Proposed Entry Into The Renewable Energy Sector

Enter the industry as an Independent Power Producer (IPP)
Enter the market not through the bidding process
Enter into Private Power Purchase Agreements with private clients
Enter into a 30 year Power Purchase Agreement with ZESA (with an option for
renewal).

What Has Been Done So Far

Developed a project concept report.
Secured land lease with City of Harare.
Obtained written government authorisation to implement the project.
Consulted and engaged with Zimbabwe Electricity Transmission Company (ZETDC).
Did an Environmental Impact Assessment (Consultant is still to be paid then the
Environmental Impact Prospectus can be submitted to Environmental Management
Authority.

What Remains To Be Done

**It should, however, be noted that most of the activities below can be made to run
concurrently:
Seek investment finance /funding partner in return for equity.
Do a feasibility study report.
Present the Proof of Funding to Ministry of Energy. Its a requirement to show
evidence of Proof Of Funding.
Finalise applications for licences with ZIA and ZERA. (This can only be done once the
company has proof of funding from a financier or an investor).
Negotiate Power Purchase Agreements with ZESA (with guidance from ZERA).
Clear and level land (if need be. Otherwise the current site is flat already and
minimum environmental disturbance is envisaged).
Procure panels, fittings and rails. Consider EPC.
Employ and train labour and install PV panels.
Connect to current grid.
Commission the plant.
Prepare a decommissioning plan for 25-30 years.

Timing
The remaining activities can be run concurrently.
These activities can be completed in a period ranging from 6 to 8 months
(or even less).
Planned Project Programme

Project Benefits
A.

To Project Owners
Ability to Build, Operate and possibly Transfer the power plant.
Income/ revenue from the sale of electricity generated.
Creation of opportunity for possible expansion into other cities, towns and countries in Africa.
Maintenance costs, too, are relatively low, because a PV facility is a fixed installation, and has no
moving parts.
Since the suns energy is free of charge and relatively consistent and predictable in an average year,
despite diurnal and seasonal variables, investment in PV represents long-term, predictable, lucrative
investment opportunities with comparatively low risks.
The market for solar power plants continues to develop and increase
The project, once commissioned, will be elevated to National Project Status hence no import duties
on components. The company will enjoy a tax break.
B.

To Communities
Creation of employment.
Exchange of knowledge and skills.
Empowerment.
Provision of the much needed electricity in communities.
Creation of community projects as part of Corporate Social Responsibility.

C.

To the country
Economic development
Social development
Good constant supply of electricity hence no more power cuts/outages hence improving lives of its
citizens.

ZAPC Project Team

Capital Requirements
