Generic Aircraft Refuel Sheet. 4.3.1 Aircraft Refuel Sheet — Example 8747-400 nn B 4.3.2 Aircraft Refuel Sheet — Example 8777-200 44 4.3.3 Aircraft Refuel Sheet — Example MD-11 : 45 GLossany oF TeAMINOLOGY TATA INTRODUCTION Certain IATA Member aitlines, Oil industry and Into-Plane Fuelling Companies recognised the need to develop Aireralt Fueling Procedures in a standard style and format, particularly when fuelling company employees began to take over responsibilty for operating the aircratt fuelling system ‘switches’ from the Airlines, with the goal of ensuring that refuelling would be carried out safely and accurately. The standardization of the into- plane fuelling operation would also bring huge cost savings to the industry in the training of fueling operatives. ‘To achieve these objectives, the IATA Technical Fuel Group (TFG), formed a Task Force, of Aitines, Airframe Manufacturers and Fuelling Companies whose mandate was to develop simplified refuelling procedures to tenure that a standard format can be used for similar refuelling procedures for the same type of aircraft. Four different Levels of service have been defined, and simplified procedures to cover the vast majorly of routine refvelings have been developed for each type of aircraft. A recommended "Aircraft Refuel Sheet ” has also been developed by Into-plane Fuelling Companies/Operators, the adoption of which is paramount to the final success of the project. This JATA Guidance Material will be revised, whenever significant changes need to be introduced and/or to Include additional aircraft types. ae IATA CHAPTER 1 — LEVELS OF SERVICE There are FOUR (4) Levels of Into-Plane Fuelling Service ranging from the least complex, as outlined in Level 1 requirements, to the most complex, as outlined in Level 4. The Fuelling Personne! will be considered to be an Authorised Retueller, qualified to operate aircralt switches to refuel aircraft, if they have successtully completed the training provided by an Approved Fueling Instructor. Training will include each aircraft fleet type assigned to the station, including diversion fleet types. Details of the requirements are identified in the Fuelling operative Levels 1 through 4. 1 May 2013 LEVEL 1: MINIMUM LEVEL OF SERVICE ‘A. The Fuelling Personnel of the contracted company service that includes: sssentially to provide up-to plane (1) operating a fuel vehicle, making necessary nozzle connections to fuel hydrant pit and aircraft; (2) operating the deadman control. 8. An airline-authorised refueller will perform all other into-plane fuelling procedures and is responsible for all fuel servicing requirements. ©. Level 1 service includes all the following base level procedures only: (1) Have adequate knowledge of fuelling vehicle systems and operations. (2) Approach and position the fuelling vehicle at the aircraft in accordance with local and driving regulations. (3) Set fuelling vehicie brake and install wheel chocks, if brake interlocks are not installed, 4) (5) Open aircraft wing fuelling panel and remove fuelling adapter caps it installed). Bond fuelling vehicle to aircratt (6) Connect fuelling hoses to aircraft. a (8) Provide fuel volume and density of fuel loaded, when requested, @ Hydrant system ~ connect hydrant coupler to hydrant pit valve. Perform clear and bright fuel appearance checks at the aircraft in accordance with ‘operating procedures, and pertorm chemical water detection test when required (10)Engage and operate the deadman control under the direction and supervision of the Airline ‘Authorised Refueller. (11)Monitor vehicle fuelling pressures to ensure maximum limits are not exceeded. (12)At completion of fueling, disconnect fuelling nozzle from aircraft, replace fuelling adapter ‘caps (installed) and close fuel panel access door. (19)Hydrant system — close hydrant pit valve and disconnect hydrant coupler. (14)Disconnect bonding cable connection (15)Provide tuel delivery receipt to representative for signature prior to aircraft departure (16)Provide assistance when defuelling of aircraft is required. (17)The Fuelting Personnel has final responsibilty to verify that all hoses and static grounding’ bonding attachments have been disconnected from aircraft (including hydrant pit, where applicable) and are properly stowed prior to moving fuelling vehicle. (18)Perform walk around inspection, 14 wie o, A ; 1atA_ Guidance Material on Standard Into-Plane Fuelling Procedures 4.2 LEVEL 2: ROUTINE FUELLING - TOTAL FUEL REQUIRED A. Level 2 service includes all the items listed in level 1 plus all the items listed in the following procedures below: (1) Obtain documented Total fuel figure from airline representative prior to fueling, (2) Perform gauge and system tests as appropriate for aircratt type, (3) Fuel aircraft to the Total fuel requirement using the aircraft Automatic fuelling mode as determined by an airline representative. (4) Complete kilo/pounds or ltre/gallons conversion, when required. (6) Set wing panel switches and gauges and control the amount of fuel being added to the aircraft using aircraft Automatic loading settings. (6) Communicate with opposite wing Fueling Operative when two fuelling vehicles are used to fuel the aircraft. (7) Communicate with cockpit via headphone, if required. (8) Monitor wing panel gauges, vehicle pressure gauges and fuel tank vents for spills during fuelling (9) Deliver completed fuel service form (where supplied) to operations or cockpit crew. 4.3 LEVEL 3: ROUTINE FUELLING — DISTRIBUTION REQUIRED & DISCREPANCY CHECKING A. Level 3 service Includes all the items listed in levels 1 & 2 plus all the items listed in the following procedures below: (1) Obtain Aircraft Retuel Sheet from ailing or fuelling company representative prior to fuelling (2) Read refuel pane! gauges before and after fuelling and enter readings on to Aircraft Refuel Sheet. (3) Fuel aircraft per fuel uplift calculations as determined and entered on the Aircraft Refuel Sheet. (4) Set refuel panel switches and gauges and control the amount of fuel being added to the aircraft using aircraft manual or automatic loading settings. (5) When fuelling various fleet types, be quaified to interpret Fuel Manual distribution charts, and follow fuel distribution pracedure in accordance with the specific fleet type. (6) Calculate Fue! weight in kilos/ pounds (trom density) at aircraft on designated flights using hydrometer. (7) Calculate fuelling discrepancy and compare with maximum allowable. If itis outside limits, Contact a Level 4 / Airline Authorised Retueller to check fuel levels as required. 12 May 2013 whe TATA Levels of Service 1.4 May 2013 LEVEL 4: NON-ROUTINE FUELLING A. At this level of service, the Fuelling Personnel of the Contracted Fuel Supplier provides full into-plane fuelling capability that includes all routine and alternate fuelling requirements for aircraft scheduled for that station. B. Level 4 service includes all the items listed in levels 1, 2 & 3 plus all the items listed in the following procedures below: (1) Be qualities to interpret Fuel Manual drip stick tables and crip stick conversion charts (2) Operate and read measuring stick measurements to determine tank quantity 1a) When requested by the Flight Crews. b) When quantity added exceeds tolerance (discrepancy). c) For tank with an inoperative gauge. 4) To verity pre-service differences. (3) Perform non-routine fuelling procedure when any one cockpit gauge is inoperative, using measuring sticks and fuel vehicle meter or measuring sticks and operative aircraft gauges, to provide a known quantity in the tank with the inoperative gauge (4) Enter cockpit when a refuel panel gauge is inoperative and direct fuelling, via headphone, Using operative cockpit gauge to determine tank quantity (5) Perform tank to tank transler or defuel aircraft using boost pumps, override pumps, and cross feeds when required. Loading limitations per Aircraft manuals must be followed. (6) Carry out overwing fueling of pressure fuelled aircraft when required. 13 CHAPTER 2 — SAFETY This procedure is only valid in conjunction with AIRCRAFT MAINTENANCE MANUAL; FUEL SYSTEM - SERVICING; ATA 12-11 or ATA 28-25 depending on aircraft model. Etfectivity: ALL and Airline and Into-Plane Companies Manuals. 2.1 SAFETY PRECAUTIONS PRIOR TO COMMENCING FUELLING Responsibllty: F = Fueling Company A= Airline 1 ]F [Ensure the Fueling Vehicle and equipment conforms to the relevant, recognised standards and] are subject to a regular maintenance programme. 2 | | Fuel vehicles and systems should be fitted with emergency shut-off mechanisms. | 2 |A [Ensure a locally agreed Fueling Area andior Fuclling Zone is established with the airport F_| authority 4 | AF |All personne! involved in the operation should be made aware that during the fueling operation; potentially flammable vapour is expelled via the aircraft vent points. Electrical equipment and vehicles with hot parts must not be positioned close to the fuel vent points. Refer to Aircraft Maintenance Manual for vent points clearances. 5 | AF |All personnel involved in the fueling of aircraft should be familar with how to summon the Aiport Fite Service. | 4 6 A | A fuelling supervisor or fuelling safety person may need to be appointed in some locations and all fuelling vehicles should be under the control of a least one competent, rained person. 7_| AF | Tank fuellers and hydrant dispensers should have a clear exit path at all mes. | 8 |AF Fueling shall be suspended when electrical storms are in close proximity. Guidance may be | sought from the Airport Authority, Air Traffic Control or the Flight Deck Crew, as appropriate. 9 A. | Ensure that there is no equipment below the aircraft, which could cause damage when the aircraft | descends during refueling, | 10 [A | Ensure thatthe aircraft wheel chocks have been positioned in accordance with normal operating procedures. Make sure that their chocks do not touch the tires. The added fuel weight can cause the tires to compress and subsequently prevent the removal of the chocks. 11|F | Fucling vehicles should be positioned such that they do not obstruct access to the aircraft for rescue oF fire fighting vehicles or obstruct the evacuation routes, including chute deployment areas, 12|F When in position, the driver shall not leave the cabin until the parking brakes have been applied and locked in position. 13 | AF | Suitable fre extinguishers should be provided and readily accessible. 14 |A_| Do NOT refuel the aircrattif a fire or engine overheat warning is displayed on the flight deck. 15 | AF| Do NOT refuel the aircraft if any part of the landing gear appears unusually hot, e.g. hot brakes. | “The Fire Service should be called in this event. 16 | AF| Make sure that the overboard vents. are not blocked. Jif the APU exhaust discharges to the side or rear of the aircraft, fuelling vehicles should be positioned to avoid any risk of coming in the path of the exhaust stream. Refer to Aircraft Maintenance Manual for clearances. In the event of a fire in an APU, the unit shall be stopped, the APU fire extinguishing system ‘activated, and the flight crew and/or cabin crew and the Airport Fire Services shall be alerted In the event of a fuel spill, fuelling shall be stopped and the airline representative of aircralt crew informed immediately. Unioad and Shutdown the APU. The APU must NOT be restarted until the spillage is removed and there is no further risk from fuel of vapours. Ground Power Unit's (GPU's) should not be positioned within 6 metres (or value specified in Aircraft Maintenance Manual) of fueling equipment and vent points. Within the Fuelling Zone ensure that ‘Smoking and use of naked lights is prohibited Radios, radio telephones, pagers, torches, lamps and lighting systems are intrinsically safe, or are of an approved type. Only authorised persons and vehicles are permitted. No all metal wheels or metal studded tyres are used. Photographic flash equipment shall not be used within 6 metres of fuelling equipment and vent points. | All personnel working in or around the aircraft must assume fuelling is taking place while an | aircratt is being prepared for service Passengers should not be permitted, Vehicle engines should not be lft running unnecessarily May 2013 22 TATA Fuelling Procedure 2.2 CAUTION Electrostatic charge may accumulate on the surface of the aircralt or fueling vehicle. The aircraft and the fueling vehicles must be elecirically bonded together throughout the fuelling operation to ensure that no difference in potential exist between the units. Electrostatic charge may also build up in the fuel during fuelling and if the charge is of sulficient potential, can cause sparking within the aircraft tank. The use of a static dissipater additive in the fuel can contribute materially to reducing the risk involved. A reduction in flow rate may be necessary if a static dissipater is not in the fuel. Strong winds can also cause a build-up of static electricity. Large charges of static electricity can develop on support equipment while parked. (On some aircraft, changing or removing the electrical power source or electrical power transients, during the fuelling operation may close the aircraft fuelling valves, which can result in damage to the fuelling equipment 23 May 2013 CHAPTER 3 — FUELLING PROCEDURE 3.1 GENERAL These procedures are based on the Aircraft Maintenance Manual, Fuel System — Servicing; ATA 12-11 or ATA 28-25, as applicable. This procedure is only valid in conjunction with the Aitline’s Fuel Manual and Fuel Safety Procedures, latest Issue and Levels 2 & 3, provided the Fuelling Contract includes a liability clause for " Additional Services * covering the Service Level agreed upon by the partners ( Service Level Agreement ~ SLA) Sorvice Items and Procedures marked as SLA 2 or SLA 3 constitute "Additional Services” according to the Fuelling Service Level Agreement, Items marked SLA 1 are "Normal Service: WARNING: — Fueling procedure can only be started when all Safety Items of Section 2 are complied with, Failure to obey the safety precautions can cause serious injury to persons and damage to the equipment. 3.2 RESPONSIBILITY — AIRLINES Itis THE AIRLINE'S responsibility to ensure that: + The required Fuel Uplift / Departure Fuel (Level 1) or requested {uel quantities are transmitted to the Fuelling Company by an agreed method (Level 2) or on the IATA Standardised aircraft refuel sheet / fuelling slip (Level 3) + The Aircraft is ready to be fuelled in automatic mode without any restrictions and risks concerning the aircraft safety with regard to fueling, + An Airline representative is present throughout the fuelling process (Level 1 only) 3.3. RESPONSIBILITY — FUELLING COMPANY Itis the INTO-PLANE fuelling company’s responsibility to ensure that: * The Airline is informed, by an existing locally agreed procedure in the event of a system failure preventing the transmission of data via a computerised mothod. * Fueling procedures are followed in accordance with the approved Fuelling Company, Airline or Airport Manuals. * The fuel to be uplifted is of the correct specification, grade and quality May 2013 a4 mata Guidance Material on Standard Into-Plane Fuelling Procedures 3.4 LEVEL 1: FUELLING PROCEDURE — ALL AIRCRAFT TYPES This Fueling procedure is generic and is applicable to all aircraft types.
