Summary
The rising of Malacaang of the South is in preparation of the country for federal
form of government as President-elect Rodrigo Duterte would govern the country both from
Malacaang and Panacan, Davao City where the Malacaang of the South is located
regardless of the hours to be consumed in travelling. One of Dutertes main concerns is to
change the countrys form of government to federal from presidential to have greater
autonomy and having equal distribution of funds within different state.
Definition
Federalism is system of government where powers are distributed between central

Federalism Government tends to allocate powers to the national and state governments for an
efficient conduct of each governments services since state governments is given an authority
to make its own policies or its own solutions to its problems. It is all about bringing the
government closer to its people.
Aspects affected
Economic
Positive
Federalism encourages each state to formulate its own strategy for economic
development strategies which are more effective due to closer understanding of local
culture, resources and skills. Through the different strategies tried by different states may
produce innovative ideas whose success may be implemented by other state or by nation.
Negative
A state accumulating lesser revenue will remain in the same situation as well as state
that gathers greater portion. Thus, inequality between state governments may exist.
Political
Positive
Since the national government will be divided into 3 branches meaning federalism
ensures that all powers is not centralized into a single person or group of people, since
excessive power among a single group tends to be corrupting.
Social
Positive

Since powers are shared by the national government to state governments, which is
closer to the people, thereby citizens composing a particular state tend to be more
participative, specifically in making possible solutions to its problem.
Negative
Federalism leads to inequality between the states and lead to unhealthy competition
and rivalry between them wherein the ultimate goal for the country will be disregarded.
Religious
The laws and policies set by a state may result to existence of immoral and moral acts.
Since every state has different culture and beliefs, moral acts from a state may be considered
immoral by the other, vice versa.
Opinion
I am neither against nor in favor with the modification of government of the
Philippines because the problem does not exist within the form of government, it is within us
people composing the government and society. No matter what form of government our
country embraces, as long as we have a responsible, optimistic, and not self-interested leaders
of the government and a unified members of society everything will be in good condition.
