Municipally-Owned Utility
(MOU)
A publicly owned, nonprofit utility
that serves area residents
MOUs may generate and/or purchase
power to sell
Rates are approved by the local
government. Rates are not regulated
by the PUCT
In Texas, MOUs can choose to opt into
the competitive retail market
Texas has 73 MOUs serving more
than 3 million Texans (roughly 15%
of the states electric customers)
