Mr. President and Other Government ELECTED OFFICIALS:

Is this event being left unchecked to allow the hiring of 200 MILLION school children to clean up the spill from the Mexican Gulf Coast to the
areas around Washington D.C. BEFORE the spill moves over the the United Kingdom next winter ?

Why does not the U.S. Coast Guard and U.S. Navy get involved as this fiasco should have been over on April 21st as the Branko R. Babic
1991 Counter Pressure Plug has been around for some time PLUS the CPP with pipe and shutoff valve is PERFECT to be welded to the
interior of the leaking 21 inch pipe as I personally have SCREAMED IN E-MAILS SINCE 042610 TO ALL INVOLVED.

When you make NEW LAWS be sure to include mandatory ACOUSTIC SHUT DOWN OF BOP which can be signaled by the ROV support ships
but do not forget ONE MUST HAVE MANUAL SHUTTING DOWN CAPABILITY AND MY VIEWS SHOWED THE ROV TURNING THE PANEL ITEM
THE WRONG WAY OPENING THE BOP RATHER THAN CLOSING WHICH IS A TURN FROM LEFT TO RIGHT CLOCKWISE ! Look at the FLICK !

Further, have CHECK VALVES mandatory on each and every length [90 foot section] of riser pipe where hydraulic lines go down to the BOP
hydraulic system to prevent loss of pressure in leaks just like you experience now in this NATIONAL EMERGENCY....reason is simple as in
this event the lines broke and ALL HYDRAULIC OIL CONTROLLING THE BOP possibly went out in the Gulf. MANUAL SHUTDOWN MUST BE
IN PLACE BY MANUFACTURER ON BOP DEEP UNDER WATER SO ROV CAN SHUT IT DOWN ! Same for LAND BOP units.

Further, have it mandatory BY LAW to replace any bad modules and secure operations if someone DESTROYS an annular rubber by applying
too much pressure and make it a FELONY if this is not reported immediately and PEOPLE DIE LIKE THE 11 SOULS LOST IN DEEPWATER
HORIZON who are still recoverable for a limited time even though the UNIFORM worn does not have full reflective tape wrists, shoulders,
waist, back and pants legs so they can be seen and recovered underwater for their families to BURY after coroner's confirm they were NOT
MURDERED DIRECTLY !

Now BP is sitting with several HUNDRED MILLIONS OF DOLLARS IN INSURANCE MONEY when the entire INCIDENT is still a CRIME SCENE !
When will the FBI, USCG and USN commence recovery of bodies and materials from the CRIME SCENE then determine if any
MURDER/TERRORISM/CRIMINAL NEGLIGENCE was involved. Obviously the U.S. Government is being DENIED ACCESS TO RECORDS
AND VIDEO'S SHOWING THE DAMAGE PLUS OIL LOSS WHICH MUST BE DEALT WITH IMMEDIATELY.

Some OLD Professionals, who were also special WELDERS in past years, KNOW what can be done to shut down the riser leaks IN 8 HOURS
FLAT EVEN IN 5,000 FEET OF WATER AT A SEA BED IN THE GULF. Those same PROFESSIONALS know how to PULL THE OIL BLOB INTO
BARGES AND SUCK UP OR SKIM THE WATERS DEEP WITH SPECIAL PUMPS ON COILED PIPING FOR REMOVING OIL. Who really cares
about how to solve the leaks or STOP THE WELL plus recover the deadly OIL BLOB threatening the GULF, FLORIDA, ISLANDS AND EAST
COAST ?

Who is investigating the PROFESSIONAL SOLUTION OPTIONS given clearly to you and others in this emergency ?

Certainly NOT OLD VETERAN'S WHO WERE WELDERS AND PROFESSIONALS IN PLUMBING OR UNDERGROUND UTILITY WORK !

WE KNOW HOW TO STOP THE WELL LEAK IMMEDIATELY BUT BP DOES NOT WANT TO STOP THE LEAK !

PIPE AND BALL VALVE TO INSERT INTO THE 21 INCH PIPE AFTER THE BOP AS EACH SECTION IS 90 FEET WITH FLANGES....THINK
ABOUT THE WITH FLANGES.....A NEW FLANGE WITH BALL VALVE AND OUTGOING PIPE WITH FLANGE COULD BE INSTALLED AT ANY

Sad but EXPERTS could have shut down that leak and entire well IN 8 HOURS FLAT using the Branko R. Babic Inventions Counter
Pressure Plug and Counter Pressure Plug with flow thru pipe and special wheel BALL VALVE welded in place.

Option was to use "Jet Swet" model allowing turning by ROV of a section to HOLD THE FLO THRU PIPING WITH BALL VALVE IN PLACE
for welding by ROV underwater as a special FIRM known as Oceaneering is an EXPERT plus ROV WHEEL CUTTERS SAW EASILY
THROUGH 26 INCH PIPE with their 50 inch blades.

Should really rattle some as Governor of LA, Governor of FLA, President, BP and others were made aware this nightmare could be OVER in
8 Hours FLAT !
