Lapford Youth Club - Popes Lane Site


In the winter storms of a couple of years ago the Youth Club in
Popes Lane was forced to close for safety reasons. The costs of
reinstatement and renovation just being too great, the Youth
Club Management Committee has worked with Lapford Parish
Council, as custodian trustee, to work upon a plan for the
disposal of the site and to safeguard the proceeds of sale for the
benefit of Lapfords young people and the community. To
achieve maximum financial benefit Planning Permission has
now been secured from MDDC for the conversion of the
Victorian stone former school building into a residential
dwelling and to build an additional house on the land to the
side. The next stage is to market the site.
So there is no misunderstanding as to how these funds may be
used, the Lapford Youth Club Management Committee have
identified clear criteria for their use:
The Lapford Youth Club Management Committee is committed
to the principle that the capital asset from the sale of the Youth
Club site in Popes Lane must benefit young people and the
community The Management Committee wishes to see:
1.
A re-investment in facilities and services meaningful to
modern young people.
2. New facilities should essentially be:
a) Places or spaces where young people can freely associate
and socialise and where they can recognise they have a
significant purpose and role.
b) These places and spaces should/could include a caf
environment, a place for fun, enjoyment and activity indoors
and outdoors where young people can be physical and follow
pursuits.
c) Arts area with sinks and cleanable surfaces and areas for
displays.
d) Suitable storage for dedicated equipment such as table
tennis or sports or arts equipment.
e) A place of permanence.
3. New Facilities should have desirable features:
a) hard-play area for ball games or roller activities.
b) a place of curiosity and interest.
This is a formal statement to assure people of the Lapford
community of the certainty and commitment of how these
funds will be used.

Police have received a report of a letter purporting to be


from the People's Postcode Lottery.
The letter sent to a resident in Torrington told of them
winning an substantial amount and gave Serial numbers to
tickets bearing their name and giving contact details.
If you are a member of the Peoples Postcode Lottery, DO
NOT BE FOOLED.
If you receive such a letter, there are indications on the
letter that do show it is a scam.
Do not ring any of the numbers given on the letter or give
any personal, banking or card details.
If you are unsure as to the authenticity to letters of this
nature, go to your local Police Station for assistance in
confirming a scam.

Pre-School news.........
It is so nice to make use of the
outdoor space, this half term we
have been learning about transport,
sponge painting, making a road
maze using masking tape, watching
out for local traffic to create a
survey and the best thing - making
modes of transport out of cardboard boxes!!
We will miss our bigger children who are moving up to 'big
school', however, it will be nice to see them over the fence
and at lunchtime!
As well as 3 year old funding, we are a 2gether funded
provider - 15 hours free childcare from the term after the
child's 2nd birthday, any child eligible will receive a golden
ticket.
Please come along to our 'family fun day' on the 2nd July
11.30 - 3 at Lapford Primary School; hosted by local early
years settings; Please see poster which has more
information!
We are having an open morning on the 11th July 9.30 - 12,
for anyone wanting to come and look around.

Maximum temperature 16.0 Con the 13th, coolest
day was the 22nd with a maximum of 8.1 C.
Minimum temperature was -1.0 C on the 28th.
There were quite a number of sharp ground frosts
especially near the end of the month, with a
minimum of -7.0 C on the night of the 28th, low
enough to cause damage to tender plants.
Rainfall only reached half the average, with a total
of 32.8mm (1.29). The wettest day was the 6th
with a fall of 8.2mm.The windiest day was the 10th
with a gust of 41 mph.
May Weather
Slightly milder than average, but dry again.
Warmest day was the 12th when the mercury rose
to 21.2 C. Coolest day was the 2nd with a
maximum of 12.1 C. The coolest night was on the
1st with a minimum of 1.9 C and a touch of ground
frost (-2.4 C).
Rainfall came to 39.2 mm (1.54), the wettest day
being the 11th with 10.1 mm.
The windiest day was the 21st with a gust of 34
mph.

15 hours free funding


for 3/4 year olds

Blackcurrant ice-cream
600 ml Devon Double cream
300g Blackcurrants
150g Granulated sugar
1 teaspoon lemon juice
Optional 1 tablespoon brandy
Place the blackcurrants, sugar and lemon juice with 2
tablespoons of water into a saucepan, and cook gently
until the fruit is soft. Allow to cool and then rub through a
sieve or puree in a food processor. Whisk the double
cream until just soft and light, do not over beat, and
gently stir in the cold blackcurrant pulp, and brandy. Pour
into a freezer container and freeze. This is good with
mixed summer berries and meringues.

flowers such as forget-me-nots, marigolds and

News from the Friends of St Thomas


Our new 2017 calendar is currently under production. It will
be available for purchase in the autumn. It will be in a family
planner format as last years calendar, and will be available in
plenty of time for those wanting to send one overseas for
Christmas!
At our AGM in May we elected a new President, Barbara
Glass, and a new Secretary, Prue Lambert. Rowan Peto,
outgoing President, and Edna Copus, outgoing Secretary, will
remain on the committee. They have done a wonderful job in
getting the Friends off the ground and the committee will
much appreciate their continued presence and expertise.
The next Friends function will be an Autumn coffee morning
on October 2nd, held between 10.30am and noon in the
church, where we will be delighted to see friends old and new
for coffee, cake and a chat.
Thank you to all our friends and supporters we couldnt do it
without you!

Andy Epstein suggested that I should put this into the Lapford
Lookout, as a reminder of a wonderful day out at Twickenham
for the Rugby Cup Final between Exeter Chiefs and Saracens.
It was a tremendously exciting match with Saracens eventually
winning by 30 points to 20.
The photograph was taken on the platform at Clapham
Junction with some Chiefs supporters, wearing magnificent
headdresses, and went viral in no time.
And just a significant comment, 78,000 of us were attended by
five policemen and one policewoman!!

Morning and Tabletop, raising an amazing
397 for C.R.Y. Thanks to all the stallholders
(the hall looked great!) and to Janet and Evelyn for keeping
the coffee and tea flowing! Thanks to Edwin for growing such
lovely plants and keeping my table well stocked!
In just 8 years you have helped us raise a staggering 4,700 ~
so thank you all for your continued support and generosity.

inimitable style of family friendly entertainment.
There will also be music performed by Jessica Squire who is a young female singer with a
range of songs from modern day, musical classics and a few old favourites.
We also have Kaleb ZeBadi Magician and Illusionist. Kaleb is a professional magician who
performs family friendly interactive shows. You will be dazzled as you watch in awe and
amazement as he works his magic. Times will be announced on the day to fit in with the other
entertainment and the Parachuting Teddies.

"After I retired, my wife insisted that I accompany her on her trips to Sainsburys. Unfortunately, like most men, I found
shopping boring and preferred to get in and get out. Equally unfortunate, my wife is like most women - she loves to browse.
Yesterday my dear wife received the following letter from the local Sainsburys
Dear Mrs. Harris,
Over the past six months, your husband has caused quite a commotion in our store. We cannot tolerate this behaviour and
have been forced to ban both of you from the store. Our complaints against your husband, Mr. Harris, are listed below and
are documented by our video surveillance cameras:
1. June 15: He took 24 boxes of condoms and randomly put them in other peoples carts when they werent looking.
2. July 2: Set all the alarm clocks in Housewares to go off at 5-minute intervals.
3. July 19: Walked up to an employee and told her in an official voice, Code 3 in Housewares. Get on it right away. This
caused the employee to leave her assigned station and receive a reprimand from her Supervisor that in turn resulted with a
union grievance, causing management to lose time and costing the company money.
4. August 4: Went to the Service Desk and tried to reserve a bag of Maltesers.
5. August 14: Moved a CAUTION - WET FLOOR sign to a carpeted area.
6. August 15: Set up a tent in the camping department and told the children shoppers they could come in if they would bring
pillows and blankets from the bedding department - to which twenty children obliged.
7. August 23: When a clerk asked if they could help him he began crying and screamed, Why cant you people just leave me
alone?

July in the Garden and Allotment


The Vegetable and Fruit Garden
Sow salads little and often - in short runs every fortnight is ideal to ensure a continuous
crop.
Sow maincrop carrots, peas, spring cabbages, turnips and chicory.
Plant out brassicas such as Brussels sprouts, winter cabbages and sprouting broccoli and grow short term
crops such as lettuces and radishes between them to maximise the space. Remember to cover brassicas
with netting to avoid disappointment - pigeons have no sense of morality!
Plant leeks for winter harvesting - buy them as plantlets from a garden centre if you haven't grown your own.
Sow chard and perpetual spinach - once they start cropping pick them over lightly and frequently to keep the
supply of fresh new leaves coming.
Harvest young courgettes for the best flavour (try sprinkling them with dill - absolutely delicious!), broad
beans whilst they are still young and tender, peas, mange tout and sugar snaps.
Keep digging your potatoes... Oh the joy of unearthing a glorious potato nestled in the ground - it's fun for
children too!
Feed tomato plants weekly with a high potash feed such as Tomorite. Tie loosely onto their canes and keep
pinching out the side shoots of cordon tomatoes in the 'armpits' as soon as they appear - this is not
necessary for bush varieties such as Gardener's Delight and Sungold. With plants grown outside, pinch off
the tip of the main shoot a leaf or two above the 4th flower truss. Keep all tomato plants regularly watered feast and famine leads to blossom end rot - the unsightly black blotches which indicate calcium deficiency
due to patchy watering.
Don't eat any more asparagus - new crowns will set from spears left in place from now on.
Keep all fruit well watered especially during dry spells; mulching with organic matter will help reduce water
loss and keep down the weeds too.
Delicious home-grown strawberries should still be cropping - straw laid under the plants will keeps the fruit off
the soil and helps prevent soil splash which can spread botrytis (grey mould). If you spot it, remove all
infected fruits and remember not to put them on the compost; this will only spread the problem. Peg down
runners into pots to increase the number of plants or if you have enough, pinch them out near their origin.
Pick your soft fruit and protect it with netting whilst it is ripening; birds apparently love soft fruit even more
than you do, and your entire crop can disappear with astonishing speed unless protected!
Thin apples and plums to 3 - 4 fruits per cluster - ideally you should remove ALL fruitlets from trees planted in
the last year to allow them to develop a good branch structure. If you cant bear to do this, just leave a few for
interest!
Summer prune apple and pear trees to encourage the development of fruiting spurs and to maintain the form
of cordon, espalier and fan-trained trees. Cut back laterals to 3 - 5 buds.
Look out for suckers on apple, pear and plum trees - if you spot them, tear downwards to remove - do not cut
them or theyll be back!
The Ornamental Garden
Divide old clumps of bearded irises and replant.
The big chop chop oriental poppies, lupins, delphiniums and geraniums right down to the ground once they
have finished flowering - be brave and be brutal - the new leaves will be an ornament and some may flower
again.
Support tall delphinium stems with individual canes.
Cheat and fill any gaps in your borders with container-grown perennials. Dahlias will keep colour going until
the first frosts so are a great autumn brightener in mixed borders.

Pick sweet peas regularly - this is in effect early deadheading and will ensure continued flowering.
Remember sweet peas are thirsty plants so keep them well watered.
Go for instant impact and colour in your garden or on your terrace with a ready planted container; or for a
special occasion sink whole containers into your borders for a fabulous instant makeover!
Water thoroughly once or twice a week rather than little and often - this encourages plants to put down roots
in search of water rather than coming up to the surface. Remember, though, that containers and hanging
baskets need watering every day and sometimes even twice a day if it is hot and windy.
For recently planted large shrubs or trees, leave a hose trickling around the base for an hour. The same
goes for established plants in very dry periods - pay particular attention to camellias, rhododendrons, azaleas
and hydrangeas which will abort next seasons flowers if they get too dry. Mulch around the roots when moist
to help avoid this. Recently planted hedges are best watered with a trickle hose (a length of old hose
punctured with little holes) left running for an hour or so.
Ensure trees or shrubs planted in the last couple of years on lawns or in areas of rough grass have a circle of
clear earth around them - this must be kept clear or grass will prevent essential moisture getting through.
Mulching with bark or compost will help.
Water is a precious commodity - instigate good practices such as using kitchen and bath water (as long as it
is neither too dirty, greasy nor full of detergent) for watering, collect rainwater in butts (available from the
garden centre) and investigate ways to recycle water for your irrigation. Avoid using tap water for lime-hating
plants such as camellias, rhododendrons and azaleas - they will not thank you for it!
The key to successful planting, whether it be a shrub, tree, perennial or bedding plant is to water in well.
Soak the root ball in a bucket until no air bubbles come to the surface, dig the planting hole, fill with water
and allow to drain away. Place the plant in the hole, fill with soil, firm gently and water well with a watering
can - this will give the plant a huge advantage over one planted with a dry root ball in a dry hole and watered
only on the surface.
Hoe beds and borders to get rid of annual weeds, like bitter cress and chickweed. If its dry, attack perennial
weeds like ground elder and the like with systemic weed killer painted onto the leaves and trail tips of
bindweed into jam jars full of the same. Remember systemic weed killers are indiscriminate and will kill
anything they contact. If you dont have time to do this, at least cut the culprits down to prevent them from
setting seed.
Keep your pond topped up with fresh water - a build up of algae in warm weather can be toxic, if not fatal, for
animals.
Pests
Pests love warm weather, so be on your guard! Caterpillar and aphid infestations can be dealt with by hand if
caught early enough, but should the situation career out of control you will have to resort to insecticides or
grin and bear it! Greenfly and blackfly especially love the heat and dont forget aphids and other sap-sucking
insects can transmit viruses so dont give in to the sympathy vote. Try to attract beneficial insects by growing
a wide variety of plants - ladybirds and their larvae are consummate aphid predators, as are lacewings and
even wasps.
July is the best month to sit out in your garden and enjoy the colours and scents. Whilst you are drinking that
cup of tea, coffee or cold drink, look around you, observe your planting and layout. Does it work for you, do
the colours and plant heights work? Does the area in which you are sitting and relaxing in give you an
exciting all round view of your planting and beds? Now is the time to close your eyes and imagine how you
can improve your garden for another season. Gardening is not all about hard work, sit back and enjoy it.

ELECTION OF CHAIR & VICE CHAIR
Cllr McAreavey had resigned from the Parish Council and Cllr
Hemsworth took over as Chairman of the Parish Council. Cllr BriantEvans returned as Vice Chair.
OPEN SESSION FOR MOPS
MOP It was noted that three months had passed since agreeing to
purchase the allotments through grant money. It was stated that the
funding officer from MDDC had met with the Chair of the association
and no follow up had been made. No application was submitted. Cllr
Eginton noted the situation.
MOP Broadband issues with the new superfast cabinets was raised.
This would be discussed at the July meeting.
HIGHWAYS
Cllr Burrows was still awaiting for information from DCC. Cllr Squires
was informed of the situation and would investigate for the July
meeting.

WARD AND COUNTY COUNCILLOR REPORT
Cllr Squires TAP funding scheme has changed. with details
circulated to all present. Government funding for potholes HAS
INCREASED FOR 2016/17

EMERGENCY PLAN COMMITTEE


Qualified first aiders and people with Chapter 8 training for undertaking Cllr Eginton - Yeo Vale enforcement issues. Compulsory
work on the highway within the Parish are sought. It was noted that a
purchase for development is considered by MDDC. Contact with
phone line would be a useful addition to the Orchard Centre. Cllr
the owner has not progressed the matter.
Squires will investigate specific funding for this service.
DEVON AIR AMUBULANCE
Cllr Hemsworth would be meeting with DAA to discuss possible night
landing sites within the Parish for reporting back at the July meeting.

MDD Play Areas- CSAG met and agreed to enter into a 25 year
lease with the Parish Council for the Junior Play area. It was
noted that an extension to the graveyard maybe required.
Further consultation is to take place.
Orchard Centre Car Park MDDC wish to monitor the Lower
Town Place development before commenting further.

YOUTH CLUB REPORT


The deeds had now been received. It was again agreed to seek advice
from DALC on the running of the trust and ownership.
A payment of 1000 from the YC was made to the Parish Council to pay MEMBERS STATEMENTS
Steve Eastland Designs for the first stage of work undertaken.
YOUTH CLUB PLANNING CONSENT S.106 AGREEMENT
Lapford Parish Council had been asked to enter into a s.106 agreement
with MDDC for 11,560 relating to Open Spaces and Air Quality
improvements in Crediton in order to allow the planning application to
go ahead. It was agreed to enter into the s.106 agreement but to defer
the payment to the purchaser of the site.
QUEENS BIRTHDAY CELEBRATIONS
To date, 472 income had been received with 342 expenses already
undertaken. The event would receive considerable assistance from The
Ark.

Cllr Heal Work and the hedge at Yeo Vale Cottage has
encroached onto the Highway towards Nymet Rowland. Cllr
Squires has been informed of this.
Cllr Briant-Evans - MOP has made contact re hedges opposite
garage on A377 being badly cut without the owners
permission. Highways undertook this work
Cllr Doe Reminds all of the benefits of Fire Prevention for
elderly. GD would like to visit frail elderly to arrange a Fire
Safety inspection.
