Theme: International Relations of the 21 Century

Overview:
A sound understanding of international relations in the 21st century requires an examination of the increasing role that international organizations play in the unfolding of
world politics. More than ever before, international organizations and international law are affecting the way that states conduct their activities, domestically and at a regional
and global level. This also affects, in a fundamental way, the nature of state sovereignty in international relations, a (sometimes resisted) development that has important
ramifications for the way we live, and for the nature of citizen-state relations. The rise of international organizations means that we must reflect on the role that these
organizations play in a world that appears to operate on the logic of state sovereignty and power politics, but which is increasingly affected by international law and norms of
behavior. How relevant are international organizations in such diverse and sensitive domains as security, the environment, human rights and justice? And what do they tell
us about important issues such as legitimacy and authority in world politics?
The Program examines the rise of international organizations and international law and the impact that these organizations have had on global and regional politics. The
course will focus primarily on the United Nations and the functions it performs. We look at various roles that the UN plays in world politics and assess the effectiveness of
these activities. The course also briefly examines the political, security and humanitarian activities evident in other organizations, namely the European Union (EU), the
Organization for Security and Cooperation in Europe (OSCE), and ASEAN. The course will consider the dynamics of international organizations within the context of
increased global interdependence and also within the prevailing power configurations of world politics. As such, the theoretical base of this course will come from the
literature on liberal internationalism and international law as well as from the study of how ideas and norms affect change in politics. The course also examines the growing
interaction between civil society organizations (or NGOs) and international organizations, and will conclude with a consideration of the future of international organizations
in world politics.

Overview: The growth in the number and importance of international organizations has been one of the most prominent features of world politics, particularly since 1945.
Some of these are high profile bodies such as the United Nations, the World Bank, the World Trade Organization and the International Monetary Fund, while others are lesser
known but still play key roles in particular fields. By providing a framework for cooperative problem-solving amongst states, international organizations have modified
traditional power politics without, at the same time, threatening the emergence of a global or regional superstate. However, the phenomenon of international organization also
raises a number of important questions. For example, what factors and forces help to explain the emergence of international organizations? Do such bodies genuinely reflect
the collective interests of their members, or are they created by and for powerful states? To what extent can international organizations affect global outcomes? Many of these
questions, however, are best addressed by considering the case of the worlds leading international organization, the United Nations. The UN (unlike its predecessor, the
League of Nations) has established itself as a truly global body, and is regarded by most as an indispensable part of the international political scene. Its core concern with
promoting international peace and security has been supplemented, over time, by an ever-expanding economic and social agenda. Has the UN lived up to the expectations of
its founders, and could it ever? What factors determine the effectiveness of the UN, and how could it be made more effective?
