EnvironmentalReportforasiteatStSavioursHospital,7173SeabrookRoad,Hythe,Kent,

ProposedDevelopment
1.2
Thisreporthasbeenpreparedtosupportanoutlineplanningapplicationseekingpermission
for the redevelopment of the former St Saviours Hospital to provide 52 residential
dwellings.
Objectives
1.3
Theobjectivesofthestudyareto:

Review historical plans, geology, hydrogeology, site sensitivity, mining records and
contaminatedlandinformationprovidedbythelocalauthorityinordertocompletea
DeskStudy. AGroundsurereporthas beenobtained,acopyof whichisincludedin
AppendixA;
Assess the implications of any potential environmental risks, liabilities and
developmentconstraintsassociatedwiththesiteinrelationtothefutureuseofthe
siteandinrelationtooffsitereceptors;and
Provideafactualandinterpretativereportrelatingtothedeskstudy.
Providepreliminarygeotechnicalrecommendationsinrelationtoenvironmentalrisk,
potential remedial options and initial assessment of ground engineering
considerations.

The following site description has been compiled from available maps and plans, aerial

Thecurrentsitecomprisesaformerhospitalwithassociatedcarparkingandaccessroads.

The site grades up from the Seabrook road with steep slopes between built areas. The
formerhospitalislocatedtothenorthofthesite.

There are numerous landscaping areas between the car parking and generally comprises
steep slope grass banks. Trees are shown across the site some of which have protected
TPOsonthem.

4.0 ENVIRONMENTALSETTING

The British Geological Survey (BGS) indicates that the site is underlain by the following

There are landslip materials recorded on the site, however there was no obvious signs of

andclayswithslopewashmaterialsto0.75mbgl.TheseareunderlainbyHytheLimestone

Groundwater

Published permeability of the drift geology/Landslip materials is high to low reflecting the
mixednatureofthesematerials.PublishedpermeabilityofthesolidgeologyisHightovery
lowandisfracturebasedconsistentwithclayandfractureswithinthemudstone.
4.7
TheGroundSureReportshowsthatthesiteisnotlocatedwithinaSourceProtectionZone.
4.8
There are two historical licensed groundwater abstractions within 1000m of the site. The
closest is 160m east as is for a potable water supply from Honeywood spring. The closest
activegroundwaterabstractionislocated880msouthwestandisfromaboreholeandfor
sprayirrigation.
4.9
BGS records for the site and the surrounding area show the site has a moderate risk of
groundwater flooding associated with the superficial materials. This information is not
specifictoindividualhousesorlocationsandisbasedontheunderlyinggroundconditions.
Given that no basements are proposed this is not considered a risk, however should deep
servicesberequiredgroundwatermaybeexpectedintheexcavations.

Nocoalminingactivitieshavebeenidentifiedwithin1000mofthesite.

No non coal mining activities have been identified within 1000m of the site with the
exception of localised small scale underground mining may have occurred. Given that no
recordedgroundworkshavebeenencounteredtheriskoftheseactivitiesisconsideredtobe
minimal.

The moderate risk is likely to associated with the composition of the underlying materials
(Head) and relative low permeability of the underlying mudstone and the gradient of the
site. All of which could result is landslide generation. It is recommended that intrusive
investigation is undertaken and a slope stability assessment undertaken to determine the
riskoflandslidesonthesite.Basedonthewalkoverandthebuildingsonthesitetherewas
noevidenceofsurfacemovementsorcrackingonthebuildings.

ThereisanegligibleriskofcontaminationassociatedwithpotentialMadeGroundfromthe
current and previous buildings and a negligible risk of gas migration from the historical
landfilltothesite.

Thesiteisshownaswithinalandslipareabasedontheunderlyinggeologyandthegradient
of these materials. It is therefore recommended further investigation including a slope
stabilityassessmentisundertakentodeterminetherisktothefuturedevelopment.

7.0 DISCUSSIONSANDRECOMMENDATIONS
ProposedDevelopment
7.1
The proposed development involves 52 new residential properties with associated car
parking,landscapingandgardens.Somefoundationsworksisanticipatedalthoughdetailsof
thesearenotcurrentlyknown.
Discussion
7.2
It is considered that there are negligible risks associated with land quality at the site
associatedwithpotentialMadeGroundandgasmigrationfromthelandfill.
7.3
ItislikelythatgiventhepotentialforMadeGroundacrossthesitethatimportedmaterials
willberequiredforgardensandlandscapingareas.
7.4
Itisconsideredthatifanycontaminationisencounteredduringdevelopmentworksthiscan
be addressed through a discovery strategy with any unforeseen contamination identified
duringconstructionworksbeingaddressedthroughsourceremoval.
7.5
Landslipmaterialshavebeenidentifiedinthevicinityofthesite,andtheBritishGeological
Surveyreferstothesiteandbeingwithinlandslip materials. Giventhisitis recommended
that a full geotechnical and slope stability assessment is undertaken. Any proposed
foundationswillneedtotakeaccountofanyslopestabilityrisks.
7.6
Giventheageofthecurrentstructurethereisariskofasbestoswhichshouldbeaddressed
duringthedemolitionworks.
Recommendations
7.7
Itisrecommendedthatanintrusivegroundinvestigation,togetherwithafullslopestability
assessmentisundertakentoconfirmthegroundconditionsandprovideinformationforthe
designoffoundations.Theseworkscouldbeundertakenpriortodemolition,howevergiven
the coverage of the proposed residential units post demolition may be preferable. The
proposedsiteinvestigationworksshouldinclude:

Shallow boreholes advanced using a limited access window sampler rig to confirm
groundconditions;
DeepboreholestopenetrateintotheunderlyingHytheLimestoneat8.10mbgl.

Full slope stability assessment using the existing profile and the proposed
topographicprofile.
7.8
Soilsamplesshouldberecoveredforchemicalanalysistoassistwithwasteclassificationand
alsoprovideinformationonsoilqualitytoassistwithdesignofthedevelopment.Soilquality
information should also be provided to the earthworks contractor for inclusion within the
ConstructionStageHealthandSafetyPlan.
7.9
If contamination is identified this can then be remediated as part of the site development
works.
7.10
Given the negligible contaminated land risk identified within the Conceptual Model it is
considered that the investigation could be undertaken post planning and post demolition
underasuitablywordedcondition.
7.11
Itisrecommendedthatanasbestossurveyisundertakenontheexistingstructure.
