Testa, Jr., Honored by South
Jersey Cultural Alliance
Michael Testa, Jr., a partner with the law
firm Testa Heck Scrocca and Testa in
Vineland, was recognized by the South Jersey
Cultural Alliance (SJCA) at the 21st annual
Paul Aiken Encore Awards recently. The
awards ceremony, which recognizes champions of the arts, history and cultural communities in southern New Jersey, was held at the
Eagle Theater in Hammonton. Sixteen arts,
government and business leaders were honored for their volunteer efforts.
The Vineland Regional Dance Company
(VRDC) nominated Testa for the honor. An
eight-year member of the VRDC Board of Directors, Testa currently serves as president. In addition to his contributions to the arts, he serves as the current chairman
of the Cumberland/Salem County Big Brothers Big Sisters and Chairman of the
Cumberland County Regular Republican Organization. Testa also served as past
chairman for the Vineland Downtown Improvement District/Main Street
Organization Board of Directors. Mr. Testa also serves on the Board of Trustees for
the New Jersey State Bar Association. He and his wife, Julie, reside in Vineland
with their two daughters, Eva and Sarah; they are expecting a son in July.

ne of Hammontons longstanding traditions has been the religious observance of the Feast
of Our Lady of Mount Carmel,
a July 16 daylong celebration couched
within a weeklong festival filled with
food, song and carnival entertainment.
The procession and liturgical services that
accompany the feast day are widely
known, drawing participants from all corners of the country and even some foreign
visitors. And this year, in the midst of the
towns sesquicentennial, the festivals origins and its link to the past should be
more visible than usual.
The day of July 16 is devoted to Our
Lady of Mount Carmel during the week of
festivities, and for many it provides a time
of reflection and prayer. While this
Hammonton event has been an annual tradition for the past 140 years, the religious
connections that make it special to those
who attend actually date back centuries to
the medieval era at the time of the birth of
a new religious order.
It was during the 12th and 13th centuries that a group of Christian hermits
living in the Holy Land on Mount Carmel
erected a chapel dedicated to the Blessed
Virgin Mary. The title they bestowed
upon her was Our Lady of Mount Carmel
and the hermits became the Carmelite
Order.
According to online sources, Our Lady
of Mount Carmel became associated in
the 15th century with the Brown Scapular,
a sign of salvation for the wearer of this
religious item, which consists of two rectangular pieces of cloth connected by a
cloth band. It is reported that Mary, in a
vision, gave such a scapular to an early
Carmelite, Simon Stock and it was added
to the Carmelite attire.
During the 14th century in England,
The Feast of Our Lady of Mount Carmel
was originally celebrated on July 17, but
the date conflicted with the European
feast day of Saint Alexis and was changed
to July 16, which has remained the
observed date by the Catholic Church.
Hammontons celebration of the feast
day began 141 years ago in 1875 in a quaint
ceremony at 232 Pine Road where
Antonio Capelli resided. According to the
Mount Carmel Society website, it was at
his home that Capelli along with a small
group of fellow immigrants, prayed in

LEGISLATIVE CORNER
Your Advocacy team hosted a meeting with District 1 NJ Senator Jeff Van Drew
at the GVCC office in June. We discussed a variety of issues, such as:
Minimum wage
Estate and inheritance taxes
Proposed increase of gas taxes
Paid sick leave
Plastic bag fees proposed bill
S15 & A15 RAISES MINIMUM WAGE TO $15 / HOUR
**UPDATE** The Assembly and Senate passed this bill. As of this writing, it now
goes to Governor Christies desk. He has stated previously that he will veto the
bill.
This bill proposes to raise the NJ State minimum wage to $15 per hour for 40
hours of working time in any week and 1 times the employees regularly
hourly wage for each hour of working time in excess of 40 hours in any week,
with a few exceptions. This would be phased in over a four year period beginning January 1st 2017 with a minimum wage of $10.10 per hour. It also provides that the minimum wage rate will be increased by any increase in the consumer price index.
S799 PAID SICK LEAVE
**UPDATE** The Senate has passed two amendments to this bill:
1 Exemption for businesses with fewer than 10 employees
2. Clarification that an employee begins to accrue sick leave when the employee
commences employment and shall be eligible to use the earned sick leave
beginning on the 100th calendar day after the employment commences, unless
the employer agrees to an earlier date.
We are pleased regarding these amendments, but remain very concerned about
other aspects of this bill: carrying time over from year to year, uses of sick
leave, conflicts with other existing leave laws, and additional burdens placed on
businesses to document and manage this legislation.
