METHOD STATEMENT FOR DEMOLITION WORK

INTRODUCTION
The proposed works to be amended out is located on a 3.11 acre site.
The site is located along Jalan Ampang, Kuala Lumpur. The location of
the site is shown in the location plan below. Part of the site is currently
being occupied by two existing restaurants (Pelita Nasi Kandar & Chef
Choi).

The proposed demolition works is expected to start in end of June 2016
and is expected to be completed within 3 weeks.
2.0

SCOPE OF WORKS
The contract involve the erection of a temporary fencing / hoarding,
followed by the soft strip of internal elements, asbestos removal and
perimeter scaffold erection when required

This is followed by demolishing the main building structure down to

existing ground level.
The works shall include the following items:
1. Erection of temporary fences / hoarding, if permanent hoarding
is not up.
2. Installation of required welfare facilities.
3. Removal of existing asbestos materials if any.
4. Carefully dismantle / demolish the existing restaurant.
5. Minimal soft strip and removal of redundant furniture and
fittings if necessary.
3.0

WORKING HOURS
Normal working hours for the works are expected to be :
Monday to Saturday 0800hrs to 1900hrs
No work shall be executed outside of these times or on Sundays and
Public Holidays without the written approval of the engineer /
Authority.

4.0

VISITORS
For the duration of the contract, a visitors log shall be maintained.
Personnel shall be required to sign in and out as well as state the nature
of their businesses. The signing of this visitor's log will imply that the
persons have read and understand the site rules and regulations. It will
be the Safety Officer who will be responsible for ensuring Health &
Safety compliance.

5.0

PERSONNEL
Prior to starting work, they shall be fully conversant with the contents
of the Method of Statement.
All records of site inductions for all of the works being undertaken on
site shall be retained by the Safety Officer at all times during the project
within the site office.

6.0

PRECAUTIONS
1. No operative may start work on site without undergoing site
induction.
2. Toolbox talks will be given on a weekly basis.
3. Dust must be kept to a minimum.
4. All machinery will be operated by a skilled operator familiar
with the requirements of the works.

7.0

COMMUNICATION
Operators of machines will be prohibited from using mobile phones
while working at heights.

8.0

PLANT & EQUIPMENT

All plant and equipment employed in the execution of these works shall
be in good working order and fit for purpose. All relevant inspection
and documentation relating to the items of plant shall be copied and
kept at the site office.
Plant shall have a recognizable identification number so as to enable the
documentation to be matched up for the purpose of verification.
The following plant shall be utilized on site:
1. Excavator
2. Crawler Crane
3. Lorry (if required)
4. Top roof : Manpower
i. 1 Supervisor
ii. 2 Operator
iii. 2 Labourers

9.0

DAILY WORKS PROCEDURES

1. Agree on site with the R.E on the extent of the works to be
carried out prior to any works taking place for the day.
2. Ensure that any previous services to the structure have been
isolated external to the structure, with any services identified as
being left in position being protected to the requirements of the
clients. Water supply is to be maintained for use during the
demolition works for dust control.
3. Carry out induction training with all men on site to ensure that
they are aware of all hazards on site, the scope of works and
familiar with the contents of the method statements and risk
assessments for the works.
4. Ensure that a safe working area has been identified and security
fencing erected if there is no boundary fence, with 'Demolition
Keep Out' sign erected. This fencing will be inspected at the
close of every shift to ensure that the security of the site is
maintained.
5. A daily morning talk will be given to all personnel about work
that will be carried out that day.
6. Due to the location of the works being close to a temple and
office, noisy operations are not to commence until 8am. Water
to be sprayed to suppress any dust created during the works.

10.0

SEQUENCE OF WORKS
The demolition works shall be carried out in the sequence as set out
below.
10.1 Site Boundary and Hoarding
Prior to the commencement of any demolition works, the Contractor
will provide and erect temporary fencing and gated entrance along the
site boundary to suitably secure the site for the duration of the
demolition works. The hoardings must be constructed so as to
adequately protect the public and prevent trespass on site while work is
in progress, and include the provision of all temporary warning signs
and lighting to the satisfaction of the S.O.
10.2 Existing Site Utilities and Services
All services will be assumed to be LIVE until tested as proven
otherwise. The Contractor shall identify or scan to identify all incoming
and outgoing services and to ensure that all existing gas, electricity,
water and telecommunications supplies to the building to be
demolished are isolated or diverted in advance of the demolition works
and that isolation certificates are obtained from the relevant statutory
undertakers. Not with standing this, prior to any demolition or
excavation works commencing, the contractor is to carry additional
checks within the building and surrounding areas to confirm that no
services remain live.
10.3 Safety Signage
The appropriate signage will be installed at the main entrance indicating
that work is in progress and the general public is not allowed to enter
the site.
10.4 Site Facilities
Site welfare facilities will be established within the main site
compound. The facilities will comprise of portable toilet for the
workers.
10.5 Safety and Emergency Procedures
The site emergency procedures shall be posted up from within the
guard cabin. All demolition personnel shall have access to the
Company Operating Manual, which gives procedures for dealing with
incidents.

In the event of an emergency, the personnel shall inform the site safety
officer who shall then notify the appropriate emergency services. The
safety officer shall be ready at the site entrance to direct emergency
services to the scene.
Do not touch or move anything from the scene of the incident, secure
the area only if it is safe to do so.

10.6 Asbestos Containing Materials

A Pre-Demolition Asbestos Survey shall be undertaken for the building
to be demolished in advance of the works. All asbestos materials
contained in the building shall be removed in accordance with current
legislation and the specific requirements of the Control of Asbestos.
Asbestos waste shall only be disposed to appropriately licensed sites.
Copies of all consignment notes shall be provided to the Engineer. No
asbestos materials are to be retained by the Contractor. No asbestos
waste is to be deposited on any part of the site. As far as reasonably
practicable all asbestos materials shall be removed prior to demolition
of the structures they are contained in.
If any asbestos materials are identified during demolition, the
Contractor is to be responsible for the collection, handling and proper
disposal of all contaminated materials.
10.7 Dilapidation Survey
Prior to any demolition or enabling works taking place, a Condition or
Dilapidation Survey of all buildings, retained structures, access roads
and entranceways will take place, this will include a marked up
drawing, photograph and a summary and a copy will be submitted to
the client.
10.8 Soft Stripping
1. Demolition operatives with hand tools are to soft strip the
buildings. All arising will be carried out of the buildings and
placed directly into appropriate skips.
2. All soft strip and waste material from the structure is to be
segregated to minimize the waste to landfill and maximize any
salvageable materials, and to be retained as salvage to be stored
and protected in secure area awaiting removal from site.
3. Soft strip works to include any floor covering, doors and
frames, miscellaneous this stage of works to prevent any falls.
4. Skirting boards and door frames to be removed using pinch
bars and suitable hammers.
5. Internal fixtures and fittings to be removed by using traditional
methods and normal hand tools for such tasks. Material to be
segregated for re-cycling purpose.
6. Windows frame will be removed prior to demolition work, care
taken to prevent unnecessary shattering of glass.
10.9 General Sequence of Building Demolition
1. Excavator will then proceed to demolish the main building in a
piece meal fashion by effectively demolishing the structure to
within its own footprint. During the demolition works, the
structures shall be monitored by the project engineer for
structural stability and/ or movement.
2. The last operation shall be to bring down all leading edges from
the retained ground slab areas.

10.10 Control of Dust

Control of dust during the works shall be carried out in accordance with
best practice at all times. During the demolition operation, water will be
used to keep dust emission to a minimum at all times.
The Contractor will take all practicable steps to ensure that there are no
visible dust emissions beyond the boundary of the site.
The following measures are required to minimise the emission of dust
on site:
1. Drop heights will be minimised to avoid dust spillage, with any
spillages cleaned immediately.
2. Stockpiles will be clearly delineated to deter vehicles from over
running them.
3. Stocking areas shall be wetted to minimise dust emission.
4. Where water is used to suppress dust on or around the site,
suitable measures shall be put in place to prevent the resultant
slurry or dirty water migrating off site and causing nuisance or
contamination of adjoining properties, watercourses or drains.
11.0

CONTROL OF NOISE / VIBRATION

The Contractor will ensure that the best practical means are employed
to minimise the noise and vibrations produced by his operations within
the site and is to comply in particular with the following requirements:

All plants to be used during the designated working hours.

HAZARDOUS MATERIALS
All hazardous materials identified during the works shall be removed
from site in accordance with an agreed risk assessment.
The Contractor will handle and dispose of all hazardous wastes in full
accordance with Duty of Care and all waste management regulations
currently applicable.

13.0

EXISTING DRAINAGE
All drainage pipes and connections within the building footprint are to
be cut off at floor slab level, and the pipes sealed with expanding
polyurethane foam.
All manholes, gullies and drains within the site are to remain, and the
Contractor is to protect these against damage caused during the
demolition works.

14.0

REMOVAL OF ROOFING TILES AND SHEETING (IF

REQUIRED)
The roof tiles and sheeting from single storey building will be removed
first followed by the 2 storey buildings from inside the roof space by
the following procedures:

1. Internal floor to be checked for soundness and the ability to

take the loading from scaffold where required.
2. Initial hole to be burst through the roof from the inside using
hand tools where required.
3. Excavator bucket to be elevated level under supervision of a
banks man.
4. Tiles/Sheeting to be removed by hand and placed within the
bucket, if necessary.
5. Once bucket full, lowered to ground and emptied by hand.
6. Process to continue until roof devoid of tiles.
7. Use of sky lift to access area of roofing that is not accessible to
strip the tiles.

15.0

FLOOR SLABS AND FOUNDATIONS REMOVED BY

EXCAVATOR
1. Excavators to break up and remove floor slabs with bucket if
possible, if not a hydraulic breaker will be required.
2. Waste to be put directly into tipper or stockpiled by the
excavator.
3. Banksman to be presents at all times.
4. Under no circumstances shall excavators be allowed to be
placed on upper floor slabs unless it has been checked to ensure
that it is able to carry the weight of the excavator and debris.

16.0

WASTE SEGREGATION
Where possible, the waste from the demolition will be separated and
removed from site in 4 main categories:
i.
Rubble
ii.
Wood/ Timber
iii.
Metals
iv.
Glass

17.0

PAVED & SURFACED AREAS

All roads, pavements and hard standing areas within the site boundary
are to be retained.

18.0

ENVIRONMENTAL POLICY
The objective will be to minimize the environmental impact of all our
operations.
Steps shall be taken to minimize dust, smoke, noise and vibration
disturbance. Control measure shall include forced ventilation, dust.
