MINUTES OF MEETING HELD ON 14.2.2013 AT 12:00 NOON UNDER THE

CHAIRMANSHIP OF SH. P.RAGHAVENDRA RAO, IAS, PRINCIPAL SECRETARY TO
GOVT. HARYANA, URBAN LOCAL BODIES DEPARTMENT IN THE OFFICE ROOM NO.
622, 6TH FLOOR IN THE NEW MINI SECRETARIAT,SECTOR -17,CHANDIGARH
REGARDING SLAUGHTER HOUSES FUNCTIONING IN HARYANA STATE.
List of participants is enclosed at Annexure A.
At the outset, DULB welcomed all the participants and after detailed
discussions, the following points were discussed:1. In the meeting, it was informed by the Secretary, Environment Department that out of
44 Slaughter Houses, only two are functional.
2. Dr. Bhagaria of Animal Husbandry Department, Haryana informed that State Animal
Welfare Board has not been re-constituted so far. He assured that the Board is likely to
be re-constituted within one month.
3. Sh. Naresh Kadian, member of the State Committee for Slaughter Houses raised the
following issues:
(i)

Enforcement by the Police Staff in the field is not proper while transporting
animals.

(ii)

Society for Prevention of Cruelty to Animals (SPCA ) should be constituted

in every district under the Presidentship of the concerned D.C. with S.P. and
other concerned district official s as members.

(iii)

Rules framed by Central Govt. on animals should be endorsed by the State

Govt. The Animal Husbandry Department may confirm whether any
notification has been issued by their department for prevention of cruelty to
animals.

(iv)

Animal Welfare Rules 2011 should be followed. The Delhi Govt. has already
notified Animal Welfare Rules. The Animal Husbandry Department may
collect copy of the same and examine for suitable adoption.

(v)

Cow should be declared as state domestic animal.

(vi)

Animals should not be transported by goods vehicles. They must be

transported in specific vehicles only.

(vii)

Money should be charged from the owners of animals caught by the District
Administration before returning them back to the owners. The money
collected could be utilized for animal welfare.

4. Director, Labour Department, Haryana informed that no child labour is reported to be

working at present in the slaughter houses of the State.
5. Mr. Mann from the Environment Department, Haryana informed that an Affidavit in
compliance of Honble Supreme Court orders has already been filed and he will be
present in the Honble Supreme Court on the next date of hearing i.e. 20.2.2013.
6. After detailed discussion, the following decisions were taken:(i)

Faridabad Municipal Corporation be advised to shut down illegal slaughter

houses.

(ii)

All the slaughter houses should be modernized and proper hygiene and
cleanliness be maintained.

(iii)

Members of the State Committee or reputed N.G.O.s may also be invited in

the meetings at District level Committee on slaughter houses.

(iv)

Licences of slaughter houses be issued under Food Safety Act, after they
meet the requisite criteria

(v)

Offences under the Act should be made cognizable.

(vi)

All the concerned departments and Deputy Commissioners must be directed

to take strict action against the defaulters.

(vii)

All the slaughter houses must have the provision of Effluent Treatment
Plant.

7. The Committee will again meet after three months to review the action taken by the
Department /DCs on the decisions taken.

Description

Minutes of the meeting of Slaughter Houses functioning in Haryana State held on

14.2.2013 and non official Member Naresh Kadyan proposal was approved about
animal shifting as per their shape and size, letter was issued, which was endorsed by
the AWBI, as per decision taken in its 39th General Meeting on 23-8-2013 at item No.
19, besides it regular pressure was built on the Central Government to amend their
rules about animal transportation as per their shape and size, as per proposal of great
visionary Naresh Kadyan, at last Central Motor Vehicle (Eleventh Amendment) Rules,
: 2015 were enforced on January 1, 2016 but these Rules are suspended till September
30, 2016 under pressure of animal abuser and slaughter houses lobby, whereas
hardcore animal rights activism of Naresh Kadyan, pressurized Haryana Police and
Animal Husbandry Department, to implement the said Rules. It would also be
pertinent to mention here that ISI specifications are already enforced, which are not
obeyed by the AWD, AWBI and all State Governments, AWD with AWBI may look
into for further issuance of strict guidelines for field functionaries, all over India,
recognizing vision of Naresh Kadyan.
