Bidders or any other useful parameter. It is very important that there is no
human intervention while development such reports and all the reports are to be
generated by the Automation system itself. The reports are to be self explanatory.

The system enclosure should be made of MS(16 SWG)/SMC/FRP enclosure with IP-65 standards,
fully weather proof with better heat dissipation with hinged font cover equipped with tamper proof
locking arrangement with suitable size clamps finished with colour enameled metal paint to long
life. There should be a proper earthing and standard electrical safety norms.

Technical Details:- The project proposes the installation of the web based to remotely track and
control the actual energy consumption of the street lights and take appropriate energy consumption
reduction measures through power conditioning and control. The proposed system involves setting up
of a computer based central control station from which the entire MCC area can be monitored and
controlled, using a wireless system that is built around the next generation GPRS/GSM wireless
communication. The energy consumed by the entire street lights is monitored remotely over the
wireless network using the energy meters approved by the Cescom/Elect.Board.The Central Control
System will switch ON-OFF the lights at required timings and a daily log of energy consumed
,glowing hours/period, and fault identification report is generated every date.
I.Technogical Issues:
1) To control Excessive illumination during off peak hours.
2) To avoid and deduct Power thefts from street lighting circuits.
3) The main purpose of this project activity is to control and monitor the energy consumption and
wastage in the street lighting system with the adaptation of new techniques. The project main aims
are overall reduction in the energy consumption and demand. an energy management system will
be designed to fulfill the following requirements and the technical specification are consider,
1. Energy saving through remote switching ON/OFF
Remote accurate ON and OFF of the st.Lights based on the
local weather conditions –sunrise &sunset times with a feed back signals.
2. Dimming control of lights during night time Excessive illumination of St.lights to be
controlled during nighttime when Excess illumination leads to unwanted energy wastage.
3. Power Conditioning
The energy saver system should incorporate voltage controls to control and supply
constant output voltage thus increasing the life of lamps and fixtures.
4. Remote Energy Metering
An effective energy metering system should be installed to ensure that proper energy usage
data is available 24 hours x 07 days a week for proper analysis and corrective action in case
of faults.
5. Power Theft Monitoring system
Attempts shall be made to identify areas with high levels of thefts.

02. Operation and Maintenance of Existing Street lighting system

i The successful Bidder is to conduct a Survey to find out existing lights, mark the poles and
service connections.
ii The Bidder is required to operate and maintain all the existing street lights fittings (including
tube lights and Sodium Vapor lamps, M.H, CFL, High Mast etc its fittings, its chokes, its
capacitors and its ballasts), existing UG cables and existing poles so that there is 100% burning
of lights for all the days. in a year in burning condition, duly by following regular routine
maintenance, breakdown maintenance and preventive maintenance aspects including repairs &
replacement of works, for all parts & accessories etc. Complete, in the bid documents as
detailed.(Circles, parks and Burial grounds also included)
iii. All materials used in the Operation and Maintenance of Street lights including the lamps,
fittings, chokes, capacitors, ballasts, UG cables, etc. should be ISI/ISO certified.
iv. In O&M of street lights, all the new materials used to replace the existing materials shall be
of the same rating only, as per ISI specification
v. The Firm should replace all defective Switch Boxes with Fuse so that the boxes are safe to
operate.
vi. The Bidder shall maintain a Control room, help lines and an office for this purpose, each for
Assembly constituency and one at MCC office.
vii. If the poles are damaged due to heavy rains, accidents, riots, etc., the same will be replaced
by the Owner/MCC/ Cesc.
viii. The Bidder has to maintain the underground cable/ feeder pillar in case of divider poles.
ix. Bidder has to carry out the work without causing inconvenience to the public
x. The Bidder has to return any material owned by the Corporation that is removed during the
Contract Period.
xii. The Bidder shall, furnish to Mysore city Corporation a statement containing the list of
Complaints, along with a short description of the nature and cause of each complaint recorded
by the public.
xiii The Bidder shall provide uniforms, safety equipments to their employees while carrying the
maintenance work.
xiv The Bidder should maintain luminaries/fixtures clean and poles should be free from any
rope/flags etc…

T5, Street lights / Retrofit offered as replacement to 40W FTL existing streetlight
Fittings are allowed.

T 5.28W lamp streetlight luminaries complete with housing, diffuser, lamps and ballasts,
meeting
the following requirements.
1. Pole entry suitable for mounting on brackets of any size on existing poles with
double locking bolts
2. Illumination level to be maintained at existing level.
3. Equipment shall be suitable for operation for an input range of 170 – 270 V.
4. Power Factor of offered equipment should be greater than 0.95 and measured on any of
the
meters should be > 0.95
5. Supply Current Harmonics should be less than 30%
6. Electronics ballast are allowed to replace.

ESCO firms shall not replace the existing sodium vapour /metal halide fittings, if
require to replace these fittings has to offer some other equivalent technology to get
maximum saving. But they have to maintain and sustain the existing lux levels. Other
technical specifications like voltage range, power factor & supply current harmonics will
remain the same for these products too with prior approval of the owner. ESCO can do
other modifications in the existing network at their cost to achieve the energy saving &
improving / sustain the lighting level. Strictly maintaining the ISI Code No IS: 1944(Part
I and II) 1970, Code of practice for lighting of public through fares 4.1 to4.8.1 and 5.1 to
5.7.(ISI. Specification is enclosed with tender documents)

MEASUREMENT & VERIFICATION PROTOCOL

1. Introduction:

a. The Owner has provided quantitative details of the Facilities and of its Energy costs,
based on which the ESCO has proposed the EEMs and projected the energy savings.
b. The data provided by the Owner is subject to potential variation on account of certain
factors such as:
• Variation in energy costs due to proportion of functional devices (like lamps,
Chokes, and Igniters etc.), seasonal variations in usage hours, short-term
variations due to festivals, meetings, processions etc.
• Additions / deletions of loads
• Inaccuracies / errors in metering
• Need for modifications in the system configuration
• Unpredictable factors such as power failure, load shedding, power theft, etc.
a. Such variations have a significant impact on the measured power / energy
consumption and hence on the apparent savings. Thus energy metering/billing by the
utility cannot provide an accurate picture of the savings and needs corrections to
offset the effect of variations as above.
b. The M & V Protocol concept , developed and used by International agencies serves
exactly this purpose and ensures accurate measurements – fair to all parties
concerned (e.g., Owner, ESCO, Utility, financers, CER buyers, etc.). Such protocols,
with variations in detail but same basic concept & structure, are in use in all
internationally accepted formats of Energy saving contracts and was also used in the
first two street lighting ESCO projects successfully implemented in India, under the
auspices of Government and International agencies (e.g., IREDA, State DISCOM,
CCDF & CIDA acting through Econoler International Inc.) and the respective Cities.
c. Load Survey: This is the primary phase of the project and is performed by the ESCO
– to draw up the Base line data.
The purpose of the survey is to collect and record comprehensive data on the existing
loads, their organisation into circuits / switching points / metering points, the
locations of the switching / metering points, corresponding offices or officers of the
utility and owner responsible for supply and operation, etc., thus creating an up to
date database of the facilities for use in measurements, computation of savings and
for facilitating operation, maintenance and planning.
d. Updating:
Close cooperation between the Owner and the Utility is essential at all stages in the
creation as well as maintenance of the database. A system for regular recording of all
changes implemented by either party is necessary to ensure systematic updating of the
database in order to ensure that it continues to be dependable and useful.
2. Formats of Record:
Suitable formats shall be developed by the ESCO and used with the concurrence of
the
Owner for:
a. Measurements:

b. Methodology and outputs:

The Measurements Process Consists of:

a. To measure, for a representative sample, the quantum of billed parameters such as


power / energy consumption, over a known time interval and with a known
composition of loads.
b. To record performance parameters for comparison.
c. To cover all the types of loads included in the scope of work.
d. To carry out observations as above both before (Baseline) and after (M&V) the
implementation of the EEMs.
e. To repeat the measurements Bi-annually.

Methodology – Selection of Sample:

a. The sample shall consist of switching or metering points selected so as to cover at


least 5% of the existing quantity of each type of load.
b. It shall cover as wide a spread of locations as possible.
c. As far as possible, switching should be selected or arranged to have all type of load.
d. Measurements on mixed loads should be done. In this case the, unit wattage and
savings are calculated proportionately based on the nominal and metered loads.
e. The representative value for each load shall be the weighted average of the calculated
values over the entire sample. For such calculation, any abnormal results may be
eliminated by mutual agreement. However, the sample actually used after such
elimination shall include at least 5% of the population of each type of load. Further
measurement may be carried out if necessary.
Methodology – Measurement:
a. Measurements shall be carried out jointly by representatives of the Owner, the ESCO
[and the utility]. Observations shall be recorded in a suitable form to be developed by
the ESCO and used with the Owner’s concurrence.
b. The period of measurement shall be not less than two complete daily working cycles
of the loads. This period may be increased by mutual agreement.
c. Multifunction Recording meters with downloadable outputs may be used for the
measurements. Such meters shall have a class of accuracy not less than 1.0 and shall
have been calibrated not more than one year before the measurements with
instruments having national / international traceability. Calibration certificates shall
be furnished as part of the measurement reports. In such case the teams as above shall
do the installation & removal of the meters and downloading of data jointly and the
printed outputs signed by all representatives.
d. If existing meters of the utility are used for metering, the Owner shall ensure the
accuracy and due calibration of the meters as above to the satisfaction of the ESCO.
In such case the starting and ending readings of kWh shall be noted jointly along with
the time of taking the reading and kW and pf shall also be recorded jointly. In all
other respects the process shall remain unchanged.
e. Simultaneously with the measurement, the following shall be noted / measured jointly
and recorded on the observation forms:

(i) Number of devices (e.g., Fixtures/lamps) of each type actually working during
the measurement
(ii) Values of performance parameters (e.g., lux levels)
It is the sole responsibility of Bidder to provide all necessary tools, instruments, and
staff
and also to take required permission if any to carry out the measurement work

3. Determination of Savings:
a) Based on the observations as above, per unit values of billable parameters (e.g.
kWh, kW) before (Baseline) and after (M & V) implementation of the EEMs are
calculated for each type of load, leading to per unit savings for each type of load.
b) These values shall be extended to the annual value of saving by means of
i) The average daily usage hours agreed based on observation and records and
ii) The number of devices of each type.
c) In case of Addition / Deletion of loads the kW & kWh savings will be adjusted
accordingly.
d) The quantified savings shall be converted into Rupees w.r.t. given tariff rates in
the tender.
