WING UNIT

The Wing, abbreviated W, is a unit which can be ordered to REBASE, AIRLIFT, COVE
R, and STRIKE. It cannot move, support, hold, or convoy. When given no orders, i
t does not hold, adding 0 to the defensive strength of its province.
Note that because they cannot move, Wings cannot capture supply centers.
A Wing can be recruited in and may occupy a province with up to one other non-Wi
ng unit under the same power. A Wing cannot base with a supply center or fleet u
nder a different power.
When ordered to rebase, a Wing checks to see if the target province is within tw
o moves of its current location and is occupied by a supply center or fleet, the
n moves there. A Wing can be ordered to rebase to empty sea where a fleet has be
en ordered to move, but if the fleet fails to complete the move, the rebase orde
r fails as well. A Wing cannot be ordered to rebase to a neutral or enemy supply
center, even in fall when it is about to be captured. Rebasing does not apply m
ove pressure, as it is not a move order. However, similar to move orders, one re
base order failing can cause others to fail, and they can "bounce" off each othe
r in a standoff. Rebase is abbreviated R, as in W MOS R BLA. (Russia must contro
l a fleet in the Black Sea by the end of the turn for this to succeed.)
Wings belonging to separate powers can trade places using rebase orders in the s
cenario where both Wings were based on fleets and the fleets moved such that the
sea provinces traded ownership.
The airlift order is handled exactly as a convoy order. Note that because Wings
hold with a strength of 0, airlifts are easier to disrupt. Airlift is abbreviate
d A, as in W MAR A SPA-PIE.
When ordered to cover, a Wing checks to see if the target province is within two
moves of its current location, then increases the strength with which it is bei
ng held by one, but only if a unit in that province is holding or convoying. A W
ing cannot be the sole defender of a province. If a Wing is ordered to cover a u
nit which is giving support, then a move with a strength of one into that unit's
province is inadequate to cut that unit's support. Cover is abbreviated C, as i
n W MUN C MUN. No more than one strength may be provided from any number of simu
ltaneous cover orders.
When ordered to strike, a Wing checks to see if the target province is within tw
o moves of its current location, then checks to see whether a unit in the target
province is holding or supporting. If the unit is holding, the strength with wh
ich it is holding is reduced by one for the turn. If it is supporting, then the
strike order is treated as a move order for the purposes of cutting support. Str
ike is abbreviated V, as in W TRI V ROM. No more than one strength may be deplet
ed by any number of simultaneous strike orders.
If a Wing's province is attacked while it is covering or striking, that order is
not canceled (as a support order would be). If a Wing is dislodged while it is
covering or striking, that order is not canceled (as a convoy order would be).
If any number of Wings attempt to cover a province which any number of Wings are
attempting to strike, the orders cancel each other out on a one-per basis. (Thr
ee covers and two strikes nets one cover.)
If a Wing is based with a fleet, and the fleet moves, is dislodged, or is disban
ded, the Wing relocates or disbands with it. If a Wing is dislodged, it must be
issued a rebase order rather than a retreat order. Annihilation rules apply if i
t cannot rebase appropriately. A dislodged Wing may be ordered to rebase to a se

a province to which a dislodged fleet is retreating.


Wings may not be recruited in Winter 1902 for historical reasons.
FLEET ROME
Italy starts the game with F ROM rather than A ROM.
COASTAL CRAWL
It shall be legal for a fleet on a coast of Spain to move to Portugal or the Mid
Atlantic while a fleet moves from the Mid Atlantic or Portugal to the OTHER coa
st of Spain. This is for realism purposes, and contradicts the rule which states
that units cannot directly change places. This exception only handles fleets.
ALLIANCE VICTORY
Any combination of players who collectively control 26 or more supply centers ma
y unanimously declare a joint victory at the time when victory conditions are ch
ecked. This is distinct from the draw rule, which states that all remaining play
ers may at any point unanimously declare a draw.
TRANSPARENCY POLICY
After every set of orders, the adjudicator will release a map with the resulting
game-state, as well as a public email containing every power's orders that step
. Players may at that time publicly contest the results of the process if they b
elieve the adjudicator to be mistaken.
