulnerable to misinformation.
Although, comprising a significant
portion of the population, the youth
sector is economically marginalized
as many of its members are either

Filipino youth vote will be very

critical in the 2016 general


elections that could skew the
results, either for the better or
for worse. Hence, there is a
need for the youth voters to be
well-informed about the issues
and platforms of the political
candidates.
Merely relying on scripted
media
propaganda,
political
ads and campaign slogans is
insufficient to guide the youth in
voting wisely.
Participating in public political
debates or forums is among the
best strategies to meticulously
assess the capabilities and
sincerity of political candidates.
The youth voters will be able
to directly gauge the intellectual
competence and knowledge of the
candidates about specific issues
during formal political debates or
forums. The courage and patience
of candidates will also be tested
during such public events.
It may seem to be somewhat
a clich to say that the youth is
the hope of the motherland but
it is also a truism that the new
generation always has the burden
of taking the responsibility of
adulthood and suffering from the
mistakes of the forebears.
For many first-time voters, the
2016 elections will be a rite of
passage.

candidates they think have concrete plans

was the choice of 27 percent of 1,200
respondents; Poe, 21; Santiago, 18; Roxas,
16; and Duterte, 15; with 3 percent out of the
respondents still remained undecided. The
sampling errors for national percentages is
three percent, plus or minus; six for regionals;
and the same for Metropolitan Manila.
With such margins of error, Santiago,

Roxas and Duterte are practically


tied for the third place, each with no
socio-economics and national security
platforms so far.
Each percentage point is equivalent
to 440,000 votes, assuming 44 million
of the 54 millions registered voters cast
their ballot on May 9 as ordained by the
Constitution.
Of the presidential candidates, Binay
is the only one with clearly-defined
platforms on the issues of political,
social, economics and, in particular,
national security, where he showed
his expertise and policies on antiterrorism and cybercrime safeguards
and eradication which his office put into
action in a series of seminars at the start
of his term.

Hundreds of security personnel of SM City Naga gathered


last March 5, 2016 at the malls open parking for the Joint
Tactical Inspection headed byEngr. Antolin Paule, Senior
Vice President for Engineering and Security. The inspection
was conducted annually across all SM malls as part ofits
commitment in ensuring the safety of its customers
and clients.Both security manpower skills along with
their equipment were checked, including protocols for

Montejo also highlighted
the eHATID LGU project
or eHealth TABLET for Informed Decision Making
of LGUs. It is funded by
PCHRD in partnership with
Ateneo de Manila University.
eHATID LGU is a software application for mobile
android devices that offers
health Information system
and decision-making support
to LGUs through an Electronic Medical Record that
generates particular health
reports for the Department
of Health and the Philippine
Health Insurance Corporation.
Montejo also shared that
the first public-private partnership in biomedical research between PCHRD and
Orthopedic International Inc.
(OII) has resulted in a locallydeveloped, innovative, and
affordable knee replacement
system suitable for Asians.
Called the Axis Knee Sys-

tem, it is a knee replacement


technology half the price

System brings down the cost
to P60, 000 in government
orthopedic hospitals and P70,

Of the 367 HIV-AIDS
cases from 1984 to November 2015, more males got sick
at 322 while female victims
were only at 45.
Based also on the records,
those infected aged 25 to 34
years old totaled 210, followed by the 35-49 age bracket with 76 cases and those in
the 14-14 age group have 69
occurrences.
As to other members of
the society, 117 bisexuals got
infected, 93 heterosexuals got
sick and 153 homosexuals.
From 1984, 32 have died
of the social disease in Bicol wherein five died only in
2015.
As a result of these alarming figures, the DOH strengthened its advocacy in schools
and communities to prevent
the spread of the disease, like
what it did in Manito, Albay
where it conducted a oneweek advocacy campaign.

the figures posted in 2014
and 2013.
The DOH-Bicol recorded
57 cases in 2013, which rose
by about 36.8 percent in 2014
to 78 incidents.
In 2015, the number stood
at 136, or 74-percent higher
than the 78 cases chalked up
in 2014.

Lilian Rose Contesa-Encisa, HIV coordinator and


senior health program officer
of DOH-Bicol, said that in
January alone, the agency recorded three occurrences of
AIDS -- two in Camarines Sur
and one in Albay -- and 12 asymptomatic cases.
Of the asymptomatic cases, four are in Camarines Sur,
four in Albay, one in Catanduanes and three in Masbate.
Encisa said the DOH can
easily detect AIDS because
of the symptoms it shows like
weakening of resistance and

AIDS COUNCIL MEETING

The Naga City Aids Council (NCAC) held its quarterly meeting
to review the progress of the Councils efforts in HIV prevention
and control, strengthen working relationships with multisectoral council, to determine the needs of its clients, and to
plan and create strategies in bridging identified gaps. Dr. Vito

C. Borja II presided the meeting attended by representatives


from members of the Council, namely; the City Health Office,
Family Planning Organization of the Philippines, Naga City
Nutrition Council, Department of Education, religious sector,
CEPPIO, and some members of the media.
